Each list's unused votes are divided by the threshold to calculate how many seats the list receives from the second allocation. On October 26, 2006, the New York City Council approved a massive redevelopment plan for the site. It will be transformed into a new community with 350 housing units, restaurants, parks, a recreation center and farmers' market. Later, Eve explains to the group that Gunn agreed to let the firm “enhance” him with legal knowledge (and Gilbert and Sullivan for elocution). Angel wonders how Gunn knows for sure that nothing else was done; he said that he was in the White Room and is sure. Eve tells the group that they needed a lawyer, and Gunn had “the most unused potential” - and he just saved the day without using violence.
