Democracy emphasizes maximum freedom, so power is distributed evenly. It is also dominated by the desiring element, but in an undisciplined, unrestrained way. The populism of the democratic government leads to mob rule, fueled by fear of oligarchy, which a clever demagogue can exploit to take power and establish tyranny. In a tyrannical government, the city is enslaved to the tyrant, who uses his guards to remove the best social elements and individuals from the city to retain power (since they pose a threat), while leaving the worst.

In the early Middle Ages, people accused of heresy were judged by the local lord, many of whom lacked theological training. Madden claims that "The simple fact is that the medieval Inquisition saved uncounted thousands of innocent (and even not-so-innocent) people who would otherwise have been roasted by secular lords or mob rule" (emphasis in original). Madden argues that while medieval secular leaders were trying to safeguard their kingdoms, the Church was trying to save souls. The Inquisition provided a means for heretics to escape death and return to the community.

In the Système social (1773), the Politique naturelle (1773–1774) and the Morale universelle (1776) he attempted to describe a system of morality in place of the Christian one he had so fiercely attacked, but these later writings were not as popular or influential as his earlier work. D'Holbach was critical towards abuses of power in France and abroad. Contrary to the revolutionary spirit of the time however, he called for the educated classes to reform the corrupt system of government and warned against revolution, democracy, and mob rule.

According to Politico, "the seeds of the new slogan" can be traced to early October 2018, a moment when activists flooded into downtown Washington during the confirmation fight over Supreme Court nominee Brett Kavanaugh. It proposed that the Hungarian government would have been able to limit mob rule and said that the intervention of a foreign army was the major cause of tensions. The idea of the 'mob rule' can be described as a situation in which control is held by those outside the conventional or lawful realm. The British author of the Leveson Report on the ethics of the British press, Lord Justice Leveson, has drawn attention to the need to take action on protecting privacy on the internet. This movement is described by Lord Justice Leveson as a global megaphone for gossip: "There is not only a danger of trial by Twitter, but also of an unending punishment, and no prospect of rehabilitation, by Google".

Historians often comment on mob rule as a factor in the rise of Rome and its maintenance, as the city of Rome itself was large—between 100,000 and 250,000 citizens—while the aristocracy and even military was very small by comparison to the citizenry. Lapses in this control often led to loss of official power (and often enough, the lives of the officials)—most notably in the reign of Commodus when Cleander unwisely used the Praetorian Guard against a mob which had come to call for his head. As historian Edward Gibbon relates it: This followed a previous incident in which the legions of Britain had demanded and received the death of Perennis, the prior administrator. The mob thus realized that it had every chance of success.

48 Due to the escalating tension of the political scene, Yeats distanced himself from the core political activism in the midst of the Easter Rising, even holding back his poetry inspired by the events until 1920. In the 1930s Yeats was fascinated with the authoritarian, anti-democratic, nationalist movements of Europe, and he composed several marching songs for the Blueshirts, although they were never used. He was a fierce opponent of individualism and political liberalism and saw the fascist movements as a triumph of public order and the needs of the national collective over petty individualism. On the other hand, he was also an elitist who abhorred the idea of mob-rule, and saw democracy as a threat to good governance and public order.

Thus they included many Anglicans (Episcopalians) in the North East, many tenant farmers in New York and people of Dutch origin in New York and New Jersey, many of the German population of Pennsylvania, some Quakers, most of the Highland Scots in the South, and many Iroquois Indians.Middlekauff, Robert, The Glorious Cause: The American Revolution, 1763-1789, Oxford University Press, 1982, pp. 549-550 Many people with close business connections to Britain who lived in coastal towns remained loyal. Loyalists were most often people who were conservative by nature or in politics, valued order, were fearful of 'mob' rule, felt sentimental ties to the Mother Country, were loyal to the King, or concerned that an independent new nation would not be able to defend themselves.

In his book You Are Not a Gadget (2010), Lanier criticizes what he perceives as the hive mind of Web 2.0 (wisdom of the crowd) and describes the open source and open content expropriation of intellectual production as a form of "Digital Maoism". Lanier accuses Web 2.0 developments of devaluing progress and innovation, as well as glorifying the collective at the expense of the individual. He criticizes Wikipedia and Linux as examples of this problem; Wikipedia for what he sees as: its "mob rule" by anonymous editors, the weakness of its non-scientific content, and its bullying of experts. Lanier also argues that there are limitations to certain aspects of the open source and content movement in that they lack the ability to create anything truly new and innovative.

