The Blogger's Code of Conduct is a proposal by Tim O'Reilly for bloggers to enforce civility on their blogs by being civil themselves and moderating comments on their blog. The code was proposed in 2007 due to threats made to blogger Kathy Sierra. The idea of the code was first reported by BBC News, who quoted O'Reilly saying, "I do think we need some code of conduct around what is acceptable behaviour, I would hope that it doesn't come through any kind of regulation it would come through self-regulation.". In Ireland the proposal for a code was raised in an article in Sunday Business Post in 2009 by Simon Palmer, a radio presenter and PR consultant in Dublin, after false details in relation to a client had appeared on Irish blogs Time To Raise Above Blog Standard.

Before entering politics on a full-time basis he worked in features of the Bristol United Press' London office, was a PR consultant and researcher for another MP. He was chairman of the Young Conservatives from 1993 to 1994, chairman of the International Young Democrat Union from 1998 to 2002, and from 1997–2001, he was director of the European Foundation think tank. Before becoming an MP, he was a local councillor in Romford on Havering Council, winning the Chase Cross and Havering-atte-Bower ward from the Liberal Democrats in 1990.

These actions were partly tolerated, as the club owner Anusch Samy regarded the place as an "action center", which included "the participance of the audience" and that things that were knocked over or painted by the crowd should not be restored. The premiere event featured the London soul band Robert Hirst and The Big Taste the DJ Dave Lee Travis of Radio Caroline, the Gerhard-Wilson go-go girls from Paris, psychedelic light projections and a wild "paint-in", where participants threw pounds of paint at each other.
