Some have claimed that the adoption of "ELCIC Social Statement on Human Sexuality" openly violates Article 2 of the ELCIC constitution, and have challenged the adoption as a violation of the ELCIC's constitution. A challenge was placed before the ELCIC's Court of Adjudication. The Court found that the complainant did not have the status required by the Constitution to press the complaint and declined to hear the complaint.

When the decision in General Synod took effect, state officials announced that judges were required to preside at marriage ceremonies for same-sex couples just as they would at those for different-sex couples and that a judge could not claim an exemption on religious grounds. By early November, six judges had resigned citing religious objections. A group of Republican legislators led by Senate leader Phil Berger announced plans to sponsor legislation creating a religious exemption for state magistrates who object to participating same-sex weddings on religious grounds. Such legislation passed the North Carolina Legislature in May 2015, though was vetoed by Governor Pat McCrory.

105 Empress Mentewab was crowned co-ruler upon the succession of her son Iyasu II in 1730, and held unprecedented power over government during his reign. (She descended in her own right from emperors who reigned two centuries earlier.) Her attempt to continue in this role following the death of her son 1755 led her into conflict with Wubit (Welete Bersabe), Iyasu's widow, who believed that it was her turn to preside at the court of her own son Iyoas. The conflict between these two queens led to Mentewab summoning her Qwaran relatives and their forces to Gondar for support. Wubit responded by summoning her own Oromo relatives and their considerable forces from Yejju.

Though grateful for the honor, she declined the position, as its acceptance would necessitate the giving up of her medical work. A United Methodist elder and deaconess at a service of worship. An elder, in many Methodist Churches, is ordained minister that has the responsibilities to preach and teach, preside at the celebration of the sacraments, administer the Church through pastoral guidance, and lead the congregations under their care in service ministry to the world. The office of elder, then, is what most people tend to think of as the pastoral, priestly, clergy office within the church. In some of the denominations within Methodism that use the title, ordination to this office is open to both men and women, including the United Methodist Church, Free Methodist Church, Bible Methodist Connection of Churches, and Evangelical Methodist Church.

Lathrop write that "Many Lutherans, in concert with many other Christians, think that the time of which Luther spoke has indeed come, and that the pastor should preside at the table facting the people, i.e., versus populum. The assembly needs to have a sense that it is gathered around that table, sees and hears what happens there, has a promise of Christ clearly addressed to it, participates in the thanksgiving, and is made into a community through God's gift." In the Australian political system, at the federal level, the Vice-President of the Executive Council is the minister in the Government of Australia who acts as the presiding officer of meetings of the Federal Executive Council when the Governor-General is absent. The Vice-President of the Executive Council is appointed by the Governor-General on the advice of the Prime Minister of Australia, and serves at the Governor-General's pleasure. The Vice-President is usually a senior minister in Cabinet, and may summon executive councillors and preside at council meetings when the Governor- General is not present. However, the Vice-President cannot sign Executive Council documents on behalf of the Governor-General.

Roger succeeded William FitzHerbert as archbishop in 1154, and while at York rebuilt York Minster, which had been damaged by fire. Roger did not become deeply involved in the dispute between King Henry II of England and Becket until 1170, when the King had Roger preside at the coronation of the king's son Henry the Young King, a function that would normally have been performed by the Archbishop of Canterbury. In retaliation Becket excommunicated Roger in late 1170, and some have seen this excommunication as one reason for King Henry's anger at Becket which led to Becket's murder. After being suspended from office by the pope for his supposed role in Becket's death, Roger was eventually restored to office in late 1171, and died in 1181.

The title "commissioner", which is a title that is now applied to the heads of several other major sports leagues as well as baseball, derives from its predecessor office, the National Commission. The National Commission was the ruling body of professional baseball starting with the National Agreement of 1903, which created unity between both the National League and the American League (see History of baseball in the United States). The agreement consisted of three members: the two League presidents and a Commission chairman, whose primary responsibilities were to preside at meetings and to mediate disputes. Although the Commission chairman August Herrmann was the nominal head of major league baseball, it was the American League President Ban Johnson who dominated the Commission.

