Two years later the project was revived in a modified form; and bill passed both houses and received the royal assent on 27 April 1696. Immediately afterwards, however, the parliament was prorogued.
The Official Irish Republican Army attempted to kidnap Neill from his house near Rostrevor, in October 1971. They were unsuccessful, but in December, his house was burnt down in an arson attack. The Parliament was prorogued in 1972. In March 1973, the British Government published its plans to replace the Parliament with the Northern Ireland Assembly.

The Governor General of the Province of Canada, Lord Sydenham, appointed him as Deputy Governor General. In that capacity, on September 18, 1841, Clitherow prorogued the first session of the first Parliament of the Province of Canada."Clitherow, John", Dictionary of Canadian Biography. Sydenham was unable to carry out his functions, as he had been badly injured by a fall from a horse.
Later in the year, following Elizabeth's illness with smallpox, the succession question became a heated issue in Parliament. Members urged the queen to marry or nominate an heir, to prevent a civil war upon her death. She refused to do either. In April she prorogued the Parliament, which did not reconvene until she needed its support to raise taxes in 1566.

In 2018, Sirisena appointed the former President Mahinda Rajapaksa (his former rival) as the Prime Minister, wrote a letter firing Prime Minister Ranil Wickremesinghe (with whose major support he became the president in 2015) and prorogued Parliament, all in apparent contradiction to the Constitution of Sri Lanka, instigating a constitutional crisis. This marks Sirisena's second, and most successful attempt to bring Rajapaksa to power.

Modern summonses are without reference to royal hostages but in essence they flow in the same way. Firstly, they set out the titles of the Sovereign, and then those of the recipient. Next, they note the date for Parliament's calling and the reason for its calling. This portion of the writ differs based on whether Parliament is at the time sitting, or prorogued, or dissolved.
The 1st Canadian Parliament was in session from November 6, 1867, until July 8, 1872. The membership was set by the 1867 federal election from August 7 to September 20, 1867. It was prorogued prior to the 1872 election. It was controlled by a majority coalition between the Conservative Party and the Liberal-Conservative Party under Prime Minister Sir John A. Macdonald and the 1st Canadian Ministry.

British administration relied in part to their continued support. In 1789, Shannon retired from all his political offices. The "Blackwell Companion" considers this a direct result of the Regency crisis of 1788. In the summer of 1788 the mental health of George III deteriorated, but he was nonetheless able to discharge some of his duties and to declare British Parliament prorogued from 25 September to 20 November.
However, instead of meeting parliament Charles further prorogued it and recalled his brother the Duke of York from Scotland. With this, Shaftesbury urged his friends on the Privy Council to resign, and four did so. This agitation was opposed by George Jeffreys and Francis Wythens, who presented addresses expressing abhorrence of the petitioners, thus initiating the movement of the Abhorrers, who supported the actions of the king.
Buckingham and Charles developed a foreign policy based on an alliance with France against Spain. Major foreign adventures against Cádiz in 1625 and in support of French Huguenots in 1627 were total disasters. Widespread rumour shaped public opinion that blamed Buckingham, rather than the king, for the ills that beset England. When Parliament twice opened impeachment proceedings, the king simply prorogued (suspended) the Parliament.
Keddy's riding included many historic lighthouses and is in fact known as the "Lighthouse Route". However, the National Cabinet is based on negotiation and compromise among the states, rather than the will of the majority. Parliament is suspended rather than prorogued (dissolved); Parliament will pass legislation based on decisions made by the National Cabinet. Once the crisis has passed, all decisions taken by the Cabinet will fall under the scrutiny of normal democratic processes and thus be accountable for all decisions taken.

Prior to 1977, it was common for the federal Parliament to have up to three sessions, with Parliament being prorogued at the end of each session and recalled at the beginning of the next. This was not always the case, for instance the 10th Parliament (1926-1928) went full term without prorogation. The practice of having multiple sessions in the same parliament gradually fell into disuse, and all parliaments from 1978 to 2013 had a single session. (There were only four prorogations since 1961, twice to allow the visiting Queen to "open" Parliament, once after the 1967 death of Prime Minister Harold Holt and for political reasons in 2016.) Since 1990, it has been the practice for the parliament to be prorogued on the same day that the House is dissolved so that the Senate will not be able to sit during the election period.
May was succeeded in the following party leadership election by Boris Johnson, whose campaign team had floated the possibility of prorogation to force a no-deal Brexit despite Parliament overwhelmingly rejecting the proposition. Effective August 17, Toronto Centre MP Bill Morneau resigned from his position as Canadian Finance Minister and his seat in Parliament reportedly due to his role in the WE Charity controversy and disagreements with Prime Minister Justin Trudeau over spending federal funds on managing COVID-19's economic impact. The next day, upon naming Chrystia Freeland to replace Morneau as Finance Minister, the Prime Minister prorogued Parliament, ending the first session.
On 30 December 2009, the parliamentary session was put on hold by being prorogued at the request of the Prime Minister. According to his spokesman, he sought this prorogation to consult with Canadians about the economy. The move caused cries from opposition MPs who labelled it as an attempt to "muzzle parliamentarians amid controversy over the Afghan detainees affair". Prorogation prevented the parliamentary committee from continuing to probe the issue.

He resigned from the Senate on 11 April 2019, the day the election was called and the Senate prorogued. At the 2019 Australian federal election, Smith was elected as the Member for Bean with a margin of 13,971 votes.
He was a member for The Sturt in the South Australian House of Assembly from March 1857 to October 1862, having been narrowly reelected in 1860. His colleague in the first parliament was Thomas Reynolds and Joseph Peacock in the second. On 21 October 1862 parliament was prorogued, and the next day dissolved by proclamation. Melbourne himself opposed dissolution, although his cabinet came to accept it, and Melbourne requested the Queen dissolve Parliament, leading to an election. The Conservatives campaigned mainly on the issue of Peel's leadership, whilst the Whigs emphasised an impersonal platform of reforming the import duties on corn, replacing the existing sliding scale with a uniform rate.
In 1997, John Major, the then prime minister, and leader of the Conservative and Unionist Party, controversially prorogued parliament at a time that avoided parliamentary debate of the Parliamentary Commissioner's report on the cash- for-questions affair. On that occasion, the prorogation was on Friday, 21 March, and was followed by a general election on 1 May, resulting in a change of government to Labour led by Tony Blair.

Sewell overwhelming Mackay, with Fitzherbert (hand covering mouth) looking on Mackay is noted for his support of the Acting Governor, Robert Wynyard, who argued that it was not possible for Parliament to assume responsibility for governing New Zealand without royal assent. When Parliament disagreed, Wynyard officially prorogued it. Parliament responded by suspending its own standing orders. These orders required that messages from the Governor take precedence over other Parliamentary business.
In most of its activities the House of Commons deliberately used the same procedure as the Parliament of the United Kingdom at Westminster. In 1964, he was elected to the House of Commons of Northern Ireland as Ulster Unionist member for Mid Down. He was appointed as Attorney General for Northern Ireland in 1968. He was appointed to the Privy Council of Northern Ireland in the 1969, entitling him to the style The Right Honourable. In March 1972, the entire Government of Northern Ireland resigned, and the Parliament of Northern Ireland was prorogued.
What history has come to know as Bloody Sunday was, in essence, the end of Faulkner's government. In March 1972, Faulkner refused to maintain a government without security powers which the British government under Edward Heath decided to take back. The Stormont parliament was subsequently prorogued (initially for a period of one year) and following the appointment of a Secretary of State for Northern Ireland, William Whitelaw, direct rule was introduced.

The question of proprietarial fees was to cause considerable discontent among Marylanders during the years immediately preceding the American Revolution.

Their actual attendance is uncertain, although it is clear that Richard of Normanton did take part in the 1294 parliament, as he obtained a charter granting free warren on many of his estates a few days after it was prorogued: it was recorded that he had requested the charter during the course of the parliament.

Before he did, however, he named seven nuncios to go to Pisa, but the powers he allowed them were not the plenipotentiary powers that the committee had suggested.
This meant that many Bills under review were scrapped, including national identity cards, and a ban on the sale of psychedelic mushrooms. R (Miller) v The Prime Minister and Cherry v Advocate General for Scotland ([2019] UKSC 41), also known as Miller II and Miller/Cherry, were joint landmark constitutional law cases on the limits of the royal prerogative power to prorogue the Parliament of the United Kingdom. Argued before the Supreme Court of the United Kingdom in September 2019, the case concerned whether the advice given by the Prime Minister, Boris Johnson, to Queen Elizabeth II that Parliament should be prorogued in the prelude to the United Kingdom's departure from the European Union was lawful. On 24 September 2019, in a unanimous decision by eleven justices, the court found that the matter was justiciable, and that Johnson's advice was unlawful; this upheld the Inner House of the Court of Session ruling in Cherry and overturned the High Court of Justice ruling in Miller. As a result, the Order in Council permitting the prorogation was null and of no effect and Parliament had, in fact, not been prorogued.
However, on 21 March 2016, Prime Minister Malcolm Turnbull announced that the 44th Parliament, elected in 2013, would be prorogued on 15 April and that a second session would begin on 18 April. Prorogation is now a procedural device, the effect of which is to call the Parliament back on a particular date (especially the Senate, which the government did not control), and to wipe clean all matters before each House, without triggering an election.
At the 1969 Northern Ireland general election, Bailie was elected as Member of Parliament for Newtownabbey. He was a prominent opponent of the People's Democracy movement, which he claimed was a revolutionary movement. On 25 March 1971, new Prime Minister Brian Faulkner appointed him Minister of Commerce, and he served until the Parliament was prorogued in 1972. Bailie was also appointed to the Privy Council of Northern Ireland at the same time.
On 9 September another motion for an early election was tabled by the government. Iit failed by 293 voters to 46 with 303 abstentions. On a point of order after the question in the motion was agreed to without the majority required under the FTPA Boris Johnson stated: Parliament was prorogued on the same day, until 14 October. The prorogation was later deemed unlawful by the Supreme Court and proceedings were resumed on 25 September.
Alexander I of Yugoslavia The 6 January Dictatorship ( / Šestojanuarska diktatura, , ) was a royal dictatorship established in the Kingdom of Serbs, Croats and Slovenes (Kingdom of Yugoslavia after 1929) by King Alexander I (r. 1921–34) with the ultimate goal to create the Yugoslav ideology and single Yugoslav nation. It lasted from 6 January 1929, when the king prorogued parliament and assumed control of the state, and ended with the 1931 Yugoslav Constitution.

At the end of an Orange Institution meeting during the 1951 general election, the chair gave the customary declaration "God Save the King!". On 11 July parliament was prorogued. On 2 August, when the parliament was sitting at Oxford, Montagu was too ill to attend, and after discussion in which Edward Coke and Robert Heath took part, the matter was allowed to drop.
When Metellus was consul (in 109 with Marcus Junius Silanus), he took command of the war in Numidia against Jugurtha.CAECILIVS The war dragged out into a long and seemingly endless campaign as the Romans tried to inflict a decisive defeat on Jugurtha. Metellus gained just one important victory over Jugurtha at the Battle of the Muthul. Metellus, having his command prorogued stayed in Numidia for another year (108), laying siege to Jugurthine holdouts.
He went on to be Lord Lieutenant of Ireland in the Chatham Ministry in August 1767 and introduced measures aimed at increasing the size of Irish regiments, reducing corruption in Ireland and improving the Irish economy. After the Parliament of Ireland rejected his money bill, Townshend prorogued parliament in November 1767, making himself very unpopular in Dublin. Most important, he collaborated with Prime Minister Lord North in London in solidified governmental control over Ireland.

The Senate chamber was used by the Royal Air Force (R.A.F.) as an operations room during World War II. The building was used for the short-lived Sunningdale power-sharing executive in 1974.
The CBSA, which lies under the authority of Blair, issued the exemption that triggered the news story. Because Parliament was prorogued Blair only issued a tweet and it was unlikely that his CBSA staff member had been disciplined. (See John Moore House and Enoch Moore (Loyalist turned rebel)). Around this same time, Elias's younger brother, Lindley Murray Moore was founding an Anti-Slavery Society in Rochester, N.Y.. Moore continued to serve in the 13th Parliament of Upper Canada until it was prorogued in February, 1840.
Composed primarily of rebel sympathizers, it refused to consider the Conciliatory Resolution proposed by Prime Minister Lord North to defuse the crisis. Wentworth therefore prorogued the assembly, hoping that a delay would favorably change the atmosphere. It did not: on May 30, rebel militia began occupying and fortifying Portsmouth. Captain Andrew Barclay of HMS Scarborough further exacerbated tensions by impressing local fishermen and seizing supplies for use by the troops in Boston.

On 22 December 2010 NSW Governor Marie Bashir prorogued Parliament on Keneally's request.
Paratroops opened fire on civil rights protesters in Derry, killing 13 unarmed civilians. Bloody Friday, Bloody Sunday, and other violent acts in the early 1970s came to be known as the Troubles. The Stormont parliament was prorogued in 1972 and abolished in 1973. Paramilitary private armies such as the Provisional Irish Republican Army, resulted from a split within the IRA, the Official IRA and Irish National Liberation Army fought against the Ulster Defence Regiment and the Ulster Volunteer Force.

