When East Gate is accused by West Gate of fraud, Man-deok reveals that the oarsmen won't be paid a wage because they are business partners, not hired hands. Lord Jung Do-woong is humiliated by East Gate winning the contract and finds Moon-seon is of no use to him. Anticipating his rejection, she finds loan shark Mu Maeng-dal who made a loan to Hwang with the new tribute ship as collateral.
Dudley does not describe in his book how he was using coal, only that he was. In so doing, he described his use successively of an ironworks on Pensnett Chase and at Cradley, of a furnace at Himley, and of a furnace at Hasco Bridge near Gornal. Dudley does mention several things that indicate what he was doing. The coal he used was the small pieces and slack which were "little or of no use in that inland country" and so brought in no money.

The Nightingale, not to be outdone, claims that the Owl is of no use except when dead, since farmers use her corpse as a scarecrow. The Owl gives a positive slant to this charge by inferring that she helps men even after death. This is not seen as a sufficient refutation to the Nightingale, and she calls other birds to jeer at the Owl. The Owl threatens to assemble her predatory friends, but before the tension can escalate further, the Wren descends to quiet the quarrel.
Greek versions of this fable are told of the raven (κοραξ) while it is called a kite (milvus) in Mediaeval Latin sources. The bird is ill and asks its grieving mother to pray in the temples on its behalf. The mother replies that since it was a robber of the sacrifices there, religious observance would now be of no use. The fable appears in the collection of William Caxton and in many others, generally with a reflection on the uselessness of death-bed repentance.

Waste is any substance which is discarded after primary use, or is worthless, defective and of no use. A by-product by contrast is a joint product of relatively minor economic value. A waste product may become a by-product, joint product or resource through an invention that raises a waste product's value above zero.
Even so, the more mathematically inclined economists and mathematicians E. B. Wilson, Irving Fisher, Henry Schultz, and Paul Samuelson all recognized the importance of their theory. Evans main contribution to mathematical economics came in the form of his 1930 textbook Mathematical Introduction to Economics, published by Mc Graw Hill. The book's reception, however, failed to meet Evans' expectations. British economist Arthur L. Bowley, in particular, was very critical stating that the book would be of no use either to the mathematician nor to the economist.

The Haarlemmermeer class drew a lot of criticism in the 1862 investigation of the navy by the Dutch house of representatives. Captain- lieutenant A.R. Blommendaal thought the Haarlemmermeer a vessel for so many goals that it missed all. Captain-lieutenant J.A.H. Schreuder probably referred to both the Hector class and the Haarlemmermeer class when he stated that: the flotilla vessels are failures for their purpose, and of no use. They have too much rigging, are too tight, and draw too much water for coastal defense.

In a tight spot, the band asked the former guitarist Dodge, who before the formation of No Use had sung in other local bands, to rejoin as vocalist, which he agreed. This line-up of the band recorded two EPs; No Use For a Name on Woodpecker Records and Let 'em Out on on Slap A Ham Records. In 1989, Dodge left again which allowed Sly to take over vocals and songwriting. NUFAN's first album, Incognito, was released in 1990 by New Red Archives.

Around Blaenau Ffestiniog, there are five veins of slate, separated from one another by bands of poor quality slate which is of no use or by other intrusive rock. They are called the North, Back, Narrow, Old and New veins, with the North Vein being nearest to the surface. The veins dip down towards the north at an angle of between 20 and 29 degrees. Apart from small-scale trials on other veins, nearly all of the slate extracted at Rhosydd was from the Old Vein, which is about thick at this point.

But, according to the ordinary incuriosity and ignorance of Barbarians, they have neither learnt, nor do they inquire, what is its nature, or from what cause it is produced. In truth it lay long neglected amongst the other gross discharges of the sea; till from our luxury, it gained a name and value. To themselves it is of no use: they gather it rough, they expose it in pieces coarse and unpolished, and for it receive a price with wonder.
In 2003 the band released another album via Kung Fu, titled No Vacation from the World, with Angus Cooke co-producing the album with the band, and additional production by Tony Sly of No Use for a Name. According to Hugo Falcandus, on 10 November 1160, rumours began circulating in Palermo that "the King was coming that night, at Maio's instigation, to the Archbishop's palace, and that there, in that very street, he was to be slain." It was not, however the king, but the admiral, who was to be slain: with the complicity of the Archbishop Hugh. Matthew of Ajello warned Maio, but it was of no use.
Another incident occurred on 24 March 1926 when the bow propeller of Sampo hit a stone bank in the port of Helsinki, came loose and dropped to the bottom. It was found after searching for a couple of days and winched on board. On 30 March, while Sampo was assisting a Finnish steamship Albert Kasimir, the stern propeller shaft snapped when the engine was reversed and the propeller dropped to the bottom. If eliminations had been required a week before the final to decrease the number of contestants, the money would have been of no use. 400 carabiniers attacked a square of 1,500 Austrians. Opponents of the lance argued that the weapon was clumsy, conspicuous, easily deflected, and of no use at close quarters in a melee. Arguments favoring the retention of the lance focused on the impact on morale of having charging cavalry preceded by "a hedge of steel" and on the effectiveness of the weapon against fleeing opponents.

