Moulton told Vox in a statement that he supports a recent proposal by the advocacy group the Children's Defense Fund, which would expand the child tax credit and the child care tax credit and make them fully refundable, as well as making child care subsidies available to families making up to 219 percent of the poverty line.

Mr. Cuomo began the year by unveiling a pledge to cover the cost of tuition at state colleges for families making up to $125,000 a year, a plan that his administration estimated would cost $163 million a year by 2019 — a mere "rounding error" in the education budget, the governor said on Tuesday, but that experts have warned could ultimately cost far more.

The Affordable Care Act expanded the program to cover adults making up to 133 percent of the federal poverty line ($15,800 for one person, or $32,319 for a family of four), a change that helped drive down the rates of uninsured people in the US. Under the AHCA, the coverage expansion would stay in place until the end of 2019, but no newly eligible people could be added to Medicaid rolls after that.

The money will be used in three ways: $225 million will be loaned at below-market interest rates to developers building units for households making between $62,000 to $124,000 a year; $250 million will be used for market-rate loans to support the construction of affordable housing for people making up to 60 percent of the local median income, or about $48,150 for a two-person household; and the rest of the money, $25 million, will be donated to services for low-income and homeless people.
