On December 24, 1991 he was promoted to full member of the WPK Central Committee, during the same meeting (the 19th Plenary Meeting of the 6th Central Committee) that appointed Kim Jong-il as the new Supreme Commander of the Korean People's Army. The 1990s saw an increase of his importance: in 1992 he was promoted to colonel general and served in Kim Il-sung's funeral committee in 1994. In February 1997 he was appointed general, right on Kim Jong-il's 55th birthday, and received command of the IV Army Corps in South Hwanghae Province.
He was now afraid that worker-sportsmen in Norway viewed the Red Sport International as a communist organization and thus refrained from participating in workers' sports. The article sparked a debate, and at a Red Sport International executive plenary meeting in Kharkov in May-June, in which Brandstorp participated, he was ordered to resign from the executive committee. Arbeidernes Idrettsforbund interpreted this move as an ultimatum. The November 1929 national convention of Arbeidernes Idrettsforbund voted in favour of retaining membership in the Red Sport International, but demanded that the International would not interfere in the links between Arbeidernes Idrettsforbund and the Labour Party and Norwegian Trade Union Confederation.
Dominus Iesus () is a declaration by the Congregation for the Doctrine of the Faith (known as the "Holy Office"), approved in a Plenary meeting of the Congregation and signed by its then Prefect, Joseph Cardinal Ratzinger, later Pope Benedict XVI, and of its then Secretary, Archbishop Tarcisio Cardinal Bertone, later Cardinal Secretary of State. The declaration was approved by Pope John Paul II and was published on August 6, 2000. It is subtitled "On the Unicity and Salvific Universality of Jesus Christ and the Church". It is most widely known for its elaboration of the Catholic dogma that the Catholic Church is the sole true Church of Christ.
Note: This special working group has been disbanded. After completing its goals by publishing ISO/IEC TR 29138 Parts 1, 2 and 3, it was dissolved.
The problem of such fraudulent encashment practices (obnalichka in Russian) has become acute in Russia and other countries of the former Soviet Union. The Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) reported that the Russian Federation, Ukraine, Turkey, Serbia, Kyrgyzstan, Uzbekistan, Armenia and Kazakhstan have encountered a substantial shrinkage of tax base and shifting money supply balance in favor of cash. These processes have complicated planning and management of the economy and contributed to the growth of the shadow economy.EAG. Eminent Bolshevik Nikolai Bukharin, who was wounded in the anarchist attack on the Moscow Communist Party headquarters Having helped establish an underground group in 1918, Chernyi joined another group called the Underground Anarchists the following year. The organization, which had been founded by Kazimir Kovalevich and Piotr Sobalev, published two issues of an incendiary broadsheet denouncing the Communist dictatorship as the worst tyranny in human history. On September 25, 1919, together with a number of leftist social revolutionaries, the Underground Anarchists bombed the headquarters of the Moscow Committee of the Communist Party during a plenary meeting. Twelve Communists were killed and fifty-five others were wounded, including eminent Bolshevik theorist and Pravda editor Nikolai Bukharin.
The current UN development agenda is centred on the Millennium Development Goals (MDGs) that were officially established following the Millennium Summit of the UN in 2000. The MDGs encapsulate eight globally agreed goals in the areas of poverty alleviation, education, gender equality and empowerment of women, child and maternal health, environmental sustainability, reducing HIV/AIDS and communicable diseases, and building a global partnership for development. The MDG's overall target date is 2015.Background page, United Nations Millennium Development Goals website, retrieved 4 February 2013. At the 2010 High Level Plenary Meeting of the UN General Assembly to review progress towards the MDGs, governments called for accelerating progress and for thinking on ways to advance the development agenda beyond 2015.
Amending the Constitution of China requires a majority vote of two-thirds of all the deputies to the Congress.Article 64 of the Constitution of the People's Republic of China. On 11 March 2018, the Congress passed the amendment in the third plenary meeting of this session, attended by 2,964 out of 2,980 deputies, with 2,958 votes for, two against, three abstaining, and one void. On 17 March 2018, Xi Jinping, General Secretary of the Communist Party of China, was unanimously re-elected as the President of the People's Republic of China and the Chairman of the Central Military Commission, and Li Zhanshu was elected as the Chairman of the Standing Committee of the National People's Congress.
