They were, however, rebuffed by Empress Dowager He, and they hatched the plan to secretly order a number of warlords to advance on the capital Luoyang to force Empress Dowager He to agree to their demands. One of these warlords was Dong Zhuo, who saw this as an opportunity to control the central government. He Jin's plan was discovered by the eunuchs, who laid a trap for him and killed him.

As the Tang general Zheng Tian continued to resist Qi at the nearby Fengxiang Circuit (鳳翔, headquartered in modern Baoji, Shaanxi), in spring 881, Huang Chao sent Shang Rang and Wang Bo (王播), with 50,000 troops, to attack Zheng. Meanwhile, at Chang'an, an anonymous person wrote poems satirizing the Qi officials at the executive bureau (尚書省, Shangshu Sheng). Shang, in anger, gouged out the eyes of the government workers who were on duty and hung them upside down, while arresting all in the city who were capable of writing poetry, putting some 3,000 of them to death.

Instead of the friendly relations that Shi Jingtang had with the Khitan (whose state had been renamed Liao by this point), Shi Chonggui took a confrontational stance, and the two states were constantly at war. In 946, Liao's Emperor Taizong laid a trap for Later Jin, by having his major general Zhao Yanshou (Zhao Dejun's son) "secretly" send emissaries to Later Jin, offering to submit to Later Jin, asking for a major Later Jin army to be launched to support him (who was then in command at Liao's Lulong Circuit (盧龍, headquartered in modern Beijing), which Shi Jingtang had ceded to Liao). Shi Chonggui's chiefs of staffs Feng and Li Song believed Zhao Yanshou, and prepared a large army to be launched under the command of Du Chongwei (whose name had been changed to Du Wei by that point, to observe naming taboo for Shi Chonggui), with Li Shouzhen serving as Du's deputy. Zhao Ying found the ambitious and ungrateful Du unsuitable, secretly stating to Feng and Li Song: Zhao Ying was not listened to, however.

Li Maozhen made several attempts to counterattack, but each of Li Maozhen's attempts was beaten back by the besieging Xuanwu army. (Meanwhile, Emperor Zhaozong had sent the imperial envoy Li Yan to Huainan to order Yang Xingmi to attack Zhu's territory, but Yang, after launching a campaign but having his food supply delivery hampered by an inadequate supply system, withdrew.) By fall 902, Fengxiang was in a desperate state, but so was Zhu—as his siege was hampered by the rainy weather and the soldiers were becoming ill. At the suggestion of his officer Gao Jichang, he laid a trap for Li Maozhen by having a soldier, Ma Jing (), falsely surrender to Li Maozhen and claim that Zhu's army was so stricken by illnesses that it was withdrawing that night. A major attack by Li Maozhen's army from within the city fell into traps that the Xuanwu army laid, and the Fengxiang army suffered huge losses, such that from that point on, Li Maozhen began considering a negotiated peace with Zhu.
