Head Start is a state sponsored program which allows young children an early start to an education. Head Start is a comprehensive child development program that encompasses Early Child Development and Health Services, Family and Community Partnerships, and Program Design and Management. Michael A. Jackson originally developed JSP in the 1970s. He documented the system in his 1975 book Principles of Program Design. In a 2001 conference talk, he provided a retrospective analysis of the original driving forces behind the method, and related it to subsequent software engineering developments. UNITY is a programming language constructed by K. Mani Chandy and Jayadev Misra for their book Parallel Program Design: A Foundation. It is a theoretical language which focuses on what, instead of where, when or how. The language contains no method of flow control, and program statements run in a nondeterministic way until statements cease to cause changes during execution. This allows for programs to run indefinitely, such as auto-pilot or power plant safety systems, as well as programs that would normally terminate (which here converge to a fixed point).
Program design of small programs is relatively simple and involves the analysis of the problem, collection of inputs, using the programming constructs within languages, devising or using established procedures and algorithms, providing data for output devices and solutions to the problem as applicable. As problems become larger and more complex, features such as subprograms, modules, formal documentation, and new paradigms such as object-oriented programming are encountered. Large programs involving thousands of line of code and more require formal software methodologies. The task of developing large software systems presents a significant intellectual challenge.

At the time that JSP was developed, most programs were batch COBOL programs that processed sequential files stored on tape. A typical program read through its input file as a sequence of records, so that all programs had the same structure-- a single main loop that processed all of the records in the file, one at a time. Jackson asserted that this program structure was almost always wrong, and encouraged programmers to look for more complex data structures. The Upjohn Institute is an activity of the W. E. Upjohn Unemployment Trustee Corporation which was established in 1932 by Dr. W. E. Upjohn, founder of the Upjohn Company. The Trustee Corporation established the Upjohn Institute in 1945 for the purpose of "conducting research into the causes and effects of unemployment and measures for the alleviation of unemployment." After his graduation in 1961, Jackson started as computer science designer and consultant for Maxwell Stamp Associates in London. Here he designed, coded and tested his first programs for IBM and Honeywell computers, working in assembler.