The senators approved a report from the standing committee on ethics and conflicts of interest which recommended that Beyak be suspended without pay for "the rest of the current term". In addition to her suspension, she was ordered to undertake anti-racism training. Canada's standing senate Committee on Internal Economy, Budgets and Administration (CIBA) met February 27, 2020 to formally remove Beyak from the senate payroll. Her suspension ended on August 18, 2020 when the session was prorogued.
The Second Dáil was not formally dissolved, but following the precedent of 1921, it should perhaps be regarded (from the viewpoint of the Irish Free State) as dissolved upon the assembling of the Third Dáil. The Third Dáil was first summoned to meet on 1 July 1922. It was prorogued on five occasions, and eventually met on 9 September 1922. The Oireachtas members database regards the Second Dáil as having existed from 24 May 1921 to 16 June 1922.
On June 18, 2009, Stephen Harper's Conservative government proposed two lawful access frameworks, Bill C-46 (short titled Investigative Powers for the 21st Century Act) and Bill C-47 (short titled Technical Assistance for Law Enforcement in the 21st Century Act). These two policy proposals failed to advance beyond the House of Commons, as Stephen Harper prorogued Parliament on December 30, 2009, which was the second time within less 400 days (the first being on December 4, 2008).
The 10th Parliament of Singapore was the previous Parliament of Singapore. The first session commenced on 25 March 2002 and was prorogued on the 1 December 2004. The second session begun from 12 January 2005 and was dissolved on 20 April 2006. The membership was set by the 2001 Singapore General Election on 3 November 2001, and it has been only changed due to Lee Hsien Loong being elected as the Prime Minister in Singapore in 2004.
Walett, p. 217 In Massachusetts the provincial assembly issued a circular letter, calling on the other colonies to join it in a boycott of the goods subject to the Townshend taxes.Walett, p. 218 Bernard was ordered in April 1768 by Lord Hillsborough, who had recently been appointed to the newly created office of Colonial Secretary, to dissolve the assembly if it failed to retract the letter.Knollenberg, p. 56 The assembly refused, and Bernard prorogued it in July.
The budget passed the Commons on 4 November 1909, but was voted down in the Lords on the 30th, the Lords passing a resolution by Lord Lansdowne stating that they were entitled to oppose the finance bill as it lacked an electoral mandate. Asquith had Parliament prorogued three days later for an election beginning on 15 January 1910, with the Commons first passing a resolution deeming the Lords' vote to be an attack on the constitution.
In response, Wynyard prorogued Parliament for two weeks. On 31 August he appointed Thomas Forsaith, Jerningham Wakefield and James Macandrew to the Executive Council, but when Parliament met again it moved a motion of no confidence in the members. Parliament met on 8 August 1855, by which time Wynyard had received instructions from the Colonial Office to introduce responsible government. The new Governor, Sir Thomas Gore Browne, arrived on 6 September 1855 and relieved Wynyard of his duties.

As a result, the Saskatchewan Government could not recall the prorogued Legislative Assembly, nor pass any orders-in-council to proclaim statutes in force, pass regulations, or exercise any other statutory powers requiring an order-in-council. This situation lasted until the federal government appointed Porteous's successor, Irwin McIntosh, on February 22, 1978.
Cromwell now favoured the assertion of royal supremacy, and manipulated the Commons by resurrecting anti-clerical grievances expressed earlier in the session of 1529. On 18 March 1532, the Commons delivered a supplication to the king, denouncing clerical abuses and the power of the ecclesiastical courts, and describing Henry as "the only head, sovereign lord, protector and defender" of the Church. The clergy capitulated when faced with the threat of parliamentary reprisal. On 14 May 1532, Parliament was prorogued.
A decree of the Council of Constance ordered that councils should be held every five years. Martin V summoned a council in 1423 that met first at Pavia and later at Siena (the "Council of Siena"). It was rather poorly attended, which gave the Pope a pretext for dissolving it, as soon as it had come to the resolution that "internal church union by reform ought to take precedence over external union". It was prorogued for seven years.

Walter Scott (1908–?) was a Unionist politician in Northern Ireland. Scott worked as a building contractor, and was elected to Belfast City Council in 1959, for the Ulster Unionist Party. In 1961, he won a by-election in Belfast Bloomfield and was elected to the Parliament of Northern Ireland, holding his seat at each subsequent election, until the body was prorogued in 1972. From 1969 until 1972, he served as Chairman of Ways and Means and Deputy Speaker.

During the American Revolution, the colonial governments ceased to function effectively as royal governors prorogued and dissolved the assemblies. By 1773, committees of correspondence were governing towns and counties, and nearly all the colonies had established provincial congresses, which were legislative assemblies acting outside of royal authority. These were temporary measures, and it was understood that the provincial congresses were not equivalent to proper legislatures. By May 1775, the Massachusetts Provincial Congress felt that a permanent government was needed.
Young then attended at the house and prorogued the council until 20 October. The Times severely commented upon Young's conduct, but he was commended by the British government. The Tasmanian supreme court ruled against the council, and when it was taken to the privy council this decision was confirmed. The new constitution was soon successfully instituted and Young welcomed the change in his position, feeling that he was now above the battle and freed from much trying responsibility.
Of the ordinary magistrates, there were two further divisions: the higher magistrates, composed of consuls, praetors, their prorogued equivalents and the censors; and the lower magistrates, composed of the tribunes, aediles, quaestors and other minor positions. All higher magistrates were elected by the Centuriate Assembly. The most powerful ordinary magistrate was the consul, of whom there were two, who served for the period of one year. These consuls had the authority to call assemblies of the people.
The strike began on 15 May and continued to the 29 May, with the Northern Ireland Assembly prorogued the following day, rather than the new elections that had initially been demanded. On May 30, the provincial parliament was prorogued until August 9 by general William Rowan in place of governor Elgin who no longer wanted to leave Monklands. A proclamation by the governor announced the move on November 14.

When Caepio arrived he only found the local tribes and they sensibly decided not to fight the newly arrived legions. In 105 Caepio's command was prorogued and a further six legions were raised in Rome by Gnaeus Mallius Maximus, one of the consuls of 105, he led them to reinforce Caepio who was near Arausio.

Major Hon. Henry Balfour was Shire Commissioner for Fifeshire in the Parliament of Scotland prior to the Act of Union 1707. The last Scottish Parliament was originally summoned to meet at Edinburgh on 12 November 1702, but was prorogued until 6 May 1703. This Parliament then consisted on four distinct sessions - (1) 6 May 1703 – 16 September 1703; (2) 6 July 1704 – 28 August 1704; (3) 28 June 1705 – 21 September 1705; and (4) 3 October 1706 – 25 March 1707.
215 online. As consul in 218 BC, P. Cornelius Scipio was assigned to Spain, and had his command prorogued through 211, when he was killed and his army defeated by Carthaginian forces. It was under these pressures that private citizens (privati) were granted imperium. Precedent was established in 210 when a vote by the assembly gave Scipio's son, later to be known as Africanus, a long-term command pro consule in Spain, although he was privatus; his second-in-command acted pro praetore.
Stepinac's appointment came at a time of acute political turmoil in Yugoslavia. In June 1928, the popular leader of the Croatian Peasant Party (, HSS) Stjepan Radić and several other Croatian deputies had been shot by a Serb deputy in the Yugoslav Parliament. Two had died immediately and Radić had succumbed to his wounds two months later, the incident causing widespread outrage among Croats. In January of the following year, King Alexander had prorogued Parliament and had effectively become a royal dictator.

James Gerrard Lennon (1907–February 1976), known as Gerry Lennon, was a solicitor and Irish nationalist politician. Lennon stood unsuccessfully for the National League of the North in South Armagh at the 1933 Northern Ireland general election. He was absent on leave during the War of 1812 as military authorities ran the province. His stand-in during this time was Isaac Brock, who "sought an active role in the impending war as keenly as Gore sought to escape it". Gore resumed his role as lieutenant- governor from 1815 to 1817. During his second term, Gore prorogued the Legislative Assembly after it challenged his ban on issuing land grants to American refugees and made other criticisms of his administration.
Hull's army alone was occupying or threatening Canadian territory. Late in July, Brock learned of the capture of Mackinac. He was also informed by Lieutenant General George Prevost, the Governor General of Canada, that an additional regiment was being dispatched to Upper Canada, although as piecemeal detachments. Brock dispatched 50 of his small force of regulars and 250 volunteers from the militia westward from York to reinforce Amherstburg. On 5 August, he prorogued the assembly and set out himself after them.
However, Camden the politician was less of a champion of civil rights than Pratt the judge. The poor harvest of 1766 led to fears of high grain prices and starvation but parliament was prorogued and could not renew the export ban that expired on 26 August. Pitt, with Camden's support, called the Privy Council to issue a royal proclamation on 26 September to prohibit grain exports until parliament met. However, despite Camden's record on civil liberties, this proclamation was unlawful, contrary to art.
Despite the success of the 'No Dams' campaign demonstrated by the significant protest vote, the original Gordon-below- Franklin proposal was carried with a majority in the referendum. Holgate, who had prorogued the House while the referendum was conducted, pledged the government would proceed with the dam construction. Almost as soon as the House reconvened, Labor lost a no-confidence motion, forcing an election for May 1982. At that election, Tasmanian Labor was roundly defeated by Robin Gray and the Liberal Party.

Massachusetts had asked for a general meeting or Continental Congress to consider joint action by all the colonies. To forestall any such action, the royal governor of Maryland, Sir Robert Eden prorogued the Maryland colonial assembly on April 19, 1774. This was the last session of the colonial assembly ever held in Maryland.
In the Parliament of Canada and its provinces, the legislature is typically prorogued upon the completion of the agenda set forth in the Speech from the Throne (called the legislative programme in the UK). It remains in recess until the monarch, governor general, or lieutenant governor summons parliamentarians again. Historically, long prorogations allowed legislators to spend part of their year in the capital city and part in their home ridings. However, this reason has become less important with the advent of rapid transcontinental travel.
Although in theory prorogation fostered continuity under an experienced commander with "expert knowledge of local conditions," thereby increasing the chances of victory; in practice, politics often motivated by the ambitions of individuals, decided whose commands were extended.Miriam R. Sometimes men who held no elected public office — that is, private citizens (privati) — were given imperium and prorogued, as justified by perceived military emergencies.
Commanders were often prorogued during the First Punic War (264–241 BC). By the end of this long conflict, a second praetor had been added to the three magistrates holding imperium. The new office was the praetor qui inter peregrinos ius dicit ("praetor who administers justice among foreigners"). Brennan has argued that the purpose of this new office was not, as is often thought, to administer justice to foreigners living in Rome, but inter peregrinos in the provinces as the situation seemed to require.
The co-operation between monarch and Parliament following the Gunpowder Plot was atypical. Instead, it was the previous session of 1604 that shaped the attitudes of both sides for the rest of the reign, though the initial difficulties owed more to mutual incomprehension than conscious enmity. On 7 July 1604, James had angrily prorogued Parliament after failing to win its support either for full union or financial subsidies. "I will not thank where I feel no thanks due", he had remarked in his closing speech.

Massachusetts had asked for a general meeting or Continental Congress to consider joint action. To forestall any such action, the royal governor of Maryland, Robert Eden prorogued the Assembly on April 19, 1774.
His family obtained his election as Member of Parliament for Newcastle-under- Lyme in 1558, to help him defend himself from his creditors (MPs enjoyed Parliamentary privilege against arrest for debt). However, when Parliament was prorogued he was arrested and committed to the Fleet prison. With the help of the Speaker, William Cordell, Egerton obtained his release on bond to pay off his debt. While he never succeeded in settling his debt in full, Egerton did enjoy commercial success during the remainder of his life.

Book of the 1680 Westminster House of Commons debates The Exclusion Bill Parliament was a Parliament of England during the reign of Charles II of England, named after the long saga of the Exclusion Bill. Summoned on 24 July 1679, but prorogued by the king so that it did not assemble until 21 October 1680, it was dissolved three months later on 18 January 1680/81.
After the 1906 election, the House of Representatives first met on 20 February 1907. Prime Minister Alfred Deakin allowed the parliament to run to its maximum permissible length under section 28 of the constitution (three years). Its final meeting ended on 8 December 1909, and it was then prorogued until 19 February 1910 at which point it expired by "effluxion of time". This remains the only occasion where the House has been allowed to "expire" rather than being dissolved earlier by the Governor-General.
This legislation was passionately opposed by the majority of the Legislative Council. Young agreed to the request of the Premier, Charles Cowper, to swamp the council with new 21 appointees to get the legislation through, although in fact sufficient members of the Council resigned that a quorum could not be formed, forcing it to be prorogued and replaced by a new Council with appointed life members. In due course this passed the land legislation. The rest of his term in New South Wales was less eventful.
Napoleon prorogued the council and visited with severe punishments the bishops who had been most prominent in their opposition. Arrested on 12 July 1811, de Broglie was cast into the dungeon at Vincennes and kept in close confinement for more than four months, without outside communication, and without books or writing materials. He was next sent as an exile to Beaune. On the mere suspicion that he had intercourse with his clergy, he was deported to the Île Sainte-Marguerite on the coast of Provence.
The proposed marriage of the King's brother, the Duke of York, with the Catholic Mary of Modena was lamented. Parliament demanded securities for the defence of the Anglican Church against papism, the disbanding of the standing army (commanded by York) and the removal of pro-French ministers. When the situation threatened to escalate, Charles, on the advice of the French envoy but against the opinion of the Privy Council, prorogued Parliament. Charles made a last effort to continue the war, even without a war budget.
In January 1959, he was elected in a countback as Labor member for Denison in the Tasmanian House of Assembly, replacing Alfred White who had been appointed Agent-General in London. The parliament was prorogued before Lacey took his seat in the chamber, and he was defeated at the state election in May that year. In 1964, Lacey was elected to the Australian Senate as a Labor Senator for Tasmania. He held the seat until his defeat in 1970, effectively by independent Michael Townley.
This forced the House to be prorogued with the result that Macdonell was automatically expelled for non-attendance during an entire session. By the time of the subsequent by-elections, Labour policy had been reversed and Nielsen had left the ministry. Dunn rejoined the party and successfully re-contested the Mudgee by-election on 16 August 1911. Hoyle did not re-contest the Liverpool Plains by-election on 16 August 1911 which was won by Liberal candidate, John Perry by three votes on the same day.

