In November 1989, the Roman Catholic Diocese of Green Bay announced a three-way merger that would combine Premontre with Abbot Pennings High School and St. Joseph Academy on Premontre's campus; the new Notre Dame Academy began operating in 1990, and the station was closed. Even if the station had been allowed to continue, the increasing power of other stations would have foreclosed its continued operation. In 1991, the Federal Communications Commission assigned 90.1 to a new radio station applicant, whose station signed on in 1994 as WORQ.

On December 14, 1891, Messmer was appointed the fourth Bishop of Green Bay, Wisconsin, by Pope Leo XIII. He received his episcopal consecration on March 27, 1892 from Bishop Otto Zardetti (who had been his schoolmate in Rorschach), with Bishops Winand Wigger and John Joseph Keane serving as co-consecrators, at St. Peter's Church in Newark. During his 11-year tenure, he encouraged the growth of parochial schools and other religious institutions. He also invited a Dutch priest named Abbot Bernard Pennings to establish the Norbertine Order in the United States, which led to the founding of St. Norbert College in De Pere.

The layout of the inner suburbs on a largely one-mile grid pattern, cut through by wide radial boulevards and parklands surrounding the central city, was largely established in the 1850s and 1860s. These areas rapidly filled with the ubiquitous terrace houses, as well as with detached houses and grand mansions, while some of the major roads developed as shopping streets. Melbourne quickly became a major finance centre, home to several banks, the Royal Mint, and (in 1861) Australia's first stock exchange. In 1855, the Melbourne Cricket Club secured possession of its now famous ground, the MCG. Members of the Melbourne Football Club codified Australian football in 1859,Pennings, Mark (2012).

The club stated that they aimed to create a simple code suited to the hard playing surfaces around Melbourne, and to eliminate the roughest aspects of English school games—such as "hacking" (shin-kicking) in Rugby School football—to lessen the chance of injuries to working men. In another significant departure from English public school football, the Melbourne rules omitted any offside law. "The new code was as much a reaction against the school games as influenced by them", writes Mark Pennings. The rules were distributed throughout the colony; Thompson in particular did much to promote the new code in his capacity as a journalist.

The school was created by the consolidation of three former Catholic high schools: St. Joseph Academy, an all-girls school founded in 1896; Abbot Pennings High School, an all-boys school founded in 1898 as St. Norbert High School; and Our Lady of Premontre High School, an all-boys school founded in 1941 as Catholic Central High School. Premontre later became co-ed shortly before the three separate Catholic high schools merged. Since its creation in 1990, the school has maintained a focus on an independent college preparatory curriculum. In April 2007, it received authorization from the International Baccalaureate Organization to include the IB Diploma Program in its curriculum.

The frequency had previously been home to WGBP-FM, a high school station at Our Lady of Premontre High School which broadcast with 10 watts from 1975 to 1990. The station was taken silent in 1991 when the Roman Catholic Diocese of Green Bay merged Premontre, St. Joseph Academy and Abbot Pennings High School into the new one-campus Notre Dame Academy and considered the radio station an extraneous asset. WORQ, originally assigned to 88.5, was moved to 90.1; it operates on a separate license and with a much more powerful transmitter. As of September 2001, the station was one of 29 radio stations whose plays were recorded by Radio & Records to compile the Christian CHR chart.

In 1932, Abbot Pennings sent a handful of Norbertines to open Archmere Academy, a college preparatory school for boys in Claymont, Delaware. Two years later, in 1934, the Norbertines were asked to open an archdiocesan high school for boys in South Philadelphia. Originally called Southeast Catholic, the name was later changed to Saint John Neumann High School.Responding to the vocations coming especially from these two schools, the community started a novitiate-seminary in 1954 at the Cassatt Estate at Daylesford in Chester County, PA. In 1956, the community was further invited to open and staff the newly founded Saint Norbert Parish in Paoli, PA. In 1963, the Norbertine Community moved from the Cassatt Estate to Pinebrook, its present site, an 88 acre farm in Paoli.

His first encyclical, Ad beatissimi Apostolorum, given 1November 1914, was concerned with this subject. Benedict XV found his abilities and unique position as a religious emissary of peace ignored by the belligerent powers. The 1915 Treaty of London between Italy and the Triple Entente included secret provisions whereby the Allies agreed with Italy to ignore papal peace moves towards the Central Powers. Consequently, the publication of Benedict's proposed seven-point Peace Note of August 1917 was roundly ignored by all parties except Austria-Hungary. This is due to the largely ex parte nature of the application. As such, an applicant must demonstrate not only that it has reasonable grounds for success in its case but must put the likely counter arguments of a respondent if that respondent were present to oppose the order being granted. This is a heavy burden faced by an applicant: its avoidance is not taken lightly by the courts and can result in penalties for its breach (see Columbia Picture Industries v Robinson [1987] Ch 38). Also of great importance is the likely effect of a search upon occupants of the premises, given in particular that the intrusion would otherwise be a trespass: Adani Mining Pty Ltd v Pennings (2020).
