Through his connections in Washington, D.C., Miles was able to acquire contracts to transport mail in the Great West. It is believed he may have traveled west as early as 1852 to scout the territory and lay the foundations for his business. Giordano Bruno conceived of a God who was immanent in nature, and for this very purpose was uninterested in human affairs (all such events being equally part of God). However, it was Baruch Spinoza in the 17th century who appears to have been the earliest to use deistic reason to arrive at the conception of a pantheistic God. Spinoza's God was deistic in the sense that it could only be proved by appeal to reason, but it was also one with the universe.
At Hampstead in 1902 he founded the first Council of Social Welfare which brought all welfare agencies together under one administrative umbrella. This was to lay the foundations for the London Council of Social Service. He was a commissioner of the Royal Commission on the Poor Laws and Relief of Distress 1905–09, and in 1909 published a pamphlet A council of social welfare : a note and memorandum in the report of the Royal Commission on the Poor Laws and Relief of Distress. Friedrich Ratzel. Influenced by the works of Alfred Thayer Mahan, as well as the German geographers Carl Ritter and Alexander von Humboldt, Friedrich Ratzel would lay the foundations for geopolitik, Germany's unique strain of geopolitics. Ratzel wrote on the natural division between land powers and sea powers, agreeing with Mahan that sea power was self-sustaining, as the profit from trade would support the development of a merchant marine. However, his key contribution were the development of the concepts of raum and the organic theory of the state.
With the gradual unification of the labour movement in New Zealand, the (second) Labour Party was founded in 1916. Holland was one of the founding members, although his opinions about the direction of the party were not identical to some of the party's other leaders. Holland believed that the Labour Party would lay the foundations for socialism, while the more moderate members of the party simply wanted to improve the wages and conditions of workers. In 1918, Paddy Webb, a Labour MP, was jailed for refusing military service.

Edmund Husserl, in the 1910s Edmund Husserl's phenomenology was an ambitious attempt to lay the foundations for an account of the structure of conscious experience in general. An important part of Husserl's phenomenological project was to show that all conscious acts are directed at or about objective content, a feature that Husserl called intentionality. Husserl published only a few works in his lifetime, which treat phenomenology mainly in abstract methodological terms; but he left an enormous quantity of unpublished concrete analyses. In Germany, such works were particularly popular amongst Protestants. Although unusual events such as rains of blood were still treated with superstition, often as demonstrations of godly power, Nicolas-Claude Fabri de Peiresc (1580–1637) was one of the few who proposed natural causes; after hearing of a bloody rain in Aix-en-Provence, he suggested it was caused by butterflies. Achille Van Acker, pictured in 1958, who presided over the social security reform as prime minister in 1944 The Social Pact (, ), was an unofficial political agreement concluded between corporate, labour, and civil service representatives in Belgium which laid the basis for a political compromise after World War II. Concluded in secret in German-occupied Belgium on 24 April 1944, the Plan was intended to lay the foundations for a new political compromise between the different groups after the war based on improved labour relations. It is most notable for laying the foundation for the country's social security legislation adopted by the government of Achille Van Acker in December 1944.

Katō Takaaki In 1887, Katō became private secretary to Ōkuma Shigenobu, who was then Minister of Foreign Affairs, and worked with Ōkuma on the revision of the unequal treaties. Subsequently, he served as director of the Banking Bureau in the Finance Ministry. From 1894 to 1899, he served as envoy to the United Kingdom, and in 1900, during the 4th Itō administration, he became Foreign Minister; however, the Ito administration remained in office only a few months. During his period in the United Kingdom and in the Foreign Ministry, he helped lay the foundations for the Anglo- Japanese Alliance, which was concluded in 1902.
Simplício Rodrigues de Sá was born in the parish of São Nicolau Tolentino (now part of the municipality of São Domingos) just north of the city of Praia in the island of Santiago He studied in Lisbon and emigrated to Rio de Janeiro in Brazil in 1809. Captured citizens brought before an Anabaptist leader during the Münster rebellion. The Münster rebellion (, "Anabaptist dominion of Münster") was an attempt by radical Anabaptists to establish a communal sectarian government in the German city of Münster then under the large Prince-Bishopric of Münster in the Holy Roman Empire. The city was under Anabaptist rule from February 1534, when the city hall was seized and Bernhard Knipperdolling installed as mayor, until its fall in June 1535. It was Melchior Hoffman, who initiated adult baptism in Strasbourg in 1530, and his line of eschatological Anabaptism, that helped lay the foundations for the events of 1534–35 in Münster.