As a result of the Waddington Commission, further constitutional reforms were enacted in 1952; universal suffrage was introduced and the Legislative Council was to be replaced by a House of Assembly. The term of the final Legislative Council was extended in order to allow preparations for elections under the new system on 27 April 1953. The Council was dissolved on 8 April 1953. However, the constitution was suspended on 9 October 1953 and the House of Assembly was prorogued, before being dissolved on 21 December.
Phares Oluoch Kanindo (born 29 November 1942-died 24 May 2014) was a veteran politician in Kenya. He served as a member of parliament from 1979 to 1988, when the then president Moi prorogued parliament after the attempted 1982 coup. This he served in the larger Homa Bay Constituency, now divided into two constituencies (Rongo and Rangwe) During that time, Kanindo was appointed to serve in the then government as an Assistant Minister in the Ministry of Education. Kanindo is the son of the late Andrea Anindo.
On 28 August 2019, the Parliament of the United Kingdom was ordered to be prorogued by Queen Elizabeth II upon the advice of the Conservative prime minister, Boris Johnson, advice later ruled to be unlawful. The prorogation, or suspension, of Parliament was to be effective from between 9 and 12 September 2019 and last until the State Opening of Parliament on 14 October 2019; in the event, Parliament was suspended between 10 September and 24 September. Since Parliament was to be prorogued for five weeks and reconvene just 17 days before the United Kingdom's scheduled departure from the European Union on 31 October 2019, the move was seen by many opposition politicians and political commentators as a controversial and unconstitutional attempt by the prime minister to avoid parliamentary scrutiny of the Government's Brexit plans in those final weeks leading up to Brexit (withdrawal of the UK from the European Union). Johnson and his Government defended the prorogation of Parliament as a routine political process that ordinarily follows the selection of a new prime minister and would allow the Government to refocus on a legislative agenda.
The second sitting of Parliament that year—the famous Long Parliament—passed legislation which prevented its prorogation or dissolution without its consent. In the event, it sat undissolved for another twenty years throughout the English Civil War, Interregnum, and Restoration, despite Pride's Purge in 1648 which created the Rump Parliament and Oliver Cromwell's expulsion of the Long Parliament and convocation of an alternative assembly in 1653. Although prorogation is typically uncontroversial, there have been several noteworthy prorogations during major political disputes. In 1774, upon the advice of Lord North, George III prorogued Parliament after the passage of the Quebec Act, one of the triggers of the American Revolution; in 1831, peers took umbrage to William IV's prorogation of Parliament after the Commons defeated the First Reform Bill which sought to expand the franchise; in 1948, Clement Attlee called a short pro forma session of Parliament, which was prorogued after ten days, to hasten the passage of the Parliament Act 1949; and in 1997, John Major advised an early prorogation prior to the general election in May, at the height of the cash-for-questions affair.
By late autumn, the death toll in London and the suburbs began to slow until, in February 1666, it was considered safe enough for the King and his entourage to come back to the city. With the return of the monarch, others began to return: The gentry returned in their carriages accompanied by carts piled high with their belongings. The judges moved back from Windsor to sit in Westminster Hall; Parliament, which had been prorogued in April 1665, did not reconvene until September 1666. Trade recommenced and businesses and workshops opened up.
The Cimbri paused in northern Italy to regroup and await expected reinforcements from the other Alpine passes. Marius was reelected to his fourth consecutive consulship as consul for 101 BC with his friend Manius Aquillius as his colleague. After election, he deferred a triumph for Aquae Sextiae, and marched north with his army to join Catulus, whose command was prorogued since Marius' consular colleague was dispatched to defeat the slave revolt in Sicily. Meeting with the Cimbri, the invading tribesmen threatened the Romans with the advance of the Teutones and Ambrones.
When Caepio arrived he only found the local tribes and they sensibly decided not to fight the newly arrived legions. In 105 BC, Caepio's command was prorogued and a further six legions were raised in Rome by Gnaeus Mallius Maximus, one of the consuls of 105 BC. Mallius Maximus led them to reinforce Caepio who was near Arausio. Unfortunately for the Romans, Caepio who was a patrician, and Mallius Maximus, who was a 'new man', clashed with each other. Caepio refused to take orders from Mallius Maximus who as consul outranked him.
It is unclear when Walsh wrote the letter, because on 10 May 1861, before the new members had been sworn in, Sir William Burton the President of the Legislative Council, announced his resignation and left the chambers, followed by the 13 members of the opposition. Under the standing orders of the council in the absence of the President or the Chairman of Committees, George Allen, the council was adjourned until the next sitting day. As there was no further sitting day before the council was prorogued on 13 May 1861 the bills were not passed.
But parliament was prorogued from time to time without assembling, and Powle, acting on Shaftesbury's advice, retired from the council on 17 April. Parliament met at length in October 1680. Powle at once arraigned the conduct of the chief justice, William Scroggs, who had discharged the grand jury before they were able to consider Shaftesbury's indictment of the Duke of York. In the renewed debates on the Exclusion Bill Powle held back to keep relations open with the king, but in the proceedings of December 1680 against Lord Stafford, he took a vehement part.
In 1928, Croatian Peasant Party leader Stjepan Radić was assassinated in the Parliament of Yugoslavia by a Montenegrin Serb leader and People's Radical Party politician Puniša Račić, during a tense argument. Trying to reconcile ethnic tensions, especially between Serbian and Croatian politicians, Alexander introduced a dictatorship with the aim of establishing the Yugoslav ideology and single Yugoslav nation. The king abolished the Vidovdan Constitution, prorogued the National Assembly and introduced a personal dictatorship on 6 January 1929. The next day, general Petar Živković became prime minister, heading the regime's Yugoslav Radical Peasants' Democracy.
Its first meeting was held on 18 May. After assuming power Jagan embarked on implementing a series of policies that involved radical social reform, mainly directed at the colonial oligarchy. The British colonial authorities sent in troops in response to the alleged threat of a Marxist revolution. Governor Alfred Savage suspended the constitution on 9 October (only 133 days after it had come into force);Nohlen, D (2005) Elections in the Americas: A data handbook, Volume I, p354 the House of Assembly was prorogued, before being dissolved on 21 December.
When relations between Great Britain and the colonies became a crisis in 1774, Hanson became one of Frederick County's leading Patriots. He chaired a town meeting that passed a resolution opposing the Boston Port Act. In 1775, he was a delegate to the Maryland Convention, an extralegal body convened after the colonial assembly had been prorogued. With the other delegates, he signed the Association of Freemen on July 26, 1775, which expressed hope for reconciliation with Great Britain, but also called for military resistance to the enforcement of the Coercive Acts.
The 11th Parliament of Singapore was the previous Parliament of Singapore. The first session commenced on 2 November 2006 and was prorogued on 13 April 2009. The second session commence from 18 May 2009 and was dissolved on 19 April 2011. The membership was set by the 2006 Singapore General Election on 7 May 2006, and it has changed twice due to the deaths of Jurong GRC MP Dr Ong Chit Chung in 2008, and Ang Mo Kio GRC MP Balaji Sadasivan who was also the Senior Minister of State for Foreign Affairs.
Batinski, p. 37 When Governor William Burnet died in 1729, Belcher was in London, acting as agent for Connecticut and assisting in lobbying against Burnet's unpopular insistence on a permanent salary.Batinski, p. 47 Belcher successfully gained for himself the post of governor, and then secured for Tailer another appointment as lieutenant governor. Tailer's commission was proclaimed before Belcher's arrival, and he briefly served as acting governor while awaiting his superior's arrival. The few months were uneventful, as the province was then suffering from an outbreak of smallpox, because of which Tailer prorogued the assembly.
North then returned to England, and sat for Cambridgeshire in the sixth parliament of Elizabeth, which met in October 1586; and again in the seventh, which was summoned for November 1587, but was prorogued to February 1588 (Returns of Members; Willis, Not. Parl. iii. pt. 2, pp. 99, 108, 118). He went a third time to the Netherlands, and joined the enemy in 1597, 'for religion's sake only;' but sent information to his father of certain plots formed against the queen by Thomas Arundell, who had been created a count of the empire.
As a result, in an election held on 27 August, they defeated Weld and Sir Francis Lawley, 2nd Baronet. However, the parliament was prorogued and did not assemble until October of the following year. In this Exclusion Bill Parliament, which lasted only three months, Wolryche was appointed to the important committee on elections and privileges, as well as a committee to investigate the Peyton affair. Sir Robert Peyton was a republican and member of the Green Ribbon Club, which had expelled him when he tried to reach a personal reconciliation with the Duke of York.
But the Sultan depended on their power to keep what was left of the empire. However this also gave Mustafa Kemal legitimacy to be de facto leader of national resistance against the Allied Powers. With the lower elected Ottoman Chamber of Deputies prorogued, the Sultan, his cabinet, and an appointed Senate were all that was left of the Ottoman government. Hoping to undermine the National Movement, Mehmed VI passed a fatwa (legal opinion) from Şeyhülislam to qualify the Turkish revolutionaries as infidels, calling for the death of its leaders.
On pretence of consulting the council of the city the bailies withdrew, but did not return, and avoided interference in the dispute. After the close of the sitting Scone locked the doors, but the assembly met in the open air and proceeded with their business. After Scone's contest with the synod of Perth, the synod of Fife, which should have met at Dysart on 28 April, was on the 23rd prorogued on pretence of the prevalence of the pestilence in the burgh. When it did meet, on 18 August, it also proved contumacious.
On Oct 15, 2012, Premier Dalton McGuinty announced he would resign after the selection of a new leader by the Liberal Party. On the same day he prorogued the legislature, shutting down the investigative committees. Later in October 2012, Premier McGuinty rejected a media report citing research by energy consultant Tom Adams estimating the cancellation costs of the Mississauga and Oakville plants at $1.3 billion. Premier McGuinty continued to claim the cost of cancelling the Oakville plant would be $40 million and Mississauga plant cancellation would cost $190 million -- for a total of $230 million.
As the Council was resolutely opposed to the land bills, Robertson persuaded Cowper to ask the new Governor Sir John Young to swamp the Council with 21 new members. Before administering the oath to the new members the President of the Council, Sir W. W. Burton, announced his resignation and left the chamber. Other members followed his example, there was no quorum, and on the same day Parliament was prorogued. The five-year terms of the 1856 Council appointments had run out and the Governor appointed a new Council to life terms, including Robertson.
Canada East (formerly Lower Canada) and Canada West (formerly Upper Canada)) each had forty-two seats in the Legislative Assembly. The members of the Legislative Council, twenty-four in number, were appointed by the British Governor General, Lord Sydenham. All sessions were held at Kingston, Canada West, with the first session of the Parliament called on June 1841. The Parliament had three annual sessions, but then was prorogued for close to a year due to a political crisis in the relations between the Legislative Assembly and the Governor General.
The Parliament was prorogued in 1972, but Beattie was elected to the Northern Ireland Assembly of 1973, and became deputy chief whip of the United Unionist Assembly Party. He was again elected, to the Northern Ireland Constitutional Convention in 1975, to Lisburn District Council in 1977, and to the Northern Ireland Assembly of 1982. Beattie stood in Lagan Valley in the 1983 general election, but again failed to win a seat in the British House of Commons. He resigned from the DUP in the mid-1990s, and retired as a minister on 31 December 2005.
Many of the Redford government's decisions were quickly reversed by Premier Jim Prentice once he assumed office. When the 2014 fall legislative session was prorogued, two controversial bills died on the order paper (the Public Sector Pension Plans Amendment Act (Bill 9) and the Employment Pension (Private Sector) Plans Amendment Act (Bill 10)). The move satisfied the AUPE who had objected to these bills, in concert with Bills 45 and 46, as an attack on public sector workers by the Redford government. The promise was also made not to re- introduce Bills 9 and 10.
When revolutionary fervor grew with resistance to the Stamp Act, McDougall became active in the Sons of Liberty, and later was a leader in the movement in the colony of New York. Difficulties in the city and colony were increased by the Quartering Act, which required the colonists to provide housing and support to the British troops. The Province of New York assembly had refused to pass appropriations for their housing in 1767 and 1768, and had been prorogued. Then, the new assembly of 1769 approved money for the quartering of British troops.
The previous governor, George Burrington, had been removed from office in 1725 by the Lords Proprietors, following many complaints by colonists about his behavior (Burrington was known principally for physically threatening other North Carolina officials). Everard petitioned for the position, was granted it, and sailed for America. He was sworn in on 17 July 1725 as "governor, captain general, admiral, and commander-in-chief of the colony." In November of that year, Everard terminated (prorogued) the session of the Assembly of the Province, but refused to explain his reasons.
The Second Meeting House, Sharon, where the Reform Association met in June 1844 During the year-long constitutional crisis in 1843–44, when Metcalfe prorogued Parliament to demonstrate its irrelevance, Baldwin established a "Reform Association" in February 1844, to unite the Reform movement in Canada West and to explain their understanding of responsible government. Twenty-two branches were established. A grand meeting of all branches of the Reform Association was held in the Second Meeting House of the Children of Peace in Sharon. Over three thousand people attended this rally for Baldwin.
The occupation of Boston was, he wrote, "unexampled testimoney of the most despotic system of tyranny that ever was practiced in a free gov[ernmen]t".Chernow 2010 p. 225Longmore 1988 pp.112–113 When Governor Dunmore prorogued the House of Burgesses in May 1774 to forestall any resolution in support of Boston, the burgesses gathered unofficially in the Raleigh Tavern. They ratified a boycott of tea, recommended an annual general congress of deputies from all the colonies, and agreed to reconvene on August 1.Longmore 1988 pp. 113–115Ferling 2009 p. 74Chernow 2010 p.
"The Solemn Mock Procession of the Pope, Cardinals, Jesuits, Friars, Etc. Through the City of London, 17 November 1679." Throughout the Exclusion Crisis, Shaftesbury's Whig allies in the Green Ribbon Club engaged in anti-Catholic propaganda, such as mock processions, the climax of which involved burning the pope in effigy. Elections for a new parliament, which ultimately came to be known as the Exclusion Bill Parliament, were held in summer 1679, but they went badly for the court, so, with parliament scheduled to meet in October 1679, Charles prorogued the parliament until 26 January 1680.
But during the night of 14 May the revolution broke out: the Parliament was prorogued and Lanza, along with many other patriots, was exiled. In the years of his exile he was in Rome, Capua, Genoa and Caserta until 1855, when he was able to return to Naples. In 1859 Lanza was called to the sickbed of Ferdinando II (come back seriously ill from a journey in Apulia) who died soon after. One year later, in 1860, Lanza died of apoplexy in his house in Via Toledo 413 in Naples.
Wickremesinghe claimed that he still commands a majority in parliament and requested that Speaker of the Parliament Karu Jayasuriya convene parliament immediately. Sirisena ignored all calls to reconvene parliament and on 27 October prorogued parliament, delaying its meeting till 16 November. After an attempt to form a new cabinet of ministers with Rajapaksa as Prime Minister failed, Sirisena attempted to dissolve parliament on 9 November. The UNP declared the move unconstitutional and subsequently the Supreme Court stayed Sirisena's dissolution until December 2018, when it ruled that the move was unconstitutional and illegal.
He remained a member until the Parliament was prorogued in 1972. In 1973 he was elected to the Northern Ireland Assembly for Belfast East, as a Unionist pledged to support the former Prime Minister Brian Faulkner. When the Ulster Unionist Party split in 1974, Cardwell became a founder member of the Unionist Party of Northern Ireland and was returned for Belfast East in the 1975 Constitutional Convention election. He remained a member of Belfast City Council until his death, representing 'Area B' equivalent to the current Victoria area.
While the 15th Session in 1939 prorogued with full intention of holding a Session in 1940, the OBP did not meet during World War II. By war's end, the TUXIS movement had diminished and the National Boys' Work Board was in a weak state of affairs. It took the Boys' Work Secretary for the United Church, Rev. Robert McLaren, to revive the OBP. Through his efforts, the pre- war partners who sponsored Parliament (Protestant churches and YMCA) joined forces to establish a Parliamentary Convention in Vancouver to rebuild the organization.
75 North Carolina Lieutenant Governor William Tryon had prorogued the assembly for other reasons, and there was apparently no action taken to request a special session despite public protests and opposition to the act by Speaker John Ashe.Weslager, pp. 83–84 Nova Scotia, which then included present-day Prince Edward Island and New Brunswick, declined to send delegates despite significant economic connections to Massachusetts and a strong presence of expatriate New Englanders in its assembly. Dominated by financial interests connected to England, the assembly never even considered a protest resolution against the Stamp Act.
The Treaty of Union, signed between Scotland and England in 1706, preserved and guaranteed the separate legal system in Scotland. By separate Acts of Union in the Parliament of Scotland and the Parliament of England, whilst the English Parliament abolished itself the Scottish Parliament was prorogued, and set up a single Parliament of Great Britain. A further act guaranteed the Presbyterian status of the Church of Scotland. It was to be important to future disputes on patronage that the Church of Scotland as a legal corporation had been established by Act of Parliament.
The son of Sir William Clarke, he enrolled at Brasenose College, Oxford in 1676. He was elected a Fellow of All Souls College, Oxford in 1680. He was returned in a contested by-election on 23 November 1685 as Member of Parliament for Oxford University, but never took his seat as Parliament had been prorogued. He became Judge Advocate to the Army and was Secretary at War in Ireland from 1690 to 1692 and in England from 1693 to 1704 under William III of England and Queen Anne.
It was for this reason that on , when the Tsar ordered the army to suppress the rioting by force, troops began to revolt.Beckett, 2007. p. 523. Although few actively joined the rioting, many officers were either shot or went into hiding; the ability of the garrison to hold back the protests was all but nullified, symbols of the Tsarist regime were rapidly torn down around the city, and governmental authority in the capital collapsed – not helped by the fact that Nicholas had prorogued the Duma that morning, leaving it with no legal authority to act.
Indeed, in 1972, the UK Parliament unilaterally prorogued the Parliament of Northern Ireland, setting a precedent relevant to contemporary devolved institutions. In practice, it would be politically difficult for the UK Parliament to abolish devolution to the Scottish Parliament and the Senedd, given the political entrenchment created by referendum decisions. The political constraints placed upon the UK Parliament's power to interfere with devolution in Northern Ireland are even greater than in relation to Scotland and Wales, given that devolution in Northern Ireland rests upon an international agreement with the Government of Ireland.

