In 2007, Dr. Wayne Blanchard of FEMA's Emergency Management Higher Education Project, at the direction of Dr. Cortez Lawrence, Superintendent of FEMA's Emergency Management Institute, convened a working group of emergency management practitioners and academics to consider principles of emergency management. This was the first time the principles of the discipline were to be codified. The group agreed on eight principles that will be used to guide the development of a doctrine of emergency management: # Comprehensive – consider and take into account all hazards, all phases, all stakeholders and all impacts relevant to disasters. # Progressive – anticipate future disasters and take preventive and preparatory measures to build disaster-resistant and disaster-resilient communities.

The Civil Code was drafted together with new penal and procedural codes as part of a major effort to reform Romania's legal system after the country's accession to the European Union. An impact study contracted by the Ministry of Justice concluded that the Civil Code was the least difficult to implement of the four new codes, but nevertheless the process was criticized by parts of the Romanian judiciary and civil society for lacking adequate preparatory measures to ensure a smooth transition. The code was adopted in 2009 after extensive parliamentary debate, published in an amended version in the Official Gazette on 15 July 2011, and came into force on 1 October 2011 via the adoption of Law no. 71/2011 on the implementation of the Civil Code.

After local governments were informed that Cyclone Vayu was likely to return to the coast of Gujarat, further preparations were undertaken, albeit minor due to the significantly weakened nature of the system. The IMD warned that heavy rainfall and large waves were expected, and had the potential to inundate low-lying areas such as the coastal salt marshes. Sir Douglas Haig chose General Hubert Gough, commander of the Fifth Army to lead the offensive from the Ypres salient. Gough held the first conference in late 24 May, before he moved his headquarters to the Salient. II Corps, XIX Corps, XVIII Corps and XIV Corps were to be under the command of the Fifth Army and IX Corps, X Corps and II Anzac Corps in the Second Army. As early decisions were subject to change, detail was avoided, planners were to draw on "Preparatory measures to be taken by Armies and Corps before undertaking operations on a large scale" of February 1916 and It was decided to have four divisions per corps, two for the attack and two in reserve, with staff from the reserve division headquarters taking over before the original divisions were relieved.

During the late 1930s, there was a growing perception that a major conflict between Germany and France was not only looming but increasingly unavoidable. As part of preparatory measures, the French Air Force placed an order for 1,000 M.S406 airframes during March 1938. However, Morane-Saulnier was unable to produce anywhere near this number at their own factory, thus a second assembly line was established at the nationalized factories of SNCAO at St. Nazaire in order to produce the type. In April 1937, an initial order for 50 SNCAO-built M.S.406 fighters was placed; in August 1937, a follow-up order for 80 aircraft was issued. In April 1938, as a component of the French Air Force's Plan V, a large order for 825 M.S.406 was placed with the various nationalised French aircraft industries.

The NSC met numerous times in response to the COVID-19 pandemic in Australia, with attendance by the Minister for Health, Greg Hunt, and former Chief Medical Officer, Brendan Murphy, who began Australia's health response to COVID-19. On 5 March 2020, the Prime Minister, Scott Morrison, announced that the NSC had agreed to new travel restrictions, updated travel advice and implemented new screening measures for COVID-19, aimed to "slow the importation of COVID-19 cases into Australia to enable preparatory measures to continue and to enable a public health response to the initial cases". On 18 March 2020, a human biosecurity emergency was declared in Australia owing to the risks to human health posed by the coronavirus (COVID-19) pandemic, after the NSC had met the previous day. The Biosecurity Act 2015 specifies that the Governor-General may declare such an emergency exists if the Health Minister (currently Greg Hunt) is satisfied that "a listed human disease is posing a severe and immediate threat, or is causing harm, to human health on a nationally significant scale".
