White parents in Seattle and Jefferson County, Kentucky, challenged voluntary integration programs, claiming the districts discriminated against white children by considering race as a factor in apportioning students among schools in order to keep them racially balanced.

David Hilliard Eaton (1932 – October 21, 1992) was the first African- American minister of All Souls Church, Unitarian of Washington, D.C., and an influential citizen of Washington DC politics from the 1960s until his death. Under his leadership, the All Souls Church became a center of social activism, with a racially balanced congregation.

North Fulton High School started out as a segregated school under the state-mandated system that prevailed until the early 1960s. The school reached a racial balance under the majority-minority program. In the 1970s the school developed a more racially balanced faculty as well. Through the years, North Fulton acquired a large international student body, and ranked at the top academically.

In 1980 it became a magnet school, housing grades K-5. Like in other magnet schools in the county, racial quotas maintained a racially balanced student body (45% African American, 45% Caucasian, 10% other). The concept brought changes in structural organization. During its first year as a magnet school, C.T. Walker housed 400 K-5 students admitted on the basis of a lottery that was conducted by community leaders and school officials.

When the school first opened, it had about 1,200 slots. To distribute the slots, the school used a racially balanced lottery that allocated about one thirds of the total slots to overflow students from West University Elementary School and two thirds of the total slots to other areas in the district, with priority for African American and Hispanic students. In addition the 2/3 portion was weighted for gender. About 70 openings were reserved for children of Rice University faculty and staff.

In September 1967, a large fight, started in the school cafeteria when five caucasian girls were selected by school officials as finalists for the school's Homecoming Queen, escalated as students were dismissed. Property damage, some caused by the use of gasoline bombs, and fighting caused more than 100 state troopers to be called in, and a strict curfew to be enforced. Principal Hubert Pitt announced that he would appoint a racially balanced group of students to select a new slate of candidates. Three days later, the situation had not improved, and officials were forced to ask parents to come in and patrol the halls in an attempt to quell the violence.

In many cases, this required students to be bused a considerable distance (12–18 miles in the Christina School District) because of the distance between Wilmington and some of the major communities of the suburban area (such as Newark). However, the process of handling an entire metropolitan area as a single school district resulted in a revision to the plan in 1981, in which the New Castle County schools were again divided into four separate districts (Brandywine, Christina, Colonial, and Red Clay). However, unlike the 1954 districts, each of these districts was racially balanced and encompassed inner city and suburban areas. Each of the districts continued a desegregation plan based upon busing.

Then, Lee had expressed concern about the voting patterns of younger Singaporeans, who appeared to be apathetic to the need of having a racially balanced slate of candidates. He was also worried about more Singaporeans voting along racial lines, which would lead to a lack of minority representation in Parliament.. He had also proposed to twin constituencies and have Members of Parliament (MPs) contest as a pair, one of whom had to be from a minority community. Mr. Berry also served as chief administrative officer of the City of Atlanta during a critical time of transition for the city during the 1970s from its traditional "white rule" to a racially balanced governmental power structure.