Signs of improved relations between the PYD and the rebels emerged at the YPG's first plenary meeting in al-Malikiyah from 1 to 5 January 2013. In addition to organising their military command structure, the PYD members at the meeting stressed "the unity of the struggle of the Syrian people" and the importance of having good relations with the Arab opposition. Significantly, they raised the flag of the Free Syrian Army next to the PYD flag; prior to this, YPG units were known for kidnapping and intimidating individuals and groups who displayed the flag in their territory. Despite this, the peace only enjoyed wider support among the FSA groups among the Arab rebels.
Under the banner of spiritual civilization, the CCP would promote patriotic spirit, collectivism and the four haves. By the mid-1980s, Deng became concerned that material civilization was getting more attention than spiritual civilization; he said "the one is tough [material civilization] while the other is soft [spiritual civilization]." The 6th plenary meeting of the 12th Central Committee adopted the "Resolutions on the guiding principles for developing a Socialist Spiritual Civilization" under the slogan "In grasping with two hands, both hands must be firm". Deng's Spiritual Civilization continued using much of the old Maoist vocabulary and slogans, such as "five stresses, four goods and three loves", "study Lei Feng" and "serve the people".
The 1978 Constitution was again short-lived. In December 1978, the third plenary meeting of the 11th Communist Party Central Committee began a series of reviews and reforms that confirmed Deng Xiaoping as the new paramount leader of China, with reform-minded leaders supported by Deng filling the top echelon of government. As part of the Deng faction's political reform agenda, a fourth Constitution was promulgated on 4 December 1982. The 1982 Constitution was born in a political environment where the past, including Mao's "errors" and almost all of the Communist Party's policies from 1949, were relatively objectively re-examined, and the country's future, including the pursuit of market economic reforms, was being openly debated.
Pope Francis confirmed that the canonisation would be approved and celebrated in 2018 in remarks made during a meeting with Roman priests on 14 February 2018. On 6 March 2018, the Cardinal Secretary of State Pietro Parolin, speaking at a plenary meeting of the International Catholic Migration Commission in Rome, confirmed that Paul VI would be canonised in at the close of the synod on 28 October 2018. On 6 March, the pope confirmed the healing as a miracle, thereby approving Paul VI's canonisation; a consistory of cardinals on 19 May 2018 determined the official date for Paul VI's canonisation to be 14 October 2018. The liturgical memorial is celebrated on 29 May, the day of his priestly ordination.
Kim Jong-gak was born in Jungsan County, South Phyongan Province on 30 July 1941, and joined the Korean People's Army in August 1959. and later served in a number of capacities such as battalion commander, deputy commander of an army corps, chief of staff and head of a training center. He joined the Party leadership in December 1991, when he was appointed an alternate member of the WPK Central Committee at the 19th Plenary Meeting of the 6th Central Committee. In 1992 his duties grew again: in April, during Kim Il-sung's 80th birthday, he was promoted to colonel-general, and in December he was appointed vice-minister of the People's Armed Forces.
In February 1994, the PWI Specification Committee sent a draft specification to X/Open—who rejected it in March, after being threatened by Microsoft's assertion of intellectual property rights (IPR) over the Windows APIs—and the European Computer Manufacturers' Association (ECMA). In September, now part of an ECMA delegation, they made an informational presentation about the project at the ISO SC22 plenary meeting in The Hague, Netherlands. Their goal was to make it an ISO standard in order to force Microsoft to comply with it (in Windows) or risk not being able sell to European or Asian governments who can only buy ISO standards-compliant products. Khrushchev at a meeting of the UN General Assembly on 22 September, three weeks before the incident Nikita Khrushchev's shoe-banging incident occurred during the 902nd Plenary Meeting of the United Nations General Assembly held in New York City in 1960. During the session on 12 October, Nikita Khrushchev, First Secretary of the Communist Party of the Soviet Union, pounded his shoe on his delegate-desk in protest at a speech by Philippine delegate Lorenzo Sumulong. In 2003, American scholar William Taubman reported that he had interviewed some eyewitnesses who said that Khrushchev had brandished his shoe but not banged it. He also reported that no photographic or video records of the shoe-banging had been found.
