During 1875, four members of the Camden and Atlantic Railroad board of directors resigned to build a second railroad from Camden, New Jersey, to Atlantic City by way of Clementon. Led by Samual Richards, an officer of the C&A; for 24 years, they established the Philadelphia and Atlantic City Railway (P∾) on March 24, 1876. A 3-foot-6-inch narrow gauge was selected because it would lower track laying and operating costs. Work began in April 1877, and the track work was completed in a remarkable 90 days.

Reuben Wells from the proper left In 1966, Tom Billings, head of the Children's Museum advisory board, learned that the Reuben Wells was being kept in storage in Pennsylvania. On a vacation to Washington and Williamsburg, Billings decided to stop by to see the Reuben Wells. After he saw it, he started trying to get the Reuben Wells to be permanently back in Indiana, specifically at the Children's Museum. Billings contacted Otto Frenzel, a member of the Pennsylvania Railroad board of directors, who disclosed that the railroad company was currently trying to find museums for its steam locomotives.

The day after the accident, the Royal Railroad Board launched an inquiry into the cause of the accident by interviewing the surviving employees who had been working on the train. A number of passengers also came forward to be interviewed for the inquiry upon seeing the advertisement the board had placed in the newspapers.
