The spill was determined to be caused by the use of an auxiliary pump power supply that lacked safety interlocks to prevent tank overfilling.

After an intense investigation, the Newark Fire Department concluded that there was no foul play; instead an accidental spillage or overfilling caused the explosion of three gasoline storage tanks at the facility. Further investigation by the company indicated that workers had failed to monitor a pipeline delivery of gasoline to a tank, violating Texaco operations manuals that called for checks of the gauge. Another variant of a Great Depression–era shotgun slug design is the wax slug. These were made by hand by cutting the end off a standard birdshot loaded shotshell, shortening the shell very slightly, pouring the lead shot out, and melting paraffin, candle wax, or crayons in a pan on a stovetop, mixing the lead birdshot in the melted wax, and then using a spoon to pour the liquified wax containing part of the birdshot back into the shotshell, all while not overfilling the shotgun shell. Once the shell cooled, the birdshot was now held in a mass by the cooled paraffin, and formed a slug. No roll or fold crimp was required to hold the wax slug in the hull.

A level control valve or altitude control valve is a type of valve that automatically responds to changes in the height of a liquid in some storage system. A common example is the set of ballcocks in a flush toilet, where each stage of the flush cycle is actuated by the emptying or filling of the tank. Another example is in reservoirs and other tank storage systems, where the tank is refilled from another source when the tank runs low and overfilling is prevented as it refills. In all cases, the valve itself is attached to a sensor, such as a float switch or similar system where float attached to the desired length of cable, or a spring whose strength is calibrated for the desired head pressure.

An estimated 90% of the waste came from Jerusalem while Israeli settlements contributed 4% of waste and Palestinian communities contributed 6%. Application of the Group Areas Act became very lax in the 1980s, among other things because courts were not able to handle all the cases, and when the Act was abolished even more disadvantaged black people moved into the City Centre, often taking over whole buildings by overfilling them with people that the previous middle-class white tenants found unacceptable neighbours.