Mitchell stood in Armagh for the 1973 Assembly, but was not elected. In 1989, he joined the Conservatives in Northern Ireland, and became Vice-Chairman of the party's East Londonderry association.
It creates a distinction between excepted matters, reserved matters and other matters (which are transferred i.e. they fall within the NI Assembly's competence). The Northern Ireland Act 1998 functions as a constitution for Northern Ireland as indicated in the Robinson case. The Northern Ireland Parliament was prorogued in 1972; from then until the establishment of the Northern Ireland Assembly following the Good Friday Agreement, the primary method of making legislation for Northern Ireland was by means of orders in council under the Northern Ireland (Temporary Provisions) Act 1972.
This clause would apply if the British Armed Forces were in armed conflict before the bill was assented or where the Prime Minister decides to act as a matter of urgency and a report cannot be made in time. If the Prime Minister acts as a matter of urgency and Parliament is prorogued (not in session) for at least five days, then the Speaker of the House of Commons and the Lord Chancellor (now the Lord Speaker) shall meet within that five days. The Prime Minister will lay a report before both Houses as soon as is practicable.

The Assembly itself was officially prorogued the following day, although it was not officially abolished until 29 March 1975. In the immediate aftermath of the strike the dichotomy between the political and worker leaders was thrown into sharp contrast. Ian Paisley addressed a rally in Rathcoole at which he claimed a personal victory before a crowd of 5,000 people whilst Harry Murray returned to the anonymity of his work at the shipyard.

The 1st Alberta Legislative Assembly was in session from November 9, 1905, to Monday, March 22, 1909, with the membership of the assembly determined by the results of the 1905 Alberta general election which was held on November 9, 1905. The Legislature officially began on November 9, 1905, and continued until the fourth session was prorogued on February 25, 1909, and dissolved the next day on February 26, 1909, prior to the 1909 Alberta general election. Alberta's first government was controlled by the majority Liberal Party led by Premier Alexander Rutherford.
He was sent to jail but was released by the sheriff on a writ of habeas corpus issued by George Lilly, an assistant justice of the Supreme Court. The assembly ordered the arrest of Lilly and the sheriff. At this point, governor Sir Henry Prescott prorogued the assembly. The Supreme Court of Newfoundland found in favour of the assembly in December 1838 but this decision was overturned by the judicial committee of the British Privy Council in January 1843, who found that colonial parliaments did not necessarily have all the privileges associated with the British House of Commons.
It was stolen when being transported to Massilia (modern day Marseille), with Caepio suspected of having organised the theft. While Caepio was prorogued into the next year, the new consul for 105 BC Gnaeus Mallius Maximus, was also assigned to southern Gaul with another army. Caepio's disdain for Mallius – a new man like Marius and hunger for glory – made it impossible for them to cooperate. The Cimbri and the Teutones (both migrating Germanic tribes) appeared on the Rhône, and while Caepio was on the west bank he refused to come to the aid of Mallius on the left.
Some biographers of Caesar have suggested that this insulting treatment by the senate, spearheaded by Cato, was one of the motivations in his drive for achievement, which had not been exceptional up to this point. There are several early instances, however, of a commander celebrating a triumph during his two- or three-year term; it is possible that the triumph was held at the completion of his consulship (more rarely a praetorship) and before he returned to the field with prorogued imperium.H.S. Goodridge lost his seat in the 1904 election. A few years later he was appointed to the Legislative Council (Newfoundland's upper house) by Prime Minister Edward Patrick Morris.
The Act also made it treason to say in writing than Anne was not the lawful queen, or that James the Pretender had any right to inherit the Crown. It was praemunire to say so in speech. The Act also confirmed the clauses in the Parliament Act 1695 which stipulated that Parliament would continue to sit should the Sovereign die "for and during the term of six months and no longer, unless the same be sooner prorogued or dissolved by such person to whom the Crown of this realm of Great Britain shall come".Michael, p. 5.

By commission from George II, dated September 23, 1745, Peter Kemble was appointed a member of the New Jersey Provincial Council as a Councillor for the Eastern Division. Upon the death of Robert Hunter Morris, President of Council, on January 27, 1764, Kemble acceded to the presidency as senior councilor; he would serve in that capacity until the abolition of the Council.Manual of the Legislature of New Jersey, date: various (pre 1950) On December 6, 1775, Governor William Franklin prorogued the New Jersey Legislature until January 3, 1776, but it never met again.Journal of the Governor and Council Vol.
Following his resignation, in 1861 he was one of 21 men that Premier Charles Cowper appointed in an attempt to stack the Legislative Council, however there was a mass walk-out from sitting members which meant that the council was unable to sit before it was prorogued and Byrnes and the others were unable to take their seat. At the next election in 1864–65 Byrnes was again the first member elected for Parramatta and he retained the seat until he was defeated at the 1872 election. Subsequent attempts to re-gain public office were unsuccessful.
The parliamentary session may also be prorogued before Parliament is dissolved. The power to prorogue Parliament belongs to the Monarch, on the advice of the Privy Council. Among those that Fahey defeated for the Liberal leadership in order to become premier was Bruce Baird, who was then elected as Fahey's Liberal deputy and whose son Mike would become premier in 2014. On the day that he had replaced Greiner, Fahey described it as "the saddest day of his life". In 1994, NSW Parliament was prorogued on 7 December when the Fahey government was attempting to stop a committee's work.Parliament of New South Wales Hansard Consideration of Urgent Motion Page 5810 In March 1995, Fahey's government was narrowly defeated in a state election by the Labor opposition, led by Bob Carr.
In addition to the Ethics Committee, a further two governmental committees would be established to investigate the scandal: on Finance and Government Operations. These would continue to run from their inception until August 18, when the government was prorogued, ending all sitting committees. Numerous individuals would be called to testify including the Kielburgers, the Prime Minister, Members of Parliament and public servants. From these committee there would be a number of important outcomes. One major piece of evidence that was uncovered through committee investigation was the revelation, on July 9, that WE Charity had directly paid members of the Prime Minister’s family.
The king's general pardon to him and money were stolen at this point stolen from his chambers in Serjeants' Inn; and he was captured at Faversham and brought to Canterbury. Early in January 1689 he and others prisoners were committed to the Tower of London, charged with subverting the Protestant religion and the laws and liberties of the kingdom. They were admitted to bail, but the Convention parliament voted that Jenner was principally concerned in the arbitrary proceedings under James, and he was committed to the custody of the sergeant- at-arms. He was released when parliament was prorogued in January 1690.
This was part of the struggle led by Shaftesbury to exclude the King's Roman Catholic brother James, Duke of York, from the succession to the throne, as Shaftesbury and his allies believed James would rule England arbitrarily. On 15 May 1679, Shaftesbury's supporters in the Commons introduced the Exclusion Bill, which had the specific aim of disbarring the Duke of York from the throne. When it appeared that the bill was likely to pass, Charles used his prerogative to dissolve Parliament, which was prorogued on 27 May 1679 and did not meet again before it came to an end on 12 July 1679.
Hampton was summonsed to appear in the House for questioning, but refused. The House then found him guilty of contempt and issued a warrant for his arrest, but both the police magistrate and the local sheriff refused to help arrest him. Hampton eventually wrote a letter to the Council, in which he agreed to remain under house arrest until the legality of the warrant had been established. The Council refused to accept this proposal, but a political crisis was averted when the Governor of Tasmania Fox Young appointed a judicial tribunal to pronounce on the legality of the warrant, then prorogued parliament.
Rubens depicted Charles as a victorious and chivalrous Saint George in an English landscape, 1629–30. In January 1629, Charles opened the second session of the English Parliament, which had been prorogued in June 1628, with a moderate speech on the tonnage and poundage issue. Members of the House of Commons began to voice opposition to Charles's policies in light of the case of John Rolle, a Member of Parliament whose goods had been confiscated for failing to pay tonnage and poundage. Many MPs viewed the imposition of the tax as a breach of the Petition of Right.

This Parliament had been called partly to ratify the Treaty of Limerick, which gave reasonably favourable terms to the defeated Roman Catholic supporters of James II. Osborne led the opposition to these terms as being excessively generous to the Catholics, with such powerful effect that Parliament had to be prorogued in November 1692, after a session of only four weeks. As a result, the relevant articles of the Treaty never took effect.

Sirisena and Rajapaksa announced their intent to form a new cabinet. Nalaka Kaluwewa, an Acting Additional Secretary in the Presidential Secretariat, was appointed as Acting Director General of Information under the instructions of President Sirisena. The day after Rajapaksa's appointment, the Parliament, which was due to meet on 5 November to discuss the budget for the next year, was prorogued by the President, delaying its meeting till 16 November. President Sirisena stated on Saturday night that the main reason for him to form a new government with Mahinda Rajapaksa as Prime Minister was the alleged plot to assassinate him.
The Rajya Sabha meets in continuous sessions, and unlike the Lok Sabha, being the lower house of the Parliament, the Rajya Sabha, which is the upper house of Parliament, is not subjected to dissolution. However, the Rajya Sabha, like the Lok Sabha can be prorogued by the President. The Rajya Sabha has equal footing in legislation with the Lok Sabha, except in the area of supply, where the latter has overriding powers. In the case of conflicting legislation, a joint sitting of the two houses can be held, where the Lok Sabha would hold greater influence because of its larger membership.

From March 1933, the authoritarian Fatherland Front government of Engelbert Dollfuss prorogued parliamentary government and in June they banned the Austrian Nazi Party and the Home Guard. A few days before this, public servants who were members of the Austrian Nazi Party were classified as subversive. Based on these decrees, Meyszner was also denied his seat in parliament and forcibly retired from the gendarmerie in September 1933 at the age of 47. As a result of his meetings with Habicht, Meyszner was appointed deputy leader of the Central Styria Sturmabteilung-Brigade, with the rank of SA-Obersturmbannführer.

Alberta's second government was controlled by the majority Liberal Party led by Premier Arthur Sifton. The Official Opposition was the Conservative Party led by Edward Michener.
In 1804, Weekes stood for election in the riding of Durham, Simcoe, and 1st York, but was defeated by Angus Macdonell. In February, 1805, however, he was elected in a by-election as a result of the death of Macdonnell aboard . As soon as he took his seat in the House, Weekes introduced a motion "that it is expedient for this House to enter into the consideration of the disquietude which prevails in the Province by reason of the administration of Public Offices." The motion was defeated, and the next day Lieutenant Governor Peter Hunter prorogued the House.
Following the election, she was appointed as Minister of Consumer Services by Dalton McGuinty. In her capacity as Minister of Consumer Services, she introduced Bill 82, The Wireless Services Agreements Act, 2012, an Act to strengthen consumer protection with respect to consumer agreements relating to wireless services accessed from a cellular phone, smart phone or any other similar mobile device. The Bill died when Premier Dalton McGuinty prorogued the Ontario Legislature in October 2012. Best also did extensive work on reform of the Condominium Act, including developing the framework for legislative reform of the Act and led the consultation process.
Both bodies are now elected via universal adult suffrage. However, from the Middle Ages until the early 20th century the suffrage was limited in various ways, typically to some male property-owners; in 1780 just 3% of the population could vote. By the 18th century this created many rotten boroughs with a tiny electorate where an influential person effectively controlled representation. In all countries, the House of Commons now as in the past may be prorogued for an election or some other purpose only by the Crown, represented outside the United Kingdom by the Governor General of each Commonwealth realm.
Andrew Duncan was a Latin scholar and Church of Scotland minister at Crail. He achieved notoriety for his presbyterian principles which brought him into conflict with James VI who wished to impose an episcopalian system. He attended the General Assembly of Aberdeen in 1605 which had been proscribed or prorogued by royal authority and was one of six ministers who were imprisoned and later exiled as a result. He was allowed to return after several years in France but was subsequently banished again following further controversy in failing to comply with the Five Articles of Perth.