In 2016, the working definition and its list of examples was adopted by a plenary meeting of the 31 countries in the IHRA. The International Programme for Development Communication (IPDC) was created by the UNESCO General Conference in 1980 as an intergovernmental body. It has an elected Council of 39 Member State delegates which elects the eight members of the Bureau, and a Secretariat. Its mandate since 2003 is “... to contribute to sustainable development, democracy and good governance by fostering universal access to and distribution of information and knowledge by strengthening the capacities of the developing countries and countries in transition in the field of electronic media and the printed press.”Amendments to the Statutes of the International Programme for The Development of Communication (IPDC) Resolution 43/32, adopted on the Report of Commission V at the 18th Plenary Meeting, on 15 October 2003.
Bolesław Bierut, President of Poland and General Secretary of the PZPR Gomułka, general secretary of the PPR (and until that time the principal figure in post-war Polish communist establishment), was accused of a "right-wing nationalistic deviation" and removed from his position during a plenary meeting of the Central Committee in August 1948. The move was Stalin-orchestrated and Stalin's choice to fill the vacated job was President Bierut, who had thus become both the top party leader and top state official. The historic PPS was practically taken over by the PPR at the Unification Congress, held in Warsaw in December 1948. The resulting "Marxist-Leninist" Polish United Workers' Party (PZPR) was nearly synonymous with the state and Bierut became its first general secretary.

The 3 appealing countries did not appeal during the BRM and even all voted approval on the resolution that allowed for voting on each of the resolutions that had not been discussed in the plenary meeting through means of a form. The three countries appealing used that form vote for a disapproval vote of most of the responses (in total only 4 countries did that) but failed to have a significant number of responses disapproved. The appeals did not get sufficient support of the National Bodies voting on the ISO and IEC management boards, and consequently the go-ahead was given to publish ISO/IEC DIS 29500, Information technology – Office Open XML formats, as an ISO/IEC International Standard on August 15, 2008.
The same day, the Foreign Ministry of Russia asserted that UK ambassador in Moscow, Laurie Bristow, had said that London would not provide Russia with the suspects' fingerprints, passport numbers, visa numbers, or any extra data. On 12 September 2018, Putin, while answering questions at the plenary meeting of the 4th Eastern Economic Forum in Russia's Far Eastern port city of Vladivostok said that the identities of both men London suspected of involvement in the Skripal case were known to the Russian authorities and that both were civilians, who had done nothing criminal. He also said he would like the men to come forward to tell their story.Skripal suspects expressed their opinion, but this does not put lid on case.
In the afternoon, a plenary meeting was held with the federal, Slovene and Croatian delegations in attendance, while Jović reportedly left dissatisfied with the talks. The agreement was prepared at the EC council of ministers in The Hague on 5 July. It consisted of a Joint Declaration, and two annexes detailing the creation of an environment suitable to further political negotiations and guidelines for an observer mission to Yugoslavia. The agreement, which became known as the Brioni Declaration or the Brioni Agreement, required the JNA and the TDS to return to their bases, and stipulated that Slovene officials were to control Slovenia's borders alone and that both Slovenia and Croatia were to suspend all activities stemming from their declarations of independence for three months.
At the time, the EC viewed the agreement as a method of defusing the crisis and failed to attribute the lull which coincided with the Brioni Agreement to a shift in Serbian strategy instead. The EC delegation's failure to respond to Jović's departure before the plenary meeting and the EC foreign ministers' declaration of 10 July indicating the EC would withdraw from mediation if the Brioni Agreement was not implemented only encouraged Serbia which, unlike Slovenia, Croatia, or the Yugoslav federation, had nothing to lose if the EC pulled out. In the end, the EC took credit for a rapid resolution of the armed conflict in Slovenia without realising that its diplomatic efforts had little to do with the situation on the ground.
Pressure from the public, as well as the support given by city councils across La Rioja, led to the flag being officially approved by the Riojan government. In August 1979, an inquiry on the flag was sent out to the city councils across the region, with the result that 115 approved of the flag, 51 abstained, and eight were against it. On August 14, 1979, a plenary meeting of the Provincial Council finally approved the flag, with 17 votes for the flag by the political parties UCD and PSOE, the abstention of the Coalición Democrática (7 members). On September 15, at the festival of Our Lady of Valvanera the "cuatricolor" flew for the first time from the balcony of the Regional Council.
