In May 1920, a Memorial Committee was formed to collect subscriptions for the erection of a war memorial. The foundation stone was laid on 22 May 1921 by Lieutenant Colonel James Murdoch Archer Durrant, however, fund raising efforts were slow and Maryborough citizens were reminded that suburbs and outlying districts had already erected memorials.

Although he was active in Manchester for over twenty years, most of his work is in nearby towns, such as Rochdale, Oldham and Middleton (of which he was native), and in outlying districts such as Bramhall and Hale. He contributed to Manchester in various ways. He was a founder of the Northern Art Workers' Guild in 1896, one of the major provincial societies within the Arts and Crafts Movement and was president of the Manchester Society of Architects from 1911 to 1912. Wood retired in 1921 and twenty one of his architectural works are listed.

First of all in 1860 the town schools, hitherto open to "settlers" only on paying high fees, were made accessible to all, next in 1875 ten years' residence ipso facto conferred the right of burghership, and in 1893 the eleven outlying districts were incorporated within the town proper. Aerial view (1961) Extensive developments took place during the 19th century. From 1847, the ', the first railway on Swiss territory, connected Zürich with Baden, putting the at the origin of the Swiss rail network. The present building of the ' (the main railway station) dates to 1871.

The official census conducted by the federal government lists a population of about five thousand, not counting outlying districts such as Tecumseh Corners, Nichols Corners, Third Concession and Fourth Concession. Other ordinarily reliable sources, including the local agent for the collection of Ontario's vital statistics and the town's two newspapers, estimate that the population is as high as nearly ten thousand. The ethnic origins of most residents are from the British Isles, the descendants of whom have overwhelmed the indigenous Missinabi population. Major sources of in migration are the Maritime provinces, northern Ontario and Massachusetts.

By the 1520s, the Portuguese had lost their sway over the outlying districts and were reduced to their fortresses.Paiva Manso (1872: p.xxv) Marrakesh, like many other Moroccan cities, suffered greatly during this period, and it is reported that much of the city was depopulated as a result of the famines of 1514 and 1515, provoked by the military disorders in the countryside, the drought of 1517 and a series of failed harvests in 1520, 1521 and 1522.Rogerson (2009: p.216) The state of Marrakesh around this time was described by the eyewitness traveller Leo Africanus in his Descrittione dell’ Africa.

The older mills in Musbury began to disappear after 1850, as production switched from the outlying districts to the new village that was growing up in Helmshore, and this pattern continued to be the case. In 1883 the unit of local government known as Musbury was abolished and it became known as Helmshore. During the 20th century the textile industry declined severely, and most of the mills were closed. After WWII the remaining companies pooled resources and opened a research centre which, in 1956 moved across Holcombe Road into a new building, but this finally closed in 1981.

There are some historic dwellings in North Park, as there was some development before World War II. Most of the construction of this area, however came to be in the decade after. The Municipal Railway opened January 1, 1913 and contributed considerably to the growth of North Park and other outlying districts. In addition, the city boroughs of the Ruhr region have outlying districts with a rural character. Seen on a map, the Ruhr could be considered a single city, since—at least in the north–south dimension—there are no visible breaks between the individual city boroughs. Thus the Ruhr is described as a polycentric urban area, which shares a similar history of urban and economic development. Because of its history, the Ruhr is structured differently from monocentric urban regions such as Berlin and London, which developed through the rapid merger of smaller towns and villages with a growing central city.

"Selfish Objections to a Good Match", Puck, 1893 The plan required a referendum in all affected areas, though the organizers of the referendum clearly had a bias towards the consolidation. They even released a full page advertisement in The New York Times before the vote took place, urging them to vote "For Consolidation". An argument for consolidation was that the unconsolidated city would soon be surpassed by Chicago as the most populous city in the United States. Opposition, concentrated in Brooklyn and other outlying districts, focused on loss of local control and fears of ethnic and racial minorities.

