Star Trek screenwriter Paul Schneider, inspired in part by the 1958 film Run Silent, Run Deep, and in part by The Enemy Below, which had been released in 1957, imagined cloaking as a space- travel analog of a submarine submerging, and employed it in the 1966 Star Trek episode "Balance of Terror", in which he introduced the Romulan species. (He likewise predicted, in the same episode, that invisibility, "selective bending of light" as described above, would have an enormous power requirement.) Another Star Trek screenwriter, D.C. Fontana, coined the term "cloaking device" for the 1968 episode "The Enterprise Incident", which also featured Romulans. Star Trek placed a limit on use of this device: to fire at another ship, a cloaked space vessel must "decloak". Writers and game designers have since incorporated cloaking devices into many other science-fiction narratives, including Doctor Who, Star Wars, and Stargate.

John Stuart Mill’s Principles of Political Economy, published in 1848, provides the definitive treatment of Wage-Fund Doctrine. Mill’s solution to increasing the wage rate above subsistence level is to control the growth of the population. If population grew faster than the growth of capital, wages would fall. If wages fell below subsistence levels, population would decrease from disease and starvation. In 1869, Mill qualifies his support of the Wage- Fund Doctrine due to recognition that capital is not necessarily fixed in that it can be supplemented through “income of the employer which might otherwise go into savings or be spent on consumption.” (Spiegel, pg. 390) Walker also states in “The Wages Question” that the limits on capital and the growth in population “were accidental, not essential” to the formation of the doctrine. The limitation on the growth of industrial capacity placed a limit on the number of workers who could be accommodated more than the limit on capital. Furthermore, English agriculture “had reached the condition of diminishing returns.

After January 1, 2000, graduates of accredited dental programs who do not successfully complete the Written and OSCE Examinations within 7 years of graduation were eligible to receive the Board's certificate by successfully completing a Qualifying Program and then successfully completing the Written and OSCE Examinations. As a result of wide consultation during a Strategic Planning process in 2003, the Board revised the “7 year rule” and allowed graduates of accredited programs who were more than 60 months past the date of their graduation to apply for special consideration to participate in the Board's certification process. Also, in 2003, the Board placed a limit on the number of times a candidate could take an examination and added a public official observer.
