Komer also made note of widespread rumors that a nationalist coup against Qasim could be imminent, and had the potential to "get Iraq back on [a] more neutral keel". In April 1962, the State Department issued new guidelines on Iraq that were intended to increase American influence there. Meanwhile, Kennedy instructed the CIA—under the direction of Archibald Bulloch Roosevelt Jr.—to begin making preparations for a military coup against Qasim. The anti-imperialist and anti-communist Iraqi Ba'ath Party overthrew and executed Qasim in a violent coup on February 8, 1963.

In late 1863, during the American Civil War, Union leadership was interested in sending an expedition to attack the Confederate state of Texas. Major General Nathaniel Banks began making preparations for an invasion of Texas via the Gulf of Mexico, but Major General Henry Halleck, Union general-in-chief, preferred an advance along the Red River. Lloyd George pressed for Mannheim to be bombed forthwith which Trenchard resisted, seeing it as a tokenistic attempt at revenge. However, on his return to France, Trenchard did begin making preparations for a strategic bombing campaign against the Germans and contrary to his advice two fighter squadrons were withdrawn from the Front and assigned to daylight patrolling duties over the English Channel.

Following the outbreak of the Uganda–Tanzania War, Ugandan rebels and exiles began making preparations for the establishment of a new government to follow Idi Amin's regime. After the Tanzania People's Defence Force (TPDF) had captured substantial territory, President Julius Nyerere of Tanzania ordered it to halt to give time for the Ugandan rebels to convene and reorganise. The Ugandan rebels made due preparations, primarily led by former president Milton Obote and leftist intellectual Dani Wadada Nabudere in their own respective circles. As the Tanzanians began organising a conference for the rebels and exiles, Nyerere was reconsidering Obote's role in the movement.

The Battle of Ruxu, also known as the Battle of Ruxukou, was fought between the warlords Sun Quan and Cao Cao in 217 in the late Eastern Han dynasty. Two years earlier, Sun Quan attempted to take control of Hefei fortress, but failed due to a sudden plague and the staunch resistance put up by Cao Cao's forces under Zhang Liao. Since then, Cao Cao had been making preparations for a counterattack on Sun Quan, and he personally led his navy to Ruxu to fight a decisive battle. This battle is not to be confused with another earlier battle that also took place at Ruxu in 213.

Daniel Gray is considered the founder of Montgomery, and bought land grants from the federal government, and had ownership of large tracts of land. The settlement was called "Graystown" for several years, but eventually Gray convinced other settlers to call the small village "Montgomery" after the New York county where he and several other settlers had origins. Daniel Gray founded many companies in Montgomery, including a tavern, store, warehouse, foundry, combine and fabrication shop, and one of the best stone grain mills in the county (Gray–Watkins Mill). Gray was making preparations for more business operations, including the establishment of a stationary engine factory, when he died in October 1855.

According to historical sources such as the Old Book of Tang, New Book of Tang and Zizhi Tongjian, Li Yuan, the founding emperor of the Tang dynasty, used a similar strategy in 618 CE in a battle against the Turks before he started his rebellion against the Sui dynasty. In early 618, Li Yuan was still a Sui general and his base was Jinyang (晉陽; present-day Taiyuan, Shanxi). When he heard rumours that Emperor Yang wanted to execute him, he started making preparations for a rebellion against the Sui dynasty to save himself. In May 618, the Turks allied with the warlord Liu Wuzhuo to attack the Sui dynasty in order to gain territory.
The Sixth Army was making preparations for an offensive against the corridor between the Don and Volga River in the direction of Stalingrad (Volgograd), while the 17th Army was pulled out of the front and assigned to the newly arrived headquarters of Army Group A under Field Marshal Wilhelm List. This army group was supposed to seize the Caucasus. That zone of the Don front which had previously been held by the 17th Army, was taken over by the Hungarian Second Army in the north, the Italian 8th Army in the centre, and the Romanian Third Army in the south. The three mentioned armies had weak long-range Radio Intercept units, whose efficiency varied.
The Right Wing, 16th Army Corps, commanded by Major-General Andrew J. Smith, advanced into north Mississippi from La Grange, Tennessee, on July 5 without much opposition in two columns until Pontotoc, was closely approached, when his advance was checked by Confederate Brigadier-General James R. Chalmers, Forrest meanwhile making preparations for battle near Okolona. Lee was also with the Confederate forces, and assumed general command. Three attempts to advance were checked by Forrest's men, on various roads, and on July 12 both columns turned off toward Tupelo. Lee then moved with the divisions of Chalmers and Brigadier-General A. Buford to attack Smith's flank, while Forrest with Mabry's Brigade, the escort, and his old regiment, assailed to the rear.
Meanwhile, in North Borneo, after operations to secure Labuan and Brunei had proved successful, a follow up landing was made around Weston, with a subsequent advance towards Beaufort, which was captured after heavy engagement resulted in over 100 Japanese killed. By mid-July, the main resistance around Balkipapan and the coastal areas had been overcome, and the defending Japanese had withdrawn into the hills further inland. Following the cessation of hostilities in August, the corps assumed responsibility for facilitating the Japanese surrender on Borneo and in making preparations for returning the area to Dutch colonial control in the post war period. This included undertaking local and protective patrols to maintain law and order and to secure Japanese soldiers who had not yet surrendered.