Following the decline of the Mughal empire after the death of Emperor Aurangzeb in 1707, Sialkot and its outlying districts were left undefended and forced to defend itself. In 1739, the city was captured by Nader Shah of Persia during his invasion of the Mughal Empire. The city was placed under the governorship of Zakariya Khan, the Mughal Viceroy of Lahore, who in return for the city promised to pay tribute to the Persian crown. In the wake of the Persian invasion, Sialkot fell under the control of Pashtun powerful families from Multan and Afghanistan - the Kakayzais and Sherwanis.

Ras Sidr is 200 km from Cairo and approx 60 km from the Ahmed Hamdi Tunnel crossing in Suez, on the western side of the Sinai Peninsula, and almost opposite the resort of Ayn El Sokhna on the opposite Red Sea coastline. The main travelling road to Ras Sidr is by way of the main Suez to Sharm el Sheikh Road through almost total desert terrain. The road is dotted with farms where olives, tamarinds, and fruits are grown. The majority of the town and outlying districts are inhabited by Sinai Bedouins who live in the areas of Wadi Abu Sidr and Soerp.

Applications came from Mississippi, Kentucky, Ohio, Illinois, Massachusetts, Pennsylvania, Michigan and Canada. Moral standards were very high at the school, and all pupils were required to attend church every Sunday and to be in their rooms at 7:30 pm except on Fridays evenings which were reserved for social activities. As other schools were built, attendance dropped off in Wilson, and by 1869, tuition money was inadequate to maintain the school and it became necessary to apply to the State for aid. A proposal was made to unite four districts to form a Wilson Union Free School, but it met with great objections—especially from the outlying districts.

Severian quizzes Ouen about his past loves, asking "A woman you loved—or perhaps only one who loved you—a dark woman—was taken once?" Ouen confirms that a woman named Catherine was taken by the law (and therefore handed to the Torturers) after having run off from some religious order (probably the Pelerines). Catherine's child was raised by the Guild, which is where we find the young Severian at the beginning of the book. At the end of the book, after becoming Autarch and returning to Nessus, Severian takes Ouen to see Dorcas, who has gone to the abandoned outlying districts of Nessus to look for her husband.

After what is colloquially called "The Cataclysm", a city called New Bethleham is segregated between its center sector, where something approaching normal life is maintained by the use of artificial sunlight, and its oppressive and crime- ridden suburbs and outlying districts, which are home to a new religion called "Doomsterism". Self-centered teenager Bartholomew "Beezer" Beezenbach begins experiencing otherworldly visions of a place that is definitely not New Bethleham. Through a bookseller friend, Beezer is put in touch with Anna Pierce, a wealthy girl from the city's center who has similar visions. The two of them convince Dr. Horatio Gago of the diabolical Science Corp to explain the visions to them.

Unable to live with more restrictive conditions, they left Ireland in 1607 in the Flight of the Earls, their lands in Ulster were confiscated, and thereafter great numbers from all over Britain were encouraged to move there in the Plantation of Ulster. As plantation policy expanded to outlying districts including Sligo, Fermanagh, and Monaghan the English occupation of Ireland grew increasingly militaristic. The Counter-Reformation created an environment of anti-Protestantism within the native population which hindered English influence and led to a massive uprising ending in 1603. It became increasingly clear that the only profitable gain from its recent subjugation of Ireland was the land it yielded.

Some districts of Bahçelievler – such as Bahçelievler, Basın Sitesi and Yayla – are well lit, with tree-lined avenues of attractive buildings and small parks, big shopping centers, cinemas and many small cafés. Traffic in these districts is congested, despite efforts undertaken in 2006 to relieve pressure with new roads, bridges and underpasses. Outlying districts such as Yenibosna or Soğanlı consist largely of factories, retail and small businesses (including many textile wholesalers), intermixed with extremely dense housing (typically, 6–8-story apartment buildings packed together in long rows) and run through with arterial roads. The infrastructure is poor, and the narrow streets are often choked with traffic.

