He wrote in favor of the Habsburgs' Enlightened policies, opposed serfdom and advocated religious freedom in the whole monarchy. Maria Theresa turned to him with requests for a large number of position papers relevant to her policy.

In 1997 Sperling and Robert W Tucker published a book, For-profit Higher Education: Developing a World-class Workforce. Most of the content of this book was derived from a series of internal position papers written by Sperling & Tucker (Tucker was a Senior Vice President). The papers, some 47 in all, were written from 1992 through 1997 to guide the development of the institution to serve the adult-centered market effectively. Perhaps the most controversial argument made in this book was its analysis of taxpayer costs associated to the three basic models of higher education: public, private (non-profit), and private (for-profit).
Opioid use disorder can develop as a result of self-medication, though this is controversial. Scoring systems have been derived to assess the likelihood of opiate addiction in chronic pain patients. Prescription opioids are the source of nearly half of misused opioids and the majority of these are initiated for trauma or surgery pain management. According to position papers on the treatment of opioid dependence published by the United Nations Office on Drugs and Crime and the World Health Organization, care providers should not treat opioid use disorder as the result of a weak moral character or will but as a medical condition.

Finally, the role of the Federation is by no means limited to European matters. It extends to broader issues of importance to all European banks vis- à-vis their counterparts and supervisory authorities throughout the world.
Clark, coming from a non-political background, had no position papers to define his agenda for the public. Once in the campaign, however, several volunteers established a network of connections with the media, and Clark began to explain his stances on a variety of issues. He was, as he had told The Washington Post in October, pro-choice and pro-affirmative action. He called for a repeal of recent Bush tax cuts for people earning more than $200,000 and suggested providing healthcare for the uninsured by altering the current system rather than transferring to a completely new universal health care system.
The campaign relied upon handed-out newsprint position papers and meeting voters face-to-face; the state's smallness and lack of a major media market made that approach feasible. He did receive some help from the AFL–CIO and Democratic pollster Patrick Caddell. His campaign focused on withdrawal from Vietnam, the environment, civil rights, mass transit, more equitable taxation, health care, the public's dissatisfaction with politics as usual, and "change". During the summer, he trailed by almost thirty percentage points, but his energy level, his attractive young family, and his ability to connect with voters' emotions gave him an advantage over the ready-to-retire Boggs.

However, four of the eight parties in the Parliament — the Social Democrats, the Greens, the Left Alliance, and the Swedish People's Party — had declared their support for same-sex marriage in their general position papers.
Debategate or briefing-gate was a political scandal affecting the administration of Ronald Reagan; it took place in the final days of the 1980 presidential election. Reagan's team had somehow acquired President Jimmy Carter's briefing papers, classified top secret, that Carter used in preparation for the October 28, 1980, debate with Reagan. The briefing papers were never specified to be either vital strategy memos or just routine position papers. This leak of campaign papers was not divulged to the public until late June 1983, after Laurence Barrett published Gambling With History: Reagan in the White House, an in-depth account of the Reagan administration's first two years.
Current guidelines from the American Academy of Pediatrics, however, strongly advise against this and in fact recommend the disposal of any syrup of ipecac present in the home. Many toxicological associations have also issued position papers recommending against its use as a first-line treatment for most ingested poisons, because of a lack of evidence that syrup of ipecac actually helps improve the outcome in cases of poisoning. Moreover, accidental overdose of ipecac can result when administered in the home. When dealing with poisoning cases in the hospital, it became difficult to obtain a differential diagnosis when syrup of ipecac had been administered, as this can add further symptoms.
In its support for the sexuality of its members, Gamofites dissented from The Church of Jesus Christ of Latter-day Saints' official doctrine on homosexuality. SDUSA's organizational activities included sponsoring discussions and issuing position papers—however, it was known mainly because of its members' activities in other organizations. It included civil rights activists and leaders of labor unions such as Bayard Rustin, Norman Hill and Tom Kahn of the AFL–CIO as well as Sandra Feldman and Rachelle Horowitz of the American Federation of Teachers (AFT).