The President of Mexico, Felipe Calderón, with industry representatives and members of the Confederation of Industrial Chambers (Concamin), agreed to freeze prices of more than 150 consumer staples, such as coffee, sardines, tuna, oil, soup or tea, among others, until the end of December 2008. The measure was carried out in an attempt to control inflation, which stood at an annual rate of 4.95%, the highest increase since December 2004. Mexican baking company Grupo Bimbo's CEO, Daniel Servitje, announced in the 19th Plenary Meeting of the Mexico–China Business Committee that Bimbo agreed to freeze their product prices, despite a 20% rise in production costs. Bimbo is one of the most important baking companies worldwide, having recently expanded to China.
The second plenary meeting of the 7th Central Committee was held on 7 October 2017, one and a half year after the 7th Congress, to discuss "some immediate tasks to cope with the prevailing situation" and significant personnel changes. A decision on the first agenda item was adopted to reflect a report delivered by Kim Jong-un. Personnel changes included a large operation of retirement and replacement of older officials, including Kim Jong-il era elders Kim Ki-nam and Choe Thae-bok. The Politburo was replenished with Pak Kwang-ho, Pak Thae- song, Thae Jong-su, An Jong-su and Ri Yong-ho as full members, and Choe Hwi, Pak Thae-dok, Kim Yo-jong (Kim Jong-un's sister) and Jong Kyong-thaek as alternate members.
Kiloline (103 line) and megaline (106 line) were sometimes used because 1 line was very small relative to the phenomena that it was used to measure. The maxwell was affirmed again unanimously as the unit name for magnetic flux at the Plenary Meeting of the International Electrotechnical Commission in July 1930 at Oslo. In 1933, the Electric and Magnetic Magnitudes and Units committee of the International Electrotechnical Commission recommended to adopt the metre–kilogram–second (MKS) system (Giorgi system), and the name weber was proposed for the practical unit of magnetic flux (), subject to approval of various national committees, which was achieved in 1935. The weber was thus adopted as a practical unit of magnetic flux by the International Electrotechnical Commission.

Since March 2010, Posner has been involved in the Voluntary Principles on Security and Human Rights. Established in 2000 (the United States is a founding member), the Voluntary Principles—an initiative by governments, NGOs, and companies—provides guidance to extractives companies on maintaining the safety and security of their operations within a framework that ensures respect for human rights and fundamental freedoms. The Voluntary Principles are the only human rights guidelines designed specifically for oil, gas, and mining companies. In 1928 Stalin moved against his former allies, defeating Bukharin, Rykov and Tomsky at the April 1929 Plenary Meeting of the Central Committee and forcing Tomsky to resign from his position as leader of the trade union movement in May 1929. Tomsky was put in charge of the Soviet chemical industry, a position which he occupied until 1930. He was not re-elected to the Politburo after the 16th Communist Party Congress in July 1930, but remained a full member of the Central Committee until the next Congress in January 1934, when he was demoted to candidate (non-voting) member. Tomsky headed the State Publishing House from May 1932 until August 1936, when he was accused of terrorist connections during the First Moscow Trial of Zinoviev and Kamenev.
The International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD) was a three-year international collaborative effort (2005–2007) initiated by the World Bank in 2002, which evaluated the relevance, quality and effectiveness of agricultural knowledge, science, and technology, and the effectiveness of public and private sector policies and institutional arrangements. The project involved 900 participants and 110 countries with co-sponsorship of the FAO, Global Environment Facility, UNDP, UNEP, UNESCO, the World Bank and WHO. It assessed agricultural knowledge, science, and technology with respect to development and sustainability goals of reducing hunger and poverty, improving nutrition, health, rural livelihoods, and facilitating social and environmental sustainability. The results of the project were reviewed and ratified during the intergovernmental plenary meeting held 7–12 April 2008, in Johannesburg, South Africa.
As a result of the “Many Voices, One World” 1980 report UNESCO’s General Conference launched the International Programme for the Development of Communication (IPDC) the same year in Belgrade. The Programme was adopted by 39 Member States and aimed at strengthening the development of mass media in developing countries.
This division became more evident during the Central Committee's 3rd plenary meeting on the 23rd to 29 October 1976, when Nito Alves and José Van-Dúnen were suspended for accusations of fractionism, after having played a crucial role in creating a 2nd MPLA. As a result of their suspension, Nito Alves and José Van-Dúnen proposed the creation of a committee of inquiry to find out whether there truly was fractionism at the core of the party. The committee was led by José Eduardo dos Santos, who dragged out the inquiries, as well as the reports about fractionism, causing the division to spread in MPLA. It was because of this committee of inquiry that José Eduardo dos Santos himself, and the then prime-minister Lopo do Nascimento, were later on accused of being fractionists.