The Taliban launched its attacks on Kunduz on 24 April, targeting four outlying districts around the city. By the 28th, they largely controlled the suburb of Gortepa, while in the Imam Sahib District Taliban fighters surrounded an Afghan National Army base and Afghan Local Police forces in the area were forced to retreat on several fronts. In response to the attacks, the Afghan government dispatched several thousand army troops to the region, and President Mohammad Ashraf Ghani convened an emergency meeting with military officials. United States fighter jets were deployed under the authority of the Resolute Support Mission, although they did not fire on the Taliban.

The climate of Silver City can be classified as cool semi-arid climate according to the Köppen system. It is characterized by hot summers, and cool winters with significant precipitation in the form of rain, occasional snow, and intense summer monsoon thunderstorm rainfall. During the period from 1901 to 1964 when readings were taken at the city center (which is cooler and wetter than outlying districts to the southeast), the coldest temperature recorded was on January 11, 1962, and the hottest on July 5, 1901. The coldest month was January 1949 with a monthly mean temperature of , and the hottest July 1951 which averaged .

The council chamber would also be used as a school until a separate building was constructed six years later. Ninnes Post Office opened on 1 November 1882; its date of closure is unknown. In 1910, it was reported that "while Ninnes...cannot claim to have built a town, and it is easy to count its public buildings, it is not backward in other things", citing the "substantially built and commodious homesteads" and that as one of "the outlying districts which support the towns, it is enjoying prosperity". The council seat subsequently moved to Bute, which had far outgrown Ninnes, and the council was renamed Bute in 1933.

Under the direction of Heiser, the colony's municipal government was made up of a Chief Physician and representatives from each tribal group living on the island, composing of the Visayan, Tagalog, Ilocano, Bicolano, Ilongo, Moro, English and Americans. Each representative, by popular vote, was elected every two years by person of both sexes and of age between 18 and 60 years old. With this form of governance, the first instance of women suffrage was exhibited before anywhere on the Philippine Islands in 1908. Enforcing the laws set up by the Chief and representatives was a police force that regularly patrolled the outlying districts and maintained order inside the colony.

They were constructed about the central part of the community with four main gates and three postern gates. Because the walls were constructed after the development of the town's streets, the positions and names of the four main gates are based on the streets they crossed; the postern gates on the other hand are located by and named after old outlying districts. The 7 gates are (clockwise from the castle; postern gates in italics) Linney, Corve, Galdeford, Old, Broad, Mill and Dinham. An eighth unnamed 'portal' gate (smaller than a postern gate) existed in the wall just to the northwest of the castle, now in the gardens of Castle Walk House.

Balaban and Katz chose to build their theaters (many designed by famous architects Rapp and Rapp) in rapidly growing outlying districts, convenient for the middle class population which provided the bulk of their patrons, as well as in downtown Chicago. The company is notable for being the first to offer air conditioning in its theaters and for including lavish stage shows. Balaban and Katz operated over a hundred theaters in the midwestern United States. There were more than 50 Chicago-area theaters operated by the Balaban and Katz company including: North: Belmont, Century/Diversey Theatre, Cine, Covent, Granada, Howard, Lakeside, Northshore, Nortown, Pantheon, Riviera, and Uptown.

The city's urban area extends beyond its boundaries, with several outlying districts. The 2011 census gave the population of the Gloucester Urban Area as 150,053, absorbing areas such as Brockworth and Churchdown. The city is located on the eastern bank of the River Severn, sheltered by the Cotswolds to the east, while the Forest of Dean and the Malvern Hills rise to the west and north, respectively. Gloucester is a port, linked via the Gloucester and Sharpness Canal which runs from Gloucester's docks to the Severn Estuary, allowing larger ships to reach the docks than would be possible on the tidal reaches of the river itself, which go well north of the city to Haw Bridge.

