The Act was intended to protect consumers buying used vehicles from odometer fraud, and is typically applied against sellers who intentionally tamper with an odometer to misrepresent the actual miles an automobile has been driven. However, in 2004 and 2006, two class action lawsuits were filed against American Honda Motor Co Inc and two of its suppliers alleging that they had violated the Federal Odometer Act because the odometers in approximately 6,000,000 Honda and Acura vehicles overstated the actual mileage by 2% to 4%Odometer Settlement May Earn Class Lawyers $9.5 Million in Fees Law.com even though the Act contains no provisions for odometer accuracy. A form of fraud is to tamper with the reading on an odometer and presenting the incorrect number of miles/kilometres traveled to a prospective buyer; this is often referred to as "clocking" in the UK and "busting miles" in the US. This is done to make a car appear to have been driven less than it really has been, and thus increase its apparent market value. Most new cars sold today use digital odometers that store the mileage in the vehicle's engine control module making it difficult (but not impossible) to manipulate the mileage electronically. With mechanical odometers, the speedometer can be removed from the car dashboard and the digits wound back, or the drive cable can be disconnected and connected to another odometer/speedometer pair while on the road. Older vehicles can be driven in reverse to subtract mileage, a concept which provides the premise for a classic scene in the comedy film Ferris Bueller's Day Off, but modern odometers add mileage driven in reverse to the total as if driven forward, thereby accurately reflecting the true total wear and tear on the vehicle.

James William Hunter of Thurston FRSE (May 1783 - 3 December 1844) was a Scottish landowner, inventor and agricultural improver. His main claim to fame is the improvement to the mechanical Odometer in 1827, creating a single- handed and single-wheeled device, setting a series of three 100 tooth cogs against 101 tooth cogs, attached to a wheel of circumference either 6 or 10 feet.Mechanics Magazine and Journal of Science vol 6, 1827 This created a very convenient apparatus for land measurement, and is still the basis for modern day mechanical surveying odometers. Martin began by reiterating the government's main argument: that the scheme had been continuing, that dealers were able to resell the cars with altered odometers and went back to Schmuck for more and thus the title applications furthered his scheme. The case had begun when Schmuck was prosecuted for having rolled back odometers for years on cars he sold to used-car dealers. He had been indicted for 12 counts of mail fraud, based on the vehicle title applications the dealers had then mailed to the state's Department of Transportation in order to resell the cars. Before his trial in the Western District of Wisconsin, he had been denied a motion to have the jury instructed that they could vote to convict him of tampering with the odometer, at the time a less serious offense, if they did not find him guilty of mail fraud. He raised the issue after his conviction with the Seventh Circuit Court of Appeals, as well as the applicability of the mail-fraud statute to the dealers' applications.

For 15 years, Wayne Schmuck of Harvard, Illinois, owner of Big Foot Auto Sales, had sold used cars he had bought in his state, where vehicle titles did not then require a statement on the title of the odometer reading at the time of the transaction, to dealers in Wisconsin, which did. Unbeknownst to the dealers, he had in some cases hired someone to roll back the odometers on them, making the vehicles appear to have less mileage than they actually did. Thus they commanded an artificially higher price, both when the dealer paid Schmuck and when they sold it to a customer. In order for the retail transaction to take place, the dealers needed to mail a title application, including the falsified odometer reading, to the state Department of Transportation.

Assemblyman Jack R. Fenton authored a bill, AB 2975, which would permit the California Labor Commissioner to rescind or refuse to renew a labor contractor's license due to failing to properly maintaining buses or employing an unlicensed driver. It would also require vehicle transporting farm workers to be inspected at least once a year and have drivers trained similarly to school bus drivers. As of the beginning of 1975, according to CHP Lt. Art Wilson, new state regulations imposed due to the accident included an annual inspection on farm labor buses by the CHP and safety certification, limits on labor bus driver working time, and requirements for working speedometers and odometers on the buses. A regulation for seat securement was scheduled to be enacted on April 1 that year.

Odometer fraud, also referred to as "busting miles" (United States) or "clocking" (UK, Ireland and Canada), is the illegal practice of rolling back odometers to make it appear that vehicles have lower mileage than they actually do. Odometer fraud occurs when the seller of a vehicle falsely represents the actual mileage of a vehicle to the buyer. According to the Office of Odometer Fraud Investigation at the US Department of Transportation, odometer fraud is a serious crime and important consumer fraud issue. Speedometers in US and most Canadian vehicles indicate both miles per hour and km/h, either with dual calibration or with a single set of numbers that can be made to display miles or kilometres at the driver's option, so are usually left unmodified. In March 2007, Transport Canada initiated proposed rulemaking to change the importation laws such that vehicles not originally manufactured to Canadian-market specifications would be eligible for import only once they are 25 years old, rather than the present 15-year cutoff rule. The main impetus behind this proposal is the significant influx of Japanese-market vehicles in Canada in recent years, particularly in Western provinces such as British Columbia due to geographical proximity to Asian ports of departure.

Saab Information Display (SID) later also called "Saab Car Computer"1995 Saab 900SE owner's manual (SCC) is the name for various in-car computer systems found on most Saab automobiles beginning in 1985 with the Saab 9000 and followed in 1994 with the Saab 900 NG. SIDs typically provide functions useful to the driver such as multiple trip odometers, fuel efficiency, estimated range ("distance to empty" – DTE), current CD track or radio station, and also brief description of car system failures. SIDs designed prior to the full General Motors takeover of Saab in 2000 were mounted in the center console, usually just above the head unit and below climate control vents with the exception of 9000 models, possibly after the "facelift" in the early 1990s. The 9000 featured the SID on the standard instrument cluster, with a car pictogram, showing open doors/tailgate/boot (trunk), lamp failures and low oil pressure in red. If there were no warnings, the white pictogram would disappear.
