Emperor Yuan feared him, and therefore began to group men around him who were against Wang Dun as well, such as Liu Huai () and Diao Xie () -- men of mixed reputation who, in their efforts to suppress the Wangs' power offended many other people. In 321, Emperor Yuan commissioned Dai Yuan () and Liu with substantial forces, claiming that they were to defend against Later Zhao attacks, but instead was intending to have them defend against a potential Wang Dun attack. (The general who had a charge of protecting Later Zhao attacks actually remain held by Zu Ti (by this time, he was a governor of Yu Province under Jin).

Subsequently, Liu Shouguang, hearing of Later Liang's defeat, was considering claiming imperial title himself. He sent messengers to Wang Rong and Wang Chuzhi, suggesting that they should honor him as Shangfu (尚父, meaning "imperial father," a highly honorary title that was rarely bestowed and only on highly honored senior officials). When Wang Rong informed this to Li Cunxu, Li Cunxu, pursuant to suggestions that his generals made that making Liu more arrogant would cause him to push himself into doom, signed a joint declaration with Wang Rong, Wang Chuzhi, as well as three other military governors under Li Cunxu (Li Cunxu's cousin Li Sizhao, Zhou Dewei, and Song Yao () honoring Liu as Shangfu. Faced with this, the Later Liang emperor tried to keep Liu at least nominally a vassal by offering him the title of Caifangshi ().

When the imperial government initially received reports of conflict between Dong and Meng, it hoped to take advantage of the situation, but after Meng quickly defeated Dong, An Chonghui's successor as chief of staff, Fan Yanguang, pointed out to Emperor Mingzong that even though Meng controlled the region, he still needed imperial sanction because his soldiers were largely from the Central Plains. Emperor Mingzong, still outwardly treating Meng as an old friend, thus sent his attendant Li Cungui () — a son of Li Kening's and therefore a nephew of Meng's — to Chengdu, reassuring Meng of his family members' and friends' safety and urging him to return to the imperial fold. After Li Cungui reached Chengdu, Meng, taking the form of a subject, knelt and accepted the imperial edict. Thereafter, he became formally a vassal of Later Tang again, but was said to be even more arrogant toward the imperial government than before.

When Wang Rong informed Li of this, Li initially wanted to attack Liu right away, but the Jin generals believed that offering Liu the title would make him even more arrogant and more defeatable. Li thus signed a joint petition with Wang Rong, Wang Chuzhi, and three other governors under Li's command—Zhou Dewei the military governor of Zhenwu Circuit (振武, headquartered in modern Datong, Shanxi), Li Sizhao the military governor of Zhaoyi Circuit (昭義, headquartered in modern Changzhi, Shanxi), and Song Yao () the defender of Tiande Circuit (天德, headquartered in modern Hohhot, Inner Mongolia)—offering Liu the Shangfu title. Liu then submitted their petition to Emperor Taizu, stating to Emperor Taizu if Emperor Taizu made him the supreme commander of the circuits to the north, Li Cunxu and Wang Rong would fall into line. Emperor Taizu, while knowing that Liu was inflating himself, thereafter sent the emissaries Wang Tong () and Shi Yanqun () to bestow him the title of surveyor (采訪使, Caifangshi) of the circuits north of the Yellow River.