It had at first only two missionary posts, one at Tantah and the other at Zagazig, but a new post was founded at Zifteh in 1887 and another at Mahalla-el-Kebir in 1891. About this time the Egyptian capital Cairo, which had already outgrown its former limits, developed considerably on the north, and populous quarters grew up within the Prefecture of the Delta. For the convenience of resident Catholics, a Latin parish was formed in the Choubra quarter in 1894 and given to the Fathers of the Society for African Missions; in 1896 another Latin parish under the same direction was established at Zeitoun for the outlying districts of Koubbeh, Zeitoun and Matarieh.

In 1903, the Gogango Divisional Board was renamed Shire of Livingstone. The boundaries of the new shire remained largely unchanged until 1984, when outlying districts including the suburbs of Nerimbera and Parkhurst were ceded to Livingstone's larger neighbour, City of Rockhampton. Continued growth in both Local Government Authorities became a contentious subject from then on, which caused much political tension, until finally in 2007, local conflicts came to a head with the tabling before the Parliament of Queensland of the proposed Local Government (Reform Implementation) Act 2007. The Act passed, and on 15 March 2008, Livingstone Shire merged with Fitzroy Shire, Mount Morgan Shire, and Rockhampton City to form the new local government area, Rockhampton Region.

Contemporary plan of the movements during the siege and relief of Lucknow Lucknow, Intrenched Position of the British garrison map, 1911 On 23 May, Lawrence began fortifying the Residency and laying in supplies for a siege; large numbers of British civilians made their way there from outlying districts. On 30 May (the Muslim festival of Eid ul-Fitr), most of the Oudh and Bengal troops at Lucknow broke into open rebellion. In addition to his locally recruited pensioners, Lawrence also had the bulk of the British 32nd Regiment of Foot available, and they were able to drive the rebels away from the city. On 4 June, there was a rebellion at Sitapur, a large and important station from Lucknow.

The Church Ordinance of 1804, promulgated by then Dutch Commissioner-General Jacob Abraham de Mist and in effect until an 1843 Ordinance superseded it, gave the power to a public body to establish congregations in outlying districts on the government's behalf. At a meeting held in the Somerset Drostdy on July 9, 1825, it was decided to petition the governor to establish a church in the town. Since the Governor couldn't act on his own, he sought permission from Count Henry Bathurst, 3rd Earl Bathurst, the Secretary of State for War and the Colonies, but the latter reported that there was not enough money in the colonial coffers to support a church being built.

John the Evangelist) and General George Cadwalader, who was in command of the state militia, threatened to shoot on anyone continuing the disorder. It took several years for the church to be rebuilt, along the pattern of the original church, using an award of $27,000.00 granted in December, 1847 in a suit against Philadelphia County for failing to protect the church and surrounding buildings. Several long term changes resulted from the 1844 riots. First, the "outlying" districts of Philadelphia County, like Kensington, Northern Liberties and Southwark (where St. Philip Neri Church was also almost destroyed by fire) were incorporated into the City of Philadelphia and the police and fire departments in those areas unified with the city's.

Zürich's (Station Street) was laid out in 1867, and the Zürich Stock Exchange was founded in 1877. Industrialisation led to migration into the cities and to rapid population growth, particularly in the suburbs of Zürich. The are an important milestone in the development of the modern city of Zürich, as the construction of the new lake front transformed Zürich from a small medieval town on the rivers Limmat and Sihl to an attractive modern city on the shore, under the guidance of the city engineer Arnold Bürkli. In 1893, the twelve outlying districts were incorporated into Zürich, including Aussersihl, the workman's quarter on the left bank of the Sihl, and additional land was reclaimed from Lake Zürich.

His own special portion consisted of the city of Constantinople, the adjacent regions both on the European and the Asiatic side, along with some outlying districts, and several islands including Lemnos, Lesbos, Chios and Tenos. The territories still had to be conquered; first of all it was necessary to break the resistance of the Greeks in Thrace and secure Thessalonica. In this enterprise in the summer of 1204, Baldwin came into collision with Boniface of Montferrat, the rival candidate for the empire, who received a large territory in Macedonia with the title of king of Thessalonica. Boniface hoped to make himself quite independent of the empire, to do no homage for his kingdom, and he opposed Baldwin's proposal to march to Thessalonica.

