This portion of the river is the most navigable and shipping is its primary use. The Army Corps of Engineers maintains shipping channels at least deep and wide. The smokestack at the piano factory collapsed during the Southern Great Lakes Derecho of 1998. In August 2006, Eagle-Ottawa Leather Co., which developed from the 1838 Sheldon Tannery, announced it would close its local operations that year. Given the importance of shipping and water trade to the city, the Grand Haven Lighthouses were built in 1839 on the south pier, to mark the most navigable channel into the river. The current lighthouses, painted red, were built in 1875 (outer light) and 1905 (inner).

They are evidence of a glorious past that brought with it an economic boom to the city. The company “Cementos Pacasmayo SA” (Pacasmayo Concrete Inc.), which began in 1959, quickly became the new axis upon which the economy of the city developed. Its presence promoted the development of many economic services such as businesses that transport heavy loads, banks, and commercial stores. All depended on this central industry. Since the end of the 20th century, the breakwater area, El Faro (The Lighthouse), dominated as the “largest, most navigable wave in the world” and has gained popularity among water-sport fans.

Regular maintenance dredging is crucial to most navigable waterways, harbors, and ports. Each year, several hundred feet of sand, gravel, and silt must be removed from waterways and harbors to maintain navigability—enough for a four-lane highway four feet deep stretching between New York City and Los Angeles, California, according to the U.S. Army Corps of Engineers. AAPA also supports the U.S. Department of Transportation's National Freight Policy framework, which focuses on increasing public and private investment in freight infrastructure through tax incentives. It also seeks to improve public and private collaboration on freight-related issues by increasing public-sector awareness about trends in private-sector freight operations and investment.

They were guided by four principles: first, that the boundary would not divide islands; that the boundary would follow the most navigable channel; where several navigable channels existed, the boundary would go through the one with the largest body of water; and in cases where there were several channels, the boundary would be drawn to ensure that good navigation would be left to both parties. The commissioners also kept an informal process to apportion islands equally between the two countries. In their final report, the commissioners agreed to grant St. Joseph Island and Cockburn Island to Canada and Drummond Island between them to the United States. Importantly, they also placed the border along the western shore of St. Joseph between it and St. Tammany (today Neebish) Island.

In 2006, several U.S. Coast Guard boats ran aground in the Missouri River because the navigation channel had been severely silted. The USACE was blamed for failing to maintain the channel to the minimum depth. However, shipping traffic has since been far lower than expected – shipments of commodities including produce, manufactured items, lumber, and oil averaged only 683,000 tons (616,000 t) per year from 1994 to 2006.
