If some supporters articulate that they agree to the independence of Taiwan, they may either be referring to the notion of formally creating an independent Taiwanese state, or to the notion that Taiwan has become synonymous with the current Republic of China from Resolution on Taiwan's Future and that ROC-Taiwan is already independent (as reflected in the evolving concept from Four Noes and One Without to One Country on Each Side); both of these ideas run counter to the claims of China (PRC).

By forcing the ROC (Taiwan) to communicate with PRC (China), Flight 334 was the first step in the thawing of relations. It effectively ended the Three Noes policy and ultimately led to the reunification of families across the straits a year later and has led to officially establishing the Three Links that were originally outlined in a 1979 PRC proposal by 2008. In 1987 the ROC officially ended martial law due to thawing relations and other global realities, like the declining influence of communist aligned parties like the Soviet Union.

However, the KMT has been forced to moderate its stance by advocating the political and legal status quo of modern Taiwan as political realities make the reunification of China unlikely. The KMT holds to the one-China policy in that it officially considers that there is only one China, but that the Republic of China rather than the People's Republic of China is its legitimate government under the 1992 Consensus. To ease tensions with the PRC, the KMT has since 2008 endorsed the Three Noes policy as defined by Ma Ying-jeou, namely no unification, no independence and no use of force.

When the Ayes and Noes are tied, the Speaker must use the casting vote. By convention the casting vote is issued in accordance with the constitutional convention known as Speaker Denison's rule, rather than in line with the Speaker's personal opinion in the matter. The principle is always to vote in favour of further debate, or, where it has been previously decided to have no further debate or in some specific instances, to vote in favour of the status quo. For example, the Speaker would vote against a closure motion, or the final passage of a bill, or an amendment.

He currently writes for a variety of publications. Fried's best-known magazine piece is "Cradle to Grave", the April 1998 Philadelphia cover story that led the biggest maternal homicide case in history to be reopened and solved. In it, he investigated the family tragedy of Art and Marie Noe, a Philadelphia-area couple who lost ten infant children from 1949 through 1968 to undetermined causes. Fried explored whether the Noes might have been responsible for those deaths, and his investigation led the Philadelphia homicide unit — which had officially closed the Noe file three decades earlier — to begin reexamining the deaths.

Although a supporter of Taiwan independence, Chen moderated his stance during his campaign and pledged the Four Noes and One Without in his inaugural address—that as long as the People's Republic of China has no intention to use military force against Taiwan, he would not declare independence nor change the national symbols of the Republic of China. He also promised to be, "President of all the people" and resigned his chairmanship from the DPP. His approval rating reached around 70%. Chen's administration ran into many problems, and its policies were constantly blocked by the Pan-Blue Coalition- controlled legislature.

In September, Reuters reported "Berlin's senate said doctors could legally circumcise infant boys for religious reasons in its region, given certain conditions." On 12 December 2012, following a series of hearings and consultations, the Bundestag adopted the proposed law explicitly permitting non-therapeutic circumcision to be performed under certain conditions; it is now §1631(d) in the German Civil Code. The vote tally was 434 ayes, 100 noes, and 46 abstentions. Following approval by the Bundesrat and signing by the Bundespräsident, the new law became effective on 28 December 2012 a day after its publication in the Federal Gazette.

In addition, the "One Without" was that Chen's administration would not abolish the National Unification Council (later abolished in 2006) or the National Unification Guidelines though during his administration the National Unification Council met only once. On February 27, 2006, the Council ceased to function in tandem with the elimination of its already meager budget. Chen said that his decision did not change the status quo in the Taiwan Strait, but instead returned sovereignty to the people of Taiwan. The Four Noes and One Without were an important part of Republic of China-United States relations.