The priest also uses the sign of the cross when blessing a deacon before the deacon reads the Gospel, when sending an Extraordinary Minister of Holy Communion to take the Eucharist to the sick (after Communion, but before the end of the Mass), and when blessing the congregation at the conclusion of the Mass. Ordained bishops, priests and deacons have more empowerment to bless objects and other people. Associated with social reform movements from its earliest days, it began attracting a group of reform activists from Quaker backgrounds in the 1840s, one of whom, Susan B. Anthony, became a national leader of the women's suffrage movement. After the first women's rights convention was held at Seneca Falls, New York in 1848, a follow-up convention, the Rochester Women's Rights Convention, was organized two weeks later at the First Unitarian Church of Rochester. Abigail Bush was elected to preside at this convention even though the idea of a woman chairing a public meeting was considered too daring even for some of the leaders of the emerging women's movement who were present. Concern with social issues has been a recurring theme in the church's history.

In their capacity as president of the Senate, the vice president may preside over most impeachment trials of federal officers, although the Constitution does not specifically require it. However, whenever the president of the United States is on trial, the Constitution requires that the Chief Justice of the United States must preside. This stipulation was designed to avoid the possible conflict of interest in having the vice president preside over the trial for the removal of the one official standing between them and the presidency. In 19th century Britain, treason had its own special rules of evidence and procedure, which made it difficult to prosecute traitors successfully, such as the requirement that the prosecution produce two witnesses to the same overt act, or that three judges preside at the trial. (See Treason Act 1695 for details.) The Treason Act 1800 relaxed these rules in relation to attempts on the King's life, bringing the rules in such cases in line with the less restrictive rules which then existed in ordinary murder cases. Section 1 of the 1842 Act went further, removing the special rules in all cases of treason involving any attempt to wound or maim the Queen. This section was repealed on 15 June 1945 by the Treason Act 1945.

The issue of the ordination of women in the Anglican Communion has caused disagreement amongst Anglicans, including those of the Anglo-Catholic tradition, and these differences of opinion have had repercussions for the Catholic societies. Some societies have declared that their membership is open only to male priests, or those opposed to the ordination of women. Other societies have been founded specifically to cater for those who are open to, or support, women's ordination. Some (such as the Confraternity of the Blessed Sacrament) have publicly declared that they are open to membership from those opposed to or in favour of women's ordination, but for the sake of internal unity will only permit male priests to hold office in the society, or to preside at the society's meetings and liturgies.

In the Western Church, a Primate is an Archbishop--or, rarely, a suffragan or exempt bishop--of a specific (mostly Metropolitan) episcopal see (called a primatial see) who has precedence over the bishoprics of one or more ecclesiastical provinces of a particular historical, political or cultural area. From 1900 to 1969, when the Lord Chancellor was not present, a former Lord Chancellor would preside at judicial sittings of the House of Lords. If no former Lord Chancellor was present, the most senior Lord of Appeal in Ordinary present would preside, seniority being determined by rank in the peerage. In the years following World War II, it became less common for Lord Chancellors to have time to gain judicial experience in office, making it anomalous for former holders of the office to take precedence. As a result, on 22 May 1969, the rules were changed such that if the Lord Chancellor was not present (as was normally the case), the most senior Law Lord, by appointment as a Lord of Appeal in Ordinary rather than peerage, would preside.

On 27 March 2017, the Congregation for the Doctrine of the Faith communicated that Pope Francis had decided to grant local ordinaries the right to give to a priest in good standing the faculty to preside at the marriage of followers of the society, immediately after which they will participate in a Mass celebrated by an SSPX priest, or, if no priest in good standing can receive the consent of the couple, to give the faculty instead to an SSPX priest. Previously, in 2008, the Pontifical Commission Ecclesia Dei had stated: "The priests of the Society of St. Pius X are ... prohibited from exercising their priestly functions," going on to conclude that, in the case of matrimony, "these sacraments are invalid," since a suspended priest lacks the proper delegation from the bishop.

