In January 1997, Özçelik became the first Turkish Consul General at Shanghai, a position in which he served until 22 September 1998. Özçelik was always one of the trusted career diplomats that top level government officials knew and worked with. He served as Turkey’s special representative in Iraq from 2007 to 2011 and then as Turkey’s ambassador to Baghdad. During this period, he was in the close circle of advisors that contacted the Iraqi Kurds and prepared the ground to improve strategic relations between Turkey, Iraq and the Iraqi Kurds. Reconciliation with the Iraqi Kurds inaugurated a period of economic and political cooperation that is counted among one of Turkey’s most significant foreign policy wins in the Middle East.

Protestant communities (particularly Lutherans) first appeared in Russia in the 16th and 17th centuries in connection with expatriate communities from western Europe. In the 18th century, under Catherine II (the Great), large numbers of German settlers were invited to Russia, including Mennonites, Lutherans, Reformed and also Roman Catholics. From the 17th to the 19th centuries, various new religious movements emerged from the Russian Orthodox Church (including Molokans, Dukhobors, Khlysts, and to some extent, Subbotniks, and in 19th century Tolstoyan rural communes), and their existence prepared the ground for Protestantism's future spread. The first Russian Baptist communities arose in unrelated strains in three widely separated regions of the Russian Empire (Transcaucasia, Ukraine, and St. Petersburg) in the 1860s and 1870s.

The two monetary authorities that preceded the establishment of the Central Bank of Oman, namely the Muscat Currency Authority in 1970 and the Oman Currency Board in 1972, were not vested with full banking status, but, they had well prepared the ground for the emergence of the Central Bank of Oman. However the major event heralding the eminent creation of the Central Bank of Oman was the launching of the Banking Law in 1974 (which was amended vide Royal Decree No. 114/2000).

The traditional story is that Aper hid the body in a closed litter, told everyone that the emperor was irritated by the dust and light during the retreat, and issued orders in the emperor's name until the scent of the rotting corpse exposed his scheme. Aper was accused of his murder by the army and put on trial at Nicomedia (Izmit, Turkey). The suspicion of murder evidently arose because Aper had attempted to conceal the fact of Numerian's death, perhaps while he prepared the ground for his own accession to the Purple.

A series of amendments known as the Law Toward the Completion of the Constitution were passed by the People's Chamber in March 1954, when the country was formally granted sovereignty by the Soviet Union. Hussain Ahmad Madani (6 October 1879 – 5 December 1957) was an Indian Islamic scholar, serving as the principal of Darul Uloom Deoband. He was among the first recipients of the civilian honour of Padma Bhushan in 1954.The rise and fall of the Deoband movement, The Nation (newspaper), Published 27 June 2015, Retrieved 19 July 2017 Madani played a key role in cementing the Congress- Khilafat Pact in the 1920s and "Through a series of lectures and pamphlets during the 1920s and 1930s, Madani prepared the ground for the cooperation of the Indian Ulama with the Indian National Congress." His work Muttahida Qaumiyat Aur Islam was published in 1938 and advocated for a united country, in opposition to the partition of India.

Ostensibly, this was because of improvement in the regime's record, although former United States Assistant Secretary of Defense Noel Koch later stated, "No one had any doubts about [the Iraqis'] continued involvement in terrorism ... The real reason was to help them succeed in the war against Iran." In 1984, when the United States inaugurated "Operation Staunch" to halt shipment of arms to Iran by third countries, no similar embargo was attempted against Iraq because Iraq had expressed its desire to negotiate an end to the war. All of these initiatives prepared the ground for Iraq and the United States to reestablish diplomatic relations in November 1984. Iraq was the last of the Arab countries to resume diplomatic relations with the U.S. In early 1988, Iraq's relations with the United States were generally cordial.

The company was noted as having a staff of 75 and Dicks was said to manage "not only the electrical contracting side, but also the water engineering, radio and plumbing departments". Two years prior to this contract, during work to lay central heating pipes in the nave of the cathedral, Dicks had prepared the ground by also installing electrical cables. Hu Feng was arrested in July 1955, and the campaign against him broadened into a campaign to reeducate the masses and reinforce the official line. After Hu Feng's personal letters were published, there is no doubt that Tran Dan was exposed to the materials related to Hu Feng's letter, and later his friends acknowledged the connection between Hu Feng and Tran Dan in a cartoon published in Nhan Van, the most influential Vietnamese dissident magazine. As a result, Tran Dan was also arrested in February 1956, six month later than Hu Feng's imprisoned. The failure of Tran Dan-led insurgent campaign significantly frustrated the intellectuals who naively believed that their contribution to the revolution had won the party's trust, and thus prepared the ground for the intellectuals` more radical challenge to the party the following year.

In his article of 2002, a former president of the American Psychiatric Association Alan A. Stone, who as a member of team had examined Soviet dissident Pyotr Grigorenko and found him mentally healthy in 1979, disregarded the findings of the World Psychiatric Association and the later avowal of Soviet psychiatrists themselves and instead claimed that there were no political abuses of psychiatry in the Soviet Union. He asserted that Snezhnevsky was wrongly condemned by critics and argued that it was time for psychiatry in the Western countries to reconsider the accounts of political abuse of psychiatry in the USSR in the hope of discovering that Soviet psychiatrists were more deserving of sympathy than condemnation. Helen Lavretsky supposes that a totalitarian regime, the lack of a democratic tradition in Russia, and oppression and "extermination" of the best psychiatrists during the 1930–50 period prepared the ground for the abuse of psychiatry and Russian-Soviet concept of schizophrenia.