At the heart of the poem is the relationship between Madan and Muna, hence the title of the play. While ostensibly a love poem, much of the narrative follows Madan on his journey to Lhasa and back. Devkota also makes a bold statement against the prevailing caste system, by having his devout Chhetri protagonist touch the feet of the 'untouchable' Tibetan man.
500px Rongorongo is a system of glyphs discovered in the 19th century on Easter Island that appears to be writing or proto-writing. Text B of the rongorongo corpus, also known as Aruku Kurenga, is one of two dozen surviving rongorongo texts. Aruku Kurenga provided part of the "Jaussen List",the Jaussen List a failed key of rongorongo glyphs. Jaussen's informant, Metoro Taua Ure, 'read' the tablet correctly from the bottom left of the recto, but the transcription of his reading has been of no use in understanding the script.
Lennon responded that his comments would be of no use, since he had no hand in writing "Helter Skelter". Bugliosi's book was the basis for the 1976 television film Helter Skelter. The film's popularity in the US ensured that the song, and the White Album generally, received a new wave of attention. Jamming is potentially an effective countermeasure to specific missiles that are radar guided, however, as a general purpose defense, it is of no use against unguided anti-tank weapons, and as such it is almost never the only defense. In 1909, he offered it to the music collector, Dorothea Ruggles-Brise, reportedly saying "I have an old torn book upstairs; it is of no use to anyone; you may have it if you like".
D&SER; and GS&WR; rail connection at Palace East Palace East railway station was the only location where the Dublin, Wicklow and Wexford Railway was connected to the Great Southern and Western Railway and the rest of Irish rail network until the opening of the City of Dublin Junction Railway in 1891. This connection was described by Ahrons as "in the wilds of Wexford, which was of no use to anybody". Palace East was the scene of a staged head-on collision during the Irish Civil War. Although both realities share a common enemy, little progress is made in the way of a true alliance due to vast cultural differences. The Empire view the people of Shadow as brute barbarians who could be of no use in a real war, while the people of Shadow consider the Empire and their fascist ways as "possbly the lesser of two evils".
Bob issues a challenge, perhaps "52w72y". Alice must respond with the one string of characters which "fits" the challenge Bob issued. The "fit" is determined by an algorithm "known" to Bob and Alice. (The correct response might be as simple as "63x83z" (each character of response one more than that of challenge), but in the real world, the "rules" would be much more complex.) Bob issues a different challenge each time, and thus knowing a previous correct response (even if it is not "hidden" by the means of communication used between Alice and Bob) is of no use.
The Taiping Guangji (), sometimes translated as the Extensive Records of the Taiping Era, or Extensive Records of the Taiping Xinguo Period, is a collection of stories compiled in the early Song dynasty under imperial direction by Li Fang. The work was completed in 978 and printing blocks were cut but it was prevented from publication on the grounds that it contained only xiaoshuo (fiction or "insignificant tellings") and thus "was of no use to young students." It survived in manuscript until it was published in the Ming dynasty. It is considered one of the Four Great Books of Song.
Payment Protection Insurance can be extremely useful; however, many policies have been mis-sold alongside loans, credit cards and mortgages. PPI mis-selling may leave the borrower with a policy of no use to them if they need to make a claim. Reclaiming PPI payments and statutory interest charges on these payments is possible either by the policyholder or via a lawyer or claims management company. After the Middle Ages, the castle gradually fell into ruin. A survey of Gower made in 1650 describes Oystermouth Castle as [a]n old decayed castle of no use, but of a very pleasant situation. It was portrayed in art in the 18th century as a picturesque ruin, and was restored by George Grant Francis in the 1840s while the castle was owned by the then Duke of Beaufort. In 2004, Tony Sly, along with Lagwagon front man Joey Cape released a split acoustic album. On July 10, 2007, No Use for a Name released a best of compilation, titled All the Best Songs. The compilation marked the band's 20th anniversary together and included 24 previously released remastered singles, plus two previously unreleased songs. Sly went on his first solo acoustic tour in March 2009.
By piercing the compressed air pipe it was possible to revive him sufficiently in order for him to be supported up the shaft. Two other miners were then rescued alive, but the second was in a critical condition. This interaction may be direct if the genes encode proteins that, for example, are separate components of a multi- component protein (such as the ribosome), inhibit each other's activity, or if the protein encoded by one gene modifies the other (such as by phosphorylation). Alternatively the interaction may be indirect, where the genes encode components of a metabolic pathway or network, developmental pathway, signalling pathway or transcription factor network. For example, the gene encoding the enzyme that synthesizes penicillin is of no use to a fungus without the enzymes that synthesize the necessary precursors in the metabolic pathway.
However, as can be seen from the descriptions of his planning for the war with Austria and the war with France, his planning for war was very detailed and took into account thousands of variables. It is a mistake to think that Moltke thought war plans were of no use (which a simple reading of "No battle plan survives contact with the enemy" would seem to indicate). During this time they played with the likes of No Use for a Name, NOFX, Good Riddance, The Vandals, Strung Out, SNFU, Gob, The Goober Patrol, The Ataris, Satanic Surfers, and The Sugar Hill Gang. Strung Out took them on their first U.S./Canada tour which followed the buzz created by appearance of the band's instant classic "Titty Twister", on the Fat Records compilation Survival of the Fattest. Their second album, Venus Envy (1998), marked the departure of drummer and original member, Mike (Baump) Schaus.