British law has enacted the provisions of European Union directive 80/181/EEC, which catalogues the units of measure that may be used for "economic, public health, public safety and administrative purposes". These units consist of the recommendations of the General Conference on Weights and Measures, supplemented by some additional units of measure that may be used for specified purposes. Metric units could be legally used for trading purposes for nearly a century before metrication efforts began in earnest. The government had been making preparations for the conversion of the Imperial unit since the 1862 Select Committee on Weights and Measures recommended the conversion and the Weights and Measures Act of 1864 and the Weights and Measures (Metric System) Act of 1896 legalised the metric system.
The Lines of Torres Vedras constructed to protect Lisbon and provide a line of retreat It was while Wellington was making preparations for a retreat to Portugal, that Fletcher became famous for one of the greatest military engineering feats in history. The celebrated Lines of Torres Vedras were constructed on the narrow peninsula between the Atlantic and the Tagus. These three lines of defence; the first 6 miles in front of the principal one and the last 20 miles behind, were intended to protect Lisbon and provide a line of retreat for the British to their ships should it be required. Fletcher began work on these defences on 20 October 1809, using Portuguese soldiers and civilians for the bulk of the labour.
In February 2014, Apple filed two amicus briefs for cases pending in the U.S. Supreme Court, claiming to be the #1 target for patent trolls, having faced nearly 100 lawsuits in the preceding three years. In November 2014, the U.S. Federal Trade Commission (FTC) settled its first consumer-protection lawsuit against a company, for using "deceptive sales claims and phony legal threats". The FTC found that defendant MPHJ had sent letters to more than 16,000 small to mid-size businesses threatening patent infringement lawsuits if the companies did not comply with its demand for licensing fees of $1,000 to $1,200 per employee, but never making preparations for such lawsuits. The 2014 settlement provided for a $16,000 fine per letter that MPHJ or its attorneys would send.

It had opened branches in London, Paris and Barcelona by 1907, and was the distributor for the Ambrosio Film production company of Turin. Cines began to expand considerably outside Italy, making preparations for an 'escalation strategy' to spend more on film productions and film portfolios. Cines had no distributor in the US at the time, and Mario A. Stevani (director general of Cines since 1910) made a trip to the USA in March–May 1911, and signed a contract with the Edison Trust (MPPC) to sell a million meters (3 million feet) of film per year. His main contact was George Kleine, a Chicago film importer and leading member of the MPPC, who made huge profits importing foreign films into the US, using his MPPC-license to acquire the films.

Otomo ruined his reputation by retreating without being attacked, and as result the Otomo family, one of the oldest and most respected daimyō families on Kyushu, were disgraced forever, as under Bushido, cowardice was the worst disgrace for a samurai.

