Competition is divided into local and national levels. From 2009 to 2014, the local competition was not administrated directly by the Shelby Kennedy Foundation, but rather by separate entities known as Hosts. Though these groups were not legally related to the Shelby Kennedy Foundation, they were the only source of finalists for the national competition.