Urban water management in Bogotá, a metropolitan area of more than 8 million inhabitants, faces three main challenges: improving the quality of the highly polluted Bogotá River, controlling floods and revitalizing riparian areas along the river. The main public entities in charge of water resources management in Bogotá are the district government, the regional environmental agency Corporación Autónoma Regional (CAR) of the department of Cundinamarca, and the water and sanitation utility Empresa de Acueducto y Alcantarillado de Bogotá (EAAB). A court mandated that these entities cooperate to improve the river's quality, a ruling that translated into an agreement signed in 2007 that defined the responsibilities of each entity and forced them to approach the water management challenges in an integrated way. The agreement prepared the ground for the expansion of the Salitre wastewater treatment plant, construction of a new one, widening and protecting of riparian zones, restoring the natural meander of the river, and hydraulically connecting the river to its flood plains.

A keen yachtsman and mountaineer, in 1970 Rocca took part in the expedition organized by the “Ragni di Lecco” mountaineering group to explore the Cerro Torre in Patagonia, regarded as one of the world’s most inaccessible peaks. In 2011 Gianfelice Rocca became an honorary member of the “Ragni di Lecco”Ragni di Lecco mountaineering group.

The war, the most enduring and damaging so far of any between the coastal communities of the Persian Gulf, prepared the ground for the Perpetual Maritime Truce of 1853, commencing with a series of treaties negotiated by the British to cover a truce for the annual pearling season, which took effect from 1835 onwards. These annual treaties lasted for eight months each but the third treaty, at the insistence of Sultan bin Saqr, was extended to a full year and subsequent treaties to 1882 were annual. At this point, it was proposed to extend the treaty to a duration of ten years and this, broadly, held (there are several instances of squabbling and jostling on the pearl banks). Subsequently, in May 1853, the Sheikhs signed the Perpetual Maritime Truce, three of them signing as 'Chief' of their towns (Umm Al Qawain, Ajman and Dubai) and two, Saeed bin Tahnoon and Sultan bin Saqr signing as head of their tribes - Bani Yas and Al Qasimi respectively.

While the artillery prepared the ground for the attack, behind the Australian lines the assault formations moved up towards The Pimple. Smyth sited his brigade headquarters at a position called "Brown's Dip", which was about south of the firing line. Due to the small front along which the attack was to be launched, the initial assault was to be undertaken in three waves by the 2nd, 3rd and 4th Battalions while the 1st Battalion was to remain back at Brown's Dip in reserve, ready to be brought up to consolidate any gains or respond in the event of a counterattack.. Once the 1st Battalion had taken up its position, the assault battalions moved through them towards the forward line at The Pimple. Once the attack was launched, half the force would go via tunnels that had been dug out into no man's land, while the other half would simply go "over the top".

In February 1945 food supplies were reported as being collected in the Austrian and Bavarian Alps for Nazi fortresses and underground factories, and plans were apparently under way for the structural reorganization of the Nazi Party abroad by transferring money into agents' accounts in neutral countries. The Americans had information on a Fritz Mandl, a German national resident in Argentina who in January 1945 was sent several million pesos through the State Bank of Spain to invest for Göring, Goebbels, and Himmler. By June 1945 German inventions were said to be in the safekeeping of the Swedish Aniline Company, with patents having been thrown onto the market through Swedish "dummy" intermediaries, and detailed information had been gathered on the financial backgrounds of a number of chemical, carbide and dye companies thought to be active as safe havens for Nazi property. The US-led Safehaven Program was launched during the United Nations Conference at Bretton Woods in July 1944, the same venue that prepared the ground for the modern World Bank and International Monetary Fund (IMF).

Construction of the hospital began on the evening of 23 January 2020 with a scheduled completion of construction on 2 February. Florovsky and Lossky opposed the efforts of the Slavophile movement to identify a uniquely Russian approach to Orthodox theology. They advocated instead a return to the Greek fathers in what Florovsky called a "Neo- Patristic Synthesis". Payne characterizes the work of Georges Florovsky and Vladimir Lossky as having "set the course for Orthodox theology in the twentieth century."Payne, Daniel. The Israeli historian Omer Bartov wrote Nazi propaganda during the last days of the Third Reich pictured the war of the Eastern Front in the most starkest and extreme terms as it was asserted that the Wehrmacht "...were defending humanity against a demonic invasion while simultaneously hoping to sow dissent between the Soviet Union and the western allies. Thought not successful in preventing the total collapse of the Reich, these efforts did bear fruit in another important sense, for they both prepared the ground for the FRG's [Federal Republic of Germany] eventual alliance with the West, and provided the Wehrmacht's apologists with a forceful and politically useful argument, even if it conveniently confused cause and effect". And finally just as the "Lost Cause" myth promoted the image of the faithful black slave, happy to serve his or her masters, the "clean Wehrmacht" myth by emphasizing the role of the Vlasov Army and other collaborationist units fighting alongside the Wehrmacht similarly gave the image of the Slavs happy to welcome the Wehrmacht as their liberators and saviors. By focusing on the Wehrmacht as liberators, the narrative tended to distract attention from war crimes committed in the Soviet Union.