His department, the chancery, was responsible for the Great Seal, which was needed to process the inheritance of land titles and the confirmation of land transfers. The individual leaders then called for "WordAlone Regional Meetings" around the country to meet and send delegates to a national meeting in November in Roseville, Minnesota. The assembled delegates voted to meet again to form the WordAlone Network in March 2000, and the organization has been active since. In a small concession to WordAlone supporters, the ELCA assembly in 2001 did enact an amendment to church bylaws to allow for pastors, rather than bishops, to preside at ordinations in "unusual circumstances," a method that has been used 17 times as of 2005. WordAlone has viewed these "unusual" ordinations as small victories, although they have provoked irritation from some in the ECUSA who see the practice as reflecting a lack of commitment to the Called to Common Mission agreement.

University disputes can be appealed from the governing board to the visitor (as is still the case in the UK), but nowadays, such appeals are generally prohibited by legislation, and the position has only ceremonial functions (unlike the chancellor and deputy chancellor, who frequently preside at functions such as graduations, the visitor rarely attends university functions). The vice-chancellor usually serves as the chief executive of the university. Macquarie University in Sydney is a noteworthy anomaly as it once had the unique position of Emeritus Deputy Chancellor, a post created for John Lincoln upon his retirement from his long-held post of deputy chancellor in 2000. The position was not merely an honorary title, as it also retained for Lincoln a place in the University Council until his death in 2011.

The Eleventh Judicial Circuit of Florida is the largest in the state and the fourth largest trial court in the nation. Its 123 judges serve a population of over 2.75 million. It has four courthouses which house circuit and county court judges, the Administrative Office of the Courts, the Clerk's Office and other court-related personnel: the Richard E. Gerstein Justice Building, where circuit and county criminal cases are heard; the Dade County Courthouse, where circuit and county civil are heard; the Lawson E. Thomas Courthouse Center, where probate, family and domestic violence cases are heard; and, the Miami- Dade County Children's Courthouse, where juvenile delinquency and dependency cases are heard. In order to provide the public with greater access to the courts, circuit and county court judges also preside at seven branch courts located throughout Miami-Dade County.

As an offshoot of Anglicanism, Methodist churches often use episcopal polity for historical as well as practical reasons, albeit to limited use. Methodists often use the term connexionalism or connexional polity in addition to "episcopal". Nevertheless, the powers of the Methodist episcopacy can be relatively strong and wide-reaching compared to traditional conceptions of episcopal polity. For example, in the United Methodist Church, bishops are elected for life, can serve up to two terms in a specific conference (three if special permission is given), are responsible for ordaining and appointing clergy to pastor churches, perform many administrative duties, preside at the annual sessions of the regional Conferences and at the quadrennial meeting of the worldwide General Conference, have authority for teaching and leading the church on matters of social and doctrinal import, and serve to represent the denomination in ecumenical gatherings.

When the special train arrived without its special ministerial passenger, the crowd made their way eight kilometer (five miles) along the lake shore to the little town of Fußach where the naming ceremony was to take place. As the minister approached by boat from Bregenz in order to preside at the naming ceremony, information came through that the call in the "Vorarlberger Nachrichten" (the local newspaper) for people to demonstrate against him had met with a far larger and more determined response than the authorities had anticipated. Tomatoes were thrown and barricades were over-run as the authorities struggled to rescue the guest of honour from contact with the demonstrators. In the end the naming ceremony involving the minister had to be deferred, although an impromptu naming ceremony did take place when one of the demonstrators clambered up beside the new lake steamer and scrawled the name "Vorarlberg" on the bow.

In 1943 Anne Loughlin was made a DBE, an honour she accepted in the belief that it would open doors for the union. She went on to serve on the Royal Commission on Equal Pay (1944–1946) and was one of its honourable dissenting voices. She felt strongly that there was no justification for paying women less than men for the same job and argued that the introduction of equal pay would not have the destabilising effects prophesied in the main report by the Commission. In 1948 Anne took over from her mentor and close friend Andrew Conley as union general secretary.

