As someone who has served our country in uniform, I was alarmed by the idea of a commander in chief who, despite railing against mutinous leakers, possesses no sense of prudence in his own handling of America's secrets  —  even when in the company of our geopolitical adversaries.

In just the past couple of weeks, the president has reiterated his description of some news outlets as "enemies of the American people," while taking his shots at Paris, Sweden, Hill Democrats, the F.B.I., government leakers, President Barack Obama and his own communications staff, among other targets.

If we engage in Times-style gilding of every lily the leakers throw our way, and in doing so build up a fever of expectations for a bombshell reveal, but there turns out to be no conspiracy—Trump will be pre-inoculated against all criticism for the foreseeable future.
These leakers — whether they are people who are angling to harm a White House adversary and thereby increase their positions on this totem of travesties, or actual moles animated by a sense of civic morality — have exposed this administration as a marauding band of incompetent, unprincipled, self-mutilating posers.

They're not Cox's replacement, Leon Jaworski, and his team of lawyers who carried out the prosecution, not U.S. District Judge John Sirica and his twelve grand jury members who voted unanimously to force Nixon to hand over nine of his secret tape recordings, not the countless "leakers" (aside from Deep Throat) who filled newspaper columns with insider information, and not Frank Wills, the Watergate security guard who originally found the duct tape left by the burglars on the door of the Democrats' office.

You could write off the whole affair as bureaucratic bungling, if it did not fit a broader pattern during Mr. Obama's two terms — the criminal investigations into government leakers and whistle-blowers by his Justice Department; related incidents of snooping into reporters' phone records and emails; and a more general press strategy that frequently puts the president in front of opinion writers and non-journalist media personalities but rarely provides formal interviews to the reporters who cover him daily, many of whom work for traditional newspapers and wire services.
I'm just not sure, in the absence of sweeping policy consequences, that his sleazy, sordid norm busting is categorically worse than, say, the way that both the Bush and the Obama White House changed norms about going after reporters and leakers, or the norm shifting after 9/11 that led to torture briefly being practiced by the C.I.A., or the norm shifting that gave us a disastrous Libya intervention that Congress never even voted on ever … let alone President Obama's various norm-stretching power grabs on immigration, climate-change regulations and more.