The invasion was quickly halted, and Hull withdrew, but this gave Brock the excuse he needed to abandon Prevost's orders. Having finally obtained limited support from the Legislature for his measures to defend the Province, Brock prorogued the Assembly and set out on 6 August with a small body of regulars and some volunteers from the York Militia (the "York Volunteers") to reinforce the garrison at Amherstburg at the western end of Lake Erie, facing Hull's position at Detroit.
In the early Republic, they held judicial duties until these responsibilities were moved to the praetors and later to permanent courts; similarly, they held financial responsibilities until these duties were transferred to the quaestors. The consuls also held vague religious duties inherited from the kings, along with their more important military functions, serving as the commander-in-chief of Rome's armies. The next magistrate was the praetor, who increased in number over the course of the Republic and were primarily judges. In the later Republic, praetors were increasingly sent out to the provinces to serve as provincial governors, especially as prorogued magistrates.

The bill died on the order paper when the legislature was prorogued in September 2012. Singh sparked controversy when he introduced a private members bill to allow turban- wearing Sikhs to ride a motorcycle without a helmet. After the motion was denied, Singh released statement declaring "While the Wynne Liberals are happy to pay lip service to civil rights, when the rubber meets the road, this so- called activist premier is quick to deny the Sikh community rights recognized elsewhere". Wynne countered by stating that "Mortality rates have gone down 30 per cent and head injury rates down 75 per cent in jurisdictions with such (motorcycle helmet) laws".
It would have allowed for the use of electronic signatures on real estate transactions. When the legislature was prorogued on October 15, the bill was removed from the order paper along with all other business. It was reintroduced on March 6, 2013, and it passed second reading on March 21 before being adopted by the government as a part of the 2013 budget. While serving as an Opposition MPP in the Ontario Legislature, Smith spent time as his party's critic for the small businesses and red tape reduction, the Pan-Am and Parapan-Am Games, citizenship and immigration, the Hydro One Sale, natural resources and forestry, and energy.
Wynyard and the Executive Council of New Zealand refused to allow this, stating that the Colonial Office made no mention of responsible government in its dispatches. Wynyard then offered to add some elected members of parliament to the Executive Council, which he did—a compromise that worked for a few weeks, until on 1 August 1854, parliament again demanded complete power to appoint ministers. Wynyard refused and prorogued parliament for two weeks. Then on 31 August, he appointed more elected members to the Executive Council, but when Parliament met again on 8 August 1855, it moved a motion of no confidence in the members.
However, White and Innes' progressive leanings didn't sit well with Bjelke-Petersen, and he refused to make White deputy premier. In response, White tore up the Coalition agreement and led the Liberals to the crossbench. However, Bjelke-Petersen prorogued Parliament ahead of the election, allowing him to govern for nine weeks without fear of being toppled on the floor of the legislature. Labor, under the leadership of new leader Keith Wright, hoped to make use of the division between the conservative parties to make gains, while the Liberals hoped to win enough seats to force the Nationals back into Coalition under more favourable terms.

The Parliament of Northern Ireland established under that act was prorogued (the session ended) on 30 March 1972 owing to the destabilisation of Northern Ireland upon the onset of the Troubles in late 1960s. This followed escalating violence by state and paramilitary organisations following the suppression of civil rights demands by Northern Ireland Catholics. The Northern Ireland Parliament was abolished by the Northern Ireland Constitution Act 1973, which received royal assent on 19 July 1973.
It continued to be convoked at the beginning of each Parliament, but its sittings were interrupted from 1640 to 1660 (being largely replaced by the puritan Westminster Assembly of Divines), to be resumed after the Stuart Restoration. In 1689, in view of the opposition of the clergy to the Toleration Act of William III and Mary II, no summons was issued to Convocation. The Commons, however, protested against the innovation, and their petition had its effect; at the same time Archbishop Tillotson, and to some extent his successor Tenison, met the difficulties of the situation by refusing to allow any deliberations. Convocation was summoned, met and was prorogued.
In theory, the full House was voting on the recommendations of the Appellate Committee, but by custom only the Law Lords on the Appellate Committee actually voted, while all other Lords (including all other Law Lords) always abstained. If the House of Lords was in recess, the Lord Chancellor or Senior Lord of Appeal in Ordinary could recall the House to give judgment. Judicial sittings could occur while Parliament was prorogued, and, with the authorisation of the Sovereign, dissolved. In the latter case, the meeting was not of the full House, but was rather of the Law Lords acting in the name of the full House.
He had his land bills passed by the Assembly on 27 March and resigned from the Assembly so that he could be appointed to the Legislative Council on 3 April to complete the process. As the council was resolutely opposed to the land bills, he persuaded Premier to ask the new Governor Sir John Young to swamp the council with 21 new members. Before administering the oath to the new members the President of the council, Sir W. W. Burton, announced his resignation and left the chamber. Other members followed his example, there was no quorum, and on the same day Parliament was prorogued.
Carroll continued in the Assembly until it was prorogued at the beginning of the Revolution, and then met with other leaders in the Annapolis Convention and had important roles in all their sessions. He joined the Committee of Correspondence in 1774, and the Committee of Safety in 1775. He presided over several sessions of the Convention, which was the early revolutionary government in Maryland. Charles was one of the committee of the convention that drafted the "Declaration and Charter of Rights and form of government for the state of Maryland" which served as Maryland's first new constitution after it was adopted on 3 November 1776.
On December 4, 2008, after the prorogation, Dion hinted that the Liberals could support the Conservative budget, but only if it represented a "monumental change". Layton and Duceppe remained committed to their proposed coalition and toppling the Harper government, with Layton demanding that the Conservatives provide affordable housing and childcare programs alongside subsidies for struggling industries. Liberal MP Jim Karygiannis said that the coalition would not survive when parliament resumed, while others in his party suggested working with the Conservatives on the economy. After the Governor General prorogued parliament, there were questions within the Liberal Party regarding the future of Dion's leadership and the coalition.
Northern Ireland was dogged by allegations of Unionist misrule, and political gerrymandering at local government level, during the 1960s. At this time there was increasing demand for civil rights, voiced primarily by the Northern Ireland Civil Rights Association, allegations of police misbehaviour by the Royal Ulster Constabulary and ultimately the outbreak of The Troubles. In 1972, using its legal powers under the Government of Ireland Act the British government prorogued (suspended) the Northern Ireland Parliament and Government initially for a year, before in 1973 abolishing it entirely with the passing of the Northern Ireland Constitution Act 1973. The Parliament last sat on 28 March 1972.
Shaftesbury worried that the king might be intending to not meet this new parliament, so he launched a massive petitioning campaign to pressure the king to meet parliament. He wrote to the Duke of Monmouth, telling him that he should return from exile, and on 27 November 1679 Monmouth rode back into London amidst scenes of widespread celebration. On 7 December 1679, a petition signed by Shaftesbury and fifteen other Whig peers calling on Charles to meet parliament, followed up with a 20,000-name petition on 13 January 1680. However, instead of meeting parliament, Charles further prorogued parliament and recalled his brother from Scotland.

On 24 January, the consul handed the letters, containing the peace proposal, to Charles, who pretended to be greatly surprised. That posing was marred somewhat by the fact that he had especially recalled Parliament, prorogued by him in November, for that occasion the very same day. While addressing both Houses, Charles first emphatically denied the existence of any secret provisions of the Treaty of Dover and then produced the peace proposal, to the great satisfaction of the members, who, in turn, had to pretend surprise although Parliament had been informed by the Dutch of its full content. After some days of debate, the treaty was approved by Parliament.

The Legislature officially resumed on May 15, 1975, and continued until the fourth session was prorogued on November 3, 1978 and dissolved on February 14, 1979, prior to the 1979 Alberta general election on March 14, 1979. Alberta's eighteenth government was controlled by the majority Progressive Conservative Association of Alberta for the second time, led by Premier Peter Lougheed. The Official Opposition was led by Robert Curtis Clark of the Social Credit Party.
Section 3 enacted that in case of the demise of the monarch after one parliament had been dissolved, but before the day indicated by the writ of summons for electing a new parliament, then the previous parliament (i.e. that which had been dissolved) was to be recalled immediately to Westminster. It would there sit as a parliament for the next six months, to all intents and purposes as though it had not been previously dissolved; it could, however, be dissolved or prorogued at any point during this time by the new monarch. A new writ would be issued, and the election would take place.
In the 19th and early 20th centuries, prorogations in Canada lasted at least half of any given year. Parliament would typically be in session from February until June, give or take a few months, and would be prorogued for the remainder of the year, giving Members of Parliament the opportunity to spend a substantial amount of time in their home ridings. Only when vast amounts of legislation needed to be debated and passed during the Second World War did parliament begin to sit for longer sessions. This was followed by an expansion of the government's role in Canadian life through the 1950s and 1960s, requiring even shorter prorogations.
In November 2008, Broadbent and former Prime Minister Jean Chrétien came out of retirement to help negotiate a formal coalition agreement between the Liberals and the New Democratic Party, which would be supported by the Bloc Québécois. The coalition was formed in a bid to replace the Conservative Government of Prime Minister Stephen Harper, and would have been the first in Canada since World War I."Harper scrambles to retain power", Toronto Star, November 29, 2008. Schrader studied at the German College at Rome (1840–48) and entered the Society of Jesus on 17 May 1848. For a time he filled the post of prefect of studies in the German College; subsequently he lectured in the Roman College on dogmatic theology, and later on joined the theological faculty of Vienna. In 1867 he became a member of the theological commission appointed to prepare the preliminary drafts for the First Vatican Council. On his refusal to take the oath of fidelity to the Constitution of 1867 he was, not long after the council had been prorogued, deprived of his professorship by the Austrian Government.
On the evening of 26 October 2018, Sirisena, in a sudden move, sacked Ranil Wickremesinghe and appointed Mahinda Rajapaksa as Prime Minister after the United People's Freedom Alliance withdrew from the unity government. Immediately following the move, media institutions in the country were suppressed in what is now being termed a hostile takeover. Wickremesinghe refused to accept the dismissal, stating that it is illegal and unconstitutional. Sirisena promptly prorogued Parliament and appointed a new Cabinet of Ministers, in effect creating a parallel government to what was operational in the country at the time, a series of events referred to by the BBC as "somewhere in between House of Cards, Game of Thrones and Shakespeare's darkest Roman plays".
Though Charles remained nonchalant, the deadlock led some royalists to call for a coup, and prominent liberals for a tax strike. At the opening of the session in March 1830, the King delivered a speech that contained veiled threats to the opposition; in response, 221 deputies (an absolute majority) condemned the government, and Charles subsequently prorogued and then dissolved parliament. Charles retained a belief that he was popular amongst the unenfranchised mass of the people, and he and Polignac chose to pursue an ambitious foreign policy of colonialism and expansionism, with the assistance of Russia. France had intervened in the Mediterranean a number of times after Villèle's resignation, and expeditions were now sent to Greece and Madagascar.
After the speech, at Anne's command, parliament was prorogued until 30 April. On 29 April, as promised in her speech, Anne invoked the clause of the Act of Union reviving the parliament by proclamation. In another proclamation on 5 June, Anne listed the Scottish members (16 peers and 45 commissioners) by name and, without issuing new writs of summons, the Queen scheduled the first parliament of Great Britain to "meet and be holden" on 23 October 1707. It was not immediately clear, for the purposes of the 1694 Triennial Act, whether the First Parliament of Great Britain would count as a "new" parliament or as a continuation of the current English parliament that had already sat for two years.
Sir John Lawson Ormrod Andrews (15 July 1903 – 12 January 1986) was a member of both the Northern Ireland House of Commons and the Senate of Northern Ireland. Son of Prime Minister John Miller Andrews, he was educated at Moure Grange Preparatory School, County Down, and Shrewsbury School. Andrews entered Parliament as MP for Mid Down in 1953 (replacing his father), a seat which he represented until his resignation in 1964, when he was elected to the Senate where he sat until the Parliament was prorogued in 1972. His election to the senate was following a cabinet reshuffle, in which Andrews accepted demotion to the politically unimportant position of Government Minister in the Senate.
On constitutional subjects and points of procedure his opinion had weight, and in 1667 he was privately consulted by the king on the question whether a parliament which had been prorogued could be convened before the day fixed for its resumption. He became the Keeper of Records in the Tower of London; as a writer his most lasting works belong to that period, for the amount of historical material they contain. Histriomastix is the one of his works that receives attention from modern scholars, but for its relevance to English Renaissance theatre. Anthony à Wood found him affable, obliging towards researchers, and courteous in the fashion of the early part of the century.
In 116 BC he barely won election as praetor for the following year, coming in last, and was promptly accused of (electoral corruption). Being accused of electoral corruption was common during the middle and late Republic and details of the trial are sketchy or apocryphal. Marius, however, was able to win acquittal on this charge, and spent an uneventful year as praetor in Rome, likely as either or as president of the corruption court. In 114 BC, Marius' imperium was prorogued and he was sent to govern the highly sought-after province of Further Spain (), where he engaged in some sort of minor military operation to clear brigands from untapped mining areas.
Montagu pleaded strongly against the privilege claimed by the Commons. He remained in custody from 26 February to 14 March, when parliament was prorogued and afterwards dissolved. In April 1705 he was knighted at Cambridge, and was made a Q.C. in November of the same year. Montagu was next returned to Parliament as MP for Carlisle after a contest at the 1705 English general election. He became solicitor-general and also Bencher of his Inn in 1707. At the 1708 British general election he was returned unopposed as MP for Carlisle. He was appointed attorney-general in September 1708 and was Treasurer of his Inn in 1708 and Library Keeper in 1709.
During this time period, Rome was expanding within Italy and beginning to take steps beyond Italy, and thus it became necessary for military commanders to hold office for several years at a time. This problem was resolved with the creation of the pro-magisterial offices, so that when an individual's term in office ended, his command might be prorogued (prorogatio imperii).Abbott, 44 In effect, when a magistrate's term ended, his imperium was extended, and he usually held the title of either Proconsul or Propraetor.Lintott, 113 This constitutional device was not in harmony with the underlying genius of the Roman constitution, and its frequent usage eventually paved the way for the empire.
In the 1929 election to the new Parliament of Northern Ireland, the Belfast, Falls constituency was won by the Nationalist Richard Byrne after a bitter contest with William McMullen, a supporter of Connolly.Michael Farrell, Northern Ireland: The Orange State In the 1945 election, Harry Diamond won the seat standing for the Socialist Republican Party. He held the seat until 1969 when he was defeated by Paddy Devlin standing for the Northern Ireland Labour Party. Devlin, who had once been a member, alongside Diamond, of the Belfast branch of the Irish Labour Party, became a founding member of the Social Democratic and Labour Party in 1970 and remained a member until Parliament was prorogued in 1972.
The Provincial Council was established in 1702 upon the surrender by the Proprietors of East Jersey and those of West Jersey of the right of government to Queen Anne. Anne's government united the two colonies as the Province of New Jersey, a royal colony, establishing a new system of government. The instructions from Queen Anne to Viscount Cornbury, the first royal governor of New Jersey, outlined a fusion of powers system, which allowed for an overlap of executive, legislative and judicial authority. It provided for a bicameral legislature consisting of a Council and General Assembly. On December 6, 1775, Governor William Franklin prorogued the New Jersey Legislature until January 3, 1776, but it never met again.
Under the reign of Charles I of England (1600-1649), the House of Commons voted a limitation of the royal collection to a period of one year (while the period was for life for the previous monarchs). Charles continued to collect the customs duties, even if no Parliament act was established. In January 1629, Charles opened the second session of the English Parliament, which had been prorogued in June 1628, with a moderate speech on the tonnage and poundage issue. Members of the House of Commons began to voice opposition to Charles's policies in light of the case of John Rolle, a Member of Parliament whose goods had been confiscated for failing to pay tonnage and poundage.

