1617, view from the north In the second half of the 17th century and most of the 18th, Poznań was severely affected by a series of wars (and attendant military occupations, lootings and destruction) – the Second and Third Northern Wars, the War of the Polish Succession, the Seven Years' War and the Bar Confederation rebellion. It was also hit by frequent outbreaks of plague, and by floods, particularly that of 1736, which destroyed most of the suburban buildings. The population of the conurbation declined (from 20,000 around 1600 to 6,000 around 1730), and Bambergian and Dutch settlers (Bambrzy and Olędrzy) were brought in to rebuild the devastated suburbs. In 1778 a "Committee of Good Order" (Komisja Dobrego Porządku) was established in the city, which oversaw rebuilding efforts and reorganized the city's administration.

Rick Atkinson criticises Rommel for gaining a looted stamp collection (a bribe from Sepp Dietrich) and a villa taken from Jews. Lucas, Matthews and Remy though describe the contemptuous and angry reaction of Rommel towards Dietrich's act and the lootings and other brutal behaviours of the SS that he had discovered in Italy. Claudia Hecht also explains that although the Stuttgart and Ulm authorities did arrange for the Rommel family to use a villa whose Jewish owners had been forced out two years earlier, for a brief period after their own house had been destroyed by Allied bombing, ownership of it was never transferred to them. Butler notes that Rommel was one of the few who refused large estates and gifts of cash Hitler gave to his generals.

His role was the embodiment of Nazi intimidation, while Hitler could remain the popular leader of Germany. To that end, the Red Skull was appointed head of Nazi terrorist activities with an additional large role in external espionage and sabotage. He succeeded, wreaking havoc throughout Europe in the early stages of World War II. The propaganda effect was so great that the United States government decided to counter it by creating their own equivalent using the one recipient of the lost Project Rebirth: Steve Rogers. In Europe during the war, the Red Skull took personal command of many military actions and personally supervised the takeovers and lootings of many cities and towns; in various cases the Red Skull ordered and supervised the eradication of the entire population of such communities.

On 14 August, BBC News said, "The testimonies of those who have fled villages around South Ossetia are consistent, but with all roads blocked and the Russian military now in charge of the area, the scale of alleged reprisal killings and lootings is difficult to verify." The new waves of Georgian refugees bringing reports of the widespread pillage and "revenge" killings in the territories occupied by the Russian forces kept coming over the next days. On 16 August, an Associated Press reporter witnessed groups of Georgian forced laborers in Tskhinvali under armed guard of Ossetians and Russians; South Ossetia's interior minister Mikhail Mindzayev acknowledged this, saying that the Georgians "are cleaning up after themselves".

In 817 a Gospel Book (the Schuttern Gospels, now in the British Library in London), commissioned by the then Abbot Bertrich and written by the deacon Luithar witnesses among other works to the existence of a writing school of high quality in the abbey. In 1016 the Emperor Henry II stopped at the abbey while returning to Frankfurt and visited the tomb of the founder Offo. The grave was covered by a precious mosaic showing Cain murdering Abel, which survives and can be claimed to be the oldest of its kind in Germany. The mosaic, although no longer entire, can now be seen in the church crypt. Wars, lootings and arson were a frequent occurrence, and the abbey went up in flames on several occasions (938, 1153, 1166, 1169, 1240, 1334, 1520) but was always rebuilt.

Anders and his mother evaded Nazi annihilation by pretending that she was an Aryan foundling raised by Jews, until they were able to flee Latvia near the end of World War II. After the end of the war, Anders settled in Munich, where he attended first the UNRRA University, a makeshift institution created by the United Nations Relief and Rehabilitation Administration solely to serve refugees, and then the University of Munich. In August 1948, Anders appeared as a prosecution witness at the Nuremberg High Command Trial, where he gave evidence of German soldiers carrying out lootings and shooting Jewish civilians in Liepaja during 1941. In 1949, Anders arrived in New York City, where he embarked on a master's degree in chemistry at Columbia University. He earned a Ph.D. from Columbia in 1954, benefiting from the mentorship of Columbia nuclear-chemistry professor Jack Malcolm Miller.

Prior to the bombing campaign on March 24, 1999, common estimates showed that the number of civilians killed in the over year long conflict in Kosovo had approximately been 1,800, of which were primarily Albanians but also Serbs and that there was no evidence of genocide or ethnic cleansing. In a post-war inquiry, the Organization for Security and Co-operation in Europe noted "the patterns of the expulsions and the vast increase in lootings, killings, rape, kidnappings and pillage once the NATO air war began on March 24". In 2001, the U.N.-supervised Supreme Court of Kosovo ruled that genocide (the intent to destroy a people) did not take place, but recognized "a systematic campaign of terror, including murders, rapes, arsons and severe maltreatments" with the intention being the forceful departure of the Albanian population. The term "ethnic cleansing" was used as an alternative to "genocide" to denote not just ethnically motivated murder but also displacement, though critics charge there is little difference.

Rot an der Rot Abbey (engraving from 1736 Emperor Maximilian I elevated Rot an der Rot Abbey to the status of Imperial Abbey in 1497. The abbey gained imperial immediacy and the abbot became a member of the Swabian College of Imperial Prelates contributing to the Council of the Princes in the Imperial Diet of the Holy Roman Empire. However, following repeated lootings during the German Peasants' War in 1525 and the Schmalkaldic War in 1546 the fortunes of the abbey went again into decline which was only stopped by cautious reforms introduced by Abbot Martin Ehrmann (1560–89). The abbey's position of imperial immediacy was strengthened when in 1619 Leopold of Tyrol mortgaged right to inflict high justice to Rot an der Rot Abbey, which, however, entailed also higher financial contributions to the imperial coffers. This privilege was only effected during the War of the Austrian Succession (1740–48). During a visitation in 1601 Rot an der Rot Abbey was considered to be in perfect state.

According to the Gersony Report, RENAMO's transgressions were far more systematic, widespread and grave than FRELIMO's: the refugees interviewed for the Gersony Report attributed 94% of the murders, 94% of the abductions and 93% of the lootings to RENAMO.Gersony 1988, p.34-36. However, this conclusion has been disputed by the French Marxist scholar Michel Cahen, who states that both sides were equally to blame: > There can be no doubt that the war was largely one fought against > civilians... I am also convinced that the war was equally savage on both > sides, even if the total domination of the media by FRELIMO for the 15 years > of the war has led even those most desirous of remaining objective to > attribute the majority of the atrocities to RENAMO. The people themselves > were not duped: they attributed various acts of banditry and certain > massacres to "RENAMO 1," but others to "RENAMO 2" – the euphemistic term for > FRELIMO soldiers and militiamen acting on their own.

Bush during a visit to Washington during his second term in office In February 1989, at the beginning of his second term as president, he accepted an International Monetary Fund proposal known as the Washington consensus. In return for accepting this proposal, the International Monetary Fund offered Venezuela a loan for US dollars. This cooperation with the IMF came about weeks after his victory in the 1988 presidential election, and a populist, anti-neoliberal campaign during which he described the IMF as "a neutron bomb that killed people, but left buildings standing" and said that World Bank economists were "genocide workers in the pay of economic totalitarianism". Poor economic conditions led to attempts to revolutionize the political and economic structure of Venezuela, but the implementation of the neoliberal reforms (and in particular the liberalisation of petrol prices, which caused an immediate increase in the cost of petrol to consumers and rises in fares on public transport) resulted in massive popular protests and lootings in Caracas, the capital.