He visualizes the transportation infrastructure of the city as consisting of underground subways and car parking, with ground-level streets for cars. Ferriss concludes the section by providing a bird's eye view of this ideal city, which is centered around a triangular Civic Circle with each of the three main zones (Business Center, Art Center, and Science Center) at its corners, with radial avenues fanning out from them to the sub-centers and ultimately on to the outlying districts of the city. Willis compares this conception to a Renaissance treatise, noting its "strong geometric plan which was primarily formal and symbolic, rather than functional". Ferriss concludes the book with a brief epilogue that focuses on his belief about how much architecture influences people.

He encouraged so much exploration that by the time he left the colony the explored area was many times what it had been when he arrived. Macquarie embarked on his first tour of the outlying districts on 6 November 1810. This was the first of a series of tours including two visits to Van Diemen's Land in 1811 and 1821, three to Newcastle, one to Port Macquarie, which he founded in 1821, and one to the Illawarra in 1822. The news of Blaxland, William Wentworth and Lawson's crossing of the Blue Mountains in 1813 and the prospect this presented for access to new lands was cause for excitement for Macquarie who saw it as a sign of the colony's glorious destiny.

By mid-May, the defenders were becoming concerned about their dwindling food supply; on 14 May, however, the Turkish forces unexpectedly retreated. One of Cevdet's last acts before the retreat was to order the shelling of the American compound, a violation of diplomatic immunity that Ussher suggests was made from Cevdet's conviction that the Americans had aided the city's defence. The cause of Cevdet's retreat became evident on 18 May, when elements of a Russo-Armenian regiment arrived, the vanguard of the Russian Army which arrived some hours later. In reoccupying the outlying districts of Van, the defenders discovered "many ... with their throats cut, and wells filled with mutilated bodies"--those Armenians who had been unable to retreat to the defensive perimeter at the onset of the siege.

This was exacerbated by their unwillingness to allow civilian evacuees to travel on trains from outlying districts to Hanoi and Haiphong, as their priority was evacuating their military personnel and equipment. France asked Washington for assistance, so the US Department of Defense ordered the US Navy to mobilise an evacuation task force. The American government saw the evacuation as an opportunity to weaken the communists by providing for and thereby winning the loyalty of the refugees to the anti-communist cause. The United States Operation Mission proposed that aside from helping to evacuate refugees to the south and thereby draining the communist population base, the Americans should provide healthcare, shelter, food and clothing in order to help the anti- communists win the fidelity of their compatriots.Frankum, pp. 38–39.

Following the bombing of Port Moresby in early February the civil administration in Papua had also been replaced by military control, with the Australian New Guinea Administrative Unit (ANGAU) formed to administer both Papua and New Guinea in a unified military government, following their hurried amalgamation. Regardless, the NGVR remained the only Allied unit operating on the north coast and goldfields over this period. It subsequently assisted the evacuation of many European civilians from the war-zone, with many being flown out, while others moved by ship or overland to Port Moresby. As the sole representative of government authority, the NGVR also assumed responsibility for several thousand indentured native labourers recruited from the outlying districts who had been left without support and were unable to return to their homes.

The Sobornoye Ulozhenie introduced an open-ended search for those on the run, meaning that all of the peasants who had fled from their masters after the census of 1626 or 1646–1647 had to be returned. The government would still introduce new time frames and grounds for search of the runaways after 1649, which applied to the peasants who had fled to the outlying districts of the country, such as regions along the border abatises called () (ukases of 1653 and 1656), Siberia (ukases of 1671, 1683 and 1700), Don (1698) etc. The dvoryane constantly demanded that the search for the runaways be sponsored by the government. The legislation of the second half of the 17th century paid much attention to the means of punishment of the runaways.