Charles prorogued parliament on 25 June, but the army was not disbanded, which worried Shaftesbury. Titus Oates (1649–1705), whose accusations in autumn 1678 that there was a Popish Plot to murder the king and massacre English Protestants, set off a wave of anti-Catholic hysteria. Shaftesbury would play a prominent part in prosecuting the individuals whom Oates (falsely) accused of manufacturing this plot. The wave of anti-Catholic sentiment set off by Oates would be at the centre of Shaftesbury's political program during the Exclusion Crisis. In August and September 1678, Titus Oates made accusations that there was a Popish Plot to assassinate the king, overthrow the government, and massacre English Protestants.

The Legislature officially resumed on February 22, 1945, and continued until the fifth session was prorogued on March 31, 1948 and dissolved on July 16, 1948, prior to the 1948 Alberta general election. Alberta's tenth government was controlled by the majority Social Credit Party for the third time, led by Premier Ernest Manning who would go on to be the longest serving Premier in Alberta history. The Official Opposition was led by John Percy Page a member of the Independent Citizen's Association.
While not a total victory (in fact, the Austrians had suffered higher losses than the Piedmontese and all major Piedmontese units kept their cohesion and their equipment), the spirit of King Charles Albert and of his generals was all but broken. Although initially intending to counterattack, the retreat behind the Mincio would stop only at Milano. After a small battle at the outskirts of the city, an armistice (originally of six weeks and then prorogued) was signed, and the Piedmontese Army retreated within the borders of the Kingdom of Sardinia. The attempt to renew the war effort the next year resulted in another victory for Radetzky and the effective end of the First Italian War of Independence.

There was no Official Opposition in Alberta between 1926 and 1941 due to the Independent Movement which saw a majority of non-UFA candidates elected as independents.
In 1884 Gladstone introduced a Reform Bill which would extend the suffrage to two million rural workers. Salisbury and Northcote agreed that any Reform Bill would be supported only if a parallel redistributionary measure was introduced as well. In a speech in the Lords, Salisbury claimed: "Now that the people have in no real sense been consulted, when they had, at the last General Election, no notion of what was coming upon them, I feel that we are bound, as guardians of their interests, to call upon the government to appeal to the people, and by the result of that appeal we will abide". The Lords rejected the Bill and Parliament was prorogued for ten weeks.
On 6 January 1929, using as a pretext the political crisis triggered by the shooting, King Alexander abolished the Constitution, prorogued the Parliament and introduced a personal dictatorship (known as the "January 6 Dictatorship", Šestosiječanjska diktatura, Šestojanuarska diktatura) with the aim of establishing the Yugoslav ideology and single Yugoslav nation. He changed the name of the country to "Kingdom of Yugoslavia", and changed the internal divisions from the 33 oblasts to nine new banovinas on 3 October. This decision was made following a proposal by the British ambassador to better decentralize the country, modeled on Czechoslovakia. A Court for the Protection of the State was soon established to act as the new regime's tool for putting down any dissent.

Alberta's nineteenth government was controlled by the majority Progressive Conservative Association of Alberta for the third time, led by Premier Peter Lougheed. The Official Opposition was led by Robert Curtis Clark of the Social Credit Party and later Raymond Speaker.
Sir Edward Coke, former Chief Justice who led the Committee that drafted the Petition, and the strategy that passed it Despite being unanimously accepted by the Commons on 3 April, the Resolutions had no legal power and were rejected by Charles. He presented an alternative; a bill confirming Magna Carta and six other liberty-related statutes, on condition it contained "no enlargement of former bills". The Commons refused, since Charles was only confirming established rights, which he had already shown willing to ignore, while it would still allow him to decide what was legal. After conferring with his supporters, Charles announced Parliament would be prorogued on 13 May, but was now out-manoeuvred by his opponents.

Alberta's seventeenth government was controlled by the majority Progressive Conservative Association of Alberta for the first time, led by Premier Peter Lougheed. The Official Opposition was led by former Premier Harry Strom of the Social Credit Party, and subsequently James Douglas Henderson and Robert Curtis Clark.
The 40th Canadian Parliament was in session from November 18, 2008 to March 26, 2011. It was the last Parliament of the longest-running minority government in Canadian history that began with the previous Parliament. The membership of its House of Commons was determined by the results of the 2008 federal election held on October 14, 2008. Its first session was then prorogued by the Governor General on December 4, 2008, at the request of Prime Minister Stephen Harper, who was facing a likely no-confidence motion and a coalition agreement between the Liberal party and the New Democratic Party with the support of the Bloc Québécois (2008–2009 Canadian parliamentary dispute).
In consequence parliament was peremptorily prorogued, and a recess of fourteen months was employed by the government in securing a majority by the most extensive corruption. Nevertheless, when parliament met in February 1771 another money bill was thrown out on the motion of Flood; and the next year Lord Townshend, the lord lieutenant whose policy had provoiced this conflict, was recalled. The struggle was the occasion of a publication, famous in its day, called Baratariana, to which Flood contributed a series of powerful letters after the manner of Junius, one of his collaborators being Henry Grattan. The success which had thus far attended Flood's efforts had placed him in a position such as no Irish politician had previously attained.
94–95 In New York, the assembly had been prorogued and was judged unlikely to be summoned by Lieutenant Governor Colden to consider the Massachusetts letter. The assembly's committee of correspondence, consisting of its New York City delegates, discussed the letter and decided under the circumstances to assume the authority to represent the colony. New Jersey's assembly politely declined to send delegates before adjourning in late June, but after political sentiment against the Stamp Act became more pronounced, Speaker Robert Ogden called an extralegal assembly (since only the governor could officially call it into session) in late September that chose three delegates. Governor William Franklin was upset at the action but took no action beyond protesting the unusual meeting.
On 12 April, opposition leader Sir Stanley Argyle gave notice that he would raise a motion of no confidence against the government, following what he saw as an equivocal reply from the Acting Premier, Tom Tunnecliffe, to a question regarding the government's intentions to re-enact the Financial Emergency Act—in effect, a continuation of the Premiers' Plan. On 13 April, Argyle's motion was carried, defeating the government in the assembly. Tunnecliffe consulted the Lieutenant Governor (Sir William Irvine), and the parliament sat on 19 April to pass the supply bill and was then prorogued with the Assembly dissolved. As Hogan was overseas when the election was called, the Labor Party was led into the election by Tunnecliffe.
Portrait published by Sir Joshua Reynolds, 1785 In the summer of 1788 the King's mental health deteriorated, possibly as the result of the hereditary disease porphyria. He was nonetheless able to discharge some of his duties and to declare Parliament prorogued from 25 September to 20 November. During the prorogation he became deranged, posing a threat to his own life, and when Parliament reconvened in November the King could not deliver the customary speech from the throne during the State Opening of Parliament. Parliament found itself in an untenable position: according to long-established law it could not proceed to any business until the delivery of the King's Speech at a State Opening.
In May Guchkov initiated the War Industries Committees in order to unite industrialists who were supplying the army with ammunition and military equipment, to mobilize industry for war needs and prolonged military action, to put political pressure on the tsarist government. On 17 July 1915 the Duma reconvened for six weeks. Its former members became increasingly displeased with Tsarist control of military and governmental affairs and demanded its own reinstatement. When the Tsar refused its call for the replacement of his cabinet on 21 August with a "Ministry of National Confidence", roughly half of the deputies formed a "Progressive Bloc", which in 1917 became a focal point of political resistance. On 3 September 1915 the Duma prorogued.
In 1678, he was implicated in Titus Oates's later discredited "Popish Plot", and sent to the Tower of London on 31 October 1678, along with four other Catholic peers. They were due to be put on trial in early 1679, but Charles prorogued Parliament and it was delayed. The King initially seems to have had some suspicions about Stafford's loyalty, especially after hearing the seemingly plausible evidence of Stephen Dugdale, and went so far as to offer Stafford a royal pardon if he would confess; but he later altered his opinion. Scepticism about the plot grew and it was thought that the imprisoned peers might be released, but anti-Catholic feelings revived in 1680 and Stafford was put on trial in November for treason.
In the United Kingdom, however, the practice of terminating all bills upon prorogation has slightly altered; public bills may be re-introduced in the next legislative session, and fast-tracked directly to the stage they reached in the prorogued legislative session. A new session will often begin on the same day that the previous session ended. In most cases, when parliament reconvenes for a new legislative session, the head of state, or a representative thereof, will address the legislature in an opening ceremony. In both parliamentary and presidential systems, sessions are referred to by the name of the body and an ordinal numberfor example, the 2nd Session of the 39th Canadian Parliament or the 1st Session of the 109th United States Congress.
Because of the repeated military debacles from 113 BC to 109 BC and the accusations that the ruling oligarchy was open to flagrant bribery, it became easier for the virtuous new man who had worked with difficulty up the ladder of offices to be elected as an alternative to the inept or corrupt nobility. The Senate prorogued Metellus' command in Numidia, thereby preventing Marius from assuming command. Yet, Marius got around this by inducing an ally of his, then-tribune Titus Manlius Mancinus, to have the Assembly override the Senate's decision and appoint him in command. Metellus shed bitter tears when he learned of the decision; refusing to personally hand over command to Marius, Metellus was surprised at a positive welcome.
The 12th Parliament of Singapore was the previous Parliament of Singapore. The first session commenced on 10 October 2011 and was prorogued on 25 August 2015. The membership was set by the 2011 Singapore General Election on 7 May 2011 and changed three times due to expulsion of Hougang Single Member Constituency MP in 2012 and resignation of Punggol East Single Member Constituency MP and Speaker of Parliament over extra-marital affairs in 2013, as well as the death of Lee Kuan Yew, former Prime Minister of Singapore and MP of Tanjong Pagar Group Representation Constituency. The 12th Parliament was controlled by a People's Action Party majority, led by Prime Minister Lee Hsien Loong and members of the cabinet, which assumed power on 7 May 2011.
The 27th Alberta Legislative Assembly was in session from April 14, 2008, to March 26, 2012, with the membership of the assembly determined by the results of the 2008 Alberta general election held on March 3, 2008. The Legislature officially resumed on April 14, 2008, and continued until the fifth session was prorogued on March 22, 2012 and dissolved on March 26, 2012, prior to the 2012 Alberta general election on April 23, 2012. Alberta's twenty-sixth government was controlled by the majority Progressive Conservative Association of Alberta, led by Premier Ed Stelmach until his resignation on October 7, 2011, where he was succeeded by Alison Redford. The Official Opposition was led by David Swann of the Liberal Party, and later Raj Sherman.
After rejecting a judicial inquiry, Premier Kristina Keneally shut down or "prorogued" Parliament early to try to stop a parliamentary inquiry announced by O'Farrell. O'Farrell maintained pressure on the issue over the Christmas/New Year period arguing the public had a right to know whether fair price had been achieved, why eight directors had resigned over the sale and what impact the sale would have on power bills. On 6 January, Keneally bowed to pressure and agreed to attend an inquiry she had earlier called "unconstitutional". On the eve of the 2011 election, ABC radio reported that NSW Labor could be facing "the biggest loss in Australian political history", with the statewide swing predicted at between 16 and 18 points.
Trelawny and Langdon had petitioned the King for their release from the Tower, but he was not willing directly to defy the privileges of the Commons, and took no action while the House was sitting. However, Bagg had also privately asked as a special favour that Trelawny should be made a baronet. Within an hour of Parliament being prorogued at the end of the month, the King had signed a warrant to the governor of the Tower ordering that Trelawny and Langdon should be released, and committing the Crown to paying the costs of their imprisonment; and, four days later, on 1 July 1628, not only was a baronetcy bestowed on Trelawny but the fees that were ordinarily payable on such an occasion were remitted.
Raab said that he would be willing to prorogue Parliament in order to ensure the UK's departure from the European Union, particularly in order to leave without a deal. Johnson refused to rule out prorogation, leading to Stewart saying that he would set up an "alternative Parliament" to stop him if he prorogued Parliament. On 13 June, the Chancellor Philip Hammond wrote to candidates asking them to restrict themselves in any policy pledges they made to the current 2% of GDP deficit limit. This followed Raab saying he would reduce the income tax basic rate by 5p costing more than £20 billion annually, and Johnson saying he would raise the higher tax rate starting threshold from £50,000 to £80,000 costing £10 billion annually.
1606 By 20 July 1605, 36 barrels of gunpowder had been stored in the undercroft, but the ever- present threat of the plague yet again prorogued the opening of Parliament, this time until 5 November 1605. Catesby had borne much of the scheme's financial cost thus far, and was running out of money. As their plans moved closer to fruition, during a secret meeting at Bath in August at which he, Percy and Thomas Wintour were present, the plotters decided that "the company being yet but few" he was to be allowed to "call in whom he thought best". Catesby soon added Ambrose Rookwood, a staunch Catholic who was both young and wealthy, but who most importantly owned a stable of fine horses at Coldham.
In December, the government and the rebels agreed to share power during peace talks in Norway. President Kumaratunga believed Wickremasinghe was being too lenient towards the LTTE, and in May 2003 she indicated her willingness to sack the prime minister and government if she felt they were making too many concessions to the rebels. On 4 November 2003, while Prime Minister Wickremasinghe was on an official visit to the US, Kumaratunga prorogued Parliament and took over Defense, Interior and Media ministries herself. Her opponents criticised her, calling her behaviour dictatorial. ;UPFA Government 2004–2005 Kumaratunga's PA and the leftist Janatha Vimukthi Peramuna or JVP (People's Liberation Front) formed the United People's Freedom Alliance (UPFA) in January 2004 and dissolved Parliament.