Khachigian was in law school at Columbia University at the time that former Vice President Richard Nixon decided to seek the presidency. He wrote to the campaign, offering to volunteer and in December 1967, he was hired by Pat Buchanan to work in the New York campaign headquarters answering letters between classes at law school. He went on to handle small research projects, such as locating quotations and figures for Nixon speeches. By the summer of 1968, he had worked his way up to writing agriculture, housing, and transportation position papers as a research and policy aide reporting directly to Alan Greenspan, the campaign's economic and domestic policy advisor.
In this he was assisted by a personal appeal from his son, Colonel Elliott Roosevelt, also in attendance, who requested the bases for use of his reconnaissance aircraft then operating from Italy. The position papers given to Stalin emphasized both reconnaissance and bombardment operations, and Stalin agreed to proceed with the plan "in principle." American heavy bombers stationed in Britain and Italy would fly strike missions deep into the heart of Nazi territory or occupied Eastern Europe. Afterwards, they would land at American air bases in newly recovered Soviet territory, re-arm and re-fuel, and then attack other targets on their return flights.
Originally from Detroit where he was born in 1940, Marttila moved to Boston in 1970 to run Robert Drinan's campaign for the United States House of Representatives. Drinan's successful congressional bid was a landmark victory in U.S. politics, as he was the first Roman Catholic priest to be elected as a voting member of Congress and he was elected on an anti-war platform during the U.S. conflict in Vietnam. In 1972, Marttila joined Joe Biden's campaign for the United States Senate in Delaware against Republican J. Caleb Boggs. Marttila was one of the few paid political consultants on Biden's 1972 campaign, in which advertising was primarily done through printed position papers that were hand-delivered.

The HKDF started its full-scale transformation to become a political and public policy think tank when Alan Lung Ka-lun took over as its third chairman from Patrick Shiu Kin-ying in 1997. Alan stepped down in September 2015 and he was succeeded by Paul Zimmerman, a naturalised Chinese citizen of HKSAR. Today, the HKDF positions itself as an independent, multi-racial, multi-cultural political think tank, focusing on the development and promotion of policies and the primary activity is to seek to influence Hong Kong's economic, political and social development. It says that it aims to accomplish those goals through the production of position papers on relevant topics; developed within the framework of its policies and principles.
The Scientific Committee on Consumer Safety provides the European Commission with scientific advice on the safety of non-food consumer products. The SCCS's advice is intended to enable risk managers to take the adequate and required actions in order to guarantee consumer protection. The SCCS addresses questions in relation to the safety, allergenic properties, and impact on consumer health, of products and ingredients such as toys, textiles, clothing, cosmetics, personal care products, domestic products such as detergents, and consumer services such as tattooing. By the end of 2006 the SCCP had adopted close to 100 opinions or position papers on topics such as fragrances, hair dyes, sunbeds, tooth bleaching, preservatives, UV filters, and other substances.
Six battalions were assigned to both corps, and the reserve was composed out of two more battalions. The War of the Rebellion, Series I, Band XXV, Part II, S. 625f: General order Nr. 20 The Confederate War Department strongly suggested in position papers to Lee dating from the February 18th, 1862 to station two divisions at the Atlantic coast. Lee was not adverse to any such demands, probably very much on the contrary, because of the tight position he was in with the general lack of provisions, so he gave orders to General Longstreet to have it done so. Both of the assigned divisions only returned to join the Army of Northern Virginia again following the Battle of Chancellorsville.
Itach Ma'aki represents the teaching assistants in their struggle for achieving comparable conditions and recognition within the education system. As part of this collaboration, begun in 2011, the National Alliance of Teaching Assistants (NATA) was established. NATA raises awareness of the struggle through conferences, media reports, position papers, and Knesset education committee discussions. NATA enlists the support and involvement of Knesset members from the entire political spectrum, as well as parents' organizations, in order to increase teaching assistant salaries, end summer dismissal of special-needs and medical-needs teaching assistants, add a second assistant in kindergartens, and create a dialogue with senior officials in the Ministry of Education and the Center for Local Government.
This is carried out in the form of public consultations, which it publishes and announces to allow any interested parties to submit their comments before a specified deadline. Consultations may lead to position papers, guidelines, decisions and/or determinations. Another legal instrument the TRA uses are orders, such as emergency orders where the TRA will demand an operator take a particular action on a basis such as anti-competitive activity, or an enforcement order on the basis of a breach of the Telecommunications Law, or access Orders to impose access obligations on a telecoms service operator who has ceased access of a particular service from consumers. Market Research TRA also performs market research as part of its operations.
