Designed by Cesare Frescot, the Class 650 was designed in light of the forthcoming opening (in 1889) of the new relief Giovi railway, which supplemented the old line opened in the 1850s and was less steep (1.6% maximum instead of 3.5%). Previous fast locomotives were of the 4-4-0 arrangement; Frescot decided to add one more driving axle to ensure that the locomotive would be able to pull the increased loads without exceeding the axle load limits. He also discarded the Belpaire firebox, common in SFAI locomotive practice, for a round-top firebox, which would be a mainstay of Italian locomotive practice. The first locomotives had a working boiler pressure of , while subsequent locomotives enjoyed a greater pressure of ; three locomotives were also fitted a longer boiler with a combustion chamber.
The distances between venues had not been properly considered when the performances were scheduled. Instead of systematically circling around the Midwest through a series of venues in close proximity to one another, the tour erratically meandered back and forth across the region, with distances between some tour stops exceeding . Most of the Interstate Highway System had not yet been built, so the routes between tour stops required far more driving time on narrow two-lane rural highways than they would today. General Artists Corporation, the organization that booked the tour, later received considerable criticism for their seemingly total disregard for the conditions they forced the touring musicians to endure: The entire company of musicians traveled together in one bus, although the buses used for the tour were wholly inadequate, breaking down and being replaced frequently.
During the season, fellow Brazilian and former dual-World Champion Emerson Fittipaldi estimated that Piquet could not commit more driving errors early in the season when he was judged as the best driver in the field. Piquet (and reportedly Honda) left Adelaide following the Australian Grand Prix fuming that Williams had not honoured their contract and had allowed Mansell to win races instead of ordering him to let the Brazilian by. Had Mansell let Piquet pass to take some extra wins, Piquet could have easily won the championship, instead of the two of them being beaten by Prost in what was an inferior car (though Prost did manage 11 podium finishes, including 4 wins). Ironically, in this season Piquet won more races (a total of four) than he would in any of his championship-winning campaigns.
