"It seems like all the incentives are going after wealthy students and leaving the low-income students in the dust," said Stephen Burd, a senior policy analyst with the New America Foundation who has studied the increased use of merit aid to attract nonresident students.
" That kind of reaction "speaks volumes about the degree to which this outcome was coordinated with partners," said Evans Revere, nonresident senior fellow at the Center for East Asia Policy Studies at think tank Brooking: "I suspect that America's Asian allies are shuddering right now.
"The most worrisome development lately is we now seem to be at much more heightened risk of financial markets becoming an amplifier of the adverse dynamics are going on," said Wilcox, who is now a nonresident senior fellow at the Peterson Institute for International Economics.
"Most of us in the trade business thought terminating Nafta would be quite a body blow, but what Trump is talking about now, shutting the southern border, would be catastrophic," said Gary Hufbauer, a nonresident senior fellow at the Peterson Institute for International Economics.

"There's a certain level of consternation among U.S. officials about the evolving security developments in Afghanistan, especially the ones that have happened in the last couple of weeks," said Javid Ahmad, a nonresident senior fellow of the Atlantic Council, the Washington-based think tank.
Timothy Kaldas, a nonresident fellow at the Tahrir Institute for Middle East Policy, said that wealthy Egyptians spent a significant amount on education, and that most private schools based tuition on the value of the dollar, because they had many foreigners as faculty members.
"In general there's a disconnect between Trump on the campaign trail, which is the Trump we see at these rallies, and Trump in the Oval Office," said Cullen Hendrix, a nonresident senior fellow at the Peterson Institute for International Economics, a Washington-based think tank.
"Trade and tariffs aren't this powerfully positive issue for the President and Republicans; if anything they are viewed as counterproductive to the people and places that elected Trump," said John Austin, Michigan-based Nonresident Brookings Institute Senior Fellow, based on the survey and anecdotal evidence.
Ali Wyne is a policy analyst at the nonprofit, nonpartisan RAND Corporation, a nonresident fellow with the Atlantic Council's Brent Scowcroft Center on International Security, a security fellow with the Truman National Security Project, and a new leader with the Carnegie Council for Ethics in International Affairs.