The Legislature officially resumed on March 10, 1983, and continued until the fourth session was prorogued and dissolved on April 10, 1986, prior to the 1986 Alberta general election on May 8, 1986. Alberta's twentieth government was controlled by the majority Progressive Conservative Association of Alberta for the fourth time, led by Premier Peter Lougheed until his resignation, he was replaced by Don Getty. The Official Opposition was led by Grant Notley of the New Democratic Party until his death on October 19, 1984, and later Ray Martin.
During the summer recess, prorogation was still seen as a likely prospect. At the Edinburgh Festival Fringe, Bercow said he would "fight with every breath in [his] body" to prevent the suspension of Parliament, as he believed Parliament's right to sit and debate was sacrosanct. On 27 August 2019, over 150 cross-party opposition MPs signed the Church House Declaration—named after the Headquarters of the Church of England and former temporary parliamentary chamber near Parliament—and pledged to "do whatever is necessary" to prevent Parliament being prorogued. Opposition MPs also mooted the traditional conference season recess; in 2019, the conference season started with the Liberal Democrat conference, which began on 14 September, and ends with the closure of Conservative conference on 2 October.
Consisting of the "three estates" of clergy, nobility and the burghs sitting in a single chamber, the parliament gave consent for the raising of taxation and played an important role in the administration of justice, foreign policy, war, and all manner of other legislation. Parliamentary business was also carried out by "sister" institutions, such as General Councils or Convention of Estates. The 15th Alberta Legislative Assembly was in session from February 13, 1964, to April 14, 1967, with the membership of the assembly determined by the results of the 1963 Alberta general election held on June 17, 1963. The Legislature officially resumed on February 13, 1964, and continued until the fifth session was prorogued on April 11, 1967, and dissolved on April 14, 1967, prior to the 1967 Alberta general election. Alberta's fifteenth government was controlled by the majority Social Credit Party for the eighth time, led by Premier Ernest Manning who would go on to be the longest serving Premier in Alberta history. The Official Opposition was led by Michael Maccagno of the Alberta Liberal Party who were elected to two seats in the Legislature.
Forsaith once again stood for election and he and Walter Lee were returned on 23 August 1853 to the 1st New Zealand Parliament as representatives of the Northern Division electorate, which covered the area north of Auckland but south of Whangarei. The Fitzgerald Executive was the first Executive Council under the 1852 Constitution led by James FitzGerald. When it became clear that the first ministers had no power, they resigned as the Executive after seven weeks on 2 August 1854. Robert Wynyard, the administrator filling in after Grey's departure and before the arrival of the next Governor, Colonel Thomas Gore Browne prorogued Parliament as the members refused to accept his claim that responsible government was not possible without royal assent, which had not been given.

The Legislature officially resumed on February 11, 1960, and continued until the fifth session was prorogued on March 29, 1963, and dissolved on May 9, 1963, prior to the 1963 Alberta general election. Alberta's fourteenth government was controlled by the majority Social Credit Party for the seventh time, led by Premier Ernest Manning who would go on to be the longest serving Premier in Alberta history. The was no Official Opposition as three parities and one independent made up the four non-government house seats.
In 200, Melgaço approved the remodelling and expansion of the spa. These initiatives lead to the 20 December 2002, petition to classify the thermals as a Imóvel de Interesse Municipal (Property of Municipal Interest), then reinforced on 9 March 2004 by moves by the DRPorto to open a process to classify the Thermal Park of Peso, later supported by the Vice-President of the IPPAR (12 October). In June 2005, the PITER program was prorogued. The attempts to classify the property continued on 31 May 2012, with a proposal by the DRCNorte to classify the park as a Monumento de Interesse Público (Monument of Public Interest) and fix it within its own Special Protection Zone (ZPE), which was accepted by the National Culture Council of SPAA.
He read to Catesby a letter he had received from Persons, urging him to speak to the Pope before attempting any scheme, but fearful of being discovered, Catesby declined. So Garnet wrote to Aquaviva, claiming to have prevented several outbreaks of violence, and of his suspicion that there was "a risk that some private endeavour may commit treason or use force against the King". As he had done following the failed Bye Plot, he urged the pope to publicly warn against the use of force, attempting to hide his knowledge of the plot by suggesting that the warning be aimed at recusants in Wales. He also sent Sir Edmund Baynham to deliver the same message, and when Parliament was prorogued on 28 July, Garnet satisfied himself that the danger had been averted.

The Official Opposition was the Conservative Party led by Richard Bennett for the first session, followed by Edward Michener for the remaining sessions.
Historically, each session of a parliament would last less than one year, ceasing with a prorogation during which legislators could return to their constituencies. In more recent times, development in transportation technology has permitted these individuals to journey with greater ease and frequency from the legislative capital to their respective electoral districts (sometimes called ridings, electorate, division) for short periods, meaning that parliamentary sessions typically last for more than one year, though the length of sessions varies. Legislatures plan their business within a legislative calendar, which lays out how bills will proceed before a session ceases, although related but unofficial affairs may be conducted by legislators outside a session or during a session on days in which parliament is not meeting. While a parliament is prorogued, between two legislative sessions, the legislature is still constitutedi.e.
The 5th Alberta Legislative Assembly was in session from February 2, 1922, to May 25, 1926, with the membership of the assembly determined by the results of the 1921 Alberta general election held on July 18, 1921. The Legislature officially resumed on February 2, 1922, and continued until the sixth session was prorogued on May 22, 1926 and dissolved on May 25, 1926, prior to the 1926 Alberta general election. Alberta's fifth government was controlled by the majority United Farmers of Alberta led by Premier Herbert Greenfield, who would resign following a push from the party on November 23, 1925, and was replaced by John Edward Brownlee. The Official Opposition was the Alberta Liberal Party led by John Robert Boyle, and later Charles Richmond Mitchell, and eventually future Lieutenant Governor of Alberta John C. Bowen.
The King occupied a central position under the Charter of 1814. The Charter declared that the king was Head of State and chief executive: the King appointed public officials, issued the ordinances and regulations necessary "for the execution of the laws and the security of the state", commanded the army and navy, declared war, and made "treaties of peace, alliance and commerce" (Articles 13 and 14). In addition, the King had great influence over the legislative power, since he possessed the sole right to present draft laws to Parliament (Article 16), and the right to grant or withhold assent to laws passed by the Parliament (Article 20). The King summoned and prorogued Parliament and had the right to dissolve the Chamber of Deputies and call new elections (Article 50).
However, directors of the companies involved refused to attend hearings after the Parliament of New South Wales was prorogued with the effect that directors would not have the protection of parliamentary privilege while giving evidence. The sale, unpopular with Labor's affiliate Unions NSW, was criticised by various union leaders and several called for Roozendaal to be sacked. As a result of the sale, subsequent issues relating to the inquiry and additional concerns relating to wage negotiations for public servants, several union leaders called on the Labor Party to move Roozendaal to an un-winnable position on the Party's Legislative Council ticket for the NSW election in March 2011. In February 2011, Premier Kristina Keneally announced that plans to privatise other electricity assets had been cancelled but promised support for Roozendaal.