Through educational and human rights work, the association wants to make social and political changes in favour of women, both in Germany and worldwide. At events, in discussions with politicians, but also in position papers and open letters, the organisation takes a stand on sexualised wartime violence, names strategies for the prevention of sexual violence and calls on decision-makers to act. Through campaigns, the association drew attention to sexual violence in the war and its consequences: Zeit zu sprechen (time to speak) in 2005 drew awareness to crimes against women during the Second World War. The campaign Im Einsatz (in action) from 2008 to 2011 provided information about women and girls in war and crisis areas and asked for support for them.
The Institute for Energy Research (IER) is a Washington, D.C.-based non-profit organization that conducts research and analysis on the functions, operations, and government regulation of global energy markets. IER maintains that the free market provides the most "efficient and effective solutions" to "global energy and environmental challenges". IER is often described as a "front" for the fossil fuel industry; it was initially formed by Charles Koch, receives donations from many large companies like Exxon, and publishes a stream of reports and position papers opposing any efforts to control greenhouse gasses. Thomas Pyle, president of the IER and its offshoot American Energy Alliance (AEA), was appointed to the US Department of Energy's transition team after the 2016 United States elections.
San Francisco: Jossey-Bass, 2005. 60. After noticing skewed responses from more educated and affluent white readers in this racially divided city, Citizen Voices aimed to encourage more public involvement from lower class minorities by creating a citizens’ issues-oriented mayoral campaign. To invite participants from all backgrounds, Citizen Voices invented "The Oprah Show" as a comedic parody of "The Oprah Winfrey Show" as a way to get citizens to think about problems and solutions within their city. The second phase of the project included a National Issues Forum-style discussion where citizens deliberated on position papers that the mayoral candidates submitted and drafted five issues with their questions for the mayoral debate including: education, jobs, neighborhoods, public safety, and reforming city hall.

The Federation for American Immigration Reform (FAIR) is a non profit, anti- immigration organization in the United States. The group publishes position papers, organizes events, and runs campaigns in order to advocate for changes in U.S. immigration policy. The Southern Poverty Law Center classifies FAIR as a hate group with close ties to white supremacist groups. FAIR is headquartered in Washington, D.C. and was founded in 1979 by Michigan surgeon, eugenics supporter, and former president of Zero Population Growth John Tanton, former historian of labor movements and director of the Center for the Study of Democratic Institutions Otis L. Graham Jr., and the late Sidney Swensrud, a former chairman of Gulf Oil and former governing board member of Planned Parenthood.
One of the outcomes of its first international conferencehusITa1 held in 1987 in Birmingham, Englandwas the establishment of a working group to determine the feasibility of an international body 'to highlight the importance of human service computing, to guide developments, and to foster international co-operation'. The working group was composed of Hein de Graaf (Netherlands), Walter LaMendola (USA), Dick Schoech (USA), and Stuart Toole (UK). Initial projects identified by the working group included the development of research agendas, position papers, repositories of information, and promoting a second husITa conference in 1989. Bryan Glastonbury was later added to the group as secretary. The working group met in Colorado, Denver for three days in May 1988 and published a report on the issues that a husITa international organization would need to address.
In 1962, Crane became one of the four co-founders of the first Washington- based foreign-policy think-tank, the Center for Strategic and International Studies (CSIS). In 1966, he left to become Director of Third World Studies at the first professional futures forecasting center, The Hudson Institute, led by Herman Kahn. From the time of the Cuban Missile Crisis in 1962 until the beginning of Richard Nixon's victorious campaign for the presidency in 1967, Crane was his principal foreign policy adviser, responsible for preparing a "reader's digest" of professional articles for Nixon on the key foreign policy issues. During the campaign, Crane collected his position papers into a book, Inescapable Rendezvous: New Directions for American Foreign Policy, with a foreword by Congressman Gerald Ford, who succeeded Nixon as President.