A royal officer was sent to the palais de justice to arrest Eprémesnil and his chief supporter Goislard de Montsabert, but the (5 May 1788) declared that they were all Eprémesnils, and the arrest was only effected on the next day on the voluntary surrender of the two members. After four months imprisonment on the island of Ste Marguerite, Eprémesnil found himself a popular hero, and was returned to the states-general as deputy of the nobility of the outlying districts of Paris. But with the rapid advance towards revolution his views changed; in his Réflexions impartiales ... (January 1789) he defended the monarchy, and he led the party among the nobility that refused to meet with the third estate until summoned to do so by royal command. In the Constituent Assembly he opposed every step towards the destruction of the monarchy.

In the view of the substantial expansion from the site core into the surrounding area during his reign, Kʼan II might be considered Caracol's most successful ruler.Martin and Grube 2000:91 The wealth underlying this expansion was widespread, as indicated by the quality of grave goods and architecture in the outlying districts; Caracol's system of roadways also expanded to accommodate the growing population. Having taken his grandfather's name upon his accession to rulership, Kʼan often combined it with his childhood name (Sak Bʼaah Witzil [or Sak Witzil Bʼaah]) in order to distinguish his inscriptions from those of his ancestor. He was a successor of his half-brother. The fact that his mother, Lady Batzʼ Ekʼ, was the more junior wife caused Kʼan II to emphasize his royal legitimacy and his mother's importance in the text of Stela 3.

A map showing the (historical) linguistic groups in Metropolitan France: Most French people speak the French language as their mother tongue, but certain languages like Norman, Occitan languages, Corsican, Euskara, French Flemish and Breton remain spoken in certain regions (see Language policy in France). There have also been periods of history when a majority of French people had other first languages (local languages such as Occitan, Catalan, Alsatian, West Flemish, Lorraine Franconian, Gallo, Picard or Ch'timi and Arpitan). Today, many immigrants speak another tongue at home. According to historian Eric Hobsbawm, "the French language has been essential to the concept of 'France'," although in 1789, 50 percent of the French people did not speak it at all, and only 12 to 13 percent spoke it fairly well; even in oïl languages zones, it was not usually used except in cities, and even there not always in the outlying districts.

A sign designating the military zone of Lancaster, 1942 The town was devastated by the decade-long drought that began in 1894, killing businesses and driving cattle north, though fortunes improved somewhat in 1898 following the nearby discoveries of gold and borax, the latter to become a widespread industrial chemical and household cleaner. Thanks to the five-year construction of the 233-mile Los Angeles Aqueduct starting in 1908, Lancaster became a boom town by housing aqueduct workers. The 1912 completion of Antelope Valley Union High School allowed students from the growing region to study locally instead of moving to distant cities, and the school boasted the state's first dormitory system to accommodate students from outlying districts. The community began a steady growth spurt in the 1930s, starting with construction of Muroc Air Force Base, site of frequent flight tests, including the "breaking" of the sound barrier by Chuck Yeager in a Bell X-1A in 1947.

In his Facta et dicta memorabilia, Valerius Maximus makes reference to Jews and Chaldaeans being expelled from Rome in 139 BCE for their "corrupting" influences. According to Josephus, King Agrippa attempted to discourage the Jews of Jerusalem from rebelling against Roman authority by reference to Jews throughout the Roman Empire and elsewhere; Agrippa warned that "the danger concerns not those Jews that dwell here only, but those of them which dwell in other cities also; for there is no people upon the habitable earth which do not have some portion of you among them, whom your enemies might slay, in case you go to war..."Flavius Josephus, Wars of the Jews 2.16.4. The Provençal rabbi and scholar, Rabbi Abraham ben David, wrote in anno 1161: “A tradition exists with the [Jewish] community of Granada that they are from the inhabitants of Jerusalem, of the descendants of Judah and Benjamin, rather than from the villages, the towns in the outlying districts [of Palestine].”Seder Hakabbalah Laharavad, p.

