It is revealed that Jake, under a different guise, sent an email to LB Lettings asking to meet Lauren, which was later read by Lucy. Lucy met with an intoxicated Jake on Walford Common, with Jake claiming that she sent him home in a taxi and he did not see her again. Lauren does not believe his claims, however, and thinks that he killed Lucy. He tries to convince her he is telling the truth but becomes forceful with her.
Under section 31, the Secretary of State still has a "reserve power" to limit rents by order. Specifically, anywhere in England or Wales, an order may be passed "(a) restricting or preventing increases of rent for dwellings which would otherwise take place, or (b) restricting the amount of rent which would otherwise be payable on new lettings of dwellings" for any homes, anywhere. This power has not been used in any significant way. Sections 31A to 39 set out "supplementary" provisions.
Local authorities have been discouraged from building council housing since 1979 following the election of Conservative leader Margaret Thatcher as prime minister. Tribunals technically comprised members drawn from one of the five rent assessment panels of England, constituted under Schedule 10 of the Rent Act 1977. Such members also sat on rent assessment committees which determined Fair Rents under s. 70 of the Rent Act 1977, rent tribunals under the same Act which determined rents payable under Restricted Contracts (room lettings) and residential property tribunals which were created by the Housing Act 2004. A legally qualified chairman sitting with a Chartered Surveyor and a lay member usually constituted the tribunal.
Many larger councils suffered from delays in processing Housing Benefit claims. Delays of up to a year were reported. Delays and rent restrictions were so endemic in the system that it became common to see classified advertisements for lettings stating No DSS. (That is the Department of Social Security, now called the Department for Work and Pensions (DWP), but still widely known under its old name.) It usually meant that the landlord was not willing to consider letting to a tenant who would be dependent on housing benefit to pay the rent.
A second committee set up in 1943 under Viscount Ridley to review the working of the rent restriction Acts formed a very favourable opinion of the Rent of Furnished Houses Control (Scotland) Act 1943 and recommended that England and Wales should follow suit. The Furnished Houses (Rent Control) Act 1946 established a separate system of protection—modelled on Scottish legislation that involved rent tribunals setting reasonable rents—for contracts referred to them for furnished lettings. Previously these had not been subject to any effective control under the Rent Acts.

Assured tenancies were introduced by the Housing Act 1988 that applies to tenancies entered from its commencement date or those assured tenancies it converted from the Housing Act 1980. The Act replaced most of the greater rent protection under the Rent Act 1977 and in rarer cases, other Rent Acts. The group has also combined local direct- action "member defence" actions (including eviction resistances and picketing of rogue landlords/letting agents) with larger regional and national campaigns for housing rights (for example winning regional local authority support for including the standards of their "ethical lettings charter" in the regional West of England Rental Standard and persuading Santander bank to drop a buy to let mortgage clause requiring landlords to raise rents). They also worked alongside Generation Rent to register and mobilise the "renters vote" in the 2016 general election.

Since 1969, when it became "Sloopy's Nitespot and Discotheque", the building has been used as a nightclub. By 1990 it was operating as "Fozzie's Club"; it later became "The Sanctuary", "The Shrine", "Club New York" and "The Church" before being renamed "New Hero"—the name it bore until its closure in 2011. In January 2012, the owners of a nightclub in Worthing announced that they wanted to convert the building into the "House of the Lost"—a two-storey maze with a horror theme; planning permission for this was granted in April 2012. By 2014 the building was vacant again, and in October 2014 it was acquired by local lettings agency and theatre company founder Roger Kay.
Furnished lettings were excluded from the Rent Acts until 1943 when under the Rent of Furnished Houses Control (Scotland) Act 1943 a system of control, administered by Rent Tribunals, was set up for the first time in Great Britain. The 1943 Act was a temporary Act intended to be in force until six months after the cessation of the Emergency Powers (Defence) Act 1939 but was subsequently extended by successive annual Expiring Laws Continuance Acts. Rent Tribunals were initially empowered to fix reasonable rents for houses or rooms let furnished or with services, but in 1949 their powers were considerably enlarged by the Landlord and Tenant (Rent Control) Act 1949 . Both these Acts were repealed and consolidated by Part VII of the Rent (Scotland) Act 1971.
Rent allowances were introduced in Scotland by the Housing (Financial Provisions)(Scotland) Act 1972. To prevent rent allowance being paid towards excessive rents payment was made conditional upon either a fair rent having been registered or the local authority being satisfied that the contractual rent was not above a fair rent. This latter requirement led to Rent Officers being deluged with requests from local authorities for informal advice on what a fair rent was likely to be. The Act of 1972 required local authorities to set up rent allowance schemes in respect of unfurnished houses in the private sector (including housing associations) but by the Furnished Lettings (Rent Allowances) Act 1973 certain furnished tenants in both the public and private sectors were made eligible for rent allowances.
Khan vowed that if elected, he would freeze public transport fares in London for four years. He claimed that this would deprive Transport for London (TfL) of £452 million, but TfL stated that it would deprive them of £1.9 billion, taking into account projected population growth over this period. Although he had previously backed Heathrow expansion, he now opposed it, instead calling for expansion at Gatwick Airport; he was likely aware that supporting the former was a vote loser in London. Aware of the severe housing shortage in London, he also spoke of clamping down on foreign property investors, and proposed the establishment of both a "London living rent" tenure and a not-for-profit lettings agency that could undercut commercial operators in order to ease the high cost of renting in the city.
In April 2020, The Guardian reported that tenants at Somerford Grove, east London, were denied a 20% rent cut, in spite of the COVID-19 pandemic and their allegedly precarious employment situations. The renters are said to have been told by the lettings agent, acting on behalf of the three corporate landlords all “majority owned” by Christodoulou, that the request was “unreasonable” and “unrealistic”. The agent had suggested that “any drop in tenants’ income would be minimised by a reduction in spending on holidays, entertainment, travel, clothes and lunches.” London mayor Sadiq Khan tweeted: “This is a prime example of how unrealistic it is to expect landlords & tenants to sort difficulties out amongst themselves,” and that the story is “exactly why” he is calling on government to “introduce immediate measures to protect tenants who go into arrears” because of the public health emergency.