The Victorian Heritage Database entry noes that "The sympathetic use of materials, low profile and use of water ponds to the roofs fronting Victoria Parade helps the offices and presbytery to seem more of a landscape element than a building." Simpson himself felt that "…The opening of the Cathedral grounds to Fitzroy Gardens could create great new civic space…"Simpson, Roy (1970). Shortly afterwards, after an initial period of wild arrogance, Tabitha seems to mellow out and settle back into her earlier, more bubbly personality. She even develops a tendency to use chat room-like shorthand when speaking out loud, such as "OMG," "ZOMG," and "OH NOES!" She also begins to start saying "Tick, tick, tick-- BOOM!" when using her powers. Tabitha also grows her hair long and eschewed her codename and re-appears as a founding member of Nextwave, a new off-beat and more than slightly satirical super-hero team featured in an eponymous comic book series created by Warren Ellis and Stuart Immonen.

By the statute of 1363, poor English people were required to wear russet. Russet, a color of autumn, is often associated with sorrow or grave seriousness. Anticipating a lifetime of regret, Shakespeare's character Biron says in Love's Labour's Lost, Act V, Scene 1: "Henceforth my wooing mind shall be express'd / In russet yeas and honest kersey noes." The color is mentioned in a famous quote taken from a letter Oliver Cromwell wrote to Sir William Spring in September 1643: "I had rather have a plain, russet-coated captain that knows what he fights for, and loves what he knows, [than that which you call a gentleman and is nothing else]".

If an act receives all three buzzers their time on the stage is over; after that the judges give their reason for buzzing (and usually all three of them give an act a 'no'). If an act receives two or less buzzers, they can continue their performance, after which the judges comment on it, and vote. The majority vote decides if the contestants proceed in the competition: if an act gets two or more 'yeses' they're through to the next round, while two or more 'noes' means they leave the competition. After an act leaves the stage, they are interviewed by the show hosts once more.

On 29 November 2003, President Chen Shui-bian announced that given that the PRC had missiles aimed at Taiwan, he had the power under the defensive referendum clause to order a referendum on sovereignty, although he did not do so under pressure by USA. This statement was very strongly criticized both by Beijing and by the Pan-Blue Coalition. But instead, he proposed a referendum to ask the PRC to remove the hundreds of missiles it has aimed at Taiwan. In a televised address made on 16 January 2004, President Chen reiterated his "Four Noes and One Without" pledge, justified the "peace referendum," and announced its questions.

The House of Lords votes on the Parliament Act 1911 In the Parliament of the United Kingdom (Westminster), at the close of debate, the presiding officer of the chamber—the Speaker of the House of Commons or the Lord Speaker of the House of Lords—"puts the motion" by asking members to call out their votes, typically saying "As many as are of that opinion, say 'aye'". The supporters of the measure shout "aye". The Speaker then says, "Of the contrary, 'no'" and the opponents of the measure shout "no". The Speaker then makes a determination of which side has won ("I think the Ayes [or Noes] have it.").

When a division is to be held, bells ring throughout the parliament building for four minutes, during which time senators must go to the chamber. At the end of that period the doors are locked and a vote is taken, by identifying and counting senators according to the side of the chamber on which they sit (ayes to the right of the chair, noes to the left). The whole procedure takes around eight minutes. Senators with commitments that keep them from the chamber may make arrangements in advance to be 'paired' with a senator of the opposite political party, so that their absence does not affect the outcome of the vote.

The Arab League summit held after the Six-Day War, during which Israel occupied large swathes of Arab territory, established the Khartoum Resolution on September 1, 1967. It contained the "three noes" that was to be the center of all Israeli-Arab relations after that point: No peace deals, no diplomatic recognitions, and no negotiations. UN Security Council Resolution 242, which called for normalization of Israel with the Arab states and for Israel to withdraw from territories taken during the war, was enacted on November 22, 1967, and faced initial rejection by most of the Arab world. The peace initiative marked a major shift from the 1967 position. Like most peace plans since 1967, it was based on UN Security Council Resolution 242.

A highly charged exchange between Lim and Minister Shanmugam broke out thereafter, with the Minister rebutting to say he was "prepared to stand up here and say as the Law and Home Affairs Minister that there is no intention to oust judicial review". Shanmugam described Lim's use of the phrase "global policeman" as "rhetorical flourish", and further accused Lim of making speeches that "made for a good reading on her website" but were purely "theatrics with no substance, calculated to mislead". Lim rose to ask that a division be recorded at the second and third readings of the Bill. The bill to amend the act was ultimately passed with 77 ayes, 10 noes and 2 abstentions after a 4-hour debate.

