In the Sunday comics series through the following year, the Woggle-Bug is depicted as leading his companions out of trouble, displaying his wisdom, and also doing random acts of kindness for the poor citizens of America. The Woggle-Bug, like many of Baum's characters, contains many contradictions. He is polite, kind, and courtly while also at times being conceited and uncaring. When he next appears in Dorothy and the Wizard in Oz as the prosecutor in Ozma's court, Baum seemingly decided to portray him as more pompous and arrogant, and decidedly unlikeable.

The whoopee cushion has reportedly been used since ancient times. Roman boy-emperor Elagabalus, for example, was said to enjoy practical jokes at his dinner parties and would often place whoopee cushions under the chairs of his more pompous guests. Similarly, the 10th-century Aghlabid emir of Ifriqiya, Ziyadat Allah III, is said to have enjoyed hiding inflated animal bladders under the cushions of his palace for unsuspecting guests to sit on. The modern rubber version was invented in the 1920s by the JEM Rubber Co. of Toronto, Ontario, Canada, by employees who were experimenting with scrap sheets of rubber.

The project of forming such a society was first broached in connexion with the bicentennial celebration of the battle of Lützen on November 6, 1632. In early drafts of the character, he had the body similar to a pear, but to make him appear more arrogant, the animator increased the force of gravity on his chest so that he seemed more pompous and physically threatening. Chris Buck served as the supervising animator for Percy, Wiggins, and Grandmother Willow. The balance of power within the Winnipeg Bandido chapter had shifted from Sandham, whose tough guy act had been exposed as mere braggadocio, to Mushey, who remained calm and collected, saying he had often done this sort of thing before.