The harsh treatment and oppressive taxation of the local Orthodox Greek population by the Catholic Venetians had caused great resentment, so that their sympathies generally lay with the Ottomans.Goffman (2002), pp. 155–156 The Turks decided to conquer Cyprus and on 27 June 1570 the invasion force, some 350–400 ships and 80,000–150,000 men, set sail for Cyprus. They besieged and destroyed the capital Nicosia and other Venetian fortifications. The incomplete Venetian walls of Nicosia were of no use in stopping the powerful Ottoman Army, and as many as 20,000 members of the garrison and citizens of the city were massacred; 2,000 boys were spared to be sent as sexual slaves to Constantinople.

Love Equals death remained active, scheduling a May 2007 performance with the Germs and stating they had written new songs and would still be releasing a split album with Death by Stereo. In June 2007 Ryan Sinn, formerly of The Distillers and Angels & Airwaves, joined the band as Davi's replacement. The group premiered a new song, "Last Dance", that October through their Myspace profile, while Sinn also formed a supergroup called The Innocent with Brooks Wackerman of Bad Religion, Brandan Schieppati of Bleeding Through, and Dave Nassie of No Use for a Name. Love Equals Death toured with Tiger Army in November, then travelled to Europe and the United Kingdom for a headlining tour through December.
Because the UK network was run by the Post Office was reliant on Strowger switches, the techniques used in the UK were different. The exchanges worked on pulses received from each subscriber's phone, so tone signaling was of no use. The techniques primarily relied on the quirks of the exchange wiring, or facilities put in by the engineering staff. At first Sori refuses stating that a humble artist would be of no use, then Rin reveals that she knows the truth behind Sori, that he's not just a painter but a member of Shogunates secret police. This revelation leaves both Sorii and Manji stunned, but again he refuses, this time citing shame at how tainted his sword is due to the various illegal and immoral acts his used it in over the years. Manji sees right this facade and eventually gets Sori to admit that he just can't be bothered to risk his life while all he wants to do is paint. The two exchange insults again and almost come to blows at one point.
The majority of the Supreme Court, under Chief Justice Beverley McLachlin, held that Mr. Labaye should not have been convicted, thereby overturning the Quebec Court of Appeal. In determining whether Mr. Labaye was truly guilty of owning a bawdy- house, the Court had to decide whether the activities taking place within should be classified as indecent, since bawdy-houses are, by definition, houses in which prostitution or indecency occurs or is planned to occur. The Court first noted that morality was of no use to determining whether these activities were indecent. Only the objective standards of decency established in Canadian law would be of use, and those standards were concerned with whether any harm has been done.
Therefore, in order to understand how a progressive society is to be achieved, Sarkar tries to analyze what it means for a human being to grow and develop. He concludes that physical and psychic development render little progress for a human being as they are subject to deterioration and decay. There are multifarious diseases that affect our body and mind, and even if we stay free of them, eventually time will turn all our physical and mental faculties of no use. Sarkar argues that the only aspect of human life that seems to be subject to no change over time is its transcendental nature, the "supra-emotional values" intrinsic to the human mind and which exacerbate human multilateral existence.
His successful escape earned him an Order of the British Empire and a spot at the Naval Intelligence Division where he lectured his colleagues on escape methods. Believing that his experience would be of no use in the Middle East where he was to be transferred he joined Operation Tabarin in 1944, wintering in Graham Land until January 1946. The ship's commander initially ordered the caretaker crew to flood the drydock and scuttle the ship when German troops occupied the port, but cancelled the order when it became clear the ship would be of no use to the Germans anyway. The Germans later moved the ship out of the dock, anchored her in the harbor, and abandoned her. While the large amount of automation helps produce castings with no shrinkage and little segregation, continuous casting is of no use if the metal is not clean beforehand, or becomes 'dirty' during the casting process. One of the main methods through which hot metal may become dirty is by oxidation, which occurs rapidly at molten metal temperatures (up to 1700 °C for steel); inclusions of gas, slag or undissolved alloys may also be present. To prevent oxidation, the metal is isolated from the atmosphere as much as possible. The present glass in the windows is considered of no great antiquarian or artistic interest; the east window, completed in the nineteenth century, is a possible exception. He was arrested and expelled from his country several times due to his political activities and lived in Europe, in cities including Vienna, Geneva and Paris.