Austrian agency for international mobility and cooperation in education, science and research (OeAD):ASEA UNINET , retrieved on June 16, 2014y The foundations for this network were laid by informal contacts between the University of Innsbruck and Thai Universities that date back to the 1970s. In the 1980s partnerships between the University of Innsbruck, the University of Vienna, the University of Agricultural Sciences Vienna, the Chulalongkorn University, the Mahidol University, the Kasetsart University and the Chiang Mai University were concluded. With the target to unify these bilateral partnership agreements into one multilateral network, Prof. Rode invited interested Universities from Austria, Indonesia, Thailand and Vietnam to participate in the first ASEA-UNINET Plenary Meeting in Ho Chi Minh City. In 1994 the network comprised 25 Universities from Austria, Thailand, Indonesia and Vietnam.

With Mif succeeding Radek as president, his protégés, among them Bo Gu, were sent back to take charge of CPC. However, because of their inexperience in relation to veteran members such as Zhou Enlai and Zhang Guotao, the group was assigned to insignificant work. Then with the direct support from Mif, who came to China as envoy of Comintern, in the 4th Plenary Meeting of 6th National Congress of CPC in 1931 Wang and his associates won the battle with Li Lisan, who was incumbent paramount leader of CPC at that time, and Li's opponents of old CPC members, such as Labor activists He Mengxiong and Lin Yuying. Wang was appointed as member of politburo of CPC, with Mif took charge of CPC headquarter, Wang became the No1 in practice.
Human Rights Day is celebrated annually across the world on 10 December every year. The date was chosen to honor the United Nations General Assembly's adoption and proclamation, on 10 December 1948, of the Universal Declaration of Human Rights (UDHR), the first global enunciation of human rights and one of the first major achievements of the new United Nations. The formal establishment of Human Rights Day occurred at the 317th Plenary Meeting of the General Assembly on 4 December 1950, when the General Assembly declared resolution 423(V), inviting all member states and any other interested organizations to celebrate the day as they saw fit. The day is normally marked both by high-level political conferences and meetings and by cultural events and exhibitions dealing with human rights issues.
On September 23, 2010, King Abdullah II of Jordan proposed a World Interfaith Harmony Week to the UN General Assembly. On October 20, 2010, Prince Ghazi bin Muhammad, Personal Envoy and Special Advisor of the King of Jordan, presented the proposal – having conceived and written the draft resolution – before the UN General Assembly 34th plenary meeting in New York where it was adopted unanimously. His speech called to those who love God and love the neighbour, or the Good and the neighbour, to coordinate and concentrate their activities in a more effective way. :The misuse or abuse of religions can thus be a cause of world strife, whereas religions should be a great foundation for facilitating world peace. The remedy for this problem can only come from the world’s religions themselves.
Pages 38-40.COLD WAR Chat: Chester Crocker, Former U.S. Assistant Secretary of State for African Affairs CNN On 10 September 1986 Cuban president Fidel Castro accepted Crocker's proposal in principle. The South African government also accepted the principle of linkage; it proposed the concept at the UN 7th Plenary Meeting on 20 September 1986 (the Question of Namibia). The concept was strongly rejected by a Cuban-backed majority, with representatives strongly stating their opposition to the effect of, "... The UN.... Calls upon South Africa to desist from linking the independence of Namibia to irrelevant and extraneous issues such as the presence of Cuban troops in Angola as such linkage is incompatible with the relevant United Nations resolutions, particularly Security Council resolution 435 (1978);..." The Angolan and United States governments started bilateral talks in June 1987 while the civil war continued.

In June 2008, Richard Martin approached Dov Dori after his presentation at the INCOSE International Symposium in Utrecht, the Netherlands, to inquire about the possibility of creating an International Standard for OPM. Martin, convener of ISO TC184/SC5/WG1 for automation systems interoperability architecture and modelling, had for some time been searching for methodologies offering more than static information and process modeling. He provided Dori with a simple example to model that could demonstrate both the modelling capability of OPM and its dynamic simulation opportunity. In May 2010, Dori presented a brief overview of OPM and his demonstration model at the ISO Technical Committee 184/Sub-Committee 5 (TC184/SC5) plenary meeting, which then adopted a resolution to create an OPM Study Group for the purpose of examining the potential for OPM to enhance the standards created by SC5.
