3 Other factions opposed these ideas, especially carrier construction, not so much on the grounds of military usefulness, but rather on cost and practicality. More than anything else, Italy's limited industrial capacity, inadequate shipyard space and lack of financial capital prevented her from building the kind of well-balanced fleet envisioned by her naval theorists. Priority went to those ships deemed most necessary in a future conflict. Since France was considered Italy's most likely foe in another European war, keeping parity with her navy became a paramount concern.

The nearby level grade crossing at Broadway Avenue is planned to be grade- separated, with construction projected to start as early as 2025 if funding can be identified. The at-grade crossing has been identified as the second- most necessary grade separation among 10,000 at-grade crossings in California because it handles 70,000 vehicles per day, and city officials state it is the site of the worst traffic congestion in Burlingame. Grade separation is projected to cost $250 million.

The Complete Book of the Medical Art (, Kāmil al-ṣināʻa al-ṭibbīya) also known as The Royal Book (, Al-Kitāb al-Malakī) was written by Iranian physician, 'Ali ibn al-'Abbas al-Majusi during the 10th century. He dedicated the book to king 'Adud al-Dawla, whom he was serving at the time. This book was considered one of the most necessary texts for medical students of that era, and the importance of his book was mentioned several times in views of different medicine historians, such as Lucien Leclerc and Arturo Castiglioni. The Bjarkey laws (Old Swedish: biærköa rætter, Old Icelandic: bjarkeyjar- rettr, Norwegian: bjarkøretten, Danish: bjærkeret, birkeret) were the laws and privileges of medieval Scandinavian merchant towns (birks). In Norway, the Bjarkey laws concerned all the merchant towns and also every location with trade, such as fishing villages and market locations. There are two versions, an early and a late Bjarkey law, of which the early one only remains as fragments and concerned the merchant town of Nidaros. The later Bjarkey law was created primarily for the merchant town of Bergen and only the most necessary amendments were made for other merchant towns.

In full agreement with the materialist views of Cabanis, de Tracy pushed the sensualist principles of Condillac to their most necessary consequences. Believing that churches are the only non-utilitarian buildings in modern society and a most necessary place of spiritual rest, he initiated the building of over 100 new churches for service and contemplation. Beliefs that appear to be examples of prejudice may be useful and important, he wrote: "our most necessary beliefs may be both unjustified and unjustifiable, from our own perspective, and the attempt to justify them will merely lead to their loss." By profession an amateur photographer, he helped a Jew, Eliezer Thum, who owned a photography business in German-occupied Poland and who survived with his family during the German rule thanks to Kurt Reinhard. A TIN used to represent terrain is often called a digital elevation model (DEM), which can be further used to produce digital surface models (DSM) or digital terrain models (DTM). Minor Y axis motion can be corrected similarly by aligning the scanlines in a different sequence and cropping the excess at the top and bottom. On 4 August 1883, with approximately 200 houses completed, Noel Park was formally opened. It was introduced to Europe in the 1700s and has naturalized throughout most of western and central Europe. Across western and central Europe, the northern red oak has become the fourth-most significant invasive species, colonizing several regions across Belgium, Poland, Lithuania, Ukraine, Russia (European part, the Urals, Western Siberia). The northern red oak is primarily found on the edges of woodland reserves in Europe, where light availability, tannin concentration, and animal dispersal are the most necessary component for the species' longevity and survival. The high influx of the species in Europe is primarily based on its economic productivity as a fast-growing source of timber; however, it has been linked to lower percentages of trace elements and minerals found in the surrounding soil and reduced richness among native oak species such as Quercus robur.

Wulfsige was a contemporary of King Alfred the Great, who had undertaken an effort of educational reform in his realm, personally translating into English what he considered the works “most necessary for all men to know.” When Alfred translated the Pastorale of Pope Gregory the Great, he sent a copy to each of his bishops, including Wulfsige, and added a prefatory letter explaining his educational aims and requesting the bishops to educate young men so that they could read these great works, originally composed in Latin. The copy sent to Wulfsige, which includes his name in the preface, survives as MS Ii.2.4 at Cambridge University Library. It is one of only five which are extant today and was the original from which copies were made in the eleventh century.

He died in 1944 in Beijing. Professor Yakov Brandt, being the director of the Russian School of Chinese Language and Deputy Rector of the Harbin Law Institute, was the author of books such as «Почин. Опыт учебной хрестоматии для преподавания русскаго языка в начальных китайских школах». («Initiative. The experience of a textbook for teaching Russian language in primary Chinese schools.» 1906, 1910 - 1911), «Русско-Китайский Переводчик: сборник наиболее необходимых слов, выражений и фраз, преимущественно военного характера, с указанием китайских знаков и их произношения» («Russian-Chinese Translator: a collection of the most necessary words, expressions and phrases, mainly of a military nature, with an indication of Chinese characters and their pronunciation», 1906) and «Самоучитель китайского письменного языка» («Tutorial Chinese written language», 1914), considered in 20 years of 20th century as the best Russian Chinese educational materials.

However, it was not until 1862 that the name nihilism was first popularized, when Ivan Turgenev in his celebrated novel Fathers and Sons used the term to describe the disillusionment of the younger generation towards both the progressives and traditionalists that came before them, as well as its manifestation in the view that negation and value- destruction were most necessary to the present conditions. The movement very soon adopted the name, despite the novel's initial harsh reception among both the conservatives and younger generation. The Germans sought to win Dangić over to collaboration in order to strengthen anti-Partisan operations in the region, where Dangić's Chetniks reportedly numbered about 10,000 men, but at this time neither Dangić nor any of Mihailović's other commanders had any arrangement with the Germans. On 9 November 1941, Mihailović ordered Dangić to attack Partisan forces in the Serbian town of Užice and to retain only his "most necessary units" in Bosnia. His order claimed that the Partisans were led by the Ustaše and were pursuing a "fratricidal war" amongst Serbs to "prevent the Chetniks from taking their revenge against the Croats." However, Dangić failed to carry out the attack, likely because he considered the strengthening of Chetniks in eastern Bosnia a greater priority and because Partisans in Užice had previously provided Chetniks in Srebrenica with arms and munitions from the local weapons factory.
