Malloy, who has long campaigned against capital punishment, signed a bill to repeal the state's death penalty on April 25, 2012. The bill was not retroactive and did not affect those on death row in Connecticut at the time. On August 13, 2015, however, the Connecticut Supreme Court ruled in 2015 in State v. Santiago that the legislature's decision to prospectively abolish capital punishment rendered it an offense to "evolving standards of decency," thus commuting the sentences of the 11 men remaining on death row to life in prison without parole.

IPCs are typically designed to extend the limits of human ability. Some of the most famous IPCs include the Longitude prize (1714–1765), the Orteig Prize (1919–1927) and the prizes from the X Prize Foundation. IPCs are distinct from recognition prizes, such as the Nobel Prize, in that IPCs have prospectively defined criteria for what feat is to be achieved for winning the prize, while recognition prizes may be based on the beneficial effects of the feat.

Following the German occupation of Czechoslovakia in March 1939, Hitler sought to establish Poland as a client state, proposing a multilateral territorial exchange and an extension of the German–Polish Non- Aggression Pact. The Polish government, fearing subjugation to Nazi Germany, instead chose to form an alliance with Britain (and later with France). In response, Germany withdrew from the non-aggression pact and, shortly before invading Poland, signed the Molotov–Ribbentrop Pact with Soviet Union, safeguarding Germany against Soviet retaliation if it invaded Poland, and prospectively dividing Poland between the two totalitarian powers. In the 1980s, a large cohort of children with OCD were being evaluated prospectively. Following a streptococcal infection, a subgroup of children expressed OCD symptom exacerbations that were characterized as “coming on overnight.” The primary hypothesis derived from this study is that in some cases, OCD may develop as a consequence of an autoimmune reaction in which antibodies to streptococcal infections attack and damage the basal ganglia. Obsessions and compulsions are also very common in several other medical conditions, including: Tourette syndrome, Parkinson disease, epilepsy, schizophrenia, Huntington disease, encephalitis lethargica, Sydenham chorea, and damage to specific brain regions.

In August 1779, Jones was given command of a squadron of vessels of both American and French ownership. Methods are available to decrease this exposure, however, such as prospectively decreasing radiation output based on the concurrently acquired ECG (i.e. tube current modulation.) This can result in a significant decrease in radiation exposure, at the risk of compromising image quality if there is any arrhythmia during the acquisition. The significance of the low radiation doses used in diagnostic imaging is unknown, although the possibility of increasing cancer incidence across a population is of significant concern. This potential risk must be weighed against the competing risk of not diagnosing a significant health problem in a particular individual, such as coronary artery.

In the first prospectively designed trial to examine the effect of RIC on clinical outcomes in coronary artery bypass grafting (CABG), Thielmann and colleagues showed that RIC treatment reduced troponin levels and improved long-term morbidity and mortality. However, while patients who received the anesthetic isoflurane benefited from the treatment, the anesthetic propofol blocked the effects of RIC. Investigations in Dr. Gerd Heusch's lab showed that propofol abolishes the phosphorylation of STAT5, a key survival molecule that is activated by RIC. Two other trials in CABG surgery (ERICCA and RIP-HEART) reported neutral results for the clinical benefit of RIC, but both of these trials used propofol as the initiating anesthetic.

In addition to these preventable issues, GWA studies have attracted more fundamental criticism, mainly because of their assumption that common genetic variation plays a large role in explaining the heritable variation of common disease. Indeed, it has been estimated that for most conditions the SNP heritability attributable to common SNPs is <0.05. This aspect of GWA studies has attracted the criticism that, although it could not have been known prospectively, GWA studies were ultimately not worth the expenditure. GWA studies also face criticism that the broad variation of individual responses or compensatory mechanisms to a disease state cancel out and mask potential genes or causal variants associated with the disease.

Environmental stressors have also been found to prospectively increase risk for PMDD symptoms. Genetics do not operate in a vacuum: environmental components such as stress, hormonal fluctuation, and epigenetics play a key role in the pathology and onset of the disorder. Some studies have noted evidence of interpersonal trauma (domestic violence, physical or emotional trauma, or substance abuse) or seasonal changes (making PMDD potentially comorbid with Seasonal Affective Disorder) having an impact on PMDD risk. But the most common pre-existing disorder found in those diagnosed with PMDD is major depression, wherein they either actually had it or were misdiagnosed when they should have only been diagnosed with PMDD.

Sidransky's research includes both clinical and basic research aspects of Gaucher disease and Parkinson's disease, and her group first identified glucocerebrosidase as a risk factor for parkinsonism. She led two large international collaborative studies regarding the genetics of Parkinson's disease and dementia with Lewy bodies. Her current work also focuses on understanding the complexity encountered in "simple" Mendelian disorders, the association between Gaucher disease and parkinsonism and the development of small molecule chaperones as therapy for Gaucher disease and potentially parkinsonism. Sidransky directs two NIH clinical protocols, one evaluating patients with lysososmal storage disorders and the second prospectively studying patients and relatives with parkinsonism who carry mutations in GBA.

CT imaging should be performed to evaluate the specific clinical question, however incidental findings are noted in approximately 5-16 % of patients scanned for an unrelated reasons. It is not acceptable practice to anticipate the possibility of incidental lesions given their low incidence and prospectively add additional phases to routine protocols. Unfortunately, several recent surveys demonstrated that this practice is more common than might be anticipated, and contributes to unnecessary medical radiation exposure to a large population of patients. Even more egregious is the fact that many of these findings could potentially be more accurately evaluated with other non-radiation imaging modalities such as MRI or ultrasound.

