The Paignton Festival (formerly known as the "Torbay Carnival") is over 100 years old and is held annually in late July. There are two movie theatres; the art-house cinema run by the CKiS, and the multiscreen cinema Novekino network. A number of artistic groups operate in the city, including the dance companies LUZ and Caro Dance, the Choir of the City of Siedlce, and the ES Theatre. The city also has an art gallery located at the University. A painting by El Greco, "The Ecstasy of St. Francis", is preserved there.

The town covers areas previously in the parishes of Easthampstead, Warfield, Binfield and Winkfield. The town's centre lies just north of the railway station with completely pedestrianised and much undercover shopping around Princess Square, Charles Square and the Broadway. There are 'out-of-town' shops, a multiscreen cinema and ten pin bowling complex at the Peel Centre. Just to the west are the Western and Southern industrial estates, either side of the railway line.

The theatre building in 2007, after its conversion to a cinema The Festival Theatre was a theatre in Paignton, Devon, England. Opened in 1967, the Festival Theatre was a seafront theatre located on the Paignton Esplanade, capable of staging large summer shows. It was in direct competition with the Princess and Pavilion theatres in Torquay. The theatre closed at the end of 1998, and the building re-opened in October 1999 as a multiscreen cinema, known as the Apollo.

Shaw Organisation later revealed plans to acquire the land of nearby Capitol Shopping Centre and to demolish Capitol Theatre and Shaws Building and redevelop the site into a shopping complex and a multiscreen cinema with commercial and residential apartments. However, under the Control of Rent Act 1953 of Singapore penal code, the Shaw Organisation had to provide compensation to its current tenants which proved a challenge to them. In February 1984, the Singapore Government gazetted the two buildings for redevelopment and later acquired the buildings from Shaw in 1987, for which the Shaw Organisation became the leasee for the use of the theatre and the building.

There are two high, or secondary schools, Winifred Holtby Academy and Kingswood Academy, within the environs of Bransholme, these are fed by a number of primary schools. There are two major retail centres available within the area. These are North Point Shopping Centre, formerly and still locally known as Bransholme Centre, a location where a number of smaller shops can be found as well as a covered market, and Kingswood Retail Park, which is the site of a number of large major stores as well as an entertainment area including a multiscreen cinema, bowling alley and restaurants. At the 2011 census Bransholme was made up of the Bransholme East and West Wards and the combined population was 18,533.

However, under the Control of Rent Act 1953 in Singapore law, the Shaw Organisation had to provide compensation to its current tenants which proved a challenge to them. In August 1983, the Shaws Building and Capitol Theatre were gazetted for preservation by the Urban Redevelopment Authority (URA) and later acquired them in 1984 with Shaw Organisation served as the lessee so that both of the buildings would be preserved as part of a future development. The Shaws Building underwent renovations in 1989 and was relaunched on 30 April 1992 as the Capitol Building.
