Lenders are required to make a binding offer in relation to the mortgage contract. In the UK jurisdiction lenders were allowed to make conditional offers. This right remains preserved if a binding offer is made at a later stage of the process.

Babbage directed the building of some steam- powered machines that achieved some modest success, suggesting that calculations could be mechanised. For more than ten years he received government funding for his project, which amounted to £17,000, but eventually the Treasury lost confidence in him. While Babbage's machines were mechanical and unwieldy, their basic architecture was similar to a modern computer. The data and program memory were separated, operation was instruction-based, the control unit could make conditional jumps, and the machine had a separate I/O unit.

In 1888, the Portuguese government instructed its representatives in Portuguese East Africa to attempt to make treaties of protection with the Yao chiefs southeast of Lake Malawi and in the Shire Highlands and an expedition organised under Antonio Cardoso, a former governor of Quelimane, set off in November 1888 for the lake. Rather later, a second expedition led by Serpa Pinto, who had been appointed governor of Mozambique, moved up the Shire valley. Between them, these two expedition made over 20 treaties with chiefs in what is now Malawi.

Lamentably, this judge was not supported by the others. Ukraine has established an infamous record – it has more prisoners serving life sentence than Russia. As of today, their number in this country amounts to 1845, while in Russian Federation they have 1841 prisoners serving life term, while the total number of prisoners in Ukraine amounts approximately to 140 thousand as opposed to over 800 thousand in Russia. These figures are accounted for, among other things, by complicated pardon procedure and inefficient mechanism for its application, specifically, lack of conditional release (parole) mechanism with respect to prisoners sentenced for life. The expediency of such mechanism is spelled out in the Recommendations of the Cabinet of Ministers of CE (Recommendation Rec(2003)22 on conditional release (parole)): “In order to reduce the harmful effects of imprisonment and to promote the resettlement of prisoners under conditions that seek to guarantee safety of the outside community, the law should make conditional release available to all sentenced prisoners, including life- sentence prisoners.” It is also noteworthy that under this Recommendation the conditional release (parole) does not include amnesty or pardon (Rec(2003)22-Appendix par.1).