Bennett was the flight safety manager for the radioisotope power sources currently in use on the Voyager 1 and Voyager 2 spacecraft (which went to Jupiter, Saturn, Uranus, Neptune and beyond) and on Lincoln Laboratory's LES 8 and LES 9 communications satellites. Bennett also worked as a physicist in the NERVA (Nuclear Engine for Rocket Vehicle Applications) program at what was then NASA's Lewis Research Center (now the John H. Glenn Research Center) in Cleveland, Ohio. He did fundamental reactor safety research at what is now the Department of Energy's Idaho National Laboratory (INL). From 1980–1988, he was a member of or adviser to US delegations to the two subcommittees of the United Nations Committee on the Peaceful Uses of Outer Space and he prepared the official US position papers on the use of nuclear power sources in outer space.
The independent group of economists meet twice a year to evaluate the policy choices and actions of the Federal Reserve's Open Market Committee. E21 partners with the Shadow Open Market Committee (SOMC), an independent group of economists, first organized in 1973 by Professors Karl Brunner, from the University of Rochester, and Allan Meltzer, from Carnegie Mellon University, to provide a monetarist alternative to the views on monetary policy and its inflation effects then prevailing at the Federal Reserve and within the economics profession. Its original objective was to evaluate the policy choices and actions of the Federal Open Market Committee (FOMC), but has since broadened its scope to cover a wide range of macroeconomic policy issues. With members drawn from academic institutions and private organizations, the committee meets semi-annually and publishes position papers on its website.
A Vindication of The Rights of Whores is a 1989 anthology edited by with a preface by Margo St. James. The book consists of the voices of a diverse group of prostitutes, sex worker rights activists, and feminist scholars from around the world, discussing their lives and their concerns. It includes the complete text of the World Charter for Prostitutes' Rights;International Committee for Prostitutes' Rights: World Charter For Prostitutes' Rights unedited transcripts of workshop arranged by topic from the First World Whores' Congress held in Amsterdam in February 1985 and Second World Whores' Congress at the European Parliament held in Brussels in October 1986; "World Notes Belgium" October 13, 1986 Time Magazine position papers; as well as interviews with various participants. It is cited in at least 75 other works and appears in various reading lists and curriculum guides.
Outside of the academy, the paper has also had an important impact on the conservative movement as a whole. As Peter Robinson relates: :At the Reagan White House, I wrote speech for the President, Will Cattan ’83 wrote speeches for the Vice President, and Dinesh D’Souza ’83 helped administer the Office of Domestic Policy. Within a few blocks, Gregory Fossedal ’81 held a senior position at the Department of Education, Benjamin Hart ’81 produced position papers for the Heritage Foundation, Michael [Keeney] Jones ’82 wrote speeches for the Secretary of the Treasury, and Laura Ingraham ’85 served as an assistant to the Secretary of Transportation. So many Dartmouth students went from The Review straight to positions of responsibility in the nation’s capital that Sidney Blumenthal, a reporter for the Washington Post, composed an article about us in which he hinted darkly at some sort of conspiracy.
Day also supports the end of block funding for hospitals and a change to "Patient Focused Funding" where revenue follows the patient. He advocates a patient-centered system with a greater role for competition in Canadian healthcare as a means to reduce waiting times and save government money by treating people before their condition worsens. He is a frequent spokesman for the topic with news media and submits position papers with government. For instance, his submission to Roy Romanow's Commission on the Future of Health Care in Canada made 10 recommendations: #De-politicize the debate #Repeal the Canada Health Act #Eliminate global budgets and reward productivity #Incorporate business methods #Increase privatization and contracting out #Introduce competition, choice and accountability #Massively reduce bureaucracy #Reduce influence of public sector health unions #Accept economic reality, and introduce user fees #Rank "core services" and de-insure unnecessary servicesDr.

Retrieved February 2, 2007. U.S. News and World Report ran a story two weeks later claiming Clark might be considered some form of political run as a Republican. The Chameleon Candidate by Doug Ireland for the LA Weekly on September 25, 2003. Retrieved February 2, 2007.