The Surveyor-General, Thomas Mitchell, had directed that, where possible, the existing names, in the local Aboriginal language, should be used as the official names of localities and landforms in New South Wales, which then also included what is now Victoria and Queensland. This was for pragmatic reasons, rather than stemming from any wish to preserve native cultures; in his journal, Mitchell wrote that, "‘The great convenience of using native names is obvious … so long as any of the Aborigines can be found in the neighbourhood … future travellers may verify my map. Whereas new names are of no use in this respect". Consequently, the surveyors of the colony were among those few settlers who took an interest in local languages.
Hersh was moved around several camps before being taken to Auschwitz. Even as a young boy at the time, Hersh deduced that those who were placed in a group with sick, young or old people were considered by the Nazis to be of no use and would be killed. Consequently, while Jews were standing in queues of fitter and weaker people before entering the camp, Hersh crossed to the fitter queue during a commotion near the rear of the line (SS officers tried to take a child from its mother), and in doing so, saved his own life. As the war approached its conclusion and Germany was surrounded by the Allies, Hersh and the other Jews at Auschwitz were transported across the country.
While everyone is sleeping, she leave the golden cross with Lucia and makes her way to Colonel Acoca's camp, informing them of their location, begging them not to let her go to her former fiancé. They raid the camp, and Jaime agrees to split the group to avoid capture - Ricardo Mellado with Sister Graciela, Rubio Arzano with Sister Lucia, and Jaime Miró, Felix Carpio, and Amparo with Sister Megan. Acoca interrogates Sister Teresa for their location, but her madness has taken over and proves to be of no use, and he has his men rape her until she speaks. She decides that she has been abandoned by God, but evil still exists and steals a pistol to shoot a few of them before she is shot dead.
A trained gun team could fire 20 such shells per minute, with a total of 6,000 balls, which compared very favorably with rifles and machine-guns. The conditions of the loan are disputed, but the village elders decide in favour of the moneylender, after which Shamu and Radha are forced to pay three quarters of their crop as interest on the loan of 500 (valued at about US$105 in 1957). While Shamu works to bring more of their rocky land into use, his arms are crushed by a boulder. Ashamed of his helplessness (being without arms), and humiliated by Sukhilala for living on the earnings of his wife, Shamu decides that he is of no use to his family and permanently leaves Radha and their three sons, walking to his own probable death by starvation. Soon after, Radha's youngest son and her mother-in-law die.

