The authorization of > activities shall be construed and the protection, management, and > administration of these areas shall be conducted in light of the high public > value and integrity of the National Park System and shall not be exercised > in derogation of the values and purposes for which these various areas have > been established, except as may have been or shall be directly and > specifically provided by Congress., National Park System: administration; > declaration of findings and purpose. By this amendment the United States Congress reiterated the provisions of the Organic Act, and made equal all areas of the National Park System no matter the designation. This provides equal protection to all areas of the National Park System from impairment and/or derogation of their resources.

Since the characteristic impedance Z0 of the line is made equal to half the load impedance RL, the voltage step is half-reflected and half-transmitted, resulting in two symmetrical opposite-polarity voltage steps, which propagate away from the load, creating between them a voltage drop of V/2 − (−V/2)= V across the load. The voltage steps reflect from the ends and return, ending the pulse. As in other charge-line generators, the pulse duration is equal to 2D/c, where D is the length of the individual transmission lines. A second advantage of the Blumlein geometry is that the switching device can be grounded, rather than located in the high-voltage side of the transmission line as in the typical charged line, which complicates the triggering electronics.

The singular value decomposition was originally developed by differential geometers, who wished to determine whether a real bilinear form could be made equal to another by independent orthogonal transformations of the two spaces it acts on. Eugenio Beltrami and Camille Jordan discovered independently, in 1873 and 1874 respectively, that the singular values of the bilinear forms, represented as a matrix, form a complete set of invariants for bilinear forms under orthogonal substitutions. James Joseph Sylvester also arrived at the singular value decomposition for real square matrices in 1889, apparently independently of both Beltrami and Jordan. Sylvester called the singular values the canonical multipliers of the matrix A. The fourth mathematician to discover the singular value decomposition independently is Autonne in 1915, who arrived at it via the polar decomposition.

Congress granted permission for the winning club to use players from other clubs in the county, thus the inter-county teams came into being. The rules of hurling and football were also altered: goals were made equal to five points, and teams were reduced from 21 to 17 a-side. The 1903 Championship brought Kerry's first All-Ireland title. They went on to become the most successful football team in the history of the All-Ireland Senior Football Championship. Unlike in other European countries, such as neighbouring England, where annual sports events were cancelled during the twentieth century due to the First and Second World Wars, the All-Ireland Championship has been running continuously since 1887, with the final running since 1889 (the 1888 competition was played but no final was held due to the Invasion mentioned above).

The Association of Parliamentary Journalists awarded to Zapatero the "Diputado Revelación" prize (something like Most promising MP of the year) in December 1999 for his activities as a member of the Congress of Deputies. From 1996 until 2000, his most conspicuous contributions as an MP were his vigorous opposition to the electrical protocol proposed by the government (initially negative for the important coal sector of León), being the PSOE spokesman in the Commission of Public Administration and probably his most important success as an MP: the passing of an amendment to the national budget of 2000 in November 1999 that increased the pensions of the non-professional soldiers who fought for the Republic during the Spanish Civil War of 1936–1939. They were made equal to those of the professional military. The initiative was defended by him in the name of the Parliamentary Socialist Group, proponent of the amendment.

As the vehicle loses horizontal velocity the gravity of the body to be landed on will begin pulling the trajectory closer and closer to a vertical descent. In an ideal maneuver on a perfectly spherical body the vehicle could reach zero horizontal velocity, zero vertical velocity, and zero altitude all at the same moment, landing safely on the surface (if the body is not rotating; else the horizontal velocity shall be made equal to the one of the body at the considered latitude). However, due to rocks and uneven surface terrain the vehicle usually picks up a few degrees of angle of attack near the end of the maneuver to zero its horizontal velocity just above the surface. This process is the mirror image of the pitch over maneuver used in the launch procedure and allows the vehicle to hover straight down, landing gently on the surface.

The six dissenting judges agreed that Article 14, taken in conjunction with Article 1 of Protocol No 1 had been violated, and that Article 14 on its own had also been violated. All of the Applicants were in the same boat even though their countries of residence may be different. The majority approach regarding "residence" seemed self contradictory, and inconsistent with the spirit of Article 14, and the conclusion of the majority regarding the characteristics of UK pensioners living in the UK and those living in "frozen" countries was wrong because, other than "country of residence", there is no difference between UK pensioners living abroad - they all paid into the same system and therefore all of them are entitled to a UK State Pension which is based on the number of contributing years. Whilst the majority of the judges decided that even though all UK pensioners living abroad had made equal contributions to the National Insurance system that does not mean that they can be treated the same.
