The 1894 U.S. Government report California Indian Reservations and Cessions includes the lost 18 treaties made between California tribes and the U.S. military that were then made secret by an act of Congress shortly after the treaties were forced upon at gunpoint by the U.S. Army on all of the state's tribes with the promise of lands.

Numerous tie- in miniseries and ongoing titles fleshed out the event with many of them revisiting previous Marvel events such as Civil War, Age of Apocalypse, Days of Future Past (renamed, in this 2015 event, to Years of Future Past) and Armor Wars. All of the tie-ins were aligned into one of three subtitles during the event consisting of Last Days, Battleworld, and Warzones. Warzones, Battleworld and Last Days made Secret Wars one of the most expansive crossovers to date. Marvel's executive editor Tom Brevoort revealed that "Last Days" would show several characters from Captain America and Ms. Marvel to Loki and Magneto in their final adventures before the Marvel Universe comes to an end in Secret Wars, "Warzones" would focus on the individual domains, and "Battleworld" would be concerned with the infrastructure of the Battleworld as a whole.

The open cabildo, celebrated on May 22, discussed the different proposals: to maintain the status quo, to appoint other people to rule with Cisneros, to remove him and appoint a new governor, to appoint a government junta, etc.

However, when the results were announced, the examinees that Duan and Li Shen recommended were not given passing results, while among those passing the examinations were Zheng Lang, the brother of the examination bureau (門下省, Menxia Sheng) official Zheng Tan; Pei Zhuan (裴譔) the son of the military governor Pei Du (also a former chancellor); Li Zongmin's son-in-law Su Chao (蘇巢); and Yang Rushi's brother Yang Yinshi (楊殷士). This caused a popular uproar, and Duan submitted a report accusing Yang Rushi and Qian of being unfair.