She was from the second crop of foals sired by Town Crier, a grey horse who recorded his biggest win in the Queen Anne Stakes. Cry of Truth's dam, False Evidence, was of no use as a racehorse, failing to win in fifteen starts on the flat and four over hurdles but was a successful broodmare, having previously produced the winning sprinter Melchbourne (horse). Miss Lawson Johnston, a Master of Foxhounds and Justice of the peace, sent her filly into training with Bruce Hobbs at the Palace House stable in Newmarket, Suffolk.
Nevertheless, much of the weaponry and ammunition that fell into the hands of the SPLA was "degraded and of no use on the battlefield". The Sudanese government had had problems for years to properly supply its forces with modern arms, and the SAF was consequently forced to rely on obsolete, incompatible, or badly worn equipment. Operation Thunderbolt, along with simultaneous offensives by the SPLA and other insurgents, further worsened the Sudanese government's dire shortages in manpower and equipment. The regime was reportedly forced to resort to forcibly recruiting schoolboys, train them just 15 days, and then send them into battle with no more than a gun, a Quran page to "ward off infidel bullets", and a key to unlock Heaven's Gate if they fell in combat.
Distrustful of the Mafia's intentions, the Partisans are reluctant to maintain the alliance. However when an SOE informant, Major Hans Dorfmann, reveals that Kessler is at the Magazzeno Facility where the missiles are assembled, Fairburne infiltrates the base to kidnap Kessler and steal his research notes. On interrogation, Kessler tells Angel her father is still alive, prompting the Partisans to depart to assault the town of Giovi Fiorini and find Böhm's confidant Major Klaus Rothbauer. Kessler then tells Fairburne that he is dying of liver cancer due to his heavy drinking and is of no use to the Nazis or the Allies as a result, and that the information given to Angel was a lie in order to lure the Partisans into a trap.
Young and Yung's original experimental cryptovirus had the victim send the asymmetric ciphertext to the attacker who deciphers it and returns the symmetric decryption key it contains to the victim for a fee. Long before electronic money existed Young and Yung proposed that electronic money could be extorted through encryption as well, stating that "the virus writer can effectively hold all of the money ransom until half of it is given to him. Even if the e-money was previously encrypted by the user, it is of no use to the user if it gets encrypted by a cryptovirus". They referred to these attacks as being "cryptoviral extortion", an overt attack that is part of a larger class of attacks in a field called cryptovirology, which encompasses both overt and covert attacks.

