Historian W.H. "Old Hutch" Hutchinson identified five events as the most seminal in Chico history. They included the arrival of John Bidwell in 1850, the arrival of the California and Oregon Railroad in 1870, the establishment in 1887 of the Northern Branch of the State Normal School, which later became California State University, Chico (Chico State), the purchase of the Sierra Lumber Company by the Diamond Match Company in 1900, and the development of the Army Air Base, which is now the Chico Municipal Airport.Chico: A 20th century Pictoral History (1995) Several other significant events have unfolded in Chico more recently. These include the construction and relocation of Route 99E through town in the early 1960s, the founding of Sierra Nevada Brewing Company in 1979—what would become one of the top breweries in the nation"Brewers Association Releases Top 50 Breweries of 2016".

His most seminal research accomplishments include the direct visualization in living cells of the recruitment of factors involved in gene expression to active genes; the development of a biochemical fractionation approach to purify a sub-nuclear domain (nuclear speckles) and characterize its protein constituents; the development of a live cell imaging system to visualize a stably integrated genetic locus and follow in real-time its mRNA and protein products; the elucidation of a rapid-response mechanism of regulating gene expression through RNA nuclear retention; identification of a mechanism by which a single genetic locus can produce a long nuclear retained non-coding RNA and a small cytoplasmic tRNA-like transcript, the identification and characterization of a long nuclear retained non-coding RNA that is involved in organizing a sub- nuclear organelle (paraspeckles), and determining that knockout or knockdown of the lncRNA Malat1 results in the differentiation of mammary tumors and a significant reduction in metastasis. In addition, Spector has co-edited numerous microscopy techniques manuals (i.e. Basic Methods in Microscopy, Live Cell Imaging: A Laboratory Manual), and a treatise of The Nucleus, that are used in laboratories throughout the world.

The Minority Report to the Commission was among the most famous of the Webbs' outputs. (Sidney Webb was not a member of the Commission, but the Minority Report was a co-production). Beatrice Webb wrote that its purpose was "to secure a national minimum of civilised life ... open to all alike, of both sexes and all classes, by which we meant sufficient nourishment and training when young, a living wage when able-bodied, treatment when sick, and modest but secure livelihood when disabled or aged". Historian Jose Harris,Profile from St Catherine's College Oxford of the Emeritus Professor of Modern History } the biographer of William Beveridge, has written that "in historical accounts of modern social policy, the Royal Commission - and in particular its famous Minority Report - has often been closely twinned with the Beveridge Plan of 1942 as one of the two most seminal public enquiries into the working of British social policy over the last hundred years",Jose Harris, The Webbs and Beveridge, in 'From Workhouse to Welfare' (Fabian Society, 2009) noting that the Minority Report has often been cited as one of the first descriptions of a modern welfare state.
