An historical view of the lighthouse pre-1920, with the lightkeeper of the day The station was first established on 19 February 1872, a wooden pole structure of approximately , holding a fixed kerosene wick burner which shone a fixed white light with an intensity of 1,000 cd. It was described by a daughter of William Arnold, the first lighthouse keeper, as being shaped like a large meat safe, mounted on a wooden structure resembling a pigeon loft. The keeper had to row from the Tweed Heads Pilot Station each day and light the lantern at sunset, and a hut was constructed for him to stay in. In October 1878 the Maritime Board of New South Wales decided to construct a modern lighthouse at the location.

Lady Manningham-Buller was the second daughter in a family of four, born to Reginald Manningham-Buller, 1st Viscount Dilhorne, and his wife, the former Lady Mary Lindsay. Manningham-Buller's father, Lord Dilhorne (1905–1980) was a Conservative MP from 1943 to 1962. He was Britain's second highest legal officer, the Solicitor General, he later held the office of Lord Chancellor for two years, thereafter; he was created an hereditary peer with the title Viscount Dilhorne. Her mother, Lady Dilhorne, trained carrier pigeons that were used to fly coded messages in World War II. The pigeons were dropped in wicker baskets with little parachutes over France and Germany and they were used to fly back to her mother's pigeon loft carrying intelligence.

During his early work at Cornell University the Biological Science Departments were reorganized, and as a result William Keeton moved from the Entomology Department to the newly created Neurobiology and Behavior Department. It was here where he first started his research on pigeon homing, which led him to the discoveries of the effects of the earth's magnetic field, the position of the sun, as well as olfactory navigation and visual cues involved in the process that pigeons use to find their way home. The Hamlet of the Queen One of the most celebrated features of the park is the Hameau de la Reine, a small rustic hamlet near the Petit Trianon created for Queen Marie Antoinette between 1783 and 1785 by the royal architect Richard Mique with the help of the painter Hubert Robert. It replaced a botanical garden created by Louis XV, and consisted of twelve structures, ten of which still exist, in the style of villages in Normandy. It was designed for the Queen and her friends to amuse themselves by playing peasants, and included a farmhouse with a dairy, a mill, a boudoir, a pigeon loft, a tower in the form of a lighthouse from which one could fish in the pond, a belvedere, a cascade and grotto, and a luxuriously furnished cottage with a billiard room for the Queen.
