Lyttelton was himself a life-long supporter of the Liberal party and was familiar with many politicians in Westminster, his wife Kathleen, a women's activist, being the daughter of the Liberal MP George Clive. Lyttelton persuaded Gladstone to make a personal gift to the College of the louder of the two Chapel bells. The project was prompted by the need to reduce the continually rising heavy road traffic congestion, as well as the current disorganized and inefficient public transportation system, and air pollution which severely affects productive time and health of the citizens of the city. The group continued to work on the album while on tour, which included a session where Howlett wanted to capture Flint's vocals for "Champions of London" at a hotel room in Belgium after a particularly high energy gig using portable recording equipment that they travelled with. While the other band members and crew preferred to stay in better quality hotels, Howlett "veer[ed] off and stay in a one-star that's just two miles from the gigs, just so I can get stuff done quickly". In March 2018, during the group's tour of Russia, Howlett set-up a studio base in Moscow and returned to the facility to continue working after subsequent gigs to work on his new ideas.