By this time Schnur had written several position papers with the assistance of Marilyn Saviola on what she called "self-direction," — severely disabled persons with disabilities had the capacity to manage their own personal assistance services, as opposed to the "medical model" where the agency is the employer and the consumer is not in charge of his or her own household. She brought together a group of individuals, which included Marilyn Saviola, Muriel Zgardowski, Vincent Zgardowski, Ira Holland, Ed Litcher, Daniel Ginsburg and Gertrude Schleier, to demand consumer-directed personal assistance services. This group protested (with attached ventilators) outside a Board of Estimate hearing. When Schnur was about to be honored as an "outstanding" city employee by Mayor Abraham Beame in a ceremony at Gracie Mansion, home care administrators, hearing of her plan to denounce the pending vendorizing of home care services, told her that it was unnecessary because she had won her point.
The Evian Group's Brains Trust and practitioners drawn from industry, academe, think tanks, international organisations, NGOs and the media, from both industrialised and developing countries, and from different generations, throughout the world contribute in compiling policy briefs, reports, and position papers, and especially in building the intellectual capital and in formulating The Evian Group agenda. The Evian Group also has a network of think tanks in both North and South with which it regularly cooperates. As a Think Tank The Evian Group at IMD influences and informs policy makers on the global economic agenda and seeks to provide them with intellectual “ammunition” in support of open and inclusive trade and investment policies. This is done by inviting policy makers to The Evian Group forums, by direct correspondence, by participating in campaigns, and by active publishing in the global media: in recent years, The Evian Group articles have appeared in English, Arabic, French, Italian, Portuguese, Spanish, Czech, Russian, Chinese, Korean, Japanese and German.
On 16 August 2017, the British government disclosed the first of several papers detailing British ambitions following Brexit, discussing trade and customs arrangements. On 23 August 2017, Prime Minister Theresa May announced that Britain will leave the EU Court of Justice's direct jurisdiction when the Brexit transition period that is planned after March 2019 ends, but that both the British courts and the EU Court of Justice will also keep "half an eye" on each other's rulings afterwards as well. One of the UK government's position papers published in August called for no additional restrictions for goods already on the market in the UK and EU. The third round of negotiations began in Brussels on 28 August 2017. The European Commission president Juncker criticised the UK's Brexit negotiations, saying none of the papers provided so far was satisfactory and that there would be no trade negotiations between the EU and UK until the divorce bill was settled.
However, in 1964, the Girl scout Council of Greater New York secretly decided to sell the camp to a developer for $1 million. Upon learning about this sale, the New York City Parks Department and the State of New York, with the help of the Open Lands Foundation, raised over $1.3 million to buy back the land from the developer, thus creating High Rock Park. Then, on November 22, 1965, the Staten Island Citizens Planning Committee (SICPC), which had begun in 1954 as an ad hoc committee of the Unitarian Universalist Church of Staten Island, issued the first of many position papers beginning by invoking Olmsted's plea for a linear park; it concluded by presenting an alternate parkway plan that would spare what has come to be known as the Staten Island Greenbelt, a term proposed by landscape architect, Bradford Greene, one of the group's founding members. Greene was familiar with this policy or land use designation from previous work he had been involved with in Maryland.
Other themes in which she took a particular interest included pensions policy, family matters and gender equality, both in the workplace and more widely. She also engaged with more overtly feminist agenda issues such as the ongoing debates about abortion legislation, an issue on respect of which the country had inherited more conventionally "liberal" laws from communist East Germany than from capitalist West Germany. The carefully detailed nature of her numerous annotation included in party archives make it clear that she contributed extensively to the content and coherence of the party's position papers on many of these topics. During the 1994-1998 Bundestag session Heidi Knake-Werner was the author or co-author of 3 draft laws, 18 parliamentary motions, 3 motions for resolution, and 30 amendments as well as of 4 major question applications and 67 minor question applications. She delivered 56 speeches in plenary parliamentary sessions and issued 135 press statements.
Shale gas development has brought with it various challenges for Britain's political parties. That is particularly the case for the Conservative Party, where there are tensions between the aspirations of the leadership – who tend to view shale gas in terms of economic benefit, energy independence, and a means of reducing carbon emissions – and the priorities of many of its supporters who are hostile to the process, especially those who live in areas likely to be explored for shale gas. The Liberal Democrats, in 2013 in a coalition government with the Conservative government which strongly supported shale gas development, began taking a position downplaying prospects for a "shale gas revolution", issuing several position papers on climate change which minimized the role of shale gas in favour of renewables. The Labour Party has been more reticent, but MPs have indicated they are receptive to shale gas development if environmental safeguards and an appropriate regulatory regime are in place.
