Galland had learned the basic laws of flight and how everything worked on paper but he found they did not always work in reality and his inexperience caused a few accidents. One of his tutors, Georg Ismer, taught him various techniques and in 1929 the 17-year-old Galland passed his A certificate. This was one of three certificates he needed for his professional license. The student who scored highest in his or her exams province-wide would be awarded the Prince of Wales Scholarship; during the matriculation era, UTS students won thirteen Prince of Wales Scholarships. Although matriculation exams would eventually be abolished in the 1960s, UTS students had been calling for change since the late 1930s in the form of valedictory addresses and protests. Addresses in 1963 and 1966 targeted the tendency for matriculations to reduce "a tangible desire for knowledge", producing instead "a mind that cannot think for itself". John Venn, a fellow and later president of Caius College, Cambridge, began this huge project after completing a biographical register of members of his own college.Venn, John, The Biographical History of Gonville and Caius College,1349–1897, 1897 Part I of Alumni Cantabrigienses, in four volumes, covered those who matriculated at Cambridge up to 1751. Although publication was delayed by World War I, Venn lived to see the first two volumes of Part I published before his death in 1923. They were a collaboration between Venn and his son, J. A. Venn, fellow and (from 1932) president of Queens' College, Cambridge: Alumni Cantabrigienses was continued by J. A. Venn as "the work which occupied him for most of his life". With support from the syndics of Cambridge University Press, the younger Venn saw the two remaining volumes of Part I through the press, and (from 1940 to 1954) six volumes comprising Part II, covering 1752–1900 matriculations.

With respect to the access to higher education, the National Government has achieved an expansion in matriculations to the Institutes and Schools and in good part to the Experimental National Universities, in a joint work with the authorities and the established communities of these institutions. In addition, starting from the beginning of Chávez's presidential mandate in 1999, five new universities have been founded. These universities are: Experimental National University of Yaracuy (created by decree in the government of Rafael Caldera and opened under the Chávez presidency); Maritime University of the Caribbean; National Experimental University of the Armed Forces (UNEFA); Experimental National University of South of the Lake (that is, south of Lake Maracaibo) and the Bolivarian University of Venezuela. Also, four new University Institutes of Technology have been created; these are: the IUT of Bolívar State, the IUT of Apure State, the IUT of Barinas State and the IUT in la Fría Táchira State.