All Saints Church, Hereford One of the most successful church reordering schemes in England is the award-winning conversion of All Saints in the West Midlands cathedral city of Hereford, completed in 1999 and designed by local architect Rod Robinson. All Saints is the oldest parish church in Hereford (parts of its interior date back to the late-12th century), yet in 1991 it came perilously close to being closed and deconsecrated. The solution to the dwindling congregations and spiralling maintenance costs was to 'insert' a café at the west end of the nave, linked to a new mezzanine eating area 'suspended' above the south arcade, and to sacrifice the church's South Chapel, which is now available for commercial lettings such as arts and crafts exhibitions. Both the central nave and chancel, as well as the Lady Chapel, are retained as areas of worship.
The new Conservative government passed the Rent Act 1957 which decontrolled all the more valuable houses and reintroduced a system of gradual decontrol in a revised form. lt also transformed the method of fixing the maximum rent payable by tenants by introducing a formula based upon rateable value. Coming into effect on 6 July, the 1957 Act immediately decontrolled all dwelling houses and all contracts for furnished lettings of dwelling houses, with rateable values on 7 November 1956 exceeding £40 in the Metropolitan Police District or the City of London and Scotland, and £30 elsewhere in England and Wales; and tenancies granted for a period exceeding 21 years. No new tenancies were to be subject to control, whatever the rateable value of the premises, unless granted to a tenant who was immediately before its creation a controlled tenant of the same premises or premises that included them.
In 1936 the first Connells estate agency branch was opened in Luton, Bedfordshire. In 1969 Connells' estate agency branch network was acquired by the Constantine Group. Connells was listed on the London Stock Exchange in 1984. Connells was sold by Constantine Group in 1991, and acquired by Scottish Widows. In the same year, Connells acquired the western division of Prudential Property Services, increasing its number of branches to around 150. In 1996 Connells was acquired by Skipton Building Society which bought a major shareholding in the company alongside Connells' senior management. In 2000 Connells played a leading role in the launch and development of Rightmove Connells acquired Sequence estate agency in 2003', increasing its estate agency network to around 500 branches. In the same year, Connells acquired estate agency Sharman Quinney. In 2004 Connells Group wins first industry awards at Estate Agency of the Year Awards and Lettings Agency of the Year Awards.
Very few councils are now reporting backlogs, although the recession has seen an increase in case-load which has resulted in the Government granting Local Authorities an additional £45 million for 2009/10 in order to ensure continued good performance. In practice, lettings agencies will usually obtain credit references on prospective tenants and, once the tenants have moved in, they are ambivalent as to whether tenants claim housing benefit or not, as long as the rent is paid on time. Local Housing Allowance is designed to ensure that landlords do not have a reason to discriminate against tenants on Housing Benefit, as in most cases there will be no need for a landlord to know that the tenant is on Housing Benefit, and the tenant can know in advance if rent will be met in full. Some landlord organisations have raised concerns about Local Housing Allowance as they believe it has made rents more difficult to collect from those on Housing Benefit.
