All of the preceding problems were complicated by a fourth difficulty: the Chadian Civil War. Little has been written specifically about how this conflict has disrupted education, but several effects can reasonably be surmised. Lack of security in vast parts of the country undoubtedly has made it difficult to send teachers to their posts and to maintain them there, which has been particularly problematic because as government employees, teachers often have been identified with government policies. In addition, the mobility occasioned by the war has played havoc with attempts to get children to attend classes regularly.

Bonesteel, Michael. "Medium Cool: New Chicago Abstraction," Art in America, December 1987, p.138–47. Maureen Sherlock suggested that Ledgerwood's canvasses restaged domestic, "demure and private gestures" in powerful, public form through their highly charged synthetic colors (pinks, roses, reds), which evoked female domains (cosmetics, the body, interior design), and intimate markmaking (dabs, finger-painting), which deflated the mythic power and profundity of Abstract-Expressionist gesture. David Pagel described the work as orchestrating a "double-sided viewing" that "surreptitiously traced the power of American abstraction back to nature" and played havoc with simplistic oppositions such as abstract/representational, pure paint/illusionism, culture/nature.
The Geology department of the University of Queensland, was led by Professor H.C. Richards from 1911-1947. They also had a role to play in cyclone prediction. After the University moved to it new location in St Lucia, Brisbane in 1951, the existing seismographs, and in time new models, were re-housed in the basement levels of the new Richards Building, but the near constant construction of new buildings at St Lucia, played havoc with the readings.
In early December, the air echelon of the squadron deployed to Algeria, where it was attached to XII Bomber Command. Operating with inadequate supplies under difficult conditions the squadron struck heavy blows against enemy shipping and lines of communication during its Mediterranean deployment. Tafaraoui Airfield had no hardened runways, and the first four missions had to be cancelled when heavy rains turned the airfield into a sea of mud, making it impossible to taxi. After flying one mission, the unit moved to Gambut Main, Libya, where it came under the control of IX Bomber Command. At Gambut, dust storms "played havoc" with the engines of the squadron's B-24s.
The rapid retreat played havoc with communications and supplies, which drastically curtailed the squadron's operational effectiveness. In July 1942 the squadron was operating once again from Burg- el-Arab during the First Battle of El Alamein, as the German offensive slowed and stopped; the crisis having passed, it moved out of the line for rest and re-equipment. The squadron converted to the Hurricane Mk.II and in late October it moved up to Burg-el-Adem in preparation for the Second Battle of El Alamein, supporting X Corps (the unit formed to break out). Following its victory the 8th Army advanced rapidly, and the squadron scrambled to keep up.
On returning to Rome, Rasetti built Geiger counters and a cloud chamber modelled after Meitner's. Fermi initially intended to use polonium as a source of alpha particles, as Chadwick and Curie had done. Radon was a stronger source of alpha particles than polonium, but it also emitted beta and gamma rays, which played havoc with the detection equipment in the laboratory. But Rasetti went on his Easter vacation without preparing the polonium-beryllium source, and Fermi realised that since he was interested in the products of the reaction, he could irradiate his sample in one laboratory and test it in another down the hall.

In the Malayan Emergency of the 1950s, British and Commonwealth Avro Lincoln heavy bombers, de Havilland Vampire fighter jets, Supermarine Spitfires, Bristol Brigands, de Havilland Mosquitos, and a host of other British aircraft were used in Malaya in operations against guerillas. However, the humid climate played havoc with the Mosquito's wooden airframe, and they were soon deployed elsewhere. This period also marked the last combat deployment of British Spitfires. During the Vietnam War, airstrikes and their doctrine were adjusted to fit the jets, like the North American F-100 Super Sabre, Republic F-105 Thunderchief, Douglas A-4 Skyhawk, and McDonnell Douglas F-4 Phantom II, which were entering the U.S.A.F. and U.S.N. inventory.
In Middle East affairs, Brown supported President Carter's efforts as an intermediary in the Egyptian-Israeli negotiations leading to the Camp David Accords of September 1978 and the signing by the two nations of a peace treaty in March 1979. Elsewhere, the fall of the Shah from power in Iran in January 1979 eliminated a major U.S. ally and triggered a chain of events that played havoc with American policy in the region. In November 1979, Iranian revolutionaries occupied the U.S. embassy in Tehran and took more than 50 hostages. Brown participated closely in planning for a rescue operation that ended in failure and the loss of eight U.S. servicemen on April 24-25, 1980.