The committee is charged with investigating a vote during House consideration of the fiscal year 2008 appropriations bill for Agriculture, Rural Development, and the Food and Drug Administration. Republicans charged Democrats with improperly changing the result of a vote on the bill, which would have required a provision to explicitly deny federal benefits to illegal immigrants. Toward the end of the vote, several members sought to change their votes, and Democrats gaveled the vote to a close with a vote tally of 214–214, meaning the motion failed. However, because of three Republican vote changes, the final vote showed 215–213, meaning the motion was approved. Several Democratic lawmakers changed their votes, giving a final tally of 212 ayes and 216 noes, killing the motion.

After the lifting of martial law in Taiwan in 1987, there was an influx of illegal immigrants from Fujian across the strait to Taiwan looking for a better life. Since the ROC government adhered to the Three Noes policy and refused to have any contact with the PRC government, the Taiwanese authorities regularly commandeered seized mainland Chinese fishing boats to repatriate the illegal immigrants and had never informed the mainland Chinese authorities about the repatriation operations. ROC Taiwan Garrison Command was in charge of the repatriation. To prevent the deportees from forcing the boats to go back to Taiwan, the TGC officers ordered that the deportees be kept in sealed holds throughout the journey and the boats were accompanied by Taiwanese military vessels.

On May 20, 2004, Chen was sworn in for his second term as president amid continued mass protests by the pan-blue alliance over the validity of his re-election. Having heard protests from pro- independence figures in Taiwan, he did not explicitly re-state the Four Noes and One Without but did state that he reaffirmed the commitments made in his first inaugural. He defended his proposals to change the constitution, but asked for constitutional reform to be undertaken through existing procedures instead of calling for a referendum for an entirely new constitution which was proposed by former president Lee Teng-hui. This would require approval by a three-fourths majority of the National Assembly which could authorize a referendum.

As part of the Four Noes and One Without pledge, President Chen Shui-bian had promised not to formally abolish the National Unification Guidelines or the National Unification Council despite his party's supportive stance on Taiwan independence. In his Chinese New Year address on January 29, 2006, President Chen Shui-bian proposed abolishing the National Unification Guidelines and the National Unification Council. On February 27, 2006, Chen formally announced that the guideline would "cease to apply" and the council would "cease to function". The United States initially warned Chen not to abolish either the council or the guidelines, but later refused to condemn him because it believed the absence of the term "abolish" was not a breach of the status quo.

China Airlines Flight 334 was a Boeing 747-200F freighter aircraft that was hijacked by pilot Wang Xijue () on May 3, 1986 while en route to Don Mueang, Thailand. Wang managed to subdue the two other crew members and changed course to land the 747 in Guangzhou, where he defected to the People's Republic of China. The incident forced the Chiang Ching-kuo government in Taiwan to reverse its Three Noes policy in regard to contacting the communist government in mainland China, and Chiang dispatched several delegates to Hong Kong to negotiate with mainland officials for the return of the aircraft and crew. The incident was credited as a catalyst in renewing cross-strait relations between mainland China and Taiwan.

If more than one Member objects, then the division bells are rung throughout the Parliamentary estate. When not less than four minutes have elapsed since the question was first put, the Speaker orders that the doors to the Chamber be locked, and directs that the Ayes proceed to the right side of the Chamber, and that the Noes proceed to the left. Members then take seats on the appropriate side of the Chamber, rather than entering a lobby, and then the Speaker appoints tellers for each side, unless fewer than five Members are seated on one side, in which case the Speaker calls off the division and declares the result for the side with the greater number of Members. If the division is still on, the tellers count and record the names of the Members.

