On April 13, the Costa Rican newspaper La Nación informed that Finland's attorney general will press charges against three executives from the Finnish firm Instrumentarium. The three executives will be charged of crimes connected with corruption and fraud related to a loan of $39.5 million granted by the Finnish government to the Caja Costarricense de Seguro Social (the Costa Rican agency in charge of public hospitals) and intended to finance the purchase of medical equipment. According to the Finnish attorney general, the accused executives, who worked for Instrumentarium Medko Medical, later acquired by General Electric, distributed a total of $8.7 million to Costa Rican partners and public servants in kick-backs. Chairman Malcolm Hargrove (Jack Lee), also known as Control, is the head of Charon Industries, a company which specializes in military hardware. Hargrove is also the Chairman of the UNSC Oversight Sub-Committee He is introduced in Reconstruction through messages exchanged between himself and Director Leonard Church, of Project Freelancer, with the Chairman suspecting him of criminal acts with his experiments, and eventually presses charges against the Director and sends officers to place him under arrest. He returns in Recreation to talk with Washington, striking a deal to free him in exchange for the Epsilon AI. In the finale of season 12, the Reds and Blues acknowledge his true identity as the leader of the corporation financing the Chorus Civil War. He then receives a threat from them, after which we learn that he is in possession of the Meta's helmet.

Prosecution tasks in Malta are shared between the Malta Police Force, who investigate crimes and presses charges, and the Attorney General (AG), who prosecutes the most serious cases. Magistrates may also start ‘inquests’, originally foreseen to preserve evidence, but today rather fully-fledged investigations. The coordination between these three agencies is not clearly defined, and their relation is problematic in view of the other tasks of the Attorney General, who is appointed by the President in accordance with the advice of the Prime Minister and is also the legal adviser to the Government and the State Attorney in judicial proceedings, besides chairing the Financial Intelligence Analysis Unit (FIAU). Attorney General decisions cannot be reviewed by any body, including decisions not to prosecute, which the opens road to criticism in controversial or sensitive cases. As the Venice Commission notes (#67), “Any powers to start, stop and discontinue criminal proceedings, which are not subject to judicial review, do not comply with modern notions of the rule of law.” A separation of the roles of the Attorney General is needed, as already in the United Kingdom since 1983.