Some of the first examples delivered to the Royal Flying Corps (RFC) were fitted with a Lewis mounted on the cowl in front of the pilot and fitted with an Alkan-Hamy synchronization gear: however the Lewis's open bolt firing cycle resulted in an unpredictable rate of fire which played havoc with the timing and these soon reverted to the overwing mounts.
In 1968, , the event was renamed the Byron Nelson Golf Classic and its title, through a series of sponsors, has continuously included Nelson's name. That same year the event moved to Preston Trail Golf Club, where it was played through 1982, then moved to venues in Irving: Las Colinas Sports Club (1983–1985) and TPC at Las Colinas (1986–1993). Beginning in 1994, the tournament was played at two courses, the Tournament Players Course and the Cottonwood Valley Course, both located at the Four Seasons. Previously only the TPC was used, but since the tournament was played in May (during the height of the North Texas storm season), the weather played havoc with the tournament in some years, causing several delays and shortened tournaments.
The novel was published in 1996, at a time when new drugs, in particular AZT and protease inhibitors, were holding out the possibility of living rather than dying with HIV/AIDS. The novel captures a time – from the mid 1980s to the mid-1990s – when AIDS was not only deadly and fearsome but played havoc with many for whom neither their sexuality, nor the cause or character of their ill-health, could be disclosed to their families. No explicit parallel is drawn between this phase of the HIV/AIDS epidemic and the advent of economic liberalism in Argentina, but it could be argued that Richard's ignorance to the devastation wrought by the Dirty War and his ignorance to the HIV/AIDS epidemic operate in conjunction with one another.
The tour was a disappointment with the squad billeted out in college fraternity houses where the hospitality played havoc with team discipline and as result the team lost against two California University sides and three Canadian provincial sides. Watson played in the sole Test match of the tour as well as ten other tour matches of the total possible sixteen. He made appearances for New South Wales in 1913 against the visiting New Zealand Maori and he toured New Zealand with the 1913 Wallabies captained by Larry Dwyer, appearing in a total of eight of the nine matches played including all three Tests packing the scrum in a consistent front-row combination with Harold George and David Williams. When the All Blacks toured to Sydney in 1914 Watson was picked to play against them for New South Wales, as a Wallaby in the first Test in at the Sydney Cricket Ground and in a Metropolitan Sydney side in a mid-week game.
Native Americans still roamed freely and played havoc with traders on the Fox and the soldiers were there to maintain order and protect the settlers in this vast wilderness. Desiring to form a lodge, the men sent a petition to the Grand Lodge of New York requesting a charter. Dispensation for the formation of a lodge was granted, and on September 2, 1824, the interested brethren met again to organize it. Their charter from the Grand Lodge of New York was dated December 3. During the following year, Menomanie Lodge #374 ceased to be a military lodge and became a public one. An 1854 address given in Green Bay showcased the lodge’s records dating back to 1827 and its cessation as a lodge in 1830. It was, therefore, never chartered as a “Wisconsin” lodge; moreover, its New York charter was destroyed in a fire during 1870 at Washington Lodge #21, Green Bay. Carved out of the original Michigan Territory in 1836, the rich lead mines of the southwestern Wisconsin territory attracted a large influx of settlers, including influential men from Missouri and Illinois.
Before 1883, pitchers were required to deliver pitches with their hand below their hips; in that year, the rule was changed to allow shoulder-high deliveries. Until 1887, batters could call for either a high or low pitch, and the strike zone was either above or below the waist. In 1885, the rules changed, until 1893, to allow bats to be flat on one side; beginning in 1893, they had to be round. In 1887, the rules changed so that batters could no longer call for a pitch; and the strike zone was defined as from the shoulders to the knees. During this period, the pitcher's mound was much closer to home plate, foul balls were not counted as strikes, batters got four strikes, and the number of "called balls" resulting in a walk—which initially included strikes and foul balls- went from 9 to 8 to 7 to 6 to 5 and, in 1889, to 4. In that same year, the number of strikes went from 4 to 3. In 1887, a rule was adopted for that year only counting walks as hits, which played havoc with statistics. In 1892, the 154 game schedule was adopted.