International Freedom of Expression Exchange (IFEX), a global network of civil society organizations that defend and promote the right to freedom of expression, declared 23 November as the International Day to End Impunity in 2011. The anniversary was chosen to mark the 2009 Ampatuan massacre (also known as the Maguindanao massacre), the single deadliest attack against journalists in recent history, in which 57 individuals were murdered, including 32 journalists and media workers. In December 2013, after substantial lobbying from IFEX members and other civil society defenders of freedom of expression, the 70th plenary meeting of the UN General Assembly passed resolution 68/163, recognizing 2 November as the International Day to End Impunity for Crimes against Journalists. The date of the UN day marks the death of Ghislaine Dupont and Claude Verlon, two French journalists killed while reporting in Mali earlier that year.
Then the Comintern sent a telegram recalling Li to Moscow to account for his policies. Pavel Mif went to Shanghai as an envoy of the Comintern too. Under Mif’s direction, the 4th Plenary Meeting of 6th National Congress of the CCP was held, Li was replaced by Mif’s protégé Wang Ming, and his associates Bolsheviks took other important jobs. Although Xiang sought to tender his resignation, the Comintern and senior leaders of the CCP, such as Qu and Zhou, thought Xiang’s symbolic value as a worker among the CCP leadership might still be helpful to the revolution, so they blocked his resignation. But Xiang’s role as paramount leader was put to an end with the key work of the CCP changing from cities to Soviet territories in the countryside, with which Xiang was unfamiliar and had no experience at all.
The State Council of China issued the "A Next Generation Artificial Intelligence Development Plan" (State Council Document [2017] No. 35) on July 8, 2017, in which the CCP Central Committee and the State Council urged the governing bodies of China to promote the development of artificial intelligence. Specifically, the plan describes AI as a “strategic technology” that has become a “focus of international competition”.:2 On the occasion of CCP general secretary Xi Jinping's speech at the first plenary meeting of the CMCFDC, scholars from the National Defense University in their analysis of the integration of military and civilian development wrote in the PLA Daily that the "transferability of social resources" between economic and military ends is an essential component to being a great power. In 2018, the State Council budgeted $2.1 billion on an AI industrial park in Mentougou district.
Expressing a deep concern on the humanitarian situation in Azerbaijan continued deteriorating extensively, and the number of refugees and internally displaced persons (IDP) in Azerbaijan, which exceeded 1 million, the UN General Assembly adopted resolution "Emergency international assistance to refugees and displaced persons in Azerbaijan" (A/RES/48/114) at the 85th plenary meeting in 1993. "During the period of 1992 to 1996 the UN Secretary-General and the Security Council President made several statements on the conflict confirming the territorial integrity and sovereignty of the Republic of Azerbaijan and supporting the OSCE Minsk Group’s efforts towards its peaceful settlement. Oasis’ main areas of research are: cultural and civilisational métissage, a notion that seeks to explain the ongoing process of mixing of cultures and spiritual experiences; the cultural heritage of Eastern Christian minorities; the various grassroots forms of Islam as expressions of a type of religiosity that is truly indispensable to understand Muslim societies, past and present; religious freedom seen from a legal perspective but also as a privileged path to grasp the theoretical connection between truth and freedom. For Oasis, bearing witness is a decisive notion in interfaith dialogue when understood as an adequate means to access the truth. Oasis is based in Venice and was presented to UNESCO in Paris (2005) and the United Nations (2007). The Centre organises each year a plenary meeting, alternating between Venice (2005, 2007 and 2009) and a location in a predominantly Muslim country, Cairo (2006) and Amman (2008).

He expressed his discontent with the slow pace of reform in society, the servility shown to the general secretary, and opposition to him from Ligachyov making his position untenable, before requesting to resign from the Politburo, adding that the City Committee would decide whether he should resign from the post of First Secretary of the Moscow Communist Party. Aside from the fact that no one had ever quit the Politburo before, no one in the party had ever addressed a leader of the party in such a manner in front of the Central Committee since Leon Trotsky in the 1920s.