Deacons are ordained ministers of the Church who are co-workers with the bishop alongside presbyters, but are intended to focus on the ministries of direct service and outreach to the poor and needy, rather than pastoral leadership. They are usually related to a parish, where they have a liturgical function as the ordinary minister of the Gospel and the Prayers of the Faithful, They may preach homilies, and in the Roman Rite may preside at non-Eucharistic liturgies such as baptisms, weddings, funerals, and adoration/benediction. In the Eastern Catholic Churches, in the absence of a priest, deacons do not vest and may only lead services as a reader, never presiding at weddings or funerals. On 5 February 1355 Cardinal de La Mothe was present in Consistory along with Pope Innocent VI and twenty other cardinals to discuss the petition submitted by Pierre Bertrand de Colombiers, Bishop of Ostia, to be granted the pallium before he set off for Rome to preside at the Coronation of the Emperor Charles IV. Next day, the Pope, having consulted the cardinals as a group and individually, issued his decree granting the pallium and assigning Cardinal Gaillard and Cardinal Bernard de Torre of S. Eustachio to present it according to the accepted ritual. Cardinal Gaillard de La Mothe died on 20 December 1356, and was buried at Bazas in the Church of Saint Jean, where he was building a magnificent monument for his uncle Pope Clement V. The church was devastated by the Huguenots in 1577.

Although Lyndon was a sincere Protestant, (being a friend of Ormonde, he was most likely a staunch Anglican), the Catholic King James II, despite his policy of replacing Irish Protestant office-holders with Catholics in so far as possible, left Lyndon in peace until after the Glorious Revolution of 1688. James's arrival in Ireland in 1689 put Lyndon and the other remaining Protestants on the Irish Bench in a very difficult position, as they were naturally suspected of sympathising with the new King William III. Lyndon and his wife tried to escape to England, taking their valuables with them, but they were arrested at the waterside and their goods were seized. On April 28, 2014, the United Church of Christ, joined by a coalition of Baptists, Lutherans, and Unitarian Universalists, filed a lawsuit, arguing that North Carolina's statute that makes it a crime to preside at the solemnization of the marriage of a couple that lacks a valid state marriage license unconstitutionally restricts religious freedom. On June 3, 2014, additional national religious denominations and clergy from across traditions were added as plaintiffs, including the Alliance of Baptists, the Association of Welcoming and Affirming Baptists, and the Central Conference of American Rabbis in addition to Episcopal, Jewish and Baptist clergy. On October 7, the plaintiffs asked for an immediate injunction against the state, citing the Fourth Circuit's ruling in Bostic v. Rainey. On October 10, District Court Judge Max O. Cogburn, Jr. denied a request by leaders of the state Legislature to be allowed to intervene to defend the state's ban and ruled the state's ban on same-sex marriage unconstitutional.

In the Latin branch of the Catholic Church, the teaching is that it is the couple themselves who administer the graces of the sacrament; thus, although it is normally an ordained person who officiates at a marriage ceremony, a bishop may delegate a lay person to be present for the exchange of vows; this would be done only in extreme cases such as in mission territories.

On 8 June 1327, Michael received instructions to present himself at Avignon, a command which he obeyed in December 1327. The pope having sharply reproved him in public (9 April 1328) for the chapter's action at Perugia, he drew up a secret protest and, fearing punishment, fled, despite the orders of the pope, to Aigues-Mortes and thence to Pisa, together with Bonagrazia of Bergamo and William of Occam. In the meantime, Louis the Bavarian had entered Rome with a German army, and had himself solemnly crowned Emperor of Rome by Sciarra Colonna (17 January 1328); on 12 May he nominated and had consecrated as antipope Pietro Rainalducci of Corvara, a Franciscan, under the name of Nicholas V. The three fugitives from Avignon accompanied Louis to Bavaria, where they remained till their deaths. After Louis IV had returned to Bavaria, Nicholas V, deprived of all support, took refuge with the Count of Donoratico. John XXII deposed Michael as general of the order and appointed the Minorite Cardinal Bertrand de Turre vicar-general of the order to preside at the chapter to be held in Paris (2 June 1329).

DeMille consulted with McKay during the production of The Ten Commandments, forming a friendship until DeMille's death. McKay invited DeMille to BYU, where he delivered a commencement address in 1957. McKay regularly traveled until his 90s. His deteriorating health in the mid-1960s ultimately led to the appointment of three additional counselors in the First Presidency, as existing members were increasingly infirm and often unable to preside at meetings. By 1968, the First Presidency was composed of six members, larger than it had been at the death of Brigham Young in 1877. McKay's counselors in the First Presidency were Stephen L Richards (First Counselor, 1951–59); J. Reuben Clark, Jr. (Second Counselor (1951–59, First Counselor 1959–61); Henry D.