However, his relationship with Kansas was complicated. He lived in Connecticut and declined repeated suggestions that he move back to his home state; instead, he moved to Wisconsin when its University offered him in 1936 what no Kansas institution would: a position as artist-in-residence. He remained there until his death in 1946. While at Wisconsin he completed in 1942 a by mural on the Emancipation Proclamation, titled Freeing of the Slaves. It was originally intended, in 1936, for the new U.S. Department of Justice Building, but sketches were rejected by federal officials, who told Curry that they feared that “serious difficulties...might arise as a result of the racial implications of the subject matter.” Curry painted two other murals in that building, Movement of the Population Westward and Law versus Mob Rule.

Campbell 2010, p219-21 In a speech at Stalybridge (5 October 1952) Gaitskell alleged that "about one-sixth" of the constituency delegates "appeared to be Communist or Communist-inspired" and attacked "the stream of grossly misleading propaganda with poisonous innuendos and malicious attacks on Attlee, Morrison and the rest of us" published in Tribune. He claimed that Labour was threatened by "mob rule" got up by "frustrated journalists" (a number of Bevanites, including Michael Foot and Tom Driberg, were journalists). He received strong backing from the TGWU whose block vote was of immense importance at the Labour Conference and which was able to exert pressure on its sponsored MPs to toe the party line. Attlee then gave a speech at the newly built Royal Festival Hall demanding an end to groups within the party.

They alone can restore sanity and put the > country back on the road to progress in a civil and constitutional manner. The Police Service of Pakistan was unable to control the situation and the law and order situation began to worsen in the country, especially in the East where the serious uprising and riots were quelled in 1969. It became so serious that at one point, Home and Defence Minister Vice-Admiral Rahman told the journalists that the "country was under the mob rule and that police were not strong enough to tackle the situation." In the 1970 Pakistani general election, the AL won 98 percent of the allotted national and provincial assembly seats in East Pakistan, whereas in West Pakistan, the PPP swept the polls in the region's two largest provinces, Punjab and Sindh.

The judges, while recognizing the political nature of the event, pursued it on criminal ground in order to avoid any attempt at justification by the defense and the public at large. The police quickly became victims, and eventually a tragic casualty of the nationalist movement in popular opinion, even though they provoked the riot by their abusive behavior of local leaders. Gandhi’s cessation of the Non-Cooperation Movement and his statements claiming his own guilt in relation to the riot impressed many in his commitment to non-violence, but it could be argued from Amin’s testimony that by doing this, history was obfuscated. Amin shows that Gandhi’s fear of mob rule and escalating violence, which he experienced in his own visit to Chauri Chaura, demanded that a clear message be affected, even an over-reaction, simplification, or complete mischaracterization.

Thurmond was noted for joining Edward J. Gurney in questioning Cox "at length in an attempt to show that he was biased against" Nixon and his administration. Thurmond asked Cox if eleven members of his staff had worked for Presidents Kennedy and Johnson and was interrupted multiple times by James Eastland to allow for Cox to fully answer questions. In May 1974, the House Judiciary Committee opened impeachment hearings against President Nixon after the release of 1,200 pages of transcripts of White House conversations between him and his aides and the administration became engulfed in the scandal that would come to be known as Watergate. Thurmond, along with William L. Scott and James B. Allen agreed with Senator Carl T. Curtis on the equation of resignation with mob rule and the group declined defending Nixon's conduct.

In his next work, the injustice of the disgrace cast on a family by the crime of one of its members formed the theme of Les Dangers de l'opinion (1790). It is by his Ami des lois (1793) that Laya is best remembered. This energetic protest against mob rule, with its scarcely veiled characterizations of Robespierre as Nomophage and of Marat as Duricrne, was an act of the highest courage, for the play was produced at the Théâtre Français (temporarily Théâtre de la Nation) only nineteen days before the execution of Louis XVI. Ten days after its first production the piece was prohibited by the Commune, but the public demanded its representation; the mayor of Paris was compelled to appeal to the National Convention, and the piece was played while some 30,000 Parisians guarded the hall.

