Ultra was the code name used by British military intelligence, for signals intelligence obtained by breaking German radio and teleprinter communications encrypted by Enigma, a German electro-mechanical rotor cipher machine. The decryption was carried out at the Government Code and Cypher School (GC&CS;) at Bletchley Park and the information was passed on to operational commands. From May 1941, Bletchley could read the Enigma Home Waters setting used by surface ships, with few failures or interruptions, which combined with the PRU and reports from agents, kept watch on the ships at Brest. By April 1941, the British knew that the three ships had been hit but not the extent of the damage and from 16 to 23 December, Enigma decrypts showed that the gunners of the ships were on the Baltic, conducting gunnery training; next day, the Admiralty warned that an attempt to break out was likely.

Serving station ship duty at Ichang, Chungking, Hankow, Wuhu, and Nanking into 1937, the gunboat made intermittent patrols down the length of the river on convoy duty and then following the Japanese invasion of China in July, served as escort for merchantmen and protected American neutrality in the conflict. Following the sinking of sister gunboat off Nanking by Japanese planes 12 December 1937, Oahu picked up the survivors and carried them to Shanghai, returning to the scene of the incident to conduct salvage operations. As the Japanese campaign in China grew, the gunboat operated only on the lower river as far as Wuhu and Hankow, in addition serving as station ship and radio relay vessel for American officials at the temporary U.S. embassy at Nanking. Whenever the warship attempted to cruise the river on regular patrol, she was convoyed by Japanese minesweepers that kept watch on her movements while protecting her from attacks by their planes.

As a US Naval Air Station, policing of most of the airfield had been a US Naval responsibility, carried out by US NAS Bermuda Police, and by US Navy Security Detachments (for a time, there had also been a US Marine Corps detachment). The area used by the Bermuda Government, comprising the Civil Air Terminal, and what are now labelled Aprons One and Two, with that part of the taxiways and former runway (currently Taxiway Bravo) which lay between, were policed by the Bermuda Police Service (BPS). The Bermuda Police Service maintained a small station in the Civil Air Terminal, controlled the access points to airside used by workers and vehicles, drove vehicle patrols, and kept watch on the tarmac (with no jetways, passengers at the airport are able to mingle with apron workers).