Multiphase CT examinations are very important for the detection and characterization of certain clinical conditions, but should not be generalized for every patient undergoing CT of the abdomen and pelvis. A recent survey demonstrated that many physicians are routinely performing multiphase CT for the majority of patients in an attempt to prospectively characterize potential lesions detected during the scan. However, unindicated multiphase CT examinations are an important source of medical radiation that does not contribute to the care of patients. Adherence to published standards such as the ACR appropriateness criteria can both decrease medical radiation and optimize imaging for the specific clinical indication.

Under the South African constitutional order, noted Nkabinde J, the remedy of prospective overruling of a law that is inconsistent with the Constitution is permitted by the terms of section 172(1) (b) of the Constitution. In the present case she was not dealing with the court's remedial powers under section 172, as no order of constitutional invalidity had been made. Case ascertainment is achieved prospectively by having dedicated nurse-coordinators keep daily logs of all new stroke / Transient ischemic attack admissions and emergency visits. Following hospital discharge, the study nurse reviews the patient’s chart and enters the data into a touchscreen notebook computer using specialized software designed to increase data completeness and accuracy. Stripped of personal identifiers, encrypted data are then sent for analysis via telephone to a central data server at the Institute for Clinical Evaluative Sciences in Toronto.

The epidemic of AIDS, characterized by the occurrence of formerly rare opportunistic infections such as Pneumocystis carinii pneumonia (PCP), did not occur in the United States until a previously unknown human retrovirus—HIV—spread through certain communities. Compelling evidence against the hypothesis that behavioral factors cause AIDS comes from recent studies that have followed cohorts of homosexual men for long periods of time and found that only HIV-seropositive men develop AIDS. For example, in a prospectively studied cohort in Vancouver, British Columbia, 715 homosexual men were followed for a median of 8.6 years.

Although one might expect a higher rate of postpartum depression among those with PMDD, a large study of women with prospectively-confirmed PMDD did not find a higher prevalence of postpartum depression than in controls. If a woman had experienced PPD beforehand, there was found to be a less-than 12% chance of PMDD pathology emerging—hardly any differentiation from the regular population of those who have never experienced postpartum depression.

Antibiotics are sometimes given in moderate to severe cases; the data supporting this practice date to the 1950s, although there is more recent animal data suggesting that antibiotics may increase survival and prevent bacteria from crossing the damaged lining of the colon into the bloodstream. The use of prophylactic antibiotics in ischemic colitis has not been prospectively evaluated in humans, but many authorities recommend their use based on the animal data. Patients being treated supportively are carefully monitored. If they develop worsening symptoms and signs such as high white blood cell count, fever, worsened abdominal pain, or increased bleeding, then they may require surgical intervention; this usually consists of laparotomy and bowel resection.

Partially based on Kennedy's concurrence in the 2015 case, the state of South Dakota passed Senate Bill 106 in March 2016 with the intent of collecting sales tax from out-of-state vendors due to the state from purchases to be shipped into the state. The bill was one of the first so-called "kill Quill" bills, purposely made to challenge the Quill ruling based on the Direct Marketing Ass'n results. The proposed law established various safeguards for vendors, and required only those with sales of over or with more than 200 different transactions shipped to addresses in the state to collect taxes. HIPAA restrictions on researchers have affected their ability to perform retrospective, chart-based research as well as their ability to prospectively evaluate patients by contacting them for follow-up. A study from the University of Michigan demonstrated that implementation of the HIPAA Privacy rule resulted in a drop from 96% to 34% in the proportion of follow-up surveys completed by study patients being followed after a heart attack. Another study, detailing the effects of HIPAA on recruitment for a study on cancer prevention, demonstrated that HIPAA-mandated changes led to a 73% decrease in patient accrual, a tripling of time spent recruiting patients, and a tripling of mean recruitment costs. In addition, informed consent forms for research studies now are required to include extensive detail on how the participant's protected health information will be kept private.

The case involved a homeowner (Henrietta Eaton) who lost her house in Massachusetts via a foreclosure sale after defaulting on her mortgage. Eaton then filed a suit against Fannie Mae in Massachusetts Superior Court alleging that the record holder of the mortgage did not also hold the promissory note at the time of foreclosure. Due to this alleged lack of unity at the time of sale, Eaton was alleging that property title was invalid. In its opinion, the S.J.C. asserted that although the statutes and case law from the nineteenth century implied that the mortgagee should also hold the note at time of sale, the court would not apply the requirement of unity retroactively to June 22, 2012, but only prospectively from that date because the law was "ambiguous" and a retroactive application would have voided thousands of titles.

A study of an outbreak of an (H1N1) influenza in an Israeli military unit of 336 healthy young men to determine the relation of cigarette smoking to the incidence of clinically apparent influenza, revealed that, of 168 smokers, 68.5 percent had influenza, as compared with 47.2 percent of nonsmokers. Influenza was also more severe in the smokers; 50.6 percent of them lost work days or required bed rest, or both, as compared with 30.1 percent of the nonsmokers. According to a study of 1,900 male cadets after the 1968 Hong Kong A2 influenza epidemic at a South Carolina military academy, compared with nonsmokers, heavy smokers (more than 20 cigarettes per day) had 21% more illnesses and 20% more bed rest, light smokers (20 cigarettes or fewer per day) had 10% more illnesses and 7% more bed rest. The effect of cigarette smoking upon epidemic influenza was studied prospectively among 1,811 male college students.

This section provides the penalties and mode of trial for offences under the Act.
