Unlike other meter maids, who issue parking tickets to motorists when they overstay, Gold Coast meter maids put money into parking meters which might otherwise expire, preventing vehicle owners from incurring a fine.

The Surfers Paradise meter maids were first instituted by entrepreneur Bernie Elsey in 1965, through the Surfers Paradise Progress Association, which was opposed to the introduction of parking meters by the Gold Coast City Council. The meter maids carried a gold bag of sixpences to top-up expired meters, thereby saving motorists from a £1 fine. The women left a card stating: "You have just been saved from a parking fine by the Surfers Paradise Meter Maids". The activities of the meter maids were controversial because feeding parking meters was illegal.

Eventually, as traffic police officers only rarely enforced parking meter regulation, the cities required meter maids to write parking tickets. By the 1970s, most large municipalities had meter maids, who, through the course of the 1980s and the 1990s, transformed into parking enforcement officers and were asked to enforce many more regulations than just those pertaining to meters. At the outset, the maids' uniform was a gold lamé bikini and a tiara. That has now evolved into a gold lycra bikini and an Akubra hat — a traditional Australian bush hat. Maids usually have a sash emblazoned with "Surfers Paradise Meter Maids" or the like, and white knee-length boots are sometimes worn. Advertising is carried on the uniform to provide income.

The council, however, decided to ignore the offence because the maids were providing such good publicity for the area. The first maid, Annette Welch, was disinherited by her grandmother for working in that way, but went on to marry the manager of a real estate firm in Surfers Paradise. Many women who worked as meter maids went on to have careers as models after the initial exposure.

Sir Andrew Bruce Small OStJ (11 December 1895 – 1 May 1980) was an Australian businessman and politician. In Melbourne, he developed Malvern Star bicycles into a household name in Australia, then retired to the Gold Coast, Queensland, where he developed property, and as Mayor of the Gold Coast, promoted the area to Australia and the world as a family friendly holiday destination through the bikini-clad meter maids in Surfers Paradise.

In a classic example of the mover and shaker tilting at the regulators, he introduced the Surfers Paradise Meter Maids, clad in gold bikinis and armed with sixpences employed to rescue motorists from expired parking meters. They became internationally famous and still operate, nearly fifty years later. Elsey also nudged regulators towards a relaxation of regulations that restricted his commercial activities. Although he did not drink or smoke, Elsey campaigned vigorously for relaxed liquor laws and ultimately succeeded.

Failure to regulate certain activities in their municipality then creates problems and generates complaints and public frustration. This commonly results in the relegation of this task to Bylaw Enforcement Officers. Because the field developed in such an unusual way, essentially to accommodate changes and professionalization of policing, municipal employees of this class began taking on tasks historically performed by police officers, but without any policing powers or protections under the law. Meter maids initially serviced parking meters, which had been a fairly new phenomenon in North American cities of the 1950s.

There has been persistent criticism that the scantily-clad meter maids are an anachronism and an embarrassment. In the early 2000s, some local business owners recruited 10 women as "tourism ambassadors" — dressed in khaki shirts and shorts, and sensible shoes — to patrol the beach-front, distributing surf safety advice and free sunscreen. In 2010, Gold Coast Tourism revealed plans to have the maids travel around Australia to promote the Gold Coast, but in much less revealing outfits. Roberta Aitchison was quoted as querying the idea, saying that the maids' distinctive swimsuits were integral to their image.

In 1946, the department hired its first African American officer (the official website states that four African American veterans were appointed in 1945) However, between that time and the 1970s-1980s, black officers were not allowed to do many of the things other officers could do, including arrests, driving vehicles or writing reports. The current chief, Greg Allen, is the department's first African American chief. The department started actively recruiting women in the 1940s, but none actually served as officers until 1974. However, during this time women actively served as "meter maids" or worked in the jail.

Like many politicians during this period, a time prior to the existence of conflict of interest laws, he saw no conflict between his duties as Mayor and his opportunities as a property developer. After a season of cyclonic storms which battered the Gold Coast in 1967, Small was instrumental in promoting this area as a family holiday destination through widespread appearances and promotions of the Surfers Paradise Meter Maids, established in 1965, to attract tourists back to the area.

In 1965, the World water skiing championships were held at the Surfers Paradise Ski Gardens, now known as Sea World. This was the first international event held on the coast. The hi-rise boom continued in earnest during the 1970s and by the time the Gold Coast Airport terminal opened in Coolangatta in 1981, the region had become Australia's most well-known family holiday destination and much of the vacant land within of the coast had been developed.

In 2014, Cantwell was one of three members of this "Free Keene Squad" who were featured in a mocking segment on The Colbert Report, which lampooned them as "brave patriots [who] are fighting back… against government overreach" by harassing "meter maids". Over time, Cantwell has focused less on anti-police and anti- government positions, saying "I have become convinced that our problems are a lot more racial than anything... the police are not my biggest problem right now." In March 2018, white supremacist and Internet troll Andrew Auernheimer, known online as weev, leaked a screenshot of an online conversation with Cantwell. In reply to a message from Auernheimer condemning other people for talking to police, Cantwell is shown saying "I talked to cops too, gonna talk to the feds soon most likely".
