She and African-American women recognized the need for adequate day care for working women, joining forces in their efforts. She served as an advisor for the federal anti-poverty programs, and as the head of the East Harlem Multiservice Center Committee, lobbied the government of New York City to consolidate available services in a central location to facilitate the ease of coordination for those in need. From 1982, she turned her attention to working for the rights of elders and specifically those from minority communities with limited income. She served on the Action Council for Elderly Persons of the Puerto Rican and Hispanic Council, the East Harlem Interagency Council, the New York Advisory Committee to the Older Americans Act, the New York City Committee of the Department of Aging, and did volunteer work at the Gaylord White Senior Citizen Center.

Pseudowires (PW) enable providers to roll out a full complement of both emerging and legacy services from their IP and MPLS networks. PW technology is a hot topic because it furnishes greater operational efficiency while simultaneously enabling a smooth migration strategy to a single converged network, without stranding any revenue streams from legacy services. The term ‘pseudowire’ comes from the IETF's Pseudowire Emulation Edge-to-Edge (PWE3) working group, which is chartered to define a mechanism that emulate the essential attributes of services such as ATM, Frame Relay, Ethernet or Circuit Emulation over a Packet Switched Network (PSN). The goals of PWE3 are similar in many ways to what we have known for over a decade as ‘multiservice.’ The difference is that Ethernet, IP and MPLS have replaced ATM as the fundamental switching and transport technology.

During the nine months that it took to renovate and open the Beyond Shelter multiservice centers, Agnos allowed homeless individuals to camp in the park in front of City Hall, saying that the alternative was to drive them into neighborhoods and that, as long as they were in front of City Hall, city leaders would be confronted daily with the urgency of the crisis. Critics dubbed the result "Camp Agnos" and called on him to use police force to remove them, which Agnos refused to do. Agnos remained committed to a program of expanding affordable, low-cost housing in San Francisco. The city increased funding to repair and rehabilitate public housing by 300 percent, changing the vacancy rate from ten percent to one percent. He increased other affordable housing production from 342 units when he took office to 2,240 units, winning San Francisco's first national recognition from the U.S. Department of Housing and Urban Development for Excellence in Rental Rehabilitation and a Special Achievement Award.

In the late 1960s, following the early microwave HALE (High Altitude Long Endurance) vehicle studies, the US Air Force worked with LTV Electrosystems (later E-Systems) under the Compass Dwell program to build an unmanned aerial vehicle (UAV) using much more conventional turboprop propulsion. At least part of the motivation or inspiration for this effort was derived from the Igloo White program, which was a multiservice attempt to cut the flow of supplies from North Vietnam to South Vietnam through the network of paths and roads running through Cambodia and Laos known as the "Ho Chi Minh Trail". Igloo White involved seeding the region with thousands of seismic and acoustic sensors, most of them air-dropped, which would pick up indications of traffic along the trail and report them back to a central command center in Thailand, which would dispatch air strikes in response. The sensors were battery-operated and had limited range, so airborne radio relay aircraft orbited above the battle area to pick up the signals and pass them on to the command center.