Mujono transferred a number of judges from central courts to outlying districts without consulting Aji, then Chief Justice; when Mujono left his position as Minister of Law to replace Aji as the Chief Justice, he began to call for a return of judicial responsibilities to the Supreme Court. His call took many as surprise since he would have been in a better position to implement such as change while he was still serving under the executive branch, which was in the dominant position. Upon taking office as the Chief Justice, Mujono enacted a number of reforms upon which the Supreme Court structure is still based;Sebastian Pompe, The Indonesian Supreme Court, pgs. 278 and 295 the first former army general to be appointed as Chief Justice, he reportedly said at the beginning of his tenure that he'd overhaul the court's processes even if he needed to bring in tanks to do the job.

During this time, the archbishops carried out a number of important political functions: they headed embassies to bring peace and ransom captives, they patronized civil (as opposed to ecclesiastical) construction projects such as the Detinets (Kremlin) in Novgorod, the fortress at Orekhov (also known as Oreshek) that was rebuilt in stone by Vasilii Kalika in 1352, the city walls built around Novgorod in the 1330s, and so forth. They administered the ecclesiastical courts, which in Novgorod adjudicated cases that elsewhere in the Orthodox world were left to secular courts; they signed treaties on behalf of the city; they oversaw standards of weights and measures in the city marketplace; their vicars may have administered outlying districts, such as Staraya Ladoga; and they generally shared decision-making with the boyars who ran the city.Paul, "Secular Power and the Archbishops of Novgorod", 243-253.

The last coal mine located close to the town centre (Ravenhead Colliery) and those located in the outlying districts of St Helens, including those that were just outside the original 1887 County Borough boundary, such as Clock Face (Clock Face Colliery), Sutton (Bold Colliery), Sutton Heath (Lea Green Colliery), Sutton Manor (Sutton Manor Colliery) and Haydock (Lyme Pit, Wood Pit, Old Boston), were all closed between the nationalisation of the deep coal mining industry in 1947 and 24 May 1991, when Sutton Manor Colliery, the last to go in the immediate St Helens area, finally closed its gates. The coal mining industry in St Helens and elsewhere had collapsed because the government maintained that the deep mining of coal was no longer an economically viable proposition in most British coalfields. The closures were opposed by the National Union of Mineworkers during the year-long Miners' Strike of 1984–85. After the collapse of the miners' strike in March 1985, St Helens was just one of dozens of towns in the UK that was immediately set to lose a long-standing employer.

The Town of Bathurst provided one third of the funds, while the government of Hugh John Fleming provided the other two thirds. The project, which begun in 1955, took two years to complete. Edward Byrne, KC, who had been Mayor of Bathurst from April 1949 to April 1951, was asked to chair the Royal Commission on Finance and Municipal Taxation in New Brunswick in 1960 by Robichaud, who then was Premier. He completed his report on November 4, 1963, and Robichaud later used his work to justify monumental changes in how the province is run. A petition was presented to the provincial government on 15 March 1960 to request the transformation of the Town into a City, after an affirmative vote were produced by ratepayers within the town and outlying districts. Construction of the present airport near South Tetagouche was begun in 1964 as a project funded by the Town of Bathurst and Gloucester county municipalities. Lights were installed along the 4,000 by 75 foot paved runway in 1968. Bathurst was meanwhile incorporated as a city, the province's sixth, in 1966;archives.gnb.

During the late 19th and early 20th centuries, the downtown area was the business district of the American city, but beginning around the 1920s and 1930s, as cities continued to grow in size and population, rival business districts began to appear outside of downtown in outlying districts. This was the time when the term "central business district" began to appear as more-or- less synonymous with the downtown area. The phrase acknowledged the existence of other business districts in the city, but allocated to downtown the primacy of being "central", not only geographically, in many cities, but also in importance. And in many cases, the downtown area or central business district, itself began to grow, such as in Manhattan where the business district lower Manhattan and the newer one in midtown began to grow towards each other,The movement of the two districts towards each other was stopped at first by the difficulty of building very tall buildings in the area between them, because the bedrock of Manhattan schist was so deep there, and later by zoning regulations.
