Optigon Interactive launched a beta of the "Total Entertainment Network" in 1994. The T.E. Network, Inc, which became Pogo.com was created in 1995 from the merger of two predecessor companies, Optigon Interactive (founded by Daniel Goldman and Janice Linden-Reed) and Outland (founded by Dave King, Bill Lipa, and Alex Beltramo), in conjunction with investment from Kleiner Perkins Caufield & Byers led by partner Vinod Khosla. Higson made many appearances in minor roles, while Williams and Whitehouse had recurring roles (with Vic and Bob) in The Smell of Reeves and Mortimer, parodying the members of rock group Slade in the "Slade in Residence" and "Slade on Holiday" sketches. Inspired by a press preview tape of Enfield's show, compiled by producer friend Geoffrey Perkins and consisting of fast-cut highlights of Enfield's sketches, the pair began stockpiling material and developing the idea of a rapid-fire 'MTV generation'-format based on quick cuts and soundbites/catchphrases. After unsuccessfully trying to sell the series to ITV through an independent production company, Higson and Whitehouse approached the new controller of BBC2, Michael Jackson.

Another similar comic series that preceded Gen¹³ is the Valiant Comics title Harbinger, written by Valiant mastermind Jim Shooter. In the Harbinger series, a group of teenage superhumans rebel against the largest and most powerful organization of superhumans. The premise of the series resembles Gen¹³ in both the age and temperament of the main characters, with villain Toyo Harada's Harbinger Institute taking the place of WildStorm's I.O. Gen¹³ also highly embraced the MTV Generation and built its sense of style on what was the contemporary fashion at the time, including the name Grunge (which was a quickly dated reference), references to popular bands such as Soundgarden, and a youthful drama inspired by MTV’s The Real World. Not coincidentally, Gen¹³s editor was Sarah Becker, a cast member on The Real World: Miami.
