The Facility's common name was taken from a Beatles song, from the same album that gave the common name to Camp Strawberry Fields—the camp where the CIA's most prominent torture victims were to be kept "Forever". Penny Lane was to be used to "turn" particular captives into double agents, who would be released, to penetrate terrorist organizations, and inform on them, from within. The possibility that silt from eroded Adirondack slopes could clog the Erie Canal had led the state's business community to lobby for the creation of the Forest Preserve in 1885. A legislative maneuver by the Ulster County delegation later that year added the Catskills, relieving the county of property tax obligations to the state on lands it had taken by foreclosure after the tanners and loggers had harvested everything of value and absconded with the revenue. The lands transferred to the state by the legislation were required to be kept forever wild. The legislation became Article 14 of the state constitution nine years later, in 1894, with added provisos that prohibited their sale, lease or any other transfer without a new amendment authorizing such a transaction.

It was replaced by seasonal visitors who came to appreciate the scenic beauty of the area, now with some landholdings part of the state's recently created Forest Preserve and thus kept "forever wild", and its recreational offerings, particularly dry-fly fishing for trout in the upper Beaver Kill. Railroads, and later automobiles, made the valley more accessible than it had been to previous generations of anglers, and litter and other overuse problems began developing along those stretches of the river accessible to the public. In response, during the 1920s the state began constructing areas where those anglers could camp.

Prior to the formal establishment of the town, the settlement was referred to as "The Bridge" because of the settlement's proximity to a bridge over the Schroon River. It is locally claimed that James Fenimore Cooper wrote The Last of the Mohicans in a second story storefront apartment along what is now Main Street, it is more likely that Mr. Cooper had merely visited the town for a short visit around the time he was working on the novel. In 1894, following the New York State Constitutional Convention, the town was expressly included in Article 7 (today Article 14) as being within the newly created Adirondack Park, making the town part of the state forest preserve that is to be kept forever wild. Starting on June 16, 1961, twenty-nine employees of the Warrensburg Board & Paper Corporation voted 15-14 to join the United Paper Makers and Paper Workers AFL-CIO.

George Profous, a forester for what had by then become the state's Department of Environmental Conservation (DEC) wrote in an early 1990s planning document that the aged, deteriorating tower should be dismantled and removed, not only due to its age but because, out of use, it was no longer permitted on state-owned Forest Preserve land, which New York's constitution requires be kept forever wild. Worried residents of Denning and the nearby hamlet of Claryville contacted the Catskill Center for Conservation and Development, a regional advocacy group, to see what they could do to save it, a development Profous had been hoping for. DEC's guidelines governing the use of the Forest Preserve do allow the retention of otherwise incompatible structures within it if they enhance the public's understanding of the Forest Preserve, and many visitors and past observers wrote about how seeing the vastness of the Catskill wildlands at once helped them appreciate the importance of protecting it. Within a few years, the campaign had gotten all five remaining Catskill fire towers listed on the Forest Fire Lookout Association's Historic Lookout Register and later the NRHP.