Before this the bill had been approved by the union cabinet on 10 July 2019. The bill was passed by a voice vote in the Lok Sabha on 5 August 2019, amidst commotion in the house following the revocation of the state of Jammu and Kashmir's special status by the Parliament on the same day. The bill was introduced in the Rajya Sabha by Thawarchand Gehlot on 20 November 2019, upon which it was passed without any amendments on 26 November 2019 following a motion to refer it to a select committee that failed by 77 noes against 55 ayes. The bill received presidential assent on 5 December 2019, following which the Ministry of Law and Justice published it in the Gazette of India as Act No. 40 of 2019.

The act was an unofficial brokerage which allowed the US to deal with external threats to Taiwan and to sell arms for the purpose of defense building. In 1979, the “Three Noes”: no contact, no compromise, no negotiation, with the PROC was adopted in response to the ROC's “Three Links” and maintained by president Kuo. However, the hijacking of a Chinese Airline Cargo Plane on May 3, 1986, combined with domestic pressure by citizens demanding to reach the mainland, undid the policy. In 1987, an Open Door policy allowed the ROC Red Cross to issue permits for people from Taiwan to travel to their relatives in the mainland, prompting the start of ongoing civilian exchanges between the ROC and the PRC. The compromise of “Chinese Taipei” at the 1984 Summer Olympics is a significant example of concessions made during Chiang Ching- kuo's administration.

Cirripectes heemstraorum, the yellowtail blenny, is a species of combtooth blenny from the family Blenniidae. It is found in the Indian Ocean where it is known from three South African specimens and an Indonesian specimen. It is distinguished from its congeners by the nape having an extensive black flap on both sides of its neck; 10-13 cirri which are found between the neck flaps; an entire dorsal fin; 5-6 cirri above the eye, 6-8 cirri on the noes; the males have small dark spots on their body towards the tail which merge to form short black stripes on caudal peduncle, in life the females have a brilliant yellow caudal fin while in the males only the outer half of the tail is bright yellow. The specific name honours the South African ichthyologists Phillip C. Heemstra and Elaine Heemstra both of the South African Institute for Aquatic Biodiversity.

In 2011, Chu voted against the Budget Control Act of 2011, which incrementally raised the debt ceiling. ;Defense of Civil Liberties Chu opposed the "See Something, Say Something Act of 2011," which provides "immunity for reports of suspected terrorist activity or suspicious behavior and response." She said, "if a person contacts law enforcement about something based solely on someone's race, religion, ethnicity, or national origin, they would not receive immunity from civil lawsuits." On July 24, 2013, the United States House of Representatives voted on Amendment 100 to the H.R. 2397 Department of Defense Appropriations Act of 2014 which, if passed, would have ended the authority for the blanket collection of records under the Patriot Act. Commenting on the appointment she said "As a result of this Government's policies, owning a home is an unattainable dream for so many youngsters, and for countless people even having somewhere stable and affordable to call home is impossible". She supported Owen Smith in the failed attempt to replace Jeremy Corbyn in the 2016 Labour Party (UK) leadership election. Cadbury was ousted as Shadow Housing Minister on 29 June 2017 for contravening a whipped vote on an amendment to the Queen's speech calling for the UK to remain in the European Single Market: whilst the Labour position was to abstain, she voted to support the motion. Cadbury voted in the unsuccessful no ('Noes') lobby in a key House of Commons division of 25 June 2018 as to the National Policy Statement: Airports which laid out government support for a third runway, and was among 28 of the 46 London Labour MPs opposing the runway.

Furthermore, the current Constitution explicitly states before the amendments implemented on Taiwan, "To meet the requisites of the nation prior to national unification...", in direct opposition to the pan-green position that Taiwan must remain separated from the mainland. In response, the pan-blue coalition dropped its opposition to non-constitutional referendums and offered to consider through going constitutional reforms. The proposal to implement an entirely new constitution met with strong opposition from the People's Republic of China and great unease from the United States, both of which feared the proposal to rewrite the constitution to be a veiled effort to achieve Taiwan independence, as it would sever a legal link to mainland China, and to circumvent Chen's original Four Noes and One Without pledge. In December 2003, the United States announced its opposition to any referendum that would tend to move Taiwan toward formal "independence", a statement that was widely seen as being directed at Chen's constitutional proposals.