The Holy See was not allowed, however, to co-sponsor draft decisions or resolutions, to make points of order or to exercise the right of reply. If the Holy See wished to circulate written proposals or position papers, it required the assistance of a member state that was willing to present those proposals or papers as its own. The Holy See took advantage the prerogatives of its observer status to incorporate its Christian values within the decisions and recommendations of the United Nations. Notable was a successful effort, in cooperation with like- minded countries, to ensure the adoption of a United Nations Declaration banning all forms of Human Cloning, and it opposed the adoption of a resolution on sexual orientation and gender identity proposed by the European Union in the General Assembly; a similar UNHRC-specific resolution on LGBT rights proposed by the Republic of South Africa was successfully passed in the United Nations Human Rights Council.
The eponymous heroine is a 1960s anti-war and pro-environmental activist who has in the modern day (1980s --when the novel was written and is partially-set) become part of an illegal underground revolutionary network which resembles the real Weatherman (later known as the Weather Underground). The story is told in the then present-day and in flashbacks to the 1960s. Vida struggles to maintain a double life; still having contacts with legitimate members of society, notably her lover Leigh, while continuing to carry out illegal actions against the government. The novel is notable for describing what everyday-life was like for 60s radical fugitives living "underground", as Jo Walton writes: > Vida here is realising that the choices she has made have left her > irrelevant not just politically but personally—her husband is marrying and > having a baby with someone else, she is trapped with the other fugitives she > increasingly dislikes, writing position papers nobody reads.
By way of submitting position papers and engaging with the European Commission and the OECD, the Professional Affairs Committee advances the CFE Board priorities that concern the tax advisory profession at large. In the past year, the Professional Affairs Committee participated in many initiatives at EU and OECD level that aim to contribute to the ongoing policy debate and to voice the concerns of European tax advisers. Apart from partaking in ongoing discussions with the EU Commission in different policy areas, the Professional Affairs Committee regularly responds to various EU and OECD questionnaires and also drafts technical updates of relevance for tax advisers which are aimed at informing the members of recent developments. The work of the Professional Affairs Committee broadly covers issues such as: ethics and professional codes, anti-money laundering, reporting of tax avoidance schemes, cooperation with tax authorities, digitalisation of tax services, taxpayers’ rights, tax certainty, professional qualifications and regulation, liability and insurance, cross-border mobility, business structures of tax firms, client confidentiality and legal privilege.
It is vital, but > our vision must be broader: to start countries on the path of sustainable > development – building on the foundations established by the 2012 UN > Conference on Sustainable Development in Rio de Janeiro12, and meeting a > challenge that no country, developed or developing, has met so far. We > recommend to the Secretary-General that deliberations on a new development > agenda must be guided by the vision of eradicating extreme poverty once and > for all, in the context of sustainable development. Therefore, the report determined that a central goal of the Post-Millennium Development agenda is to eradicate extreme poverty by 2030. However, the report also emphasized that the MDGs were not enough on their own, as they did not "focus on the devastating effects of conflict and violence on development…the importance to development of good governance and institution…nor the need for inclusive growth..." Consequently, there now exists synergy between the policy position papers put forward by the United States (through USAID), the World Bank and the UN itself in terms of viewing fragility and a lack of good governance as exacerbating extreme poverty.
An opening introductory profile on the Koch brothers claims that their inherited wealth was built by their father Fred C. Koch, a founder of the John Birch Society, by working for Joseph Stalin, and has been used to "wage a systematic attack on American values" and "defining the lives of ordinary American under the radar for over 50 years." In a campaign video, US Senator Bernie Sanders asserts that the Koch brothers fund think tank position papers, media pundits and politicians to promote three distorted perceptions: the need to raise the age of retirement, the notion that the social security system is going bankrupt, and the idea that social security should be privatized. Members of the general public compare and contrast their own lifestyles, supported by social security, with those of the Koch brothers. Subsequently, they and others attempt to question the brothers about policies they are alleged to support, such as home foreclosures, pollution and union busting, Journalist Adele Stan describes Americans for Prosperity as a "front group" which acts as "the boots on the ground for enforcing the agenda put forward by David Koch".