In response to the political crisis triggered by the assassination of Stjepan Radić, King Alexander abolished the Constitution on 6 January 1929, prorogued the Parliament and introduced a personal dictatorship (the so-called "January 6th Dictatorship", Šestojanuarska diktatura). One of the first acts of the new regime was to carry out a purge of the civil service with one-third of the civil service being fired by May 1929 in an attempt to address popular complaints about rampant corruption in the bureaucracy. He also changed the name of the country to the Kingdom of Yugoslavia and changed the internal divisions from the 33 oblasts to nine new banovinas on 3 October.
The 13th Alberta Legislative Assembly was in session from August 17, 1955, to May 9, 1959, with the membership of the assembly determined by the results of the 1955 Alberta general election held on June 29, 1955. The Legislature officially resumed on August 17, 1955, and continued until the fifth session was prorogued on April 7, 1959, and dissolved on May 9, 1959, prior to the 1959 Alberta general election. Alberta's thirteenth government was controlled by the majority Social Credit Party for the sixth time, led by Premier Ernest Manning who would go on to be the longest serving Premier in Alberta history. The Official Opposition was led by James Harper Prowse a member of the Alberta Liberal Party until the fifth session when Grant MacEwan became the leader of the Official Opposition.
However, the announcement on September 4 that Parliament would be prorogued in October put the bill back to the Senate where on October 30 Pat Carney re-introduced it as Bill S-215.LEGISINFO - The Library of Parliament's research tool for finding information on legislation The Bill passed Third Reading in the Senate on December 13, 2007 and was re-introduced in the House of Commons by Conservative Member of Parliament Larry Miller where it passed 2nd Reading on March 11, 2008. The bill was referred to committee where an amendment were made to define lighthouse structures and limit the act to federally owned lighthouses. The Third and final Commons vote was made on May 1, 2008 followed by a Senate vote to approve the amendment which the bill passed on May 8.
To stop the Exclusion Bill and the Bill of Attainder directed at Danby, Charles II prorogued the parliament on 27 May 1679 and dissolved it on 3 July 1679, both of which moves infuriated Shaftesbury. As its name implies, the only achievement of the Habeas Corpus Parliament was the passage of the Habeas Corpus Act of 1679. For the time being, Shaftesbury retained his position on the privy council, and he and the Duke of Monmouth formed an alliance on the council designed to be obstructionist. There were some disagreements between Shaftesbury and Monmouth: for example, Shaftesbury was critical of Monmouth's decision to crush a rebellion by Scottish Covenanters quickly at the Battle of Bothwell Brig in June 1679, arguing that the rebellion should have been drawn out to force Charles II to recall parliament.
The 7th Alberta Legislative Assembly was in session from January 29, 1931, to July 22, 1935, with the membership of the assembly determined by the results of the 1930 Alberta general election held on June 19, 1930. The Legislature officially resumed on January 29, 1931, and continued until the fifth session was prorogued on April 23, 1935 and dissolved on July 22, 1935, prior to the 1935 Alberta general election. Alberta's sixth government was controlled by the majority United Farmers of Alberta for the third consecutive term, led by Premier John Edward Brownlee, who would later resign and be replaced with Richard Gavin Reid. There was no Official Opposition in Alberta between 1926 and 1941 due to the Independent Movement which saw a majority of non-UFA candidates elected as independents.
Stéphane Dion of the Liberal Party and Jack Layton of the New Democratic Party, signed an accord stating that in the event that the government lost the confidence of the house, they would form a coalition with the support of Gilles Duceppe and the Bloc Québécois, if asked to do so by the Governor General of Canada Michaëlle Jean. However, Stephen Harper delayed the vote of non-confidence scheduled for December 1, and the Governor General prorogued parliament on Harper's advice on December 4, 2008, until January 26, 2009. After prorogation, calls came from within the Liberal Party for Dion to resign immediately. Dion initially scheduled his resignation for the party's leadership convention in May 2009, but on December 8, 2008, he announced that he would step down upon the selection of an interim leader.
Jevtić, with his trained eye for Balkan affairs, did not need much cunning to see through the plans that Stjepan Sarkotić, a recently naturalized Austrian, was engineering against the Kingdom of Yugoslavia, aided by former members of the Austrian imperial general staff. At response to the political crisis triggered by the assassination of Stjepan Radić, King Alexander abolished the Constitution on 6 January 1929, prorogued the Parliament and introduced a personal dictatorship (the so-called "January 6th Dictatorship", Šestojanuarska diktatura). In the same month, he tried to banish by decree the use of Serbian Cyrillic to promote the exclusive use of Latin alphabet in Yugoslavia.
Politics were frequently paralysed because of the tensions between different nationalities. When Czech obstruction at the Reichsrat prevented the parliament from working, the emperor went on to rule autocratically through imperial decrees (Kaiserliche Verordnungen) submitted by his government. The Reichsrat was prorogued in March 1914 at the behest of Minister-President Count Karl von Stürgkh, it did not meet during the July Crisis and was not reconvened until May 1917, after the accession of Emperor Karl in 1916. For representation in matters relevant to the whole real union of Austria-Hungary (foreign affairs, defence, and the financing thereof) the Reichsrat appointed delegations of 60 members to discuss these matters parallel to Hungarian delegations of the same size and to come, in separate votes, to the same conclusion on the recommendation of the responsible common ministry.
The British North America Act, 1867 (now the Constitution Act, 1867), was written so as to reflect the view of John A. Macdonald and the Earl of Derby that the provinces were subordinate to the federal Crown, with the lieutenant governors appointed by the governor general and not—as is done with the governors of the Australian states and was suggested be integrated in Canada by the 1979 Task Force on National Unity—by the Queen herself. Further, while the lieutenant governors did each hold a great seal, summoned and prorogued parliament in the Queen's stead, and granted Royal Assent to bills that bore the Queen's name, it was still expected that the latter be given in the name of the governor general. That rule was never followed in Ontario and Quebec, though, and the other provinces soon followed suit.
In 1592 his father, Sir John Perrot, was convicted of treason and attainted, and died in the Tower of London, not without suspicion that he had been poisoned. Despite the attainder, Perrot claimed his father's estate, and by an Act of Parliament in March 1593, which was 'rushed through both Houses in four days', Perrot was restored in blood through the efforts of his brother-in-law, Robert Devereux, 2nd Earl of Essex, inheriting Haroldston Mansion and Laugharne Castle together with of the rest of his father's estates with the exception of Carew Castle, which was taken by the Crown. Perrot was a member of two committees in the 1581 session of the prorogued 1572 Parliament, although the identity of his constituency at the time is uncertain. He sat in the 1586 Parliament as Knight of the Shire for Cardiganshire.
There were numerous disputes between President Kumaratunga and Prime Minister Wickremasinghe, particularly over the handling of the peace process with the rebel Tamil Tigers. The political tension came to a head in early November 2003 when, as Prime Minister Wickremasinghe was out of the country, President Kumaratunga prorogued parliament, declared a state of emergency, sent troops into the streets of the capital and took control of three important ministries (defence, interior and media). On 20 January 2004 the Sri Lanka Freedom Party, President Kumaratunga's party and the main constituent of the opposition People's Alliance, and the Janatha Vimukthi Peramuna formed a new political alliance called the United People's Freedom Alliance (UPFA). A few days later on 7 February 2004 the president dissolved parliament, nearly four years ahead of schedule and despite the government having the support of the majority of parliament.
To the consternation of the opposition Conservatives, Bulyea prorogued the legislation before this new government's strength could be tested by a vote of confidence. Still, its acceptance by the Liberal caucus can be measured by the fact that only one member, Ezra Riley, resigned in protest. Riley objected to the exclusion from cabinet of insurgency leader W. H. Cushing; after his resignation he ran as an independent Liberal in the ensuing by-election, but was defeated by Sifton supporter Archibald J. McArthur. As time began to heal old wounds, Sifton expanded his cabinet to include several of the old adversaries: in February 1912 Cross was re-instated as Attorney-General and rebel leader John R. Boyle was made Minister of Education (Mitchell, who had previously held both of these posts, was transferred to the Public Works portfolio).
On 9 November 1678, Charles promised that he would sign any bill that would make them safe during the reign of his successor, so long as they did not impeach the right of his successor; this speech was widely misreported as Charles' having agreed to name the Duke of Monmouth as his successor, leading to celebratory bonfires throughout London, with crowds drinking the health of "the King, the Duke of Monmouth, and Earl of Shaftesbury, as the only three pillars of all safety." The citizens of London, fearing a Catholic plot on Shaftesbury's life, paid for a special guard to protect him. In December 1678, discussion turned to impeaching the Earl of Danby, and, to protect his minister, Charles II prorogued parliament on 30 December 1678. On 24 January 1679, Charles II finally dissolved the Cavalier Parliament, which had sat for 18 years.
The 16th Alberta Legislative Assembly was in session from February 15, 1968, to April 27, 1971, with the membership of the assembly determined by the results of the 1967 Alberta general election held on May 23, 1967. The Legislature officially resumed on February 15, 1968, and continued until the fourth session was prorogued on April 27, 1971, and dissolved on July 22, 1971, prior to the 1971 Alberta general election. Alberta's sixteenth government was controlled by the majority Social Credit Party for the ninth time, led by Premier Ernest Manning, Alberta's longest serving Premier who would retire part way through the session, and be replaced by Harry Strom. The Official Opposition was led by Peter Lougheed of the Progressive Conservative Association of Alberta, who would go on to win the 1971 election and become the 9th Premier of Alberta.
Prorogation is the end of a parliamentary session in the Parliament of Canada and the parliaments of its provinces and territories. It differs from a recess or adjournment, which do not end a session, and from a complete dissolution of parliament, which ends both the session and the entire parliament, requiring an election for the House of Commons in the bicameral federal parliament and the singular legislative chamber of the unicameral provincial parliaments. In the Canadian parliamentary system, the legislature is typically prorogued upon the completion of the agenda set forth in the Speech from the Throne and remains in recess until the monarch or governor general, in the federal sphere, or lieutenant governor, in a province, summons parliamentarians. From 2008 to present, prorogation has been the subject of discussion among academics, the Canadian public, and their political representatives.
The bishops being now established, his King James' next object was to procure something like an acknowledgment of them by the Church, to effect which it was necessary to destroy every vestige of freedom in the constitution of her Assemblies. The first attempt of this kind had been made in 1599, when the king dismissed the Assembly, and summoned another to meet at Montrose in 1600, solely by virtue of his royal prerogative. This was entirely contrary to the establishment ratified by parliament in 1592, according to which the time and place of meeting were to be nominated by the preceding Assembly, with his majesty's consent.' Many Corbet's had been knights of the shire for Shropshire over the centuries and it was to replace one of them that Robert Corbet became a member of parliament in 1566. The parliament had been called as long before as November 1562 and assembled in January 1563. It showed much concern with the succession question and the queen prorogued it, only recalling it in 1566 to seek a financial bail-out. Richard Corbet, brother of Reginald and a great- uncle of Robert Corbet, had been duly elected in 1562 but died in July 1566.P.W. The 28th Alberta Legislative Assembly was in session from May 23, 2012, to April 7, 2015, with the membership of the assembly determined by the results of the 2012 Alberta general election held on April 23, 2012. The Legislature officially resumed on May 23, 2012, and continued until the third session was prorogued and dissolved on April 7, 2015, prior to the 2015 Alberta general election on May 5, 2015. Alberta's twenty-sixth government was controlled by the majority Progressive Conservative Association of Alberta, led by Premier Alison Redford until her resignation on October 7, 2011, and subsequently led by Dave Hancock temporarily until Jim Prentice was confirmed leader of the Progressive Conservatives. The Official Opposition was led by Danielle Smith of the Wildrose Party until she crossed the floor to join the PCs, and the opposition was subsequently led by Heather Forsyth.
The 4th Alberta Legislative Assembly was in session from February 7, 1918, to June 23, 1921, with the membership of the assembly determined by the results of the 1917 Alberta general election held on June 7, 1917. The Legislature officially resumed on February 7, 1918, and continued until the fourth session was prorogued on April 19, 1921 and dissolved on June 23, 1921, prior to the 1921 Alberta general election. Alberta's second government was controlled by the majority Liberal Party led by Premier Arthur Sifton, who would resign shortly after the 1917 election on October 30, 1917 to contest the 1917 Canadian general election for the Unionist Party under Prime Minister Robert Borden in support of the Borden government during the Conscription Crisis of 1917. Charles Stewart would be Sifton's choice as replacement as Premier, which was accepted by Lieutenant Governor Robert Brett.
As a result of the failure to successfully prosecute the mines owners and managers, the Canadian Labour Congress and some of its affiliates initiated an intense lobbying campaign in the mid-1990s to amend the Criminal Code of Canada in order to hold criminally liable managers and directors of corporations that failed to take steps to protect the lives of their employees. Using the tactic of having a private member's bill introduced, typically by an MP from the New Democratic Party or the Bloc Québécois, this agenda was advanced. Each time that the House of Commons was prorogued, the private members bill would die on the order paper, and the process would start again in the next session of Parliament. On about the fifth attempt, in late 2003, the federal government enacted Bill C-45 (sometimes referred to as the "Westray Bill") in direct response to the Westray Mine disaster.
More recently, prorogations have triggered speculation that they were advised by the sitting prime minister for political purposes: for example, in the 40th Parliament, the first prorogation occurred in the midst of a parliamentary dispute, in which the opposition parties expressed intent to defeat the minority government, and the second was suspected by opposition Members of Parliament to be a way to avoid investigations into the Afghan detainees affair and triggered citizen protests. In October 2012, the provincial legislature of Ontario was prorogued under similar circumstances, allegedly to avoid scrutiny of the provincial Government on a number of issues. Bills are numbered within each session. For example, in the federal House of Commons each session's government bills are numbered from C-2 to C-200, and the numbering returns again to C-2 following a prorogation (Bill C-1 is a pro-forma bill).
Under growing pressure, the government of Sultan Abdul Hamid II declared itself a constitutional monarchy with a parliament (which was almost immediately prorogued) and entered into negotiations with the powers. At the same time, the Armenian patriarch of Constantinople, Nerses II, forwarded Armenian complaints of widespread "forced land seizure ... forced conversion of women and children, arson, protection extortion, rape, and murder" to the Powers. The Russo-Turkish War of 1877–1878 ended with Russia's decisive victory and its army in occupation of large parts of eastern Turkey, but not before entire Armenian districts had been devastated by massacres carried out with the connivance of Ottoman authorities. In the wake of these events, Patriarch Nerses and his emissaries made repeated approaches to Russian leaders to urge the inclusion of a clause granting local self- government to the Armenians in the forthcoming Treaty of San Stefano, which was signed on 3 March 1878.
The Kingdom of Serbs, Croats and Slovenes was created by the unification of the Kingdom of Serbia (the Kingdom of Montenegro had united with Serbia five days previously, while the regions of Kosovo, Vojvodina and Vardar Macedonia were parts of Serbia prior to the unification) and the provisional State of Slovenes, Croats and Serbs (itself formed from territories of the former Austria-Hungary) on 1 December 1918. Until 6 January 1929, the Kingdom of Serbs, Croats and Slovenes was a parliamentary monarchy. On that day, King Alexander I abolished the Vidovdan Constitution (adopted in 1921), prorogued the National Assembly and introduced a personal dictatorship (so-called 6 January Dictatorship). He officially renamed the country Kingdom of Yugoslavia on 3 October 1929 and, although granted the 1931 Constitution, continued to rule as a de facto absolute monarch until his assassination on 9 October 1934, during a state visit to France.
Metcalfe rejected the legislation and then began appointing his supporters to patronage positions without Baldwin and LaFontaine's approval. They resigned in November 1843, beginning a constitutional crisis that would last a year. This year-long crisis, in which the legislature was prorogued, “was the final signpost on Upper Canada's conceptual road to democracy. Lacking the scale of the American Revolution, it nonetheless forced a comparable articulation and rethinking of the basics of political dialogue in the province.” During the year-long crisis, Metcalfe was to champion the Sydenham system and its conceptions of a limited, liberal capitalist government accountable to the imperial state, not the local Assembly; he continued to govern, demonstrating the irrelevance of Parliament. Baldwin now established a “Reform Association” in February 1844, to unite the Reform movement in Canada West to explain their understanding of responsible government before the expected election.
In 1628, Charles I, having prorogued Parliament in early summer and after his assent to the Petition of Right, proceeded to levy ship money on every county in England without Parliament, issuing writs requiring £173,000 to be returned to the exchequer. This was the first occasion when the demand for ship-money aroused serious opposition, in view of the declaration in the petition that > [Y]our subjects have inherited this freedom, that they should not be > compelled to contribute to any tax, tallage, aid, or other like charge not > set by common consent, in parliament. Charles' requests to sheriffs were rejected by the overburdened inland populations; Lord Northampton, Lord-Lieutenant of Warwickshire, and the Earl of Banbury in Berkshire, refused to assist in collecting the money; and Charles withdrew the writs. In 1634, Charles made a secret treaty with Philip IV of Spain to assist him against the Dutch.
On 27 February 2009, Sivakumar called for an emergency sitting of the Assembly to be held on 3 March 2009 to vote on two motions, the first motion being the affirmation of Mohammad Nizar Jamaluddin's government as the legitimate one and the second motion being the approval to dissolve the assembly to pave way for fresh polls in the state. Defying Sivakumar's directive, the Perak legal advisor, Ahmad Kamal Mohd Shahid prevented the notification of the emergency sitting from being released because the meeting did not obtain the consent of the Monarch. Sivakumar's lawyer Augustine Anthony countered the legal advisor citing that as an adjourned sitting, the session is not dissolved or prorogued and therefore does not require the consent of the Sultan. Sivakumar cited the legislature's Standing Orders 89 as giving him final say in any interpretation of the state assembly's Standing Orders.
MPs applaud Bercow as he sets the date for his retirement. In October 2018, it was reported that Bercow intended to step down as Speaker in the summer of 2019, but in January 2019 it was reported that he planned to stay as Speaker until the end of the parliament, in 2022. On 9 September 2019, amid debates about Brexit and parliament being prorogued, Bercow declared to the House of Commons that he would stand down on 31 October, or at the next general election, whichever was sooner; the former applied. Despite the convention that former Speakers of the House of Commons are elevated to membership of the House of Lords when they resign, reports from the Cabinet suggested Bercow might be denied a peerage by the Prime Minister due to his lack of impartiality and the difficulties he was seen to have caused the government over Brexit.
King James I, mortal enemy of the Albany Stewarts Duke Murdoch, his sons Walter and Alexander, and Duncan, Earl of Lennox were in Stirling Castle for their trial on 18 May 1425, at a prorogued parliament in the presence of the King. An assize of seven earls and fourteen lesser nobles heard the evidence that linked the prisoners to the rebellion in the Lennox--in a trial lasting just one day the four men were found guilty of treason. When a group led by George Speight, a businessman who had been declared bankrupt following the cancellation of several contracts by the Chaudhry government, entered Parliament buildings on 19 May 2000, disaffected elements of the i-Taukei population rallied to his side. For 56 days, Prime Minister Chaudhry and most of his cabinet, along with many Parliamentarians and their staff, were held as hostages while Speight attempted to negotiate with the President, Ratu Sir Kamisese Mara, who denounced the coup and declared a state of emergency, and with the military administration which took office on 29 May. On 26 May, fifteen soldiers and two officers defected to the rebels, and, the following day, gunfire was exchanged. In a move that constitutional experts have described as of questionable constitutionality, Mara dismissed the government from office (for being "unable to act") prorogued Parliament for six months, and assumed executive authority himself.
Prorogation became fully institutionalized, and even the praetor urbanus was sometimes prorogued. Governors who received established territorial provinces could expect longer tenures.Brennan, Praetorship pp. 626–627. The addition of the wealthy Asian province in 133 BC as a bequest of Attalus III put further pressure on the system, again without increasing the number of praetorships: In one major administrative development for which the career of Marius offers the clearest evidence, praetors now needed to remain in Rome to preside over increased activity in the criminal courts, often occasioned by prosecutions for extortion in the provinces or electoral corruption,Asconius remarks that when a praetor was given an extended command, it allowed him to extort enough money out of allies to buy the consulship, which in turn would give him another chance to plunder a province before he lost his immunity from prosecution as a magistrate; scholion to Pro Scauro 14.3, as cited by Brennan, p. 584.
A new parliament was summoned on 24 July 1679, and elections to the new House of Commons were held on various dates in the weeks which followed, but in general they went badly for the court party. With parliament expected to meet in October 1679, King Charles prorogued the parliament until 26 January 1680.Tim Harris, 'Cooper, Anthony Ashley', in Oxford Dictionary of National Biography, Oxford University Press, 2004–2007, Shaftesbury was anxious that the king might be intending not to meet this new parliament, so he launched a petitioning campaign to pressure the king to do so. He also wrote to the Duke of Monmouth, advising him to return from exile, and on 27 November 1679 Monmouth entered London amid scenes of widespread celebration. On 7 December 1679, a petition signed by Shaftesbury and fifteen other Whig peers called on Charles to meet parliament, and this was followed on 13 January 1679/80 by a similar petition of 20,000 signatures.
Abhorrers, the name given in 1679 to the persons who expressed their abhorrence at the action of those who had signed petitions urging King Charles II of England to assemble Parliament. Feeling against Catholics, and especially against James, Duke of York, was running strongly; the Exclusion Bill had been passed by the House of Commons, and the popularity of James Scott, 1st Duke of Monmouth, was very great. To prevent this bill from passing into law, Charles had dissolved parliament in July 1679, and in the following October had prorogued its successor, which became known as the Exclusion Bill Parliament, without allowing it to meet.