After the opening of the Mississippi, the political general Nathaniel P. Banks, who was in charge of army forces in Louisiana, brought pressure on the Lincoln administration to mount a campaign across Louisiana and into Texas along the line of the Red River. The ostensible purpose was to extend Union control into Texas,France, already in control of Mexico through its puppet Maximilian, were interested in also claiming Texas, which was of no use to the Confederacy following their defeat at Vicksburg. but Banks was influenced by numerous speculators to convert the campaign into little more than a raid to seize cotton. Admiral Porter was not in favor; he thought that the next objective of his fleet should be to capture Mobile, but he received direct orders from Washington to cooperate with Banks.
270 In the position of First Sea Lord, and as a member of the Chiefs of Staff committee, Cunningham was responsible for the overall strategic direction of the navy for the remainder of the war. He attended the major conferences at Cairo, Tehran, Yalta and Potsdam, at which the Allies discussed future strategy, including the invasion of Normandy and the deployment of a British fleet to the Pacific Ocean. While the port of Antwerp was vital for the Allies after D-Day, Admirals Cunningham and Ramsay warned SHAEF and Montgomery that the port was of no use while the Germans held the approaches. But Montgomery postponed the Battle of the Scheldt, and the delay in opening the port was a grave blow to the Allied build-up before winter approached.
English rule expanded in the 16th century by the Tudor conquest of Ireland, leading the Gaelic order to collapse at the start of the 17th century. The Flight of the Earls in 1607 paved the way for the Plantation of Ulster and a deepening of the English language culture in Ireland. The Cromwellian Plantation and suppression of Catholicism, including both native Irish and the "Old English" (those of Anglo-Norman descent), further cemented English influence across the country. As the centuries passed and the social conditions in Ireland deteriorated, culminating in the Great Irish Famine, Irish parents didn't speak Irish to their children as they knew that the children might have to emigrate and Irish would be of no use outside the home country, in Britain, the United States, Australia or Canada.
A Russian-drafted UN Security Council calling for a dialogue between the Maduro government and the opposition based on the Montevideo mechanism of Mexico and Uruguay, was voted against by France, the United Kingdom, United States, Germany, Poland, Peru and Belgium while only 4 countries voted in favor of the resolution. Beatriz Becerra—on the day after she retired as head of the human rights subcommittee for the European Parliament—said that the International Contact Group had been of no use and "has been an artifact that has served no purpose since it was created". She said there had been no progress on the 90-day deadline for elections that the group established when it was formed, and she considered that the Contact Group should be terminated and efforts coordinated through the Lima Group.
Experimentation by Faraday in 1831 revealed that a wire moving perpendicular to a magnetic field developed a potential difference between its ends. Further analysis of this process, known as electromagnetic induction, enabled him to state the principle, now known as Faraday's law of induction, that the potential difference induced in a closed circuit is proportional to the rate of change of magnetic flux through the loop. Exploitation of this discovery enabled him to invent the first electrical generator in 1831, in which he converted the mechanical energy of a rotating copper disc to electrical energy. Faraday's disc was inefficient and of no use as a practical generator, but it showed the possibility of generating electric power using magnetism, a possibility that would be taken up by those that followed on from his work.
Au's employees were poached over to 'Super Group', being promised that they will own a share of the restaurant and better salary if Au loses the challenge. Au then enlists the assistance of a former triad member, a rookie chef named Sun who aspires to be a top chef, and had worked at Au's restaurant wishing to shed his criminal past together with Au's daughter Wai. After several foiled attempts at preparing even a simple dish, they realise the futility of their initial efforts as the Feast could only be accomplished by a master chef and their limited cooking skills would be of no use if they were to save their establishment. They seek the help of Lung Kwun-bo, a master chef, but he did not know how to cook the Imperial Feast.
The HTX Programme was established in 1982 by the Ministry of Education as an experiment to oblige the rising demand for more technical and scientific educated labour in Denmark at the time. Before 1982 there were only three ways to get a university degree in the Danish education system; through the ‘Gymnasium (STX)’, ‘Higher Preparatory Examination (HF)’ or ‘Higher Commercial Examination Programme (HHX)’. Of those, only the Gymnasium could lead directly to a technical university education, but it wasn't a wholesome way since there were a lot of mandatory subjects which was of no use at a technical university education (classical studies [Danish: oldtidskundskab], religious studies, history, and physical education). None of those oriented in special only to the scientific, technical and communicative subjects, which in a more and more globalised Denmark began to matter a great deal.
Title page The Advancement of Learning (full title: Of the Proficience and Advancement of Learning, Divine and Human) is a 1605 book by Francis Bacon. It inspired the taxonomic structure of the highly influential Encyclopédie by Jean le Rond d'Alembert and Denis Diderot, and is credited by Bacon's biographer-essayist Catherine Drinker Bowen with being a pioneering essay in support of empirical philosophy. The following passage from The Advancement of Learning was used as the foreword to a popular Cambridge textbook:William Ludlam (1785), The Rudiments of Mathematics, Cambridge. :So that as Tennis is a game of no use in itself, but of great use in respect it maketh a quick eye, and a body ready to put itself in all positions, so, in the Mathematics the use which is collateral, an intervenient, is no less worthy, than that which is principle and intended.
Prelude to Foundation is set in the year 12,020 G.E. (Galactic Era), during the rocky reign of the Emperor Cleon I. It starts with Seldon's presentation of a paper at a mathematics convention detailing how psychohistory might theoretically make it possible to predict the future. The Emperor of the Galactic Empire learns of this and wants to use Seldon for political gain. In a face-to-face interview, Seldon emphasizes that psychohistory is something that he has not even begun developing or even has a clear idea how to do so, but Cleon is not wholly convinced that Hari is of no use to the Empire. Seldon then meets reporter Chetter Hummin, who convinces him that Cleon's first minister, Eto Demerzel, is attempting to capture him, and that it is therefore imperative for Seldon to escape and try to make psychohistory practical.
The execution of German foreign policy was nominally left to Konstantin von Neurath's foreign ministry, but Joachim von Ribbentrop headed the semi-autonomous Dienststelle Ribbentrop, created in late 1934, where he could carry out Hitler's personal foreign policy requests independently from foreign ministry consent. This created a rivalry between the two services. While Hitler favored Ribbentrop as his personal foreign policy champion, he at least initially maintained Neurath's staff of career diplomats to maximize his government's diplomatic legitimacy abroad. Hiroshi Ōshima, Japanese military attaché in Berlin and the single most important individual on the Japanese side of the Anti-Comintern Pact's negotiations, interpreted the German foreign service structure as one where the power structure was such that "it was only Hitler and Ribbentrop who decided foreign policy, and that it was therefore of no use to talk to their subordinates".
