A Royal Aircraft Factory B.E.2c, much like what No. 17 Squadron operated from 1915 to 1918. No. 17 Squadron formed for the first time on 1 February 1915 at Gosport as part of the Royal Flying Corps (RFC). It was first equipped with the Royal Aircraft Factory B.E.2c. After an initial training period, the Squadron embarked for Egypt in November and arrived on 11 December.

No. 16 Squadron RAF flew the Westland Lysander as a detachment for RAF Weston Zoyland between 15 August 1940 and 8 September 1941, conducting reconnaissance protecting the country from the planned invasion and looking for enemy movements. In March 1942, just a few months after the attack on Pearl Harbor, Outlaw was made Executive Officer of Escort Scouting Squadron 11 (VGS-11). After its initial training period, the squadron reported aboard USS Altamaha on November 2, 1942. The station test is attended by young horses, held separately for stallions, is made up of an initial training period and a final test. Student Police Officer recruits in Hampshire attest to serve the Queen in the office of constable in the presence of a Magistrate, thereby becoming Servants of the Crown, and receive their warrant card. This attestation and issuing of uniform is usually completed during the first week of training. Once the initial training period is over they are stationed at a Response and Patrol base for further training with a Police Officer that is also a trained tutor (known as a Professional Development Officer) who will look after and guide them for another 10 weeks.

The War Department General Staff initially suggested incorporating African Americans into units with white soldiers at a ratio of 1 black to 10.6 whites. Based on difficulties with completing training, in large part because the abilities of the recruits were lagging as a result of having grown up in the segregated education system and culture then prevalent in the United States, McNair advocated for separate battalions of African American soldiers, arguing that they could be more effectively employed in this manner. In McNair's construct, such units could be deployed for functions including guarding lines of communication in rear areas and near front lines, or maintained as a reserve by division and corps commanders and committed where they were most needed during combat. The proposal that was adopted was closer to what McNair had advocated, and the AGF lengthened the initial training period.

Gilmore conducted her initial training in San Diego, California. After this initial training period she escorted troopships from San Francisco, California to Pearl Harbor from 28 June to 8 July 1943. Her next mission would be escorting the submarine tender to Attu Island on 20 September from San Francisco. Sailing as part of the 14 Destroyer Escort Division Pacific, she then served as the escort ship for the U.S. Coast and Geodetic Survey ship from 18 to 29 October. For the next three months, Gilmore would serve as an escort between various Alaskan ports, until 20 January 1944. She then participated in air-sea rescue operations off the coast of Attu Island for the 4th Fleet Air Wing until 1 February. Three days later, Gilmore left Attu for Adak escorting merchant ships, and then escorted and SS Henry Failing to the Puget Sound Naval Shipyard in Bremerton, Washington, arriving on 16 February 1944. She returned to Dutch Harbor on 1 March and completed nine escort missions between that port and Attu by 20 April 1944.