Guy Fawkes House, formerly known as the Red Lion, where Digby was installed on 4 November 1605 On 2 November at Gayhurst, while making preparations for his hunting party, Digby was visited by Gerard. Having noticed that the house was almost completely empty, the Jesuit asked him if there was "any matter in hand" and if Garnet knew of it. Keen not to implicate Gerard, despite being told less than two weeks earlier that the plot had Jesuit approval, Digby told him that there was nothing he knew of "or could tell him of". Although Gerard later used this conversation to defend himself against those who accused him of involvement in the plot, he lived to regret not being given the opportunity to dissuade Digby from his course.
Under the Criminal Justice and Public Order Act of 1994, the definition of music played at a rave was given as: "music includes sounds wholly or predominantly characterised by the emission of a succession of repetitive beats". Sections 63, 64 & 65 of the Act targeted electronic dance music played at raves. The Criminal Justice and Public Order Act empowered police to stop a rave in the open air when "ten or more people are attending, or where two or more are making preparations for a rave". Section 65 allowed any uniformed constable who believes a person is on their way to a rave within a radius to stop them and direct them away from the area; "non-compliant citizens may be subject to a maximum fine not exceeding level 3 on the standard scale (£1000)".

Finniss's party which was making preparations for a settlement to be called Palmerston at Escape Cliffs on Adam Bay in the Northern Territory.
Andrew Jackson defeated Clay in the 1832 election With the defeat of Adams, Clay became the de facto leader of the National Republicans, and he began making preparations for a presidential campaign in the 1832 election. In 1831, Jackson made it clear that he was going to run for re-election, ensuring that support or opposition to his presidency would be a central feature of the upcoming race. Jackson's Democrats rallied around his policies towards the national bank, internal improvements, Indian removal, and nullification, but these policies also earned Jackson various enemies, including Vice President John C. Calhoun. However, Clay rejected overtures from the fledgling Anti- Masonic Party, and his attempt to convince Calhoun to serve as his running mate failed, leaving the opposition to Jackson split among different factions.
Denzil Kobbekaduwa and Vijaya Wimalaratne who gained fame in the offensive as its field commanders, went on to lead several more successful offensives until both were killed on August 8, 1992, while making preparations for an operation to re-capture the Jaffna Peninsula. Some of the senior officers participated in the offensive remained in the army while, others left the army disillusioned by the Indo-Sri-Lankan accord. Two officers who served as field officers in the operation, Sarath Fonseka and Gotabaya Rajapaksa would play a major role as the Commander of the Sri Lankan Army and Defence Secretary in the later stages of the civil war in which the LTTE was completely defeated militarily. The Jaffna peninsula itself was completely captured in the successful Operation Riviresa in 1996.
Vice President Rosario Murillo On 16 March, Rosario Murillo announced that the Nicaraguan Institute of Tourism was visiting the municipalities of the country and meeting with tourism entrepreneurs making preparations for Holy Week (which is an important holiday celebrated through all the country), an approach described by opposition newspaper La Prensa as "betting on tourism" and "keeping tourism alive during a pandemic". There were thirteen signatories to the initial proclamation made by the members of the Founding Committee setting out their intention to initiate the re-establishment of the Democratic Party: Kosta Čavoški, Milovan Danojlić, Zoran Đinđić, Gojko Đogo, Vladimir Gligorov, Slobodan Inić, Marko Janković, Vojislav Koštunica, Dragoljub Mićunović, Borislav Pekić, Miodrag Perišić, Radoslav Stojanović, and Dušan Vukajlović. Over the following weeks nine other prominent intellectuals joined the thirteen initiators as members of the Founding Committee. They all worked together towards re-establishing the Democratic Party by drafting the first party political program and making preparations for the founding party conference. The Dutch government, which was in exile in London, had been making preparations for the end of the war, whereupon it hoped to regain control over its colony. To do so, in recognition of the fundamentally altered financial conditions under which they would be issued, it was anticipated that a governmental issue would be needed, in view of the weakened position of the private De Javasche Bank, which had previously been issuing banknotes. After the cyclone had impacted northern Vanuatu, it moved south-westwards towards New Caledonia and became the first severe tropical cyclone to make landfall on its main island of Grande Terre since Cyclone Erica in 2003. During April 8, the Directorate of Civil Security and Risk Management placed the whole of New Caledonia on a pre- cyclonique alert for Cyclone Cook, which required all citizens to start making preparations for Cooks eventual landfall. With the Soviets wary of mounting tensions with Germany and the Japanese planning to take advantage of the European War by seizing resource-rich European possessions in Southeast Asia, the two powers signed the Soviet–Japanese Neutrality Pact in April 1941. By contrast, the Germans were steadily making preparations for an attack on the Soviet Union, massing forces on the Soviet border. Hitler believed that the United Kingdom's refusal to end the war was based on the hope that the United States and the Soviet Union would enter the war against Germany sooner or later.