Sometimes contact with others in the Resistance led some operatives to adopt new political philosophies. Many gradually moved away from their antisemitic prejudices and their hatred of "démocrassouille", 'dirty democracy' (which many equated with mob rule), or simply away from their traditional grass-roots conservatism. Bénouville and Marie-Madeleine Fourcade became députés in the French parliament after the war; François Mitterrand moved towards the left, joined the Resistance and eventually became the first socialist president of the Fifth Republic, Henri Frenay evolved towards European socialism, and Daniel Cordier, whose family had supported Maurras for three generations, abandoned his views in favor of the ideology of the republican Jean Moulin. The historian Jean-Pierre Azéma coined the term vichysto-résistant to describe those who at first supported the Vichy regime (mostly based on the patriotic image of Pétain rather than the Révolution Nationale) but later joined the Resistance.

In contemporary usage, the term democracy refers to a government chosen by the people, whether it is direct or representative. Today the term republic usually refers to representative democracy with an elected head of state, such as a president, who serves for a limited term; in contrast to states with a hereditary monarch as a head of state, even if these states also are representative democracies, with an elected or appointed head of government such as a prime minister. The Founding Fathers of the United States rarely praised and often criticized democracy, which in their time tended to specifically mean direct democracy and which they equated with mob rule; James Madison argued that what distinguished a democracy from a republic was that the former became weaker as it got larger and suffered more violently from the effects of faction, whereas a republic could get stronger as it got larger and combatted faction by its very structure.See, e.g.

In response to the increased negative attention on the judiciary, the Hong Kong Bar Association and the Law Society of Hong Kong on 11 August issued a joint statement to "allay misgivings of the public" and to explain the court's approach, whilst deploring "any attempt to bring public pressure on a Judge or Magistrate to change his or her mind upon a review of sentence". Senior Counsel Martin Lee also spoke out against the protest, which he described as mob rule and detrimental to the rule of law. Lee said he would have handed down the same sentence as Yuen in light of the facts of the case. Public focus had been expected to remain on Yuen as he is also the judge handling the case of Christina Chan, the protester charged with assaulting a police officer during the 2010 Hong Kong new year march, although the chairman of the Hong Kong Police Officers' Association stated that the two cases were not comparable.

The Know-Nothings nominated one Silas H. Hill to succeed him as mayor; the city's Democrats, Republicans, and remaining Whigs banded together as the "Anti-Know-Nothing Party" and nominated Magruder. After one of the fiercest campaigns in the history of Washington, Magruder won the mayoral election by a mere 13 votes. Magruder's term as mayor was mostly marked by improvements to the city's infrastructure, in particular building an archway over a stream that then ran near L Street and frequently overflowed, damaging the city streets. He did, however, deal with the crisis of the June 1857 Election Riots, in which the Know-Nothings recruited a street gang from Baltimore, the Plug-Uglies, to come to Washington on its local Election Day and intimidate the voters at the polls; the Plug-Uglies turned away anti-Know-Nothing voters with rocks, guns, and knives, until some citizens brought weapons of their own and the violence grew into mob rule.

The reforms to Yugoslavia's electoral system in 2000 also saw the introduction of direct elections for the Chamber of Republics, and the SPS and JUL ran a joint list of candidates for this body in the September 2000 Yugoslavian general elections. The new government made various attempts to revoke Bojić's parliamentary immunity in 2001 and 2002 so that he could face criminal charges, although these efforts were ultimately unsuccessful.

Amin’s main argument is that the anti-police riot of 1922 was nationalist in nature, and that the national memory of it as criminal was constructed in the immediate aftermath of Gandhi’s reaction and the course of justice pursued by authorities after the initial retaliation. Amin’s extensive research into the riot (and his knowledge of the area) on a cultural, bottom-up level (as well as top-down) seeks to cement the connection between the local actors and the greater nationalist movement. Amin shows the nationalist movement to have deeply penetrated the area around the Chauri Chaura station, both with local organizing committees and propaganda, avoidance of foreign foods and clothing, but more visibly, the presence of many otiyars (volunteers, or nationalist members trained to oppose instability and mob rule) in the countryside begging for grain. Amin shows how Gandhi’s visit of a year earlier was extremely influential, and although misinterpreted in many cases, how his message was directly linked to the riot. Gandhi’s immediate reaction to the riot set in motion a chain of events that firmly cast the riot in non-political terms, and hence re-defined the nature of the riot itself.