Chen used this phrase in an August 3, 2002, telecast to the annual conference of the World Federation of Taiwanese Associations meeting in Tokyo when he stated that it needs to be clear that "with Taiwan and China on each side of the Taiwan Strait, each side is a country." (Táiwān búshi biéren de yībùfèn; búshi biéren de dìfāng zhèngfǔ, biéren de yī shěng) His statements were made in Taiwanese Minnan as opposed to Mandarin and drew a barrage of criticism from the mainland Chinese press, which had previously shied away from the type of attacks it gave to Lee Teng-hui, who promoted a similar "special state-to- state relations". The United States also expressed serious concerns over this concept, as the U.S. felt that this concept appeared to have departed from Chen's earlier pledge of "Four Noes and One Without".Taiwanese Leader Condemns Beijing, 'One China' Policy "State-to-state relations" had originally been translated in English as “country-to-country relations” but the Mainland Affairs Council got the translation changed to the less provocative option.

"Creative Tension" won a 1995 Easter Seals Equality, Dignity and Independence Award for enhancing the image of people with disabilities, as did Fried's Philadelphia story the same month, "The Incredible Shrinking Institute", about the rise and fall of the nation's first psychiatric institution (and the birthplace of the American Psychiatric Association). In 1999, his final year as a writer at Philadelphia magazine, he received the National Headliner Award for Feature Writing on a Variety of Subjects for his investigation of the Noes as well as "Family Business" (September 1998), the first in-depth story about the family that had built – and was in the process of slowly destroying – the Rite Aid drugstore chain. While Fried was editor-in-chief at Philadelphia, the magazine was a National Magazine Award finalist for Feature Writing and Profiles in 2000. The same year, it won the Clarion Award for Best Magazine in Philadelphias circulation category as well as the award for Most Improved Magazine, and Philadelphia earned gold medals from the City and Regional Magazine Association for General Excellence and Excellence in Writing.

On 6 August, Premier Jiang Yi-huah and Economic Affairs Minister Chang Chia-juch came under fire and were asked to step down by demonstrators after Jiang's "Three Noes" remarks on 4 August stating that there were no need for a special provision bill, financial assistance through special budget allocation, and a dedicated agency to administer post disaster relief and reconstruction for Kaohsiung. Also on the same day, residents and DPP councilors of Kaohsiung City Council went to Taiwan Kaohsiung District Court to protest against LCY in an attempt to prevent the company from avoiding compensation payments over the gas blasts. Mayor Chen said that Kaohsiung City Government had frozen firm assets and properties worth around NT$1.9 billion as a precautionary measure. On 7 August, in order to take the responsibility for the blast, Kaohsiung City Deputy Mayor Wu Hong-mo, Water Resources Bureau Director Lee Hsien-yi, Public Works Bureau Director Chen Tsun-yung and Kaohsiung Mass Rapid Transit Bureau Director Chen Tsun-yung tendered their resignation, a move which Mayor Chen praised and that she approved and stated that the resignation would take effect after the relief works ended.

The previous administration led by President Chen Shui-bian, who was in power from 2000 to 2008, was keen to establish direct links under his "four noes and one without" pledge. China reacted with caution however, and was eventually infuriated when Chen spoke of "Taiwan and China on each side of the Taiwan Strait, each side is a country", and the Taiwanese administration believed establishment of the links would not be possible. However, China eventually shifted its position when it realised that the three links may be an opportunity to hold on to Taiwan, with its Minister of Transport and former Minister of Foreign Affairs Qian Qichen declaring that the "one China" principle would no longer be necessary during talks to establish the links, which would be labelled merely as "special cross-strait flights" and not "international" nor "domestic" flights.. In 2004, Beijing announced a cross-strait controlled-access highway project linking Beijing to Taipei connecting the two sides of the Taiwan Straits together. However, due to the potential technical difficulties, some people in Taipei consider this move as political propaganda.. The Three Links are mentioned in the Anti-Secession Law of the People's Republic of China.