After the 1983 election, Ridley, always regarded by Margaret Thatcher as "one of us", was a beneficiary of her move to cull the Tory wets and joined her cabinet as Secretary of State for Transport. In that role he played a major part in making preparations for a potential loss of coal supplies, which proved an important factor in deciding the outcome of the miners' strike. He was 31 years old, and a Lance-Corporal in the 2/5th Battalion, Prince of Wales's (North Staffordshire Regiment), British Army during the First World War when the following deed took place for which he was awarded the VC. On 30 November 1917 at Fontaine, France, Lance-Corporal Thomas saw the enemy making preparations for a counter-attack so with a comrade and on his own initiative decided to make a close reconnaissance. They went off in full view of the enemy and under heavy fire. His comrade was hit almost immediately, but Lance-Corporal Thomas went on alone and finally reached a building used by the enemy as a night post. He was able to see where their troops were congregating and after staying for an hour, sniping the enemy, returned with information of the utmost value, which enabled plans to be made to meet the counter-attack.
The Allied Maritime Transport Council (AMTC) had been established in 1917 to co-ordinate the tight control of all shipping of the Allies of World War I. Even prior to the armistice of 11 November 1918 the Allied Maritime Transport Council had been making preparations for changes to introduce in the event of fighting ceasing. In particular they had sent a proposal that German and Austrian ships should be placed under their control as part of the armistice agreement – however they did not succeed in this. By 13 November, two days after the armistice, the British government proposed to their counterparts in France, Italy and the United States that the AMTC be transformed into a "General Economic Council". However the American government wanted the previous organisation to be discontinued, with a new organisation being set up to deal with such economic problems as arose.
Truscott war relics in 2007 RAAF, Royal Netherlands East Indies Army Air Force (ML-KNIL) and United States Army Air Forces (USAAF) heavy and medium bombers would stage through Truscott, often rearming and refuelling several times on bombing missions into Japanese held areas before returning to their home bases around Western Australia and the Northern Territory. Truscott war relics in 2007 B-24 Liberator heavy bombers and B-25 Mitchell medium bombers were two of the most common airframes to stage through Truscott. Catalina flying boats operated from West Bay and Spitfire aircraft were the most common fighter rotated through the base for local air defence. Truscott war relics in 2007 On 18 January 1944, two RAAF personnel, Sergeants Castle and Martin, part of a unit making preparations for construction of the airfield heard a vessel which they suspected was a Japanese submarine or boat.
On 24 April, during a campaign event in Carabobo state, Nicolás Maduro declared that during the electoral campaign, the government would call on all Venezuelans with the Carnet de la Patria to look after votes, assured that the closer they get to 10 million votes, "the more guarantee of peace, of stability" and of "economic recovery" there would be. Maduro called Henri Falcón "Faltrump" due to his dollarization proposal and labeled Javier Bertucci as "Little Soup Bertucci", referring to his charity activities of delivering soup to impoverished Venezuelans. Bertucci denounced that his campaign manager in Sucre state, Ángel Arias, was shot in the stomach on 27 April while making preparations for a midday speech scheduled in Cumaná. According to a press release of Bertucci's party, a 25-year-old man shot Arias after trying to steal his cellphone; the robber did not achieve his mission and fled by motorcycle, leaving the manager at the scene.

The Han dynasty made preparations for war when the Han Emperor Wu dispatched the explorer Zhang Qian to explore the mysterious kingdoms to the west and to form an alliance with the Yuezhi people in order to combat the Xiongnu. During this time Zhang married a Xiongnu wife, who bore him a son, and gained the trust of the Xiongnu leader. While Zhang Qian did not succeed in this mission, his reports of the west provided even greater incentive to counter the Xiongnu hold on westward routes out of China, and the Chinese prepared to mount a large scale attack using the Northern Silk Road to move men and material. While Han China was making preparations for a military confrontation since the reign of Emperor Wen, the break did not come until 133 BC, following an abortive trap to ambush the chanyu at Mayi.