Linnaeus was enthralled by these collections and prepared a detailed systematic catalogue of the plants in the garden, which he published in 1738 as Hortus Cliffortianus ("in honour of Clifford's garden". It was during this exceptionally productive period of his life that he published the works that were to lay the foundations for biological nomenclature. These were Fundamenta Botanica ("Foundations of botany", 1736),Linnaeus, Carl. 1736.

Gritt was named as joint player-manager of Charlton in 1991, alongside Alan Curbishley. In his four-year tenure, Gritt helped to lay the foundations for future successes under Curbishley, who succeeded him as sole manager in 1995. Several key players were debuted under the joint managers, including Lee Bowyer, John Robinson, Richard Rufus and Shaun Newton, and went on to be important components of Charlton's successful team of the late 1990s and early 2000s. In 2007, the contributions of many scientists, including Dr. Ramaswamy, to the IPCC was recognized by the Nobel Peace Prize. The Pisano-Catalan Crusade to the Balearic Islands, which at the time was a Muslim taifa, consisted of an expedition in retaliation for the acts of piracy committed by the Muslims who inhabited it, carried out by Ramón Berenguer III and his allies, in 1114. Founded in a treaty of 1113 between the Republic of Pisa and the Count of Barcelona, it had the objective of taking the island from the Muslims and preventing the attack and obstruction of the convoys and ships of the Christian merchants who at that time were sailing in the Mediterranean Sea. Although Mallorca was once again in Muslim power, it served to lay the foundations for the future Catalan naval power and to strengthen business contacts in the Mediterranean.

Of Jamaican ancestry, Asher D had returned from a trip to Jamaica in 1986 when he was spotted rapping on the street in Peckham and put in touch with the record label Music of Life. The label's founder, Simon Harris, who was looking for an artist who could combine reggae with hip-hop, was impressed by the rapper's ability and arranged for him to record a tune with another rapper. Unfortunately, the original rapper backed out at the last minute, and instead Harris brought in Daddy Freddy as a last minute replacement. In 2005, he was appointed by UN Secretary-General Kofi Annan, a member of the High Council for the Alliance of Civilizations, an initiative that seeks to galvanize international action against extremism through intercultural and interreligious dialogue and cooperation. He took part in 2007 on the committee preparing the Paris Conference on the Environment to lay the foundations for a future United Nations Environment Organization. In the late 1980s there began a series of collaborations with local authority and probation departments in East Anglia which lay the foundations for a burgeoning programme of postqualifying courses in social work. In 1993 the School performed a key role in the development of health studies at UEA in the formation of the School of Health and Social Work. To support the development the Elizabeth Fry Building was built, which has been occupied by all social work and psychosocial sciences staff and students since January 1995. The School of Social Work became an entity in its own right in 1997 and was renamed the School of Social Work and Psychosocial Sciences in 2000, changing to the School of Social Work and Psychology in 2008 in recognition of the British Psychological Society approval of the BSc Psychology (formerly psychosocial sciences) degree programme.
The London Protocol of 3 February 1830 was an agreement between the three Great Powers (The United Kingdom of Great Britain and Ireland, The Kingdom of France and the Russian Empire), which amended the decisions of the 1829 protocol and established Greece as an independent, sovereign state. As a result of the Greek War of Independence, which had begun in 1821, and the Great Powers' intervention in the conflict in the Battle of Navarino (1827), the creation of some form of Greek state in southern Greece had become certain. In 1827, the Greek Third National Assembly entrusted the governance of the fledgling nation to Ioannis Kapodistrias, who arrived in Greece in January 1828. Alongside his efforts to lay the foundations for a modern state, Kapodistrias undertook negotiations with the Great Powers as to the extent and constitutional status of the new Greek state.

The temporary peace during 1914 provided time for the farmers of southern Mexico to lay the foundations for the socio-economic reconstruction of the country. The most important political tool in the revolutionary struggle was the Liberation Army of the South, which not only fought but expropriated and distributed the lands as soon as it could. In 1914, Manuel Palafox was appointed Minister of Agriculture by the Aguascalientes Convention, becoming the Zapatista with the highest office in the nascent democratic government of the Convention, which brought together almost all the then existing Mexican revolutionary forces on 1 October 1914. From January 1915 Palafox began to draw up plans to implement agrarian reform: firstly he founded the National Bank of Rural Credit and then a whole series of structures (Regional Agriculture Schools and the National Factory of Agricultural Tools) necessary for agrarian development in the egalitarian sense.
Jamboree 2008 was developed as "an Inter-organisational & International event" which was intended to "bring 600 young people from Scouting and Guiding together — to develop skills & friendships that will lay the foundations for the next 100 years of Scouting". The Jamboree was set up to be independent of Associations, and hoped to involve members of the World Federation of Independent Scouts (WFIS), the World Organization of the Scout Movement (WOSM), and the World Association of Girl Guides and Girl Scouts (WAGGGS). Jamboree 2008 was held at Green Carts, Humshaugh, Northumberland and ran for eight days, between 16 and 22 August. The final day marked 100 years since Robert Baden-Powell met thirty Scouts at Fourstones Railway Station (about a mile south of Carr Edge) and marched them up to the camp site for the Humshaugh Camp, accepted as the first official Scout Camp to be run by Baden- Powell.

In 1937, the Notgemeinschaft der Wissenschaft (NG) ("Emergency Foundation for Science") was renamed the Deutsche Gemeinschaft zur Erhaltung und Förderung der Forschung ("German Foundation for the Preservation and Promotion of Research"), for short known as the Deutsche Forschungsgemeinschaft (DFG). Even before the election of the National Socialists to power in 1933, projects funded by the NG had worked diligently on Nazi-aligned research, especially German ethnographic research in Eastern Europe that would lay the foundations for the Hitlerite "Lebensraum" and extermination policies; during the National Socialist period, the NG leadership showed itself ready and willing to adapt to the “new era” by gearing its funding practices towards issues related to armaments and autocracy, essentially aligning its goals with the those of the new regime. By the end of World War II in Germany, in 1945, the DFG was no longer active. In 1949, after formation of the Federal Republic, it was re- founded as the NG and again from 1951 as the DFG.
As a composer he helped lay the foundations for the development of modern Ukrainian music. His works are formally unsophisticated, often strophic, and usually in the minor mode; but his stage works (notably Prostachka (‘The Simpleton’), 1870) are representative of a popular folk genre that was melodically fluid, singable, pictorial and emotionally evocative. In particular, he exhibited his works numerous times in Milan in shows of the Permanente. In the 1960s he began his production, destined to become copious, of portraits and trompe-l'œil works, most of which were commissioned by private collectors and art dealers; finally settling in Bologna with his wife, he started in 1971 to lay the foundations for his Surrealist works despite continuing to produce more traditional works on request. In painting his father-in-law, whom he had never met because of his premature death, Girometti referred to the photo on a medallion of only a few centimeters in size. Metaxas considered António Salazar's Estado Novo of Portugal his main inspiration and surrounded himself with elements from this and other dictatorial regimes of the time. Thus his main ideological slogan was also "New State" (Neon Kratos) and the 4th of August regime used its own military-like uniforms, greetings, songs and rituals, including the Roman salute (which Metaxas considered Greek in origin as a salutation to the sun god Apollo, and he referred to it as the "Hellenikos Hairetismos" ("Hellenic Hailing")). In Metaxas' case we can speak as well of some characteristics typical of authoritarian states such as 1930s Italy and Germany: the regime's propaganda presented Metaxas as "the First Peasant", "the First Worker" and as "the National Father" of the Greeks. Like his contemporaries Hitler with Führer and Mussolini with Duce, Metaxas adopted the title of Archigos, Greek for "leader" or "chieftain", and claimed that his regime had to lay the foundations for the appearance of a glorious "Third Hellenic Civilization" combining the best of ancient Greece and the Greek Byzantine Empire of the Middle Ages.

Franke College of Forestry & Conservation at the University of Montana, and Director of the Numerical Terradynamics Simulation Group, developed the earth observing-oriented algorithms used by the Moderate Resolution Imaging Spectroradiometer (MODIS) on board NASA’s satellites, Terra and Aqua. A recognized expert in global ecosystem monitoring, Running was invited to serve on the board of the Intergovernmental Panel on Climate Change (IPCC). In 2007, the IPCC was awarded the Nobel Peace Prize "for their efforts to build up and disseminate greater knowledge about man-made climate change, and to lay the foundations for the measures that are needed to counteract such change".
